본 연구에서는 중대재해처벌법 안전보건관리체계 7가지 핵심요소가 기업의 안전성과에 미치는 영향을 알아보는 최초 연구이다. 이를 위해 중대재해처벌법 안전보건관리체게 7가지 핵심요인별 측정도구를 개발하고 기존 선행연구를 바탕으로 한 안전성과 측정도구를 적용하여 그 관계성과 재해발생빈도 감소의 영향도 확인 한다. 연구결과는 중대재해처벌법 안전보건관리체계 구축이 안전성과에 유의한 결과를 가질 것으로 보이며, 안전보건관리체계 구축이 재해발생빈도 감소에도 직접적인 영향이 미칠 것으로 판단된다. 개발된 중대재해처벌법 안전보건관리체계 구축 측정 도구는 향후 여러 산업분야의 안전관리 및 성과 측정에 많이 활용 되리자 본다. 그리고 향후 안전보건관리체계 구축-안전성과-재해경감활동관리체계 관계연구의 기초 연구가 될 것 이다.

본 논문의 목적은 안전성과와 경영성과의 영향관계를 체계적으로 설명할 수 있는 모형을 개발하고, 근로자수 300인 이상인 기업 43개와 300인 미만인 30개 기업을 구분해서 개발한 모형을 실증적으로 분석함으로써 모델의 타당성을 분석하는데 있다. 안전성과에 대한 변수는 노동부산하의 한국산업안전공단에서 집계한 재해자 수와 근로손실일 수를 선정하였으며, 경영성과에 대한 자료는 (주)한국신용정보와 (주)매일경제에서 출간하는 상장기업분석자료를 근거로 하여 1인당매출액을 선정하고 조절변수로 사용된 노무비, 경비, 부채비율, 수출비중을 업계평균에 비해 상대적으로 높고 낮은 정도를 높은 기업은 1, 낮은 기업은 0의 값을 지정하여 실증분석을 실시하였다. 이를 통하여 기업의 특성요인들에 따라 안전성과가 경영성과에 미치는 영향이 다르다는 본 연구의 이론적 모델은 근로자 수가 300인 이상인 국내 대기업의 경우에는 그 타당성을 지닌다고 볼 수 있었다.

그동안 재난안전 연구개발은 2008년 제1차 재난안전 연구개발 종합계획 수립 이후, 지난 15년간('08~'22년) 21개 부처가 총 10조 7.372억원을 상회하는 R&D 투자성장을 이루어왔다. 연평균으로 보면 매년 25.3%의 성장세다. 과학·기술적 성과로 최근 4년간('18~'21) 연평균 논문 3,030건, 특허 1,745건으로 지난, 제2차 종합계획 기간대비('13~'17) 1.74배 증가를 하며, 양적·질적 성장에도 꾸준히 우상향하는 추세다. 더불어, 최근 4년간('18~'21) 연평균 기술료는 3,729백만원으로 제2차('13~'17) 종합계획 기간 대비 1.54배 증가하였으며, 사회적 성과는 전반적으로 매년 평균치를 유지하고 있다. 한편, 이러한 지속적인 정부투자 R&D 증가에도 불구하고 연구성과 및 실효성에 대해서는 상대적으로 미미하다는 시각이다. 본 연구에서는 행정안전부 출연금 연구개발사업을 대상으로 재난안전 연구개발의 투자현황 및 효과에 대해서 분석하였다. 또한, 연구개발사업 종료과제를 대상으로 한 추적조사 결과를 바탕으로 연구성과의 미흡한 원인을 일차적으로 분석하고, 실효적인 성과창출 전략에 대해 고찰하였다. 특히, 재난안전 연구개발 사업에 대한 지속가능한 성과이음과 사장(死藏)되는 핵심기술에 대한 성과 재발견을 통해 실용화까지 이어질 수 있는 전략적 추진방안에 대해 제언하고자 하였다.

