Pixel classification is one of basic image processing issues. The general characteristics of the pixels belonging to various classes are discussed and the radical principles of pixel classification are given. At the same time. a pixel classification scheme based on image direction measure is proposed. As a typical application instance of pixel classification, an adaptive multi-level median filter is presented. An image can be classified into two types of areas by using the direction information measure, that is. smooth area and edge area. Single direction multi-level median filter is used in smooth area. and multi-direction multi-level median filter is taken in the other type of area. What's more. an adaptive mechanism is proposed to adjust the type of the filters and the size of filter window. As a result. we get a better trade-off between preserving details and noise filtering.

Due to the rapid development of computer technology, online learning using ICT technology is already quickly settling in our lives. Music education was conducted mainly in an offline-based environment, but research is being conducted to switch to online because there is no time and space constraint of online education and interactive education led by learners is possible. In this study, we propose design and implement an adaptive learning system to enable adaptive learning online among music education. This system has the following advantages. First, by providing an LMS-based platform, one can solve the social education problem corresponding to economic and geographical factors. Second, both objective learning feedback provided automatically by the online adaptive harmony learning system and teaching feedback. Third, learners can be provided with recommended answers to given harmony exercises. The adaptive online learning system of harmony will lead professors and learners to effectively teach and study.

Existing web based learning system provides various instruction paths. However, learners are provided with the same instruction content with little consideration of each learner's learning style. Therefore, Current Web based learning is lacking as a system that encourages individual learning, by failing to provide for proper instruction methods for each learner. This prototype system can find the most effective way of learning for each learner by analyzing a learner's learning. It also provides content based on the most effective instruction method for the learner taking into consideration learning style. Especially, this proposed adaptive learning system supporting dynamic link by learning style by evaluation for each steps of leaning process.

It is generally acknowledged that Philippines politics has achieved a basic soil for democracy at the macro-level by the two incidents of 'People Power' (1986 & 2001). However, in spite of such an achievement, Philippine politics at the micro-level, does not enjoy the same reputation. Institutionalized 'Bossism' or 'patron/clientelism' political culture has been attributed to make such a gap. This paper aims to bridge the gap by a longitudinal observation on local politics of a particular province in the Philippines. Surigao del Norte is the province picked up for the study. The reason why this particular province attracts special concerns is that there appears to come a very dynamic local politics, led by an indigenous Christian organization, the PBMA (Philippines Benevolent Missionary Association), which was founded in the mid 1960s. With the coming of the organization in the province, the political power of the traditional families has been narrowed. On the other hand, new families, not only the leader family of the PBMA but also the family allied with the PBMA, has expanded political influence. Following steps are adopted to understand the meaning of such a change. First, institutional frame of Philippine politics and elections will be reviewed. Second, demographic changes will be investigated on Surigao del Norte province to find out how popular the PBMA organization is among the people. Third, local election outcomes will be examined to describe the changing nature of political landscape of the province. This will reveal how the relationship between the old and new families has been developed in the province. Lastly, based on the facts discovered by a longitudinal observation, an attempt to evaluate theories on Philippines politics will be made Conclusions are as follows. To understand the dynamics of Philippine politics, 'expectations from the below,' or, 'passions of the people,' suggested by Ileto, needs more attention. Furthermore, 'mutual accommodation' between domination and resistance, coined by Abinales, also demands more appreciation. The case of local politics in the Surigao del Norte, with the coming of the PBMA, is sure to show a concrete example of changing politics in the 'changeless land.'

Future wireless systems will be required to support the increasingly nomadic lifestyle of people. This support will be provided through the use of multiple overlaid networks which have very different characteristics. Moreover, these networks will be required to support the seamless delivery of today's popular desktop services, such as web browsing, interactive multimedia and video conferencing to the mobile devices. Thus one of the major challenges in the design of these mobile systems will be the provision of the quality of service (QoS) guarantees that the applications demand under this diverse networking infrastructure. We believe that it is necessary to use resource reservation and adaptation techniques to deliver these QoS guarantee to applications. However, reservation and pre-configuration in the entire service region is overly aggressive, and results in schemes that are extremely inefficient and unreliable. To overcome this, the mobility pattern of a user can be exploited. If the movement of a user is known, the reservation and configuration procedure can be limited to the regions of the network a user is likely to visit. Our proposed Proxy-UMP is not sensitive to increase of the search cost than other schemes and shows that the increasing rate of total cost is low as the SMR increases.

Digital image find own level core media in multimedia as image restoration technology fields, which remove degradation factor for image enhancement, have been growing. Linear space-invariant image restoration algorithm often introduce ringing artifacts near sharp intensity transition areas. This paper presents a new adaptive post-filtering algorithm for reducing ringing artifact. The proposed method extracts an edge map of the image using wavelet transform Based on the edge information, ringing artifacts are detected, and removed by an adaptive bilateral filter. Experimental results show that the proposed algorithm can efficiently remove ringing artifacts with edge preservation.
