Proposal of Early-Warning Criteria for Highway Debris Flow Using Rainfall Frequency (2): Criteria Adjustment and Verification (확률 강우량을 이용한 고속도로 토석류 조기경보기준 제안 (2) : 기준의 조정 및 적용성 검토)

  • In the previous study, the rainfall data of 1 hour, 6 hours and 3 days were used as the rainfall criterion according to the grade to trigger the debris flow in the highway area, using the rainfall data of Gangwon area and the rainfall time-series data at the spot where the debris flow occurred. In this study, we propose an early warning criterion of the highway debris flow triggering through appropriate combination of three rainfall criteria selected through previous studies and adjustments of rainfall criterion in the highway debris flow triggering. In addition, simulations were conducted using the time-series rainfall data of 2010~2012, which had a large amount of precipitation for the five sites where debris flows occurred in 2013. As a result of the study, the criteria for the early warning of highway unsteadiness on the highway were prepared. In case of the grade-based adjustment, it is preferable to apply the unified rating to the grade B. Also, if the fatigue of the monitoring is not a problem, adjusting it to A or S may be a way to positively cope with the occurrence of highway debris flow.

Level of Service of Signalized Intersections Considering both Delay and Accidents (지체와 사고를 고려한 신호교차로 서비스수준 산정에 관한 연구)

  • Level of Service (LOS) is one of ways to evaluate operational conditions. It is very important factor in evaluation especially for the facility of highways. However, some studies proved that ${\upsilon}/c$ ratio and accident rate is appeared like a second function which has a U-form. It means there is a gap between LOS and safety of highway facilities. Therefore, this study presents a method for evaluation of a signalized intersection which is considered both smooth traffic operation (delay) and traffic safety (accident). Firstly, as a result of our research, accident rates and EPDO are decreased when it has a big delay. In that reason, it is necessary to make a new Level of Service included traffic safety. Secondly, this study has developed a negative binominal regression model which is based on the relation between accident patterns and stream. Thirdly, standards of LOS are presented which is originated from calculation between annual delay costs and annual accident cost at each intersection. Lastly, worksheet form is presented as an expression to an estimation step of a signalized intersection with traffic accident prediction model and new LOS.

Development and application of integrated indicators for assessing the water resources performance of multi-purpose and water supply dams (댐 용수공급능력 안정성 평가를 위한 통합지표 개발 및 적용)

  • For comprehensively assessment the water resources performance of multi-purpose dams and water supply dams in South Korea, a methodology was proposed to utilize the durational reliability along with the integrated auxiliary indicators including resiliency, dimensionless vulnerability, water resource efficiency, specific inflow, and specific water supply. In addition, for the purpose of sustainable dam operation in the future, a plan to grade the water resources performance was presented to periodically evaluate the performance and determine the priority of each dam's structural or non-structural planning according to the evaluation results. As major results, in the case of Sumjingang Dam, the durational reliability was 99.0%, but the integrated auxiliary index was the lowest of 44 points, which was 5th grade. This means that despite the current high reliability, hydrological changes due to future climate change or regional change of water demand-supply balance can have significant impacts on the water resources performances. In contrast, the Chungju Dam with a durational reliability of 93.0%, which is below the average among all multi-purpose dams, shows the 76 points of the integrated auxiliary index, which is 3rd highest following the Soyanggang Dam and the Namgang Dam. Nevertheless, due to the size of the basin, the specific inflow is sufficiently high as 185%, so the actual performance could be evaluated relatively high. The water supply dams designed for a single purpose tend to be evaluated relatively high because they have a high proportion of industrial and municipal water supply and have enough room for the supply capacity.

Development of River Recreation Index Model by Synthesis of Water Quality Parameters (수질인자의 합성에 의한 하천 레크리에이션 지수 모델의 개발)

  • In this research, a River Recreation Index Model (RRIM) was developed to provide sufficient information on the water quality of rivers to the public in order to secure safety of publics. River Recreation Index (RRI) is an integrated water quality information for recreation activities in rivers and expressed as the point from 0 to 100. The proposed RRIM consisted of two sub models: Fecal Coliform Model (FCM) and Water Quality Index Model (WQIM). FCM predicted Fecal Coliform Grade (FCG) using a logistic regression and WQIM synthesized water quality parameters of, DO, pH, turbidity and chlorophyll a into Water Quality Index (WQI). FCG and WQI were integrated into RRI by the integrating algorithm. The proposed model was applied to upstream of Gangjeong Weir in Nakdong River, and compared with Real Time Water Quality Index (RTWQI) which is the existing water quality information system for recreation use. The results show that calculated RRI reflected change of integrated water quality parameters well. Especially chlorophyll a showed Pearson correlation coefficient -0.85 with RRI. Also, RRIM produced more conservative index than RTWQI because RRI was calculated considering uncertainty of water quality criteria. Further, RRI showed especially low values when fecal coliform was predicted as low grade.

