안전성격심리검사(이하 '안전성격검사'라 칭함)란 근로자들의 생산시간에 따른 안전심리변화를 객관적으로 찾아내는 기법으로서 개개인과 집단의 행동특성 및 심리특성을 보다 심층적으로 분석하여 이에 기인된 에러의 결함요소를 찾아내기 위한 방법이라 할 수 있다. 안전성격검사는 안전관리를 효과적으로 추진하기 위해서 종업원, 개개인의 특성을 충분히 파악하지 않으면 않된다는 특징이 있다.(중략)

우리협회에서는 타이어 장비불량으로 인한 교통사고를 예방하고 올바른 사용방법을 홍보하고자 업계와 합동으로 타이어 안전검사 및 서비스 행사를 매년 실시하고 있으며, 범국민적인 타이어 사용 및 관리에 대한 안전의식 향상을 위하여 한국도로공사와 교통안전공단, 경찰청 등 유관기관과의 유기적인 협력을 바탕으로 타이어 안전서비스를 확대, 실시하고 있다. 본고는 08년 상반기간 우리협회가 실시한 타이어 정기 안전검사와 운전자의 타이어 사용.관리에 대한 설문조사의 결과이다.

현행 우리나라의 검사제도는 사업장의 자율관리 능력을 고려하지 않고, 설비의 노후화 및 위험도와 무관하게 획일화된 방식으로 적용하여 설비의 안전성을 확보하지 못할 뿐만 아니라 정기 및 자체 검사를 병행하여 많은 불편이 있다. 따라서 사업장의 불편을 해소하고, 설비의 안전성과 신뢰도를 높일 수 있는 위험기반검사(risk based inspection, RBI)를 국내 실정에 적합하게 도입하기 위하여 사업장, 정부 및 관련 기관에서 향후 추진해야할 방향에 대하여 분석하였다. 국내에서 위험기반검사 제도가 정착될 수 있기 위해서는 먼저 법적 근거가 마련되어야 하며, 법적 제도가 마련되면 사업장에서 RBI를 적용 시 이를 검증하고, 관리할 수 있는 인증기구의 설치가 필요하다. 또한 위험기반검사를 수행하는 사업장에 대해서는 공정안전이행수준과 같은 위험기반검사 이행수준평가를 도입하고, 차등 적용하여 사업장을 관리하는 것이 바람직하다.

식품의약품안전청은 수입식품등 검사지침(식품의약품안전청 고시 제2007-42호, 2007. 6. 27)과 수입건강기능 식품 신고 및 검사세부처리규정(식품의약품안전청 고시 제2007-43호, 2007. 6. 27)을 발표했다. 관련내용은 판매를 목적으로 하거나 영업상 사용하기 위해 수입하는 식품, 식품첨가물, 기구 및 용기포장의 검사에 관한 세부지침과 수입건강기능식품의 신고 및 검사에 관한 세부처리규정을 정해 검사업무의 형평성, 공정성, 신속성, 효율성을 위해 개정고시하였다. 본란에서는 관련 고시내용 전문을 게재함으로서 식품제조업체 및 식품등수입 판매업자등의 이해를 돕고자 한다.

The purpose of this study was to understand the laws related to the safety management of children's play facilities(LRSMCPF) including the "Safety Supervision Law of Children's Play Facilities(SSLCPF)" and the "Quality Management and Industrial Products Safety Management Law(QMIPSAL)", in order to analyze the problems by 4 phases-development of products, landscape design, landscape construction and maintenance considering landscape project procedure-and to propose a revision of the laws. The results are as follows: 1. The various LRSMCPF, SSLCPF and QMIPSAL, as basic laws for the safety management of children's play facilities, were insufficient regarding the features of children's play facilities and play spaces, which are both comparatively varied and complex. 2. In development of products, the one-year duration of safety certification based on QMIPSAL was too short and the procedure for safety certification were redundant in both products and plants inspection, and export and import product inspection. 3. The field inspection of construction sites based on SSLCPF was repeated with quality control and a consultation of rules based on "Construction Technology Management Law". 4. There are not enough safety inspection organizations regarding children's play facilities to meet the demand of safety certification, safety inspection, and safety education in the near future. 5. For children's play safety, the establishment of a general safety management system for children's play connected with the phases is needed to ensure safe play equipment, to construct safe playgrounds, and to manage play facilities. The criteria, regulations, and procedure regarding safety certification and safety inspection of play facilities must be revised efficiently and standardized to a global level as well. To improve the system and contents of safety certification and inspection, authorization of safety inspection organizations based on landscape architecture is needed. Further study will be required to concretely analyze in detail the laws, enforcement decrees and rules, and ordinances that consider the practical experience of professional landscape architects, inspectors, and lawyers.

