  • The purpose of this article is to empirically suggest the necessity of reconsidering the new aptitude factors such as the ability to withstand work stress, to handle unusual events, and to work independently, in the respect that the environmental change in railway safety-critical worker's job should be flexibly reflected in the current aptitude management system. Besides, several ways of reducing the stress level for the railway safety-critical workers were suggested as well.

  • 전통적인 HRA(Human Reliability Analysis)방법은 특정 애플리케이션 또는 산업을 염두에 두고 있으며. 또한 이러한 방법은 종종 복잡하며, 시간이 많이 걸리고 적용하는 데 비용이 많이 들며 직접 비교하기에는 적합하지 않다. 제안된 HFHM(Human Factors Hazard Model: 인적 요인 위험 모델)은 기검증되고 시간 테스트를 거친 FTA(Fault Tree Analysis:결함 트리 분석)및 ETA(Event Tree Analysis:이벤트 트리 분석)의 확률 분석 도구 및 새로 개발된 HEP(Human Error Probability:인적 오류 확률)예측 도구와 통합되고, 인간과 관련된 PSF(Performance Shaping Factors:성능 형성 요인)를 중심으로 새로운 접근 방식으로 개발되었다. 인간-시스템은 상호작용으로 인한 재난사고 가능성을 모델링하는 위험분석 접근법 HFHM은 다음과 같은 상용 소프트웨어 도구 내에서 예시되고 자동화된다. HFHM에서 생성된 데이터는 SE 분석가 및 설계에 대한 표준화된 가이드로 사용될 수 있다. 본 연구에서는 인적 위험을 예측하는 이 새로운 접근 방식을 통해, 전체 시스템에 대한 포괄적인 재난안전 분석을 가능하게 한다.

  • 기관사와 관제사는 일상적 교번근무의 제도적 틀과 사고 및 장애발생의 가능성을 늘 염려하면서 주어진 과업을 수행해나가고 있다. 최근 철도분야의 휴먼에러에 대한 사회적 관심이 높아지면서 휴먼에러 유발의 원인과 해소방안에 대한 연구관심도 더불어 증대되고 있다. 그 동안 기관사를 대상으로 한 연구가 주류를 이루고 있는 가운데 관제사에 대한 접근은 거의 이루어지지 않았다. 그러나 관제사 또한 안전업무종사자의 일원으로 이들의 과업수행은 휴먼에러와 깊은 관련성이 있다. 따라서 본 연구는 안전업무종사자인 기관사와 관제사의 휴먼에러 및 그 선행요인과 후행요인을 탐색적으로 밝히되 사회심리변인들의 상관관계분석 결과를 토대로 두 직종을 비교관점에서 접근함으로써 좀 더 의미있는 결과를 도출하는데 주력했다.

  • 본 연구는 최근 중대재해 처벌법 시행에 따라 관심이 높아지고 있는 근로자 참여형 위험성 평가를 위한 중요한 평가 요소를 확인하기 위해 수행되었다. 연구의 목적은 다음과 같다. 첫째로, 근로자 참여형 위험성 평가를 위한 관련 선행연구 및 위험성 평가 지침과 같은 관련 선행 문헌을 분석하였다. 둘째로, 위험성 평가 전문가들의 대안을 통해 위험성 평가에서 중요한 상위 개층 요인을 확인하였다. 셋째로, 위험성 평가에 대한 중요한 요인을 계층화 대안 모델을 검증하기 위해 안전관리자와 근로자를 대상으로 한 집단 간의 상대적 중요도를 측정하기 위해 계층분석(Analytical Hierarchy Process) 방법을 사용하였다. 이를 통해 건설 현장에서 근로자 참여형 위험성 평가를 수행하기 위한 이행력 관리 수단 및 위험 조치 수립을 위한 기초 자료를 제공하고자 하였다.

A Study on the Systematic Improvement of Civil Aviation Safety (민간항공 안전의 체계적 개선에 관한 연구)

  • Korea's economic development plans instituted in the 1970's, affected by the growth centered policy and rapid industrialization, have prevailed without having aviation safety management system, along with the safety of the other various means of transportation, settled in its place, and subsequently, the aviation accidents occurred until the beginning of year 2000 have incurred an enormous social expense, not to say of a massive loss of human lives. Especially, with regard to the causal factors of accidents, most of recent accidents have been associated with human factor of airmen, thus, only if this can be detected in advance and prevented, the aircraft accident rate will be reduced by a large margin. Therefore, in order to develope improvement methods on the safety system of civil aviation, in this study, safety management system has been divided into three stages: an advance preventive system, a handling system at an accident's occurrence and a post accident handling system, and thereby improvement methods on aviation safety have been suggested for each stage. The threatening factors agatinst aviation safety have been found to be the absence of management standards and regulations, the indifference to or the lack of the law abiding apirit as major factors, and in order to improve on which, it is required that the settlement of the institutional safety management system should precede, and that the Government and the aviation industry should also make a continuous effort to identify the threatening factors against aviation safety, and to provide incentives for the law abiding spirit and the attitude of giving top priority to safety to spread among all the employees.