기업활동으로 인해 수반되는 산업재해를 완전히 제거할 수는 없다하더라도 사고의 발생빈도를 저감시킬 수 있다. 즉, 해당 기업이 안전관리에 얼마만큼 투자를 하느냐에 따라 산업재해예방에 괄목할 만한 성과를 이루어낼 수 있다. 안전경영의 성과는 단지 기업윤리차원의 문제뿐만 아니라 비즈니스의 성공을 보장하는 것으로 기업의 가치창조에 역점을 두어야 할 것이다. 생산성과 높은 안전경영 성과간의 상관관계는 매우 포지티브(positive)한 것임은 여러 사례에서 이미 증명되어졌다. 따라서 안전경영은 품질확보, 이윤창출과 비용절감, 비즈니스기회의 선점에 필수적임을 인식해야 한다.

There is insufficient effective management systems to achieve project goalsin disaster and safety R&D. Therefore, to develop an R&D performance management system, this paper develops a R&D performance management matrix based on PMBOK to systematize a process and to enhance efficiency of performance management. Also, this paper identified vulnerable procedures in disaster management by analyzing related laws, work process and performance. Analysis results found that the performance management matrix in disaster management R&D consists of 5 process groups, 7 knowledge areas and 47 processes. Also, the performance of the diffusion knowledge process was evaluated as weak in the present management system. This study defined ITO and developed a data flow diagram for applicationto related work. The suggestions of this study include the related work to enhance R&D performance, contribute to improving diffusion of R&D performance, and enhance the utilization of developed technologies.

In construction sites, effective preventive safety management is required beyond post-processing safety management. Purpose: The purpose of this study is to present a model and analyze the relationship between safety management activities, safety culture key elements, safety, unsafe behavior management, and safety for autonomous and preventive safety management. Method: The relationship was analyzed by applying the survey data to the structural equation, and the path to safety outcomes from exogenous variables was explored and major issues were presented by interpreting the part suggested by the hypothesis verified by the analysis results. Result: As a result of analyzing the preliminary model and the path model, the appropriate model fit was confirmed, and the significant effect of exogenous variables on endogenous variables was confirmed. Conclusion: It is judged that it can contribute to continuously improving safety performance before safety accidents occur through safety management activities, safety and unsafe behavior management, and management of key elements of safety culture.

To ensure the safety of developing or importing genetically modified organisms (GMOs), Korea has enacted the "LMO Act." Accordingly, the safety of using GMOs as food or feed is evaluated in accordance with the concept of "substantial equivalence" proposed by OECD. The allergenicity of GMOs is assessed as a part of their safety evaluation. The methods of allergenicity assessment have been discussed by various international organizations, such as the OECD, FAO, and WHO. The main methods used for the allergenicity assessment of proteins newly expressed in GMOs include assessment of the physicochemical stability of these proteins, evaluation of their amino acid homology with existing allergenic proteins, and serum screening. In this study, we describe guidelines and related studies for the allergenicity assessment of GM crops.

Navigational Aids Facilities help aircraft navigate by using wired communication, wireless communication, satellite, light, color and radio waves. Navigational Aids Facilities are used in all processes of aircraft operation, and if there is a problem with the facility, it may lead to delays in flight operation, cancellation of flights, and major airline accidents, resulting in enormous loss of life and property. In the management and operation of Navigational Aids Facilities, various outcomes will be brought about according to the advancement with the safety culture. The purpose of this study is to investigate the effect of advancement on safety culture in the operation of Navigational Aids facilities not only on members and customers, but also on benefits to bring to whole society. In this paper, the analysis results are presented using the structural equation model, and the meaning is presented in the conclusion.

안전성 여부를 떠나 소비자들의 막연한 두려움과 거부감으로 인해 아직까지 조류인플루엔자가 발생하지도 않은 국내 양계산물 소비가 대폭 감소하는 현상이 나타나고 있다. 이에 축산신문 주최로 지난 10월 17일 '조류인플루엔자 우려속에 양계산물 안전성과 소비대책 모색을 위한 간담회'가 열렸다. 이날 내용을 요약 게재, 소비자와 관련업계에 올바른 정보를 제공하는 한편 효과적인 대응책이 무엇인지 제시해 보았다.
