Academic libraries need to increase library user and use rates to strengthen the competitiveness. It can be a way that academic libraries introduce and implement outreach service. The purpose of this study is to present the outreach service plan that is suitable for being implemented at academic libraries in Korea. This paper explored the significance of library outreach, the characteristic of academic library's outreach activities and related studies. After this study examined the cases of outreach service at foreign and Korean academic libraries, outreach service programs for user groups such as multicultural students, transfer students, graduate students, boarding students, professors, and lecturers and teaching assistants, and six steps of outreach activities were proposed.

The purpose of this study was to propose the expansion plan of outreach services at public libraries. This study explored the nature of outreach services of public libraries. It also compared the types and cases of services conducted by public libraries in Korea and the U.S.A., respectively, through literature research and library websites. The following were proposed: (1) diversity of outreach service; (2) quality improvement of outreach service; (3) consolidation of online outreach service; and (4) human and financial resources, and community partnership.

아웃리치 서비스는 이용자에게 도서관에 대한 긍정적인 인식을 높이고 내부적으로도 새로운 활력을 불어 넣어주는 장점이 있다. 때문에 공공도서관 및 대학도서관에서는 이미 많은 선행연구와 사례들이 개발되어 왔다. 이 연구는 아웃리치 서비스에 대한 개념과 의의에 대하여 명확히 하고, 타관종의 아웃리치 서비스와 국내외 전문도서관 운영사례를 조사 분석함으로써, 전문도서관 아웃리치 서비스의 개선방안과 추진전략을 제시하는데 그 목적이 있다.

The disabled suffer great difficulties from public library access and data use due to reasons such as disabilities, mobility limitations, and lack of alternative materials and services. To overcome this, through outreach services for the disabled, public libraries should meet the multiple needs of people with disabilities. As such, the purpose of this study is to derive suitable strengthening plans of outreach services based on the size of the targeted user and disability type by analyzing outreach service operation practices in libraries in Korea and overseas and by researching and analyzing the status and awareness of outreach services for the disabled in Korean public libraries.

Using a method of Community-Based Research, Reconstructed action plaining for community change within the rural community is to mobilize and develop community resources, to develop and change community service delivery system, to communicate on community issues and advocacy. Research findings are as follows: Firstly, community outreach, its utility is finding some needy client within the lack of resources absolutely. Secondly, one is linking communities between a poor community and a wealthy community. Finally, one is building initiative social capital. The results suggest that social policy for rural community should built up service delivery system. It needs for local government to maintain community change by financial support. It has to link social welfare system and medical system.

기록물관리기관은 현행 이용자뿐만 아니라 잠재적 이용자에게도 기록물이 효과적으로 이용될 수 있도록 정책과 방안을 수립해야 한다. 효과적인 기록정보의 활용은 국가 정책수립과 행정, 집행에 필요한 정보를 제공할 뿐만 아니라 연구 학술에 필요한 정보를 제공하고, 더 나아가 국민의 알권리를 충족시켜 준다. 따라서 기록물관리기관은 잠재적인 이용자를 개발하여 미래의 지원과 자원을 확보할 수 있는 아웃리치 서비스가 필요하다. 본 연구는 아웃리치 서비스 중의 하나인 출판서비스의 현황과 개선방안을 알아보기 위해 국내외 출판서비스를 비교 분석하였고, 문헌 연구 및 포커스 그룹 인터뷰를 통해 출판서비스의 현실태와 수준, 인식도를 살펴보았다.

In recent years, many users preferred video records, and as the broadcasting video data becomes necessary, the demand for video records' use has increased. However, most broadcasters' archive agencies currently provide archive services only for internal employees, and for the general public. In this study, the web-based online information services provided to the general public in the archive sites of domestic and foreign public broadcasting companies were examined and analyzed. The evaluation criteria for the web-based records information services were identified in three service areas: online accessibility, search and online browsing, and outreach or expansion services. The overseas public broadcasters' web-based services and the public broadcasting companies' current status were examined for each area. Based on the examination, direction improvements, such as providing online search and records, developing various outreach services, and expanding user levels were proposed for the information services on broadcasting video data in public broadcasting companies for the general public.