An Analysis of Threat Factors for Strengthen Maritime Safety around Delphi/AHP-Based Launch Site and Flight Paths (Delphi/AHP 기반 발사장 주변 및 비행경로의 해상안전 강화를 위한 위협요인 분석)

  • In this study, using the Delphi method, 20 responses to 4 questions (need for launch safety control, top-priority considerations for ensuring public safety during launch, necessary improvements for securing maritime safety, and maritime safety threat factors) regarding launch vehicles and public safety were obtained from experts, and their importance was evaluated to analyze the factors that threaten the reinforcement of maritime safety around launch sites and flight paths when launching. According to the results of an analytic hierarchy process (AHP) analysis, the consistency ratio of the four questions was 4.8%, which is lower than CR ≤ 0.1(10%), and the consistency percentage of the lower measurement indicators was 3.9~5.7%. The derived importance and priority of maritime safety threat factors during launching were in the following order: Substantial human and physical damage in case of launch accidents(0.36), Prepare legal bases (e.g., penalty details) regarding maritime control(0.32), Secure the safety of personnel, equipment, and facilities in danger zone(0.31), Unauthorized entry of vessels in maritime control zones and non-compliance to restrictions(0.30). This article can serve as a reference for strengthening maritime safety in areas around launch sites and flight paths.

An Analysis of the Research Trends in Safety Education for Home Economics Education (가정과 안전교육의 연구 동향 분석)

  • The purpose of this study is to suggest the basic information for diverse and balanced research and development in this field with understanding research trends related to safety education in home economics. In order to so, this study makes population and sampling by targeting cases which refer to 'safety' on 15 papers of academic journals related to home economics registered in the National Research Foundation from 2001 to 2015, 244 papers related to safety education area and 179 master doctorate thesis by searching keyword as 'safety'. Analysis contents are research trends of papers related to safety education by year and by subject and research trends of safety education by area and by research method. As a result of the study, first, the number of research papers related to safety education by year on home economics curriculum repeated increase and decrease and there have been consistent studies conducted on safety education with 14-52 papers per every year and yearly average 28.2 papers. On the other hand, the most number of studies conducted in 2015 with 52 papers which are twice as much of 26 papers in 2014. This seems to be affected by the announcement of safety comprehensive countermeasures from government and the emphasis of safety subject on 2015 curriculum revision of the Ministry of Education. Second, with regards to research trends by topic, 137 papers are related to safety education (29%), 336 papers are related to safety actual condition (71%). Accidents and recognition had a greater percentage in a paper before 2009 (74.4%) and studies are increased after 2009 (from 21 papers to 53 papers) in terms of development or evaluation of safety education program, development of education materials, development of education method etc. Subject area dealt with the most on the research of safety actual condition is regarding safety accidents or effective variables (23.2%). Subject regarding the variables are researches related to factors influencing family violence, internet addiction, spouse violence, willingness to purchase unsafe food, age harassment, or suicidal attempt etc. Next, researches related to safety recognition (13.9%), safety knowledge and attitude (7.4%), safety behaviors (6.3%), safety consciousness (2.3%) show in sequence. Subject area dealt with the most on the researches regarding safety education is development and evaluation of safety education program (11%) and this appears the most in 2015 by year (21.5%). Third, with regards to eight areas of safety education, there are 143 papers regarding public safety (33.8%), 106 papers regarding violence and personal safety (25.1%), 93 papers regarding general subject on safety or whole safety area (22%) and 58 papers regarding drug and internet addiction (13.7%) in sequence. And there is no paper related to first aid and 1 paper is related to occupational safety (0.2%). Occupational safety area is less researched nevertheless its included in home economic curriculum as relative chapter. First aid does not directly correlate with home economics curriculum but should be studied in preparation for accident which could happen in practical class. Forth, with regards to research trends by research method, quantitative research (89.1%) is mostly used and both research study (70.4%) and experimental research (18.7%) are used the most frequently. In particular, researches on the actual condition of safety education and experimental studies for effectiveness verification take most of research method. As qualitative studies, there are phenomenological study (3.1%) and case study (3.1%) related to actual conditions of safety accidents. 10 papers (2.4%) are mixture of quantitative and qualitative research and some research conducted research study and experimental research at the same time (0.9%). With regards to subject of study, human environments (87.5%) are more than physical environments (12.5) and students (48.4%) are more than teachers and school parents (20.6%). As the subject of physical environments, school (6.5%) is the most but home environment is none. As a result of the study, research for the development of evaluation tool for evaluating safety education, occupational safety and lifelong education should be conducted from this time forward. In addition, the object of study shall be expanded to both human environments in terms of entire life and physical environments for home. An in-depth qualitative research should be needed by observing and meeting with each student.

