  • Recently great construction companies strive for utilization of integrated safety management information in advanced IT in many fields. And construction companies have a interest and effort to construct system for integration and management of safety management information. Some earlier companies are appling to construction site ,but that is limited great construction company But it need to solve the origin problem because of it continually keep up the rate of disaster. Namely management system need more manage subcontractor that safety management in construction site. This purpose of study is an offer of foundation data to introduce and improve of safety management Information system. The paper is supposed to choose the essential regular items and going to propose improvement of safety information system according to the survey

Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings (소규모 노후 건축물 안전관리 실태분석 및 효율화 방안)

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

- Cost-Venefit Analysis for Safety Management with Accident Scenario - (사고 시나리오에 따른 안전관리 비용-편익분석)

  • 본 연구에서는 계절별 기후인자를 고려하여 정성적 및 정량적 위험성 평가를 실시하여 사고 시나리오를 설정하였고, 비용-편익분석을 실시하여 사고 시나리오별 안전관리 비의 효율을 분석하였다. 그 결과, 최악의 시나리오는 비정상조업에서 유지보수 오류이었고, 가능성 있는 시나리오는 HAZOP 구간#4에서 발생되는 가스 누출사고이었으며, 각 사고 시나리오에서 전체 안전관리 투자비에 대한 편익/비용은 0.043과 0.13이었다. 이때 각 사고 시나리오에서 비용 효과적인 안전관리 항목을 평가할 수 있었다.

A Study on Safety Management Efficiency for Coastal Accident Prevention (연안사고 예방을 위한 효율적 안전관리 방안 연구)

  • This study examines the efficiency of safety management measures taken in coastal waters to prevent coastal accidents. Recent years have witnessed about 800 cases of large and small coastal accidents in coastal waters annually. On average, these accidents have been responsible for 129 deaths annually, Thus, there is a need for effective preventive measures. Accordingly, the Korea Coast Guard enacted the Coastal Accident Prevention Act in 2014 and has cooperated with related organizations, such as local governments and the Ministry of Oceans and Fisheries, to safely manage coastal waters. However, compared to the rapid increase in human coastal activities, coastal accidents continue to occur due to the lack of a safety mindset among the Korea Coast Guard, a lack of public safety awareness, a lack of safety management facilities, and poor interest from related organizations, among others. This study examines the conditions and problems faced with regard to safety management in coastal waters based on recent coastal accident data, and analyzes foreign coastal waters safety management cases. Various methods to improve the safety management efficiency in coastal waters are proposed, such as enhancing the safety mindset and capabilities of the Korea Coast Guard, strengthening cooperation among related organizations, increasing the role of local governments, expanding and strengthening safety management facilities by applying new technologies, inculcating a culture of maritime safety, and activating private-public collaborative governance.

Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic (국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가)

  • Recently, the need for new approaches and recognition of safety and maintenance has been raised for small vulnerable facilities in Korea due to the acceleration of aging facilities, various safety accidents, and increased frequency of use. In particular, small vulnerable facilities(SVF), including most social welfare facilities, are facilities used by many of the vulnerable groups, and safety management is very important. Therefore, this study investigated various statuses based on safety inspection results (31,114 cases) conducted over the past 13 years (2008-2020) for small vulnerable facilities in Korea, and evaluated the characteristics of each field and safety and maintenance performance level. This aims to present policy directions for strengthening safety management of facilities for the vulnerable by using basic data such as improvement of safety standards and maintenance strategies for small vulnerable facilities in Korea in the future.

  • The DfS(Design for Safety) concept is expected to be widely used to promote pro-active construction safety management. It will open up tremendous opportunities for tile owner, designer, and constructor to prevent accidents in construction projects. Construction safety management using the DfS concept is regarded as the most difficult job for the owner, designer and contractor to undertake, because an information model using the DfS concept is not utilized as a tool to support pro-active construction safety management. Therefore, there has been a growing need toward an information model during the design process ai recent practice of construction safety management have emphasized the significance of the pre-construction phase of projects. The objective of this study is to develop the construction safety information model being composed of conceptual, logical, and computerized information models as the tool that helps owner, designer and contractor find out and communicate as well as understand the hazardous nature of the construction projects during the design process.

  • In this paper, we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. By taking some essential points of advanced like systems, we construct our own system. Beside that it is proposed to solve problems and find improvement issues by comparing with advanced systems.

부산남항 선박통항 안전성 확보를 위한 해상교통 조사 분석 및 대책 방안 연구

  • 부산남항은 개항질서법상 항계 밖으로 1975년부터 부산시가 관리권을 위임받아 관리하는 지방정부가 관리하는 항구로서 하루 평균 약 450여척의 선박이 계류되어 있는 상태에서 빠르게 운항하는 여객선, 냉동운반선, 수리조선소의 각종 이동선박 및 어선 등 많은 선박이 통항하고 있으나 선박통항의 해상교통관제가 이루어지지 않아 항상 선박안전사고 발생 가능성을 내포하고 있다. 따라서 부산남항 선박통항의 안전성 증대와 안전사고 대책 등을 대비할 수 있는 총체적인 선박 안전관리시스템을 구축하기 위하여 부산남항의 해상교통 상황을 조사 분석하고 이에 대한 대책 방안으로 적합한 선박 안전관리시스템을 제안하고 그 장단점 비교 분석한다. 해상교통량을 조사한 결과 하루 평균 1,157척, 1시간 평균 48척으로 선박통항량이 가장 많은 시간인 16~17시 사이에는 120척의 선박이 통항하는 것으로 조사되어 선박통항의 안전성을 확보하기 위한 시스템을 반드시 운영되어야 하는 것으로 분석되어 좁은 수역에 가장 효율적인 선박 안전관리시스템을 설계 분석하여 그 대책 방안으로 제시하고자 한다.

  • (주)한진중공업 컨소시엄 인천공항사업소는 인천국제공항 여객터미널, 탑승동 신축공사에 참여해 사업을 성공적으로 마무리한 데 이어 개항 후에는 공항시설의 유지관리 업무를 맡아 공항의 안정적인 운영에 기여를 하고 있다. 인천국제공항에서 이곳 사업소가 차지하고 있는 비중은 상당하다. 주요 시설물의 관리운영 및 유지보수를 철저히 시행하여 각 시설물들이 완벽한 성능과 기능을 유지토록 하고 있는 것. 사실상 공항 관련기관 관계자 및 상주직원, 공항 이용객 등이 사업소 덕분에 공항을 안전하고 편안하게 이용하고 있다고 해도 과언이 아니다. 빈틈없는 안전관리로 공항을 찾는 사람들에게 행복과 기쁨을 선사하고 있는 이곳 사업소의 안전관리자 박영재 대리를 만나봤다.
