This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

The purpose of this study is to develop basic data for the prevention of shipboard disasters and measures to improve the safety and health of seafarers by using a survey on the safety and health activities of seafarers. The questionnaire was administered to 437 people who have worked on a ship in the last six months. According to the results from the analyses (t-test, crosstab, and ANOVA), the level of safety and health activities of seafarers averaged at 68.82 points. The workplace clearance was the highest at 76.08 points, and the safety and health management system were the lowest at 62.78 points. As a result of the differences in the level of safety and health activities, the number of marine workers was higher than workers on land, and higher education was higher than lower education (p<0.01). It was higher for workers in coastal zones than for those in pelagic areas, and special cargo ships were higher than other ship types (p<0.01). Larger ships had a higher number of activities than small ships, and ships that were less than five years old had more activities (p<0.01). Therefore, in order to raise the level of safety and health activities of seafarers, it is necessary to develop safety and health education programs that take individual, job, and ship characteristics into consideration, and promote active safety and health activities on ships.

As a unify operational processes of the safety inspection for major national facilities, it is expected that the efficiency and professionalism of the project will be enhanced. Also it is being emphasized that the importance of visual inspection that initially find physical and functional defects in facilities. In this study, we developed an E-PAD-based condition evaluation system to check the safety of the facility to overcome the problems and limitations of the existing inspection method. This system consists of introduction, work list, visual inspection, defect table and so on. It is possible to download the inspection drawings at the site and input the damage information to the drawings and check the evaluation grade. In order to verify the E-PAD based condition evaluation system, the inspection data of 10 sample bridges were inputted into the system and the evaluation results were compared. As a result, it was confirmed that the safety grade calculated from the system and the existing safety grade are the same. The feasibility analysis of the AHP method also showed that the function increased by 10%, cost by 36%, and value by 30% compared to the existing method. Therefore, it is expected to contribute to systematic data and information analysis system for improvement of facility management.

Toxicological safety on 20 kGy-gamma irradiated Kanjang (soy sauce), Doenjang (soybean paste), Kochujang (hot pepper paste) and Chunghukjang (soy paste) was determined by SOS Chromotest. As the strain of the SOS Chromotest, Escherichia coli PQ37 was used in the condition of presence or absence of an exogenous metabolizing system (S-9 mix). Water extract or organic solvent extract was prepared from samples, concentrated and tested by SOS Chromotest with S-9 mix or not. All irradiated samples were not different from non-irradiated one in the bacterial assay maintaining the below 1.5 of IF(induction factor) values in the adapted dose of 10,000$\mu\textrm{g}$/assay. The results indicated that any mutagenicity was not observed in 20 kGy-irradiated traditional soybean fermented foods.

본 연구에서는 산업체 안전관리자에 대한 설문 조사에 의해 실험실의 안전사고 발생요인과 특성에 대해 고찰하였다. 연구 결과는 실험실 안전 실태를 나타내고 있으므로 안전예방에 도움이 될 것으로 기대된다. 화재, 폭발, 유해 가스의 흡입, 중독 등과 같은 실험실 안전 사고가 증가함에도 불구하고 사전 안전교육이 제대로 이루어지지 않고 있으며, 실험실 안전 시설이 미비한 것으로 나타났다.

본 연구에서는 공공기관의 안전보건경영체계 구축현황을 조사하여 안전보건관리에 관해 공공기관의 안전보건경영체계 구축에 관한 연구를 실시하였다. 이에 본 연구결과는 공공기관들이 산업재해를 예방하기 위해 안전관리 전담조직을 구성하고, 안전보건경영체계를 구축함으로써 실제 안전관리에 미치는 영향을 분석함에 목적을 둘 수 있다.

Purpose: The purpose of this study is to development of standard manual for safety management in private museums. Method: For this purpose. Fifty private museums in the KOREA have been selected. and Interviewed experts to investigate problems in safety management work. Result: The results of study are as followed: 1)The improvement measures for the problems of safety management are derived. 2)It was survey that the staff responsible in safety managers for safety management needs education. Conclusion: Therefore, the standard procedure for scenario-based safety management using figures and charts was proposed.

Goverment and enterprises have been devoting a lot of dffort in order to prevent the loss of human and property due to a large, diversified fire, explosion, global warming and disasters caused by natural phenomena. But Enterprises came forward and running in the economy priority policy for profit-seeking until now in order to meet the macro purpose of quality improvement of national life and welfare promotion in company with National growth, as a result of lax risk management have had to endure the loss of precious lives and property. According to the '2007 Survey of public safety for the activation of the safety culture' of National Emergency Management Agency [NEMA], a insensitivity of safety in our society was surveyed 'a serious level'. In this study, surveyed need of 'step-by-step fire protection safety management system builds' in order to prevent fire safety accident and improvement of safety awareness level through a systematic management and real condition estimation of not only large business that can control risk management, but also small business that has a big risk to occur accident easily according to small budget and organization.

This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.

It have been known that the probability of occidental happening in towing-barge is higher than that of other merchant vessels. Bemuse the towing-barge is restricted in thier manoeuvring ability due to its towingline. A report from ministry maritime affairs and fisheries said that the rate of collision occident for towing-barge is 40% high than other transport system in sea A number of researches have been carried out to improve the safety policy in the towing-barge sea transportation system by the gorvenment. This study examined the safety status in domestic towing-barge sea transportation system The registration status, safety operational policy and past occidental data were also examined A survey research of experts relating to towing-barge operation also was carried out to fine the detailed of safety status. This study would be applicable to set up safety policy for towing-barge marine transportation system.