동력자원부가 내놓은 ${\lceil}$전기안전관리업무 처리지침$\rfloor$은 전기안전관리담당자의 직무를 비롯 안전관리 대행업 등록 및 신고, 전기설비관련 공사게획인가 및 신고, 사용전(용접)검사, 정기검사, 일반용전기설비점검업무등에 관한 법에서 명문화하지 못한 부문까지 소상히 담고 있다. 지침서는 전기 수용가가 수행할 각종검사, 안전관리자 선임업무 뿐만 아니라 점검권자인 시$\cdot$도지사, 안전공사, 확인기관인 전기기사협회의 업무도 시달하고 있다. 특히 그 동안 논란이 돼왔던 전기안전관리자 해당분야 경력산정을 규정하고 있다.

최근 품질경영 활동이 조직과 국가의 경쟁력과 전략적 우위를 결정하는 핵심역량이 되고 있다. 선진 선박검사기관도 국제선급연합회(ACS)의 요구사항에 따라 내부품질경영체제를 구축하여 운영하고 있다. 이에 본 연구에서는 선박검사기관의 품질경영 활동과 선박안전의 관계를 살펴보고 최근 개정된 ISO 9000 : 2000 패밀리 규격의 고찰을 통해 해운,수산 및 조선업체의 시스템 전환에 다소나마 도움을 주고자 하였다. 본 연구에서는 선박검사기관의 품질경영 활동이 선박안전 향상 기여에 밀접하게 연관되어 있으며 이러한 사항을 충족하기 위해서는 품질경영 활성화가 중요함을 알 수 있었다.

안전조치 측면에서 관심의 대상이 되어온 중수형 원전의 건식저장고 및 사용후 핵연료 이송 검증을 위한 안전조치 접근방법이 국가 계량관리 검사의 이행을 위하여 개발되었다. 이는 IAEA 사찰장비를 활용하지 못하는 우리나라의 현실을 반영하여 자체 개발된 비파괴검증장비가 이용되며, IAEA 안전조치 기준을 만족시킬 것으로 기대된다. 건식저장고에 대한 국가 계량관리 검사기준은 자체 개발된 비파괴검증장비와 봉인에 의존하는 기준이 제안되었으며, 검증활동은 시설운영자의 부담경감을 위하여 IAEA 사찰이 실시되는 기간동안 동시에 실시되도록 되어 있다. Transfer campaign 검증을 위하여 3명의 국가 계량관리 검사관이 검증활동에 참여하게 되며, 이를 통하여 이송작업의 연속성 유지 및 시설운영자의 부담경감 등이 달성됨과 함께 사참량의 감소가 기대된다. 본 논문은 국가 계량관리 검사의 시작과 함께 현실적인 어려움을 극복하면서, IAEA의 안전조치 기준을 만족하는 안전조치 접근방법을 제시하고 있으며, 안전조치 목적을 보다 적합하게 달성할 것으로 기대된다.

The pressure safety valve is very important device for securing the safety in the facilities which is operated by high pressure gases. The performance test should be periodically inspected by relate law because the failure of pressure safety valves might be main causes of serious accidents in the industrial fields. Shop test is mainly use for inspecting the performance test of pressure safety valves but the test method is not to be a solution for securing the safety. So, the development of alternative method is required. In this paper, there is a limit to securing the safety if the performance test is with just shop test. The limitation is checked from analysis result based on performance test results of pressure safety valves. The necessity for introducing the in-service test is reviewed to surmount the limitation. As a result, in-service test method should be developed and introduced to improve the inspection efficiency and economical loss. Also, it can be reduce the risk level.

This study aimed to determine mercury (Hg), methylmercury (MeHg), and selenium (Se) levels in deep-sea fishes distributed in Gyeonggi-do, South Korea. Concentrations of Hg, MeHg, and Se were measured by using a mercury analyzer and Inductively Coupled Plasma - Mass Spectrometry (ICP-MS). The average content (mg/kg) in the seafood samples was as follows: Hg, 0.7647 (0.0182-5.3620), MeHg, 0.0764 (0.0096-0.8750), and Se, 0.4728 (0.1075-3.5100). All the levels of MeHg were below the recommended standards of the Ministry of Food and Drug Safety i.e., <1.0 mg/kg. Recent studies have shown that Se prevents Hg toxicity. The average daily intake in humans was 3.3 ㎍/kg, which was lower than the recommended amount (50-200 ㎍/person/day). The weekly intake of Hg and MeHg was calculated to be 6.07% and 1.90%, respectively, of the provisional tolerable weekly intake (PTWI). This study showed that the weekly intake of Hg and MeHg from abyssal fish was less than the PTWI recommended by the Joint FAO/WHO expert committee on food additives. Therefore, the levels reported in this study are presumed to be adequately safe.