  • Safety-Critical systems, such as Plant Protection Systems in nuclear power plant, plays a key role that the facilities can be operated without undue risk to the health and safety of public and environment, and those systems shall be designed, fabricated, installed, and tested to quality standards commensurate with the importance of the functions to be performed. Computer-based Instrumentation and Control Systems to perform the safety-critical function have Real Time Operating Systems to control and monitoring the sub-system and executing the application software. The safety-critical Real Time Operating Systems shall be designed, analyzed, tested and evaluated to have capability to maintain a high integrity and quality. However, local nuclear power plants have applied the real time operating systems on safety critical systems through Commercial Grade Item Dedication method, and this is the reason of lack of detailed methodology on assessing the safety of real time operating systems, expecially to the new developed one. This paper presents the methodology and experiences of safety evaluation on safety-critical Real Time Operating Systems based upon design requirements. This paper may useful to develop and evaluate the safety-critical Real Time Operating Systems in other industry to ensure the safety of public and environment.

Development of Spatial River Recreation Index (SRRI) Using Fuzzy Synthetic Evaluation Method and Hydrodynamic Model (퍼지합성법과 동수역학 모형을 이용한 공간적 하천친수지수 (SRRI)의 개발)

  • 하천에서의 여가활동에 대한 수요가 증가함에 따라 각종 친수활동에 대한 안전도 평가가 사고예방을 위해 중요해지고 있다. 친수 활동의 안전은 수리 및 수질 인자에 크게 영향을 받지만 기존 친수지수는 수질 인자에만 집중되어 개발되어왔다. 하지만, 세일링, 패들링, 저동력보트 등 입수형 친수활동의 경우, 다양한 수리 현상에 큰 영향을 받기 때문에 유속, 흐름 방향, 수심 및 수면 폭 등의 수리인자를 친수지수에 반영할 필요가 있다. 또한, 친수활동에 위험이 되는 수리적 조건은 유량 조건과 하천의 평면적 공간에 따라 상이하게 발생하기에 이를 공간적으로 평가하는 것 역시 필요한 실정이다. 본 연구에서는 수리학적 요소를 기반으로 하천 친수 활동에 대한 안전도를 평가하기 위해 공간적으로 친수활동의 안정성을 평가할 수 있는 SRRI (Spatial River Recreation Index)를 제안하였다. SRRI의 개발을 위해 1단계에서는 다양한 유량 조건에서 EFDC 동수역학모형을 이용하여 수리 인자들의 공간적 분포를 재현한 후, 2단계에서는 퍼지합성법 (FSE)를 적용하여 수리인자의 모든 소속도와 가중치를 종합하여 하천 지점별 하천친수지수를 산정하였다. 개발한 SRRI를 낙동강-금호강 합류부에 적용한 결과, 유량 및 지형 조건에 따라 각 수리인자가 친수활동 안전성에 미치는 영향이 공간적으로 매우 상이하게 나타났다. 유향(흐름 방향)은 합류지점 부근에서 친수활동의 위험성을 크게 증가시키는 반면, 사행구간에서는 수심이 중요한 요인으로 나타났다. 고유량 조건에서는 유속이 세일링 및 패들링에서 가장 큰 영향을 미치는 요소로 작용하였다. 특히 세일링은 유량 변화에 민감하여 고유량시에는 주흐름부와 합류부 부근을 제외하고 일부 공간에서만 안전하게 이용이 가능한 것으로 나타났다. 반면 무동력 및 저동력보트는 유량 변화에 덜 민감하여 고유량 조건에서도 부분적으로 허용될 수 있었지만 사행구간의 고수심부에서는 위험 등급으로 권고되었다. 이러한 결과를 바탕으로 SRRI는 다양한 수리학적 조건을 기반으로 공간적 안전정보를 제공함으로써 많은 이용자들이 하천에서 보다 안전한 친수활동을 즐기는 데에 기여할 수 있을 것으로 판단된다.

