  • 최근 들어 수자원 계획, 관리 및 평가 등의 정책수립시 의사결정 지원을 위하여 수문, 사회, 경제 및 환경 분야 등 다양한 수자원관련 정보를 지표를 이용하여 제시하려는 노력들이 이루어지고 있다. 따라서 본 연구에서는 국가 및 지역별 수자원여건을 평가하기 위하여 WMO의 국가별(도시별 평균) 월별 강수량 자료를 이용하여 년평균강수량에 따른 월별 강수량의 변동정도와 국가의 발전정도 등을 고려하여 국가별 수자원 관리여건을 평가하였다.

Prestige and Expanding Scope of Korean Dentistry- Dr. Jong-Suh Ahn (권위와 외연의 확장-치과의사 안종서)

  • Dentists have been striving to find ways to relieve patients' pain and discomfort. The prestige of dentists is made up of dentists' self-sacrifice, academic research and pursuit of patients' well being. However, nowadays the dentists' prestige has been lost and practice on humanity has merely existed. At this time, it is meaningful to shed new light on life of a pioneer in Korean dentistry and take some time for self-examination. Today, we are going to look into life of Dr. Jong-Suh Ahn and his achievements in Korean dentistry. In 1925, Dr. Ahn Jong Suh graduated from KyungSung Dental school as a first graduating class. Then, he learned advanced dentistry at Severance Hospital and in April of 1932 as a young dentist with full of potentials, he opened his dental clinic in Tianjin, China. As an awakening Korean, in 1925 he organized an association of Korean dentists, called HanSung Dental Association and worked as a secretary to manage general affairs. Han Sung Dental Association later became today's Korean Dental Association. On December 9th, 1945, he founded ChoSun Dental Association. He accomplished great deals during his five consecutive terms as a chairman and held other important positions with prestige to lead and expand the scope Korean dental association. There were three other successors to Dr. Ahn as the presidents of Dental Association. Dr. Yong-Jin Kim had a great interest in internal affairs and dental materials. Dr. Myung-Jin Park was active in scientific affairs and Dr. Dong-Chan Han focused on smooth operation of the association. From 1945 to 1963, Dr. Ahn submitted important agendas such as dentist's qualification, scientific and academic affairs, general affairs, dental materials, public oral health, and dental administration to Dental Association's general meeting and central committee. Dr. Ahn overcame hardships of Japanese imperialism, celebrated independence of Korea, experienced 6.25 Korean War and lived through evolving Korean dentistry in 1960s. Dr. Jong-Suh Ahn, who showed the prestige of dentist and expanded the scope of dental association, is exemplary to all dentists.

Water Right Allocation for Equitable Water Use in Shared Rivers by North and South Koreas (남북공유하천의 공평한 물 이용을 위한 수리권 배분)

  • 공유하천의 물 배분문제는 이해당사자간 입장차이가 뚜렷하여 일관된 해결책을 찾기가 어려운 과제이다. 따라서 문제해결을 위한 접근방법이나 적용하고자 하는 논리와 원칙이 일방적일 수 있으며, 연안국가간 서로 상반되는 논리를 주장하는 것이 대부분이다. 즉 어떤 국가든 자기에게 가장 유리한 입장을 취하게 되며 상대방의 주장에 동조하는 자세는 자국 내에서 큰 비판에 직면할 수 있다는 정치적 부담이 있다. 결국 각각의 연안국가들은 자기에게 가장 유리한 이론과 논리를 내세우게 되며 타협과 협력에 도달하기 위해서는 수문, 기상, 사회, 문화, 경제 및 정치적 문제를 극복해야 한다. 본 연구에서는 남북공유하천의 공평하고 합리적인 이용방법을 제시하기 위하여 이해관계가 복잡한 하류유역의 수리권을 추정하였다. 이를 위해 국제 공유하천에서 수리권 배분을 위한 표준화된 법칙이 없으므로 과거 사례 분석을 통해 해석방법을 찾고자 하였다. 아울러 현재 남북공유하천의 문제점을 진단하고 국제사례를 통해 하류국가인 남한지역에 기득수리권이 존재함을 증명하고자 하였다. 또한 수리권 배분(북한의 임남댐 보장방류량)을 위해 국제적으로 적용된 사례와 이의 평가기준 등을 고려하여 남북공유하천에 적용하고자 하였다.

Optimization for Roughness Coefficient of River in Korea - Review of Application and Han River Project Water Elevation - (실측 자료를 이용한 국내하천의 조도계수 산정 -적용성 및 한강의 계획홍수위 검토-)

  • Manning's roughness coefficients were reevaluated for the computation of river flow of the Han River, the Nakdong River and the Geum River. The roughness coefficients were estimated by two methods. One is based on the assumption that roughness is primarily a function of grain diameter and the other is based on the findings that roughness may vary significantly with the flow discharge. The roughness coefficients adopted in each river improvement master plan have been compared with those obtained using the FLDWAV in this study, and their applicabilities have been reviewed, using the FLDWAV and HEC-RAS models. The design flood water levels computed by the abovementioned models with the roughness coefficients proposed in this study have shown good agreement with the measurements of time variation. The roughness coefficients computed using the FLDWAV model showed nearly no close correlation with the various hydraulic characteristic factors, such as grain size and river depth, etc.. Finally the design flood water levels and levee safety about the downstream part from the Paldang Dam of the Han River has been reviewed using HEC-2 model with roughness coefficients of this study and the results indicated that some parts of the existing levees were short of safety.

