The crisis in profit and funding for animation is in evidence around the world. The change in media environment has forced broadcasting advertising revenue down and animation viewers spread out. Now, animation players in the strongest position are either the US major studios, or producers benefiting from domestic support schemes. Government support is available in many countries because many governments believe that support for domestic animation carries both economic and cultural benefits. This paper is designed to suggest new policy schemes for Korean animation industry. The new paradigm of animation policy needs a new perspective on content industry as a whole, not centered on the animation itself. The researchers on public policy for culture, audiovisual and content industry argued that the government should, (i) play the role of facilitator for virtuous cycle of industry value chain, (ii) provide fiscal support through automatic and selective schemes, (iii) provide tax benefit to strengthen the competitiveness of industry, and (iv) enforce the broadcasters to contribute to domestic programming and financing. Comparative analysis on French and Canadian audiovisual policy supports such arguments, and animation industry of two countries are enjoying the high audience ratings and sustainable production volume. From the analysis, this paper suggests the new government schemes for Korean animation industry, which are, (i) securing the public funding for fiscal support, (ii) introduction of automatic production support, (iii) modification of broadcasting quota, (iv) broadcaster's performance envelope and production quota, and (v) tax benefit as indirect support.

Estimation of the buckling and ultimate strength of a continuous stiffened plate subjected to combined transverse compression and lateral pressure is of high importance to ensure the safety of ship structures, particularly for the bottom plating under a deep draft condition For example, bottom plating of bulk carriers is subjected to transverse thrust caused by the bending of double bottom structure and the direct action of pressure on the side shells. Most of experimental tests, theoretical approach and numerical researches have been performed on the buckling and ultimate strength behaviour of plates or stiffened plates under combined compression and lateral pressure. With regard to stiffened panels, however, most of studies have been concerned with the load conditions of combined longitudinal thrust and lateral pressure, while fewer studies have been performed for the combined transverse thrust and lateral pressure. In addition, the previous researches are mainly concerned with an isolated rectangular plate simply supported along the all edges, whereas actual ship plating is continuous across the transverse frames and heavy girders. In the present paper, a series of elastoplastic large deflection FEA on a continuous stiffened plate is performed and then clarify the characteristic of collapse mode and explain the effect of transverse compression.

Due to the recent global recession, the car industry demand levels have plummeted which led to a crisis in the automotive parts industry for the first time in history. Since the fourth quarter of 2008, the automotive parts manufacturers in America have faced a record loss and those in Japan and Europe who also had a strong track record are facing a weak economy. In addition, the domestic automotive parts industry is also affected by the global economic crisis. This research is that the relative efficiency analysis utilizing the DEA has done on the object of 25 small and medium-sized automotive parts manufacturers publicly listed, As the efficiency analysis result 6 of 25 manufacturers are efficient in CCR model and 12 manufactures have shown efficiency in BCC model, the efficiency analysis in consideration of the manufacturer size. The manufacturers with efficiency 1 in 25 manufacturers are DMU 1, 5, 7, 10, 18, 24 and the relatively benchmarking objects in other manufactures are DMU 1, 10, 24, Based on the results of this research, a direction to the domestic automotive parts manufacturers as well as a significant information will be provided in managing the companies in the future by the improvement of management efficiency through the practical efficiency analysis.

In a military maintenance system, the standard maintenance man-hour of weapon systems is a tool to estimate the maintenance capabilities of maintenance units, provide standards for determining the maintenance needs and workload, and provide basic data for establishing a maintenance plan. The standard maintenance man-hours of major weapon systems have already been derived and used, but the standard maintenance man-hour in a wartime maintenance environment has not been computed. Therefore, the standard wartime maintenance man-hours need to be derived and This study proposes a process and method of computing the maintenance man-hours. In addition, this work suggests the criteria of collecting and screening data that is necessary for estimating the standard maintenance man-hours and introduces a methodology for analyzing the characteristics of maintenance man-hour distribution in the process. The proposed process first designs a model that reflects the wartime maintenance environment, selects statistical techniques, collects maintenance data, analyzes the descriptive statistics, estimates the distribution, and finally presents representative values of maintenance man-hour. Based on the proposed method, the standard wartime maintenance man-hours of the four weapon systems were calculated, and the distribution of the maintenance man-hours was analyzed to follow a lognormal distribution, and the method presented reliable results.