  • 지난 30년간 한반도의 연평균 기온은 $1.2^{\circ}C$ 상승하여, 전세계 100년간 평균 기온 상승 $0.74^{\circ}C$에 비해 그 상승폭이 크게 증가하였다. IPCC 5차 평가보고서(2013년)의 RCP 시나리오에 따르면, 4차 평가보고서(2007년)의 SRES 시나리오에서 보다 우리나라의 기후변화 영향이 크게 증가될 것으로 예상하고 있으며, 2050년 연평균기온의 변화가 기존 $2.0^{\circ}C$에서 $3.2^{\circ}C$로, 강수량은 기존 11.5%에서 15.6%대로 증가할 것으로 전망하고 있다. 우리나라의 최근 10년간 발생한 자연재난을 살펴보면 호우, 태풍에 의한 피해가 가장 크게 나타났고, 대설, 강풍에 의한 피해가 뒤를 이었으며, 기후변화의 영향으로 재난 재해의 형태는 점차 대형화 다양화 되어가고 있다. 이러한 기후변화에 대비하여 효율적인 재난 대응 및 대책수립을 위해 재난 위험도 평가의 필요성이 증대되고 있으며 국내의 다양한 부처에서 연구를 수행하고 있다. 그러나 재난 위험도 평가체계 및 방법론이 각 연구별로 다원화되어 있고, 실무적용 또한 미흡한 실정이다. 따라서 본 연구에서는 UNISDR 등 국제기구에서 제시하는 위험도 평가방법론을 기반으로 우리나라에 적용 가능한 위험도 평가 방법론을 정립하고, 홍수, 태풍, 대설, 가뭄 등에 대한 재난 위험도 평가 기법을 개발하였다. 또한 실제 피해 통계와 평가 결과에 대한 비교 및 적정성 분석을 통해 우리나라 실정에 맞는 최적의 위험도 평가 체계 및 방법론을 구축하고자 하였다. 본 연구를 통해 위해성, 노출성, 취약성 및 저감능력 지표로 구성된 재난 위험도 평가 기법을 개발하였고, 재난 유형별 지역별 10단계, 5등급의 위험도 평가 결과를 도출하였다. 본 연구에서는 홍수, 태풍, 대설, 가뭄 등 6개 자연재난 유형에 대한 위험도 평가 지표를 개발하였으며, 향후, 국가 및 지역 재난안전관리계획에 자연재난 위험도 평가 결과 활용을 위해 후속 연구를 추진 중에 있다.

Packet based Network services the quality-of-Service (QoS) management of traffic sources and bandwidth. Besides efficiency and throughput services are achieved in the multimedia traffic sent in the network. In this paper. the scheduler transmits the safe packet, drop the unsafe packet and evaluate unsafe packet as the requirement of the delay avoiding the network congestion for improving the QoS of the multimedia network In this paper. we Propose the scheduling algorithm which evaluates and drops the packet . The suggested model performance of the switch is estimated and simulated in terms of the delay by computer.

Laboratory Biosafety Status of Researchers in Korea (국내 연구원들의 생물안전 개념에 대한 현황)

  • This study examined the status of the laboratory biosafety of researchers in Korea during 03 Jan 2017~25 Mar 2017. Questionnaires were given out to 500 researchers working with pathogens in the laboratory of universities and institutes. According to the results, the respondents showed a high level of awareness but not compliance on the overall biosafety rules and regulations. Regarding the Biosafety facility level, 279 (55.8%) of respondents answered "know" and 221 (44.2%) of respondents answered "no". Despite the insufficient safety equipment and biosafety plans, researchers believed that appropriate safety measures could protect the workers and that their laboratories are safe. In a study involving biosafety education, 80% of the researchers had been trained in laboratory safety and 20% had never received safety education. The need for biosafety education was 66% and the satisfaction rate of education was 46%. These results suggest that the researchers already had experience in biosafety training, but they believed that continuing education is necessary. In addition, there were opinions that the most important thing to improve the biosafety status is to strengthen the training program and education system. In conclusion, it is necessary to develop a better training system for laboratory biosafety regarding the exposure risks.
