  • An effective management of reservoir, an agricultural infrastructure, requires an establishment of a good management system by means of unification of managing entity; training of manpower and their deployment for scientific management by expert group; carrying out repair / strengthening works based on periodic in-depth inspection results. In particular, continuous budget allocation as well as cultivating good management mind of managing entity are essential for undertaking periodic precise and / or in-depth inspections for assessing the functionality / safety of facilities and proper repair / strengthening works for satisfying the up-to-date facilty standarda and changing environmental conditions.

The Analysis of Current Situation of the Building Precision Safety Inspection and Precision Safety Diagnosis Cost from Practitioners Viewpoint (실무자 관점에서의 건축물 정밀안전점검 및 정밀안전진단 실행대가 현황분석)

  • Recently, interest in the safety and maintenance of the structures is growing. However, due to the low-cost order placed by the ordering organization, the safety diagnosis specialized institution becomes insolvent and many problems have arisen due to insufficient inspection and diagnosis. Therefore, in this study, the current status of bid cost was examined through the survey of the practitioners and case analysis. As a result, Precision safety inspection is deemed that it is necessary to increase the efficiency of the criteria cost and to strengthen the rigidity of the criteria cost rather than adjusting the criteria cost. Precision safety diagnosis, the criteria cost for structures with a floor area of less than $10,000m^2$ is lowered to 80 % from the current standard. For structures larger than that, the current criteria cost are applied, but it is deemed necessary to strengthen the rigidity of the criteria cost.

  • Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings (소규모 노후 건축물 안전관리 실태분석 및 효율화 방안)

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

  • 원자력 발전소에서 사용되어지는 케이블은 전원 및 제어신호를 안정하게 전달하는 역할을 하며, 비상상태 발생시에는 원자로를 안전하게 shut-down시키는 통로 역할을 하므로 매우 중요하다. 케이블 상태 감시시 절연 및 피복재료는 종류 및 배합내용이 다양하기 때문에 종래의 자료로부터 전선과 케이블의 열화 또는 수명을 추정하기가 극히 어려우며 방사선에 노출이 되는 케이블의 경우 노화현상의 진행이 빠르고 방사선 열화로 수명이 단축되므로 국내 실정을 감안한 독자적인 검증방법 도출, 규제기술 기반 구축 필요 및 규제의 합리화와 효율화 필요성이 대두되고 있다. 기존에 사용해온 케이블 진단 방법에는 절연 파괴 강도 측정을 통한 노화진단, 산화 방지능력 측정을 통한 노화진단, 자켓 및 절연체의 판단, 연신율에 의한 노화진단, 케이블 Indenter에 의한 노화진단, 온도 및 방사선 등의 특정상태에 대한 평가, 유사한 환경조건에 대한 주기적 검토 등이 있다. 기존의 국내외 케이블 상태 감시방법을 조사 연구하므로서 케이블 열화에 대비한 수명관리 규제 기술 및 상태감시 (Condition Monitoring : CM) 기술의 평가 기준을 결정 하고자 한다.

  • To keep enterprise's competitiveness on condition of the automatic manufacturing system such as FA, FMS and CIM, all the maintenance problems should be considered seriously in not only production and maintenance but also related Industrial safety. As we analyze in the surveys for the maintenance management of domestic enterprises and the causes of industrial accident, there will be necessity of drawing up countermeasures for prevention of industrial accidents and for ensuring expertise maintenance technologies. Based on these analyses, this study studied the safety information system, maintenance management information system, and the machinery condition diagnosis technique by using of the knowledge-based system under the internet environment. This web based knowledge-based diagnosis system can easily provide not only the knowledge of expert about deterioration phenomenon of industrial robot, but also the knowledge of relating safety and facility on everywhere, everytime. Therefore, when we use this system, it is expected to improve the efficiency of business processes in the production and safety.

