Study on Advisory Safety Speed Model Using Real-time Vehicular Data (실시간 차량정보를 이용한 안전권고속도 산정방안에 관한 연구)

  • This paper proposes the methodology about advisory safety speed based on real-time vehicular data collected from highway. The proposed model is useful information to drivers by appling seamless wireless communication and being collected from ECU(Engine Control Unit) equipment in every vehicle. Furthermore, this model also permits the use of realtime sensing data like as adverse weather and road-surface data. Here, the advisory safety speed is defined "the safety speed for drivers considering the time-dependent traffic condition and road-surface state parameter at uniform section", and the advisory safety speed model is developed by considering the parameters: inter-vehicles safe stopping distance, statistical vehicle speed, and real-time road-surface data. This model is evaluated by using the simulation technique for exploring the relationships between advisory safety speed and the dependent parameters like as traffic parameters(smooth condition and traffic jam), incident parameters(no-accident and accident) and road-surface parameters(dry, wet, snow). A simulation's results based on 12 scenarios show significant relationships and trends between 3 parameters and advisory safety speed. This model suggests that the advisory safety speed has more higher than average travel speed and is changeable by changing real-time incident states and road-surface states. The purpose of the research is to prove the new safety related services which are applicable in SMART Highway as traffic and IT convergence technology.

  • One of purposes of installing signals at intersections is to protect traffic conflicts and accidents from occurring by means of arranging the right-of-way of travel more clearly. On the other hand, the installation of signals, and especially their location, can also have negative effects on safety. Therefore, the location of signals is of great importance. To secure a high safety level for urban signalized intersection, efforts are required to introduce a comprehensive recommendation or guideline for safety aspects of signal installation that takes local conditions into account. In this context, this reports on a study that analyzed the influence of signal location on the behavior of drivers who approach a signalized intersection in urban area. As a result, the study found out that the traffic signal location strongly affects the braking point of the Dilemma Zone(DZ), and the braking point of the DZ based on driving speed. Also, in terms of design layout, it has been illustrated that there is a close relation between signal location and road safety, especially DZ safety. Finally, this paper proposes a practical recommendation for signal installation related to how to locate the signal in practice for the sake of securing the safety level of signalized intersection.

  • AIS-ASM is one of the studies to provide a variety of maritime safety information as well as the information on a ship's position that is their own function, and AIS-ASM has been implemented with adjustment of the relevant regulations since 2004. However, it was reported that the increased use of ASM message on the existing AIS channel affects the part of the existing AIS own function such as the transmission of the ship's position and safe-related information. Also, seamless MSP service is difficult to provide at a low transmission rate of the existing AIS channel. This study aims to reduce the marine officer's workload through automating captain's mandatory reporting items using the one of the next maritime digital communication technology (ASM2.0). For this purpose, we designed and realized the ASM2.0 protocol through analyzing domestic regulations about passenger flight and AIS-ASM message.

Offsite Consequence Modeling for Evacuation Distances against Accidental Hydrogen Fluoride (HF) Release Scenarios (Hydrogen Fluoride (HF) 누출 사고 시 피해 범위 예측 및 장외영향평가를 위한 모델링 활용 방법)

  • This study intends to provide initial evacuation distances for the public in case of accidental releases of hydrogen fluoride (HF). HF is a very toxic chemical that is widely used in the chemical, electrical, and electronics industries. Consequence modeling programs, such as ALOHA and PHAST, were used to help formulate a contingency plan in case of an HF leak. For the purpose of this study, the release of entire quantity of HF in 10 min is defined as a worst-case scenario and the release from a partial line rupture is used as an alternative case scenario as National Institute of Chemical Safety (NICS) guidelines. Once the discharge rates were calculated based on the scenarios, the ERPG-2 endpoint distances have been obtained for representative daytime and nighttime weather conditions. This paper presents graphs that can be used to enact swift evacuation orders and emergency response plans in the case of accidental releases of HF.

The Outcome of the 6th ICAO Worldwide Air Transport Conference and Fair Competition Policy in International Air Transport (국제항공운송의 최근 동향과 항공운송의 공정경쟁정책 -ICAO 제6차 세계항공운송회의 결과를 중심으로-)

  • The 6th Worldwide Air Transport Conference was held in Montreal in March 2013 under the auspices of ICAO. This conference, which has been held every ten years, is dealing with virtually every issue of international air transport, and aiming at updating ICAO policy in order to ensure long-term growth of international civil aviation. Last conference which took place in 2003 focused on the liberalization of air transport, and the 6th conference shifted its focus from whether to push for liberalization, to how to implement it. The main agenda items for the 6th conference was liberalization, safeguards, ownership, fair competition, airports and air navigation facilities, charges, and ICAO policy. The liberalization, and in particular progressive liberalization has been a main theme over the past decades. In the process leading to liberalization, there needs to be the expansion of market access, easing regulation on ownership and control of airlines. Furthermore, the provision of enough infrastructure such as airport and air navigation facilities may be contributing factor to remove impediments to liberalization. However, out of concern as for undermining interests of consumer and the weak, when liberalization is proceeding in a sudden and radical manner, there should be safeguards so as to ensure market participation by developing countries, consumer protection, and economical and transparent decision on taxes and charges. Fair competition which differs from promoting competition in the market, is a policy in order to protect the weak players and consumers from monopoly and oligopoly. The Korean delegation submitted 3 WPs (WP/85, 86 and 87) and 1 IP, and presented WPs, at the conference, which were a lot compared with previous occasions. A paradigm shift was emphasized to expedite the process of liberalization at the 6th conference. The reality is that with many previous recommendations to stress the importance of liberalization, and to urge States to change their attitudes, the pace of the liberalization has been very slow and staggering. The liberalization of air transport will contribute to the growth of air transport and related industry, to create new employment, promoting tourism and regional development, and further to facilitating mutual understanding and exchange, which will also lead to making a barrier-free world. In this context, it is expected that the next conference will also evaluate the on-going process of liberalization.
