  • 나용환(羅龍煥) 정보화시스템실장은 공단 내 SixSigma T/F팀장을 겸하고 있다. 지난 81년 입사하여 올해로 25년째를 맞고 있는 나실장은 공단 홈페이지 내 정보교류센터(IEC)를 운영하면서 쌍방향 정보교류를 구상한 끝에 공공기관으로서는 획기적인 것으로 평가되는 '캐쉬마일리지'제도를 시행하고 있다. 사이트 내에 ESCO투자제안방이 따로 있을 정도로 ESCO들에게 거는 기대가 크다고 말하는 나 실장에게 물었다.

  • 전라남도 국민참여형 위성영상 블로그 시스템은 2006년도 행정자치부 자치단체정보화지원사업의 일환으로 구축된 것으로서, 사용자가 고해상도 위성영상 위에 직접 자신의 글,사진, 동영상을 올리고,이를 다른 사용자나 시스템과 공유할 수 있도록 구축된 시스템이다. 본 시스템이 궁극적으로 구현하고자 했던 과제는 다음과 같다. (1)지리정보 혹은 기타 정보의 고정성을 탈피하고,(2)지리정보와 멀티미디어 자료의 효율적 통합을 통해 geoUCC를 구축하며,(3)사용자의 참여를 통한 지리정보 제공 방식의 쌍방향성을 구현하여,(4) 사용자를 일방적 자료 활용자에서 자료 생성자로 발전시키고 궁극적으로는 자치단체와 국민 간 새로운 방식의 소통 방식을 생성하는 것이다. 본 시스템 구축의 결과로서 본 시스템에서 일반 국민에게 서비스되는 내용은 다음과 같다. (1) 전라남도 전역의 1m급 고해상도 위성영상의 대국민 서비스,(2)전라남도 전역에 대한 지번 단위까지의 주소 검색 서비스,(3)웹 상에서의 실시간 3차원 GIS 서비스,(4)Web2.0의 철학을 반영한 RSS, Trackback 및 Tag 검색 기능,(5)사용자가 직접 고해상도 위성영상 위에 자신의 글, 사진,동영상,홈페이지 등을 올릴 수 있는 "위성영상 블로그 쓰기 기능",(6)국내 거의 모든 포털 사이트의 블로그와 홈페이지를 지원하는 시스템 연계(퍼가기) 기능 등이다. 결론적으로 본 시스템의 사용자는 고해상도 위성영상 기반의 지도 위에 자신의 여행기,사진, 동영상을 올림으로써 자신만의 사용자제작콘텐츠(UCC)를 생성할 수 있을 뿐만 아니라, 이를 다른 사용자와 공유, 활용함으로써 실질적인 쌍방향,참여형 지리정보시스템을 이용하게 된 것이다.

  • The purpose of this paper is to explore and analyze design of USATODAY.COM aimed at being helpful for Chinese online news industry to search for the way forward. USATODAY.COM which converges print and online newsrooms is regarded as a pioneer in the online communication media. It engages interaction with users and their demand, and provides the best level of website and service design. This paper conducted through both theoretical works and design analyses by randomly visiting USATODAY.COM from May 23 to June 5, 2016. USATODAY.COM maintains consistent and high quality of a visual identity system on its homepage, and it is strongly linked to that of USA TODAY. Also, USATODAY.COM provides unique content provision methods, interactive features, advertisement and payment functions through service design considering the user experiences and needs. Based on its results, it is expected to contribute to Chinese online newspaper market which has an astonishing chance to grow.

  • Five cultural websites are evaluated on their content, interface, design. system, and service elements. The Culture Portal of Korea, Korea Culture Content, Culture Arts, Korea National Heritage Online, and Culture Heritage Information Center are chosen for this study. Most websites do not have a purpose or target audience. Their focuses are not on the content they provide but on the function of interfaces and interface design. However, interfaces do not function well for users to quickly access information they want. Suggestions are made to facilitate a system's search function and interactive users' feedback.

  • This paper introduce a satellite image based blog system built by JeonNam local province. Main goals of this system are as follows : (1)Overcome the static aspect of traditional Web-GIS, (2)Providing a geoUCC generating platform by combining multimedia technology and GIS in a single web environment, (3)Building a two-way Web-GIS through user's participation, (4)Creating a new communicative way between government and citizen by using this system. As a result of the system building, this system enables users to create his/her own UCC(User Created Contents) on high-resolution satellite image and enables users to share his/her own UCC with other system using Web2.0 technology.