유구한 전통을 배경으로 우리나라는 유네스코 세계기록유산을 세계 4위, 아시아 1위로 등재하여 기록물의 가치를 국제적으로 인정받고 있다. 이제는 세계 기록유산 16건이라는 등재 수량을 넘어, 활용도 증진을 통한 명실상부 질적 차원의 우수 세계 기록유산 보유국가로 성장해야 할 시기를 맞고 있다. 이러한 측면에서 기록유산의보편적 접근과 활용의 증진을 목적으로 하는 국제기록유산센터(ICDH, International Centre for Documentary Heritage)의 2019년 청주시 유치는 시사하는 바가 크다. 또 정부가 세계 기록유산의 다양한 활용 제고를 위한 지자체 협업 사업을 지원하기 시작한 것도 유의할만하다. 그러나 한국 천문학 분야에서는 세계 기록유산이 한 건도 지정되지 않아 우리나라의 우수한 과학적 성취가 담긴 사료들은 알려지지 않고 있으며, 체계적인 관리·보존도 미비한 상태다. 이에 이 연구는 한국 천문학 기록자원의 세계 기록유산 발굴과 등재 및 등재 이후 활용 증진을 위한 아웃리치 서비스의 방법론을 제언하는 데 목적을 가지며 다음 기획론을 제시하고자 한다. 먼저 한국 천문학 기록자원의 세계 기록유산 발굴을 위하여 유네스코의 등재평가기준과 참고할만한 등재과정의 선행사례를 분석한다. 다음으로, 등재 이후 정·관·학 협업의 체계적 관리보존과 공유체계를수립하는 방안을 모색하고자 한다. 이를 위하여 소장처와협업체간 분쟁의 소지가 될 수 있는 저작권 등 위험 요소와 참고할만한 국내외 협업의 선진사례를 분석한다. 마지막으로 한국 천문학계의 요구와 현실에 부합하는 기록학적방법론을 분석하여 한국 천문학 분야 세계 기록유산의 아웃리치서비스 방안을 제언하고자 한다. 이 연구는 천문학 분야에서 망실·훼손될 수 있는 기록 자원을 발굴하는 계기를 세계 기록유산에서 찾아, 천문학계에 새로운 연구의 장(場)을 창출하는 선순환을 도모했다는 점에서 의의가 있다. 그러나 선험적 기획이므로 과정상 발생할 수 있는 변수의 대처 방안과 유의성 분석 등 연구 결과 검증에는 한계가 있다. 향후 한국 천문학과의 협업으로 세계 기록유산과 관련한 사료 발굴과 가치 고증 등 학술적 이론 검증을 이어나가 다양한 학제 간 연구로 심화하길 기대한다.

The libraries and social welfare centers carry out various programs for the information poor. The libraries have focused on accessing and utilizing information, while social welfare centers have centered on improving the quality of life. This study have investigated as follows. Firstly, this study examined the cooperation model between libraries and social welfare centers or librarians and social workers in public libraries in Korea and California, USA, and analyzed the international library policies and guidelines in literature review. Through the definition of terms and related concepts, we confirmed the range of the information poor in this study. Secondly, this study executed to interview librarians and social workers in Korea and USA about the way of cooperation for the information poor. These interviews have been understood the public library outreach programs in California and the program of the National Library for Children and Young Adults' Out of School Youth Reading Program (2018). Finally, this study suggested the core elements to be considered in developing a library outreach model for the information poor based on the implications derived from literature review and interviews.

This study aims to find complex service plans for individual presidential archives. It analyzes previous studies dealing with the justification, cases, and services of individual presidential archives. The characteristics, functions, and service aspects of individual presidential archives are theoretically discussed. As a case study, the services of individual presidential archives in the United States are analyzed, and the study finds the complex nature of the services. Furthermore, interviews with archival experts are conducted on the subject of the current status of the presidential archives, experience in use, and improvement measures to discuss the problems and limitations of the current integrated presidential archives services and diagnose the prospects of individual presidential archives. In conclusion, it proposes the individual presidential archives service strategies in four areas, namely, information service, research support service, exhibition service, and outreach service.