  • 최근 기후의 급격한 변화 및 이상기후로 인해 전 세계적으로 가뭄의 발생빈도가 증가하고 있는 추세이다. 우리나라의 경우 지역·계절별 강수량의 편차로 인해 국지적으로 극심한 가뭄이 발생하고 있으며, 향후 피해는 더욱 증가할 것으로 예측하고 있다. 농업가뭄은 농작물 생육에 따른 수확량 및 수자원 이용에 직접적인 영향을 미치고 있으며, 농업수리시설물의 의존도가 높기 때문에 저수지의 대응능력과 농경지의 수리답 시설이 농업가뭄 대응을 위한 중요한 지표로써 활용되고 있다. 본 연구에서는 수리시설물의 가뭄대응능력과 평야부 농경지의 가뭄빈도를 이용하여 농업가뭄 취약성 평가를 수행하였다. 2015년 이후 매년 가뭄이 발생하는 충청남도 태안군을 시범지역으로 선정하였으며, 논 중심의 농업가뭄을 평가하기 위해 기상영향, 가뭄발생현황, 보조수원능력, 가뭄대응능력 4가지의 관련 항목을 선정하였다. 기상영향, 가뭄발생현황, 보조수원현황 항목은 계수화를 위해 데이터 속성 정보만을 이용하여 가중치를 산정하는 엔트로피 (Entropy) 방법을 적용하였으며, 가뭄대응능력 항목은 농업수리시설물과 농경지 평균 가뭄빈도 분석을 통해 점수화를 수행하였다. 본 연구의 결과는 지역별로 선제적인 가뭄대응 우선순위를 결정할 수 있고, 용수공급의 효율화 등 논 중심의 농업가뭄 대응을 위한 기초자료로써 활용될 수 있을 것으로 판단된다.

Research on the Efficient Manufacturing Method of Photocatalyst Concrete according to the Type and Mixing Ratio of Photocatalyst (광촉매 종류 및 혼입률에 따른 효율적 광촉매 콘크리트의 제조 방법에 관한 연구)

  • In this study, we evaluated the mechanical properties and nitrogen oxides removal characteristics according to the type and incorporation rate of the photocatalyst and investigated the method of separated placement for the production of economical and efficient photocatalyst concrete. As a result, when the photocatalyst incorporation rate was 5%, the highest compressive strength and elastic modulus were measured. As a result of evaluating the nitrogen oxides removal performance by the photocatalytic reaction, as the photocatalyst incorporation rate increased, the nitrogen oxide removal rate increased. At this time, the nitrogen oxides removal performance of photocatalyst P-25 was better than the NP-A. In consideration of economic efficiency, we have provided a method of separated placement for casting a constant thickness of concrete surface with photocatalyst concrete and evaluated the integrated performance at this time. As a result, it appears to be equal to or higher than mechanical performance and durability performance as compared with Plain, and it is judged that the integrated behavior is satisfied.

  • 최근 우리나라의 건설 분야에서는 생애주기비용(Life Cycle Cost;이하 LCC)/가치공학(Value Engineering; 이하 VE)을 적용한 구조물 설계가 실시되고 있다. 이는, 건설교통부에서 공공건설사업의 효율성을 제고하기 위하여 실시하고 있으며, 대통령령에 따라 "건설기술관리법시행령"을 제정하여 공공사업분 수행 절차와 기준을 법제화 하였으며 이후 시행령 38조 13의 "설계의 경제성등 검토" 실시를 의무화하는 시행지침을 작성하여 수행하고 있다. 이러한, LCC/VE의 검토에서 보수 보강 공사비 산정은 유지보수공사 프로파일링을 통한 보수 보강 시기를 산정(건설교통부, 2003)하여 교량 구성요소별 보수 교체 주기를 산정(건설교통부, 2001)에서 제시한 기간을 적용하여 LCC/VE를 평가하고 있다. 하지만, 이러한 보수 보강 공사비의 적용은 일괄적인 적용이며, 예전 국내의 교량 건설기술이 현재와 같이 발전된 상태에서의 현황이 아니므로 본 연구에서는 현재 고속국도에 완공되어 운용중인 교량 구조물을 시설물의 안전관리에 관한 특별법 시행령(2008)에 따른 "시설물의 안전점검 및 정밀안전진단 지침"에 의한 교량의 초기점검, 정밀점검 및 정밀안전진단 자료를 조사 분석하여 보수 보강 공사비 곡선을 추정하려 한다.

Integration of 3D Laser Scanner and BIM Process for Visualization of Building Defective Condition (3D 레이저 스캐닝과 BIM 연동을 통한 건축물 노후 상태 정보 시각화 프로세스)

  • The regular assessment of a building is important to understand structural safety and latent risk in the early stages of building life cycle. However, methods of traditional assessment are subjective, atypical, labor-intensive, and time-consuming and as such the reliability of these results has been questioned. This study proposed a method to bring accurate results using a 3D laser scanner and integrate them in Building Information Modeling (BIM) to visualize defective condition. The specific process for this study was as follows: (1) semi-automated data acquisition using 3D laser scanner and python script, (2) scan-to-BIM process, (3) integrating and visualizing defective conditions data using dynamo. The method proposed in this study improved efficiency and productivity in a building assessment through omitting the additional process of measurement and documentation. The visualized 3D model allows building facility managers to make more effective decisions. Ultimately, this is expected to improve the efficiency of building maintenance works.