A Convergence Study of Nurses' Incident Reporting and Perceived Safety Climate (간호사의 사건보고와 안전분위기 인지에 대한 융합연구)

  • The purpose of this study was to identify the factors affecting perceived safety climate and the level of incident reporting attitude, incident reporting knowledge and safety climate. The data were collected by structured questionnaires from 240 nurses and were analyzed with descriptive statistics, t-test, ANOVA, Scheffe test, Pearson's correlation coefficients and multiple regression. The level of incident reporting attitude and incident reporting knowledge was 3.34 and 3.05. The level of safety climate was 3.25. Incident reporting knowledge and safety climate have a significant positive association with incident reporting attitude(r=.33, p<.001; r=.38, p<.001). Incident reporting knowledge was positively associated with safety climate(r=.32, p<.001). Factors influencing safety climate were incident reporting knowledge, belief in improvement and reporting intention which explained 24.7% of the variance(F=12.22, p<.001). The findings indicate that to improve incident reporting knowledge with positive attitude and safety climate should be considered as patient safety strategy and should endeavour to develop interventions for safety.

The Factors Affecting Self-Confidence in Performing Patient Safety Management Nursing students (간호대학생의 환자안전관리 수행자신감에 미치는 영향요인)

  • This study was conducted to identify the factors affecting the self-confidence in performing patient safety management in nursing students. As a result of the analysis, 7.0 points in knowledge of patient safety management, 3.86 points in attitude of patient safety management, 3.47 points in clinical decision making ability, and 4.15 points in self-confidence in performing patient safety management. Self-confidence in performing patient safety management was positively correlated with knowledge of patient safety management(r=.216, p<.01) and attitude of patient safety management(r=.375, p<.01), clinical decision making ability(r=.467, p<.01). The self-confidence in performing patient safety management was influenced by clinical decision making ability(β=.409, p<.001) and attitude of patient safety management(β=.198, p=.011), explanatory power was 26.3%.

제품구매시 소비자의 안전추구행동 분석 : 가정생활 양식유형, 안전의식의 영향력을 중심으로

  • 본 연구에서는 전국에 거주하는 20세 이상 남녀 총 2,000 명을 조사대상으로 한 한국소비자원 (2007)의 "국민소비행태 및 의식구조 조사"자료를 가지고 소비자의 안전추구행동을 조사분석하였다. 구체적으로, 소비자안전의식과 가정생활양식 변수가 소비자 안전추구행동에 미치는 요인을 조사하였다. 본 연구의 분석결과를 정리 요약하면 다음과 같다. 첫째, 소비자들은 자동차를 제외하고 농산물 구매에서 안전성보다는 가격, 신선도 등 다른 요인을 중요한 기준으로 고려하고 있어 안전추구행동이 낮은 수준이라고 하겠다. 둘째, 소비자 안전의식은 여성, 젊은 소비자, 가족 수가 3인 인 경우, 농산물 수입개방에 대해 중간적 입장을 취한 소비자의 경우, 미래지향적인 소비자들에게서 높은 것으로 나타났다. 셋째, 대체로 농산물 구매에 있어서 소비자가 환경지향적이고 농산물 수입개방에 대해 부정적인 소비자 일 수록 안전추구행동 수준이 높은 것으로 나타났다. 자동차의 경우 남성, 미혼자, 연령이 낮은 경우, 가족 수가 적은 경우 안전성을 중요한 구매기준으로 고려하고 있었다. 대체로 여성, 미혼, 나이가 많은 경우, 가족수가 적은 경우, 환경의식이 높은 경우 술의 소비가 적었으며, 여성, 고졸이하, 나이가 적은 경우, 가족 건강 여가 지향적인 경우 담배를 전혀 소비하지 않는 것으로 나타났다. 여성, 대졸, 고소득, 가족 건강지향적, 부정적 농산물수입개방 태도의 경우 수입농산물 구매에서 안전성을 제일 중요한 기준으로 삼고 있었다. 끝으로, 여성, 고졸 소비자, 여가 현재 지향적, 환경의식이 높은 소비자의 경우 안전추구행동 수준이 높은 것으로 나타났다. 그러나, 소비자의 안전의식은 안전추구 행동에 직접적 영향을 미치지 않는 것으로 밝혀졌다.