  • In this knowledge-based society, a man of ability should be able to be possessed of abilities to create new knowledge while selecting, acquiring and processing knowledge and information in line with his own purpose and communicating it to other people and sharing it with them. With the aid of the emergence of web, cyber learning in the form of web-based instruction is brought to the fore. Yet, the established way of cyber learning is based on the system where learners should proceed with this study on his own instead of relying on the interaction between teachers and learners. The established way of cyber learning leaves something to be desired in terms of the application of the way to class, being almost bereft of a system capable of recreating knowledge as the result of study. Accordingly, this study is designed to develop a cyber learning system using models with the concepts of knowledge construction. The system enabled students to cultivate abilities to analyze materials and to improve creativity, producing the following system; applying it to the teaching-learning process of social studies: the system capable of being applied to a series of process from the stage of grasping problems to the stage of learning completion; the system enabling teachers and students as well to produce study results; the system enabling students to recreate knowledge in the form of homepages from constructed learning resources instead of producing fragmental knowledge.

A Study on the establishment of VOC system in compliance with the shift in customer trend (소비자트렌드 변화에 따른 VOC시스템 구축에 관한 연구)

  • The purpose of this research is showing an appropriate way of maximizing customer service and establishing VOC system by analyzing different voices from complaining customers as well as loyal customers. This research is also aimed at figuring out how companies can implement effective service marketing methods in the field complying with customers' needs and how they can survive in the competition. The range of research is confined to 5 marketing companies and their web-sites on which customers can get logged and directly post their claims. These web-sites showed how those 5 companies cope with customer claims. A questionnaire research was made in A's store to evaluate customer satisfaction. These are conclusions drawn by this research. First, prompt reactions of sincerity to customers' claims contribute to building favorable corporate images. Second, the preference to VOC channels varies with age and sex. Marketers should implement respectively different channels for customers under age 30 and those over age 40. Women have a tendency to prefer instant phone conversations and want to have their claims well listened to. Third, a series of shift in customer trend drives companies into establishing their own interactive VOC systems based on customers' preferences. Customer-oriented management has become a key factor for survival in recent intensely competitive market situation, as the web-based e-commerce market has been rapidly growing accompanied with a dramatic advance of network marketing methods. This research suggests some practical methods to establish a customer-oriented VOC system that can be easily adopted in the field.

'Dual Transformation' of Freedom of Information Movements and Civic Participation (정보공개운동의 '이중적 전환'과 시민참여 : <참여연대 정보공개사업단>과 <투명사회를 위한 정보공개센터> 비교를 중심으로)

  • This paper aims-through comparative research on two organizations and use of political process theory-to analyze the historical development of, current issues related to and the characteristics of the new transformation of the Freedom of Information Movements (FOIMs) in South Korea. In the ten years since the Freedom of Information Act (FOIA) took effect in 1998, Korean FOIMs have developed along the following course: 'emergence' (1998), 'expansion and extension' (1999-2004), 'institutionalization and retro-institutionalization-' (2005-2008). Specifically, in the early stage of FOIMs, the Freedom of Information (FOI) department of the People's Solidarity for Participatory Democracy, established in 1998, had led the FOI movement by initiating reform of the FOI institution and advocating an end to old practices. Paradoxically, however, following the institutional progress of FOI under the Roh Moo Hyun government, the vitality of FOIMs seemed to be weakening. And under the Lee Myung Bak government, which is showing regression in both the FOI institution and practices, the 'dual transformation' of the FOIMs is being led not by old groups but by new ones. The Center for Freedom of Information and Transparent Society(CFOI), which was founded in 2008, has journalists, researchers of archival studies, citizens, lawyers and nongovernmental activists as members. Through its blog style Homepage, countless reports are becoming "open to the public" and "share with the public." And its various civic education programs are interactive bridges which enable mutual communication between the Center and citizens. CFOI is expanding the FOI movement in different ways than the traditional activists such as the FOI department of the PSPD department, which worked through methods such as policy proposals, disclosing information litigation, comments and public statements, and hosting forums. CFOI is leading the 'dual process of transformation' of FOIMs, namely the transformation from an 'advocacy' movement to an 'empowerment' movement and transformation of the FOI movement's framework from "open to the public" to "share with the public."