Aircraft weight is an important factor affecting performance and fuel efficiency. In the conceptual design stage of the aircraft, the process of balancing cost and weight is performed using empirical formulas such as fuel consumption cost per weight in estimating element weight. In addition, when an airline operates an aircraft, it promotes fuel efficiency improvement, fuel saving and carbon reduction through weight management activities. The relationship between changes in aircraft weight and changes in fuel consumption is called the cost of weight, and the cost of weight is used to evaluate the effect of adding or reducing weight to an aircraft on fuel consumption. In this study, the problems of the existing cost of weight calculation method are identified, and a new cost of weight calculation method is introduced to solve the problem. Using Breguet's Range Formula and actual flight data of the A350-900 aircraft, two weight costs are calculated based on take-off weight and landing weight. In conclusion, it was suggested that it is reasonable to use the cost of weight based on the take-off weight and the landing weight for other purposes. In particular, the cost of weight based on the landing weight can be used as an empirical formula for estimating element weight and optimizing cost and weight in the conceptual design stage of similar aircraft.
The purpose of this study was to analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering. The details of the study were as follows: First, the perception related to the PBL of Korean apprenticeship program was investigated. Second, the utilization and the operational difficulties of PBL for Korean Apprenticeship Program were investigated. Third, the supporting system for PBL was suggested. Research methods were literature research, questionnaire survey and FGI. The survey was conducted online from July 15 to August 14, 2021. A total of 515 respondents responded. A total of 108 in 515 respondents were in Mechanical Engineering. FGI conducted a total of 25 people who actual use PBL in the field of Korean Apprenticeship Program. Conclusions and suggestions based upon the result of this study are as follows. First, It is necessary to improve the utilization of PBL for Korean Apprenticeship Program in Industry. Second, PBL is necessary to apply optionally according to the job and field situation. Third, it is necessary to support system of evaluation for PBL in Korean Apprenticeship Program. Finally, related operation model and guideline need to be prepared for best practice.
This study forecasted the manpower demand of eco-friendly smart shipbuilding, whose importance and weight are increasing according to the environmental regulations of the IMO and the spread of the 4th industrial revolution technology. It predicted the shipbuilding industry manpower by applying various models of trend analysis and time series analysis based on data from 2000 to 2020 of Statistics Korea. It was found that the prediction applying geometric mean had the smallest gap among the trend and time series analysis methods in comparing between forecast results and actual data for the past 5 years. Therefore, the demand for manpower in the shipbuilding industry was predicted by using the geometric mean method. In addition, the manpower demand of smart eco-friendly ships wast forecasted by using the 2018 and 2020 manpower survey results of the Ministry of Trade, Industry and Energy and reflecting the trend of manpower increase in the shipbuilding industry. The result of forecasting showed that 62,001 person in 2025 and 85,035 people in 2030. This study is expected to contribute to the adjustment of manpower supply and demand and the training professional manpower in the future by increasing the accuracy of forecasting for high value-added eco-friendly smart ships.
Recently, the diversification and individualization of consumption patterns through the web and mobile devices based on the Internet have been rapid. As this happens, the efficient operation of the offline store, which is a traditional distribution channel, has become more important. In order to raise both the sales and profits of stores, stores need to supply and sell the most attractive products to consumers in a timely manner. However, there is a lack of research on which SKUs, out of many products, can increase sales probability and reduce inventory costs. In particular, if a company sells products through multiple in-store stores across multiple locations, it would be helpful to increase sales and profitability of stores if SKUs appealing to customers are recommended. In this study, the recommender system (recommender system such as collaborative filtering and hybrid filtering), which has been used for personalization recommendation, is suggested by SKU recommendation method of a store unit of a distribution company that handles a homogeneous brand through a plurality of sales stores by country and region. We calculated the similarity of each store by using the purchase data of each store's handling items, filtering the collaboration according to the sales history