Problems of Water Use and Estimation of Water Right in North Han River Shared by North and South Korea (I) -Analysis of Diversion Impacts on Downstream Area by Imnam Dam (남북공유하천 북한강의 물이용 문제점 및 수리권 추정 (I) -임남댐 유역변경에 의한 하류 영향 분석)

  • Imnam Dam construction and inter-basin water transfer use by North Korea have caused several problems including water resources management aspects in the downstream reach of North Han River. Therefore, cooperative works between North and South Korea are required to make a reasonable management situation of the shared river for water quantity and quality. However, efforts by the North and the South has done not enough to achieve equitable water use in the shared river. This study analyzes main impacts caused by Imnam Dam in key sectors for reviewing water use right regarded as the most important decision-making criterion in international rivers. As the results, water deficit by Imnam Dam is calculated at 379 million $m^3$/year when river drought year for water assessment is set in 1978 in the Han River basin. Additionally hydropower production is decreased by 234 GWh/year in exclusive hydropower generation dams. In respective of water quality, BOD concentration is increased by 0.065 ppm at Sambongli in North Han River. Finally it is identified that unequitable water use based on the absolute territorial sovereignty by North Korea in North Han River has directly and indirectly affected severe impacts to South Korea as the downstream user.

Water Supply Reliability Revaluation For Agricultural Water Supply Pattern Changes Considering Climate Changes (기후변화에 따른 농업용수공급패턴의 변화로 인한 이수안전도변화분석)

  • This research was performed to examine changes in the timing of the growth of crops along with changes in temperatures due tochanges and to analyze the change of water-supply-reliability by adding an analysis of the change of agricultural water supply patterns in the basin area of Miryang dam in Korea. Had-CM3 model from U.K. was the tool adopted for the GCM model, a stochastic, daily-meteorology-generation-model called LARS-WG was alsoused for downscaling and for the climate change scenario (A1B) which represents Korea's circumstances best. First of all, to calculate changes in the timing of the growth of crops during this period, the theory of GDD was applied. Except for the period of transplanting and irrigation, there was no choice but to find the proper accumulated temperature by comparing actual temperature data and the supply pattern of agricultural use due to limited temperature data. As a result, proper temperatures were found for each period. $400^{\circ}C$ for the preparation period of a nursery bed, $704^{\circ}C$ for a nursery bed's period, $1,295^{\circ}C$ for the rice-transplanting period, $1,744^{\circ}C$ for starting irrigation, and $3,972^{\circ}C$ for finishing irrigation. To analyze future agricultural supply patter changes, the A1B scenario of Had-CM3 model was adopted, and then Downscaling was conducted adopting LARS-WG. To conduct a stochastical analysis of LARS-WG, climate scenarios were generated for the periods 2011~2030, 2046~2065, 2080~2099 using the data of precipitation andMax/Min temperatures collected from the Miryang gauging station. Upon reviewing the result of the analysis of accumulated temperatures from 2011~2030, the supply of agricultural water was 10 days earlier, and in the next periods-2046~2065, 2080~2099 it also was 10 days earlier. With these results, it is assumed that the supply of agricultural water should be about 1 month ahead of the existing schedule to meet the proper growth conditions of crops. From the results of the agricultural water supply patterns should be altered, but the reliability of water supply becomes more favorable, which is caused from the high precipitation change. Furthermore, since the unique characteristics of precipitation in Korea, which has high precipitation in the summer, water-supply-reliability has a pattern that the precipitation in September could significantly affect the chances of drought the following winter and spring. It could be more risky to make changes to the constant supply pattern under these conditions due to the high uncertainty of future precipitation. Although, several researches have been conducted concerning climate changes, in the field of water-industry, those researches have been solely dependent on precipitation. Even so, with the high uncertainty of precipitation, it is difficult for it to be reflected in government policy. Therefore, research in the field of water-supply-patterns or evapotranspiration according to the temperature or other diverse effects, which has higher reliability on anticipation, could obtain more reliable results in the future and that could result in water-resource maintenance to be safer and a more advantageous environment.

Problems of Water Use and Estimation of Water Right in North Han River Shared by North and South Korea (II) - Estimation of Water Right in Downstream Area (남북공유하천 북한강의 물이용 문제점 및 수리권 추정 (II) -하류유역 수리권 추정)

  • There are not many practical measures to solve a water conflict, when a hydromorphologically asymmetric situation in international rivers exists whereby downstream users may not affect upstream users but upstream users do cause downstream impacts. In taking advantage of this merit, North Korea has built Imnam Dam in upstream of North Han River and uses water for trans-basin hydropower generation. As an impact of this dam South Korean' area as a downstream user has been suffered from water deficit and dry river. It is very critical for South Korea to solve a key problem such as water allocation for water supply and river maintenance. Therefore, this study is aim to suggest alternatives for equitable water allocation in consideration of special circumstances between the South and the North. For this, reviewing the allocation methods of water rights is carried using lessons obtained from international river cases. The results show that the minimum desired streamflow is calculated at 7.3 $m^3/sec$; water budget analysis by the equitable distribution of streamflows at the border line of the North Han River, the difference in water supply deficiency is at 3.7 $m^3/sec$ before and after Imnam Dam; in the determined distribution method, the difference in water deficiency is at 11.38 $m^3/sec$. These results show that South Korea should be secured 11.38 $m^3/sec$ from North Korean's Imnam Dam in respective of water use right and sound river maintenance.
