기술표준원은 전기용품안전관리법의 개정시행으로 2000. 7. 1부터 전기용품형식제도가 안전인증제도로 변경되면서 전기용품기술기준을 연차적으로 국제기준(IEC)체제의 안전기준으로 전환됨에 따라 새로이 적용되는 국제기준 체제에 부합하는 전기용품안전기준의 조기정착과 전기용품의 안전성 확보를 지원하기 위하여 안전기준에 대한 토론회를 개최하고 있다.

With the development of society, the scale of the statute is not only increasing, but also the content is getting complicated. The scale of safety standards existing in the law is also increasing and specialized, making it difficult to integrate and manage to minimize conflicts or overlaps among safety standards. For the integrated management of safety standards, a technology that searches for and extracts safety standards in laws and regulations must first be secured. In this study, considering the limitations of time and manpower, a tool for automatic detection of safety standards is developed based on several specific cases. The safety standards classified in the previous studies and the safety standards announced by the Ministry of Interior and Safety were analyzed, and also statute information which includes safety standards extracted by the National Disaster Management Institute in 2018 was collected. After the collected laws were refined and morphological analysis was performed, a safety standard thesaurus was constructed and indexed to develop a safety standard search tool. When automatic search tools are routinely applied to find safety standards in the future, it is expected that these tools will help to solve overlapping or conflicting problems of complex safety standards.

As social standards have been subdivided and specialized due to social development, the number of related laws has also increased gradually, resulting in problems of duplication or conflict within the laws. After collecting all the safety standards that exist in Korea's legislation, it is necessary to analyze the characteristics of safety standards to find duplicate or conflicting issues. In this study, the characteristics of safety standards were divided into structural parts and lexical parts by extracting common elements that appear in all safety standards and singular points that appear only in specific safety standards. As a result of the analysis, two structural properties of safety standard were found and four lexical features were derived. The impact of these characteristics on future systems for managing safety standards was also reviewed. Based on this study, when more structural and lexical features of safety standards are accumulated in the future, it is possible to develop efficient algorithms to collect and analyze safety standards, which will help solve the problem of duplication and conflict of safety standards in the law.

전기용품안전기준은 안전한 기기를 설계하고 제조하기 위새서는 필수적이다. 기준은 안전성을 만족할 만한 수준을 이루기 위한 최소한의 필수 사항을 규격화 하여 제시되었다. 따라서 안전기준 및 시험방법을 이해하는 것은 제조업체의 품질경영과 제품안전성 제고에 필수적이라고 할 수 있다 따라서 본고에서는 전기용품안전기준의 개념과 대상이 되는 위험요소 및 방지책에 대해서 설명하고, 안전기준 K 60335를 근거로 하여 규격 및 시험에 관한 일반적인 조건 및 항목들을 제시하고자 한다.

우리나라에서도 고준위폐기물 처분시설의 장기안전성 확보를 위한 기초연구가 시작되고 있어 안전성 기준에 대한 논의가 필요한 시점이다. 여기서는 고준위폐기물 처분시설의 안전성 기준에 대한 국제기관들의 권고하는 기준들을 조사하고, 현재 여러 나라에서 제안되거나 개정중에 있는 기준들을 비교 분석하였다. 안전성기준에서의 큰 차이점은 유도기준의 필요성(현재 미국만의 유도기준을 사용), ALARA 적용문제, 종합적 위험도 적용방법론의 문제, 위험도 수준등에서 나타나고 있으며, 특히 미래 상황의 불확실성 때문에 현재 및 개 국가에서 제시하고 있는 안전성평가기간 (10,000면)은 계속 논란이 일 것으로 보인다. 미래 예측이 어느 정도 가능한 최소한의 기간(수천년 혹은 만년)까지는 위험도를 기준으로, 그리고 그 이후는 지표로의 누출율을 기준으로 정하는 것도 바람직한 대안이 될 것으로 생각된다. 또한 안전성기준은 설계자로 하여금 대안분석을 통한 최적화를 방해하는 구체적인 유포기준보다는 융통성을 어느 정도 부여하는 방향으로 설정되는 것이 바람직한 것으로 사료된다.

해상교통안전진단은 해상교통안전에 영향을 미치는 사업으로 발생할 수 있는 항행안전 위험 요인을 전문적으로 조사 측정하고 평가하기 위해 도입되었다. 이에 사업자는 안전진단대상사업에 대하여 안전진단을 할 수 있는 안전진단대행업자에게 안전진단을 의뢰하며, 안전진단대행업자는 해상교통안전진단기준, 안전진단서 작성기준 및 안전진단항목별 기술기준에 따라 안전진단을 실시하고 안전진단서를 작성하여야 한다. 하지만, 제출된 안전진단서는 안전진단서 작성의 적합성을 포함하여 안전진단서의 보완 등이 필요하여 심사/평가에 영향을 미치고 있는 실정이다. 이에 관련 규정에 따른 현 안전진단서의 실태를 분석하고 안전진단 실시 및 안전진단서 작성 향상을 위한 안을 제시하였다.

최근 들어, 국내외에서는 화재안전 분야에서 성능기준이라는 개념이 중요한 토의 주제가 되고 있으며, 성능기준 화재안전 설계 기법을 적용한 건물들이 주요 선진국에서 들어서고 있다. 따라서, 기존 법률 기준으로 적용하기 어려운 새로운 건물이 들어서고 있으며, 이에 대한 화재안전의 중요성으로 말미암아 건축기술자, 화재안전 기술자와 건물에 대한 이해 관계자들 사이의 기술적, 법적인 이해 관계아래 건물의 미관을 살리며, 인명 및 재산의 보호를 동시에 만족시킬 수 있는 기술적 기준을 마련하고자 나타난 것이 성능기준화재안전에 기초한 설계기법이다. The purpose of this research is to systematize safety management for practical application through analysis and review of several safety standards currently in force among the statutes and rules regarding various safety accidents. Accordingly, the safety standard systems of Japan, US, and Germany were examined and a KOSAM entity relationship diagram (ERD) was drawn based on the ontology system. The ERD consists of the safety standard scope, safety management statute, safety management standard, safety management subjects, causes of safety accidents, and safety management organization entities. Next, each entity was assigned a code and finally a KOSAM safety management condition search screen was designed based on the ERD. This research is expected to bring an overall improvement in safety standard management and operation through safety standard DB construction and the execution of safety management system development.

This study aims to elucidate the content and format of school safety standards to clarify the roles and responsibilities of schools in realizing school safety. Toward this end, difficulties in operating school safety standards at various sites were classified into four small groups with a total of 26 educational administrators, superintendents, and researchers to listen to the opinions of experts in the field and analyze related data. As a result, we comprehensively analyzed in-depth interviews with the respondents who are working at provincial offices of education regarding the proposed school safety standards. We also analyzed the necessity of developing these standards and examining the appropriateness of their content and format. Results were derived from four aspects, including the field applicability of such standards. The study draws the following conclusions. First, it focuses on setting the direction for the development of school safety standards. Second, it highlights the exploration of the system and content of these standards. Third, it pertains to the preparation of a draft of these standards.