of each store by each SKU, and finally recommending the individual SKU to the store. In addition, the store is classified into four clusters through PCA (Principal Component Analysis) and cluster analysis (Clustering) using the store profile data. The recommendation system is implemented by the hybrid filtering method that applies the collaborative filtering in each cluster and measured the performance of both methods based on actual sales data. Most of the existing recommendation systems have been studied by recommending items such as movies and music to the users. In practice, industrial applications have also become popular. In the meantime, there has been little research on recommending SKUs for each store by applying these recommendation systems, which have been mainly dealt with in the field of personalization services, to the store units of distributors handling similar brands. If the recommendation method of the existing recommendation methodology was 'the individual field', this study expanded the scope of the store beyond the individual domain through a plurality of sales stores by country and region and dealt with the store unit of the distribution company handling the same brand SKU while suggesting a recommendation method. In addition, if the existing recommendation system is limited to online, it is recommended to apply the data mining technique to develop an algorithm suitable for expanding to the store area rather than expanding the utilization range offline and analyzing based on the existing individual. The significance of the results of this study is that the personalization recommendation algorithm is applied to a plurality of sales outlets handling the same brand. A meaningful result is derived and a concrete methodology that can be constructed and used as a system for actual companies is proposed. It is also meaningful that this is the first attempt to expand the research area of the academic field related to the existing recommendation system, which was focused on the personalization domain, to a sales store of a company handling the same brand. From 05 to 03 in 2014, the number of stores' sales volume of the top 100 SKUs are limited to 52 SKUs by collaborative filtering and the hybrid filtering method SKU recommended. We compared the performance of the two recommendation methods by totaling the sales results. The reason for comparing the two recommendation methods is that the recommendation method of this study is defined as the reference model in which offline collaborative filtering is applied to demonstrate higher performance than the existing recommendation method. The results of this model are compared with the Hybrid filtering method, which is a model that reflects the characteristics of the offline store view. The proposed method showed a higher performance than the existing recommendation method. The proposed method was proved by using actual sales data of large Korean apparel companies. In this study, we propose a method to extend the recommendation system of the individual level to the group level and to efficiently approach it. In addition to the theoretical framework, which is of great value.

High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.
Recently, contemporary cultural contents have been shown its diversity changes followed by the birth of new media platforms with consumers' new needs in the global market. Also, developments of Internet and computer system networks are the main contributors of making this changes happened rapidly. This study aims to know that how to usefully use those new media platforms through the great example of stop-motion animation music video by analyzing its production and marketing process. The music video production had been focused to be completed with high quality by adjusting the production process economically in spite of the relatively short period(less than one month)from its crank-up to the deadline. Because the production was planned that main characters lead the whole story, the creative team had been tried to reduce the production hours by commonly use the same mold when they make original clay models by collecting the similarities of characters' appearances. By using CG technic, could overcome the visual monotonous from the similarities which inferred above. Also, the repeated rhythm in the music video, the similar scenes of backgrounds were commonly used by copy of the original scene. At the point of directing, the creative team considered both economical and art aspects for the quality work. In details, they divided the scenes into foreground and background, and removed unnecessary parts to save the production hours and budget but make depth of fields in the scenes. Except the viral marketing purposes, was searching for the methods to compensate the production cost. For this, the characters in the music video dressed the same T-shirts which are world-cup logo on, and those were designed for the sale after released the music video. Even the result of the sales was not enough to satisfied, it was estimated a great attempt to the domestic animation industry.
