정보통신분야의 대표적인 국제 표준화기구인 ITU는 급변하는 기술 및 시장 흐름에 대응하여, 최근 많은 개혁을 추진하고 있다. ITU 표준화 분야에서의 개혁 조치는 크게 보아 신속한 표준 제정을 위한 표준화 절차의 개선과 이를 위한 관련 규정의 변경으로 구분되며, 이를 위해 이번 회기(2001~2004) 동안 ITU 표준화 작업의 근거가 될 ITU 표준화 규정을 ITU-T 총회(WTSA-2000)에서 완료하였다. 본 고에서는 개혁내용 중 ITU-T가 표준화 절차의 효율화를 위해 전략적 도구로 내세우고 있는 EDH 관련 현황과 EDH 방법을 도입하여 새롭게 추진되고 있는 표준화 절차에서의 적용방법 등을 살펴보고, 향후 국내 표준화 활동의 대응방향을 살펴보고자 한다.

원자력 발전소 운전시 이상 현상으로 인한 발전소의 정지 등 기타 여러 사고시 그 원인을 신속히 파악하여 조치하는 잎은 발전소의 안전과 효율적인 측면에서 매우 중요한 부분이다. 경보원인추적시스템(ACTS: Alarm-Cause Tracking System)은 발전소 현장에서 자주 사용하는 경보 논리도면을 자동화하여, 경보의 원인을 보다 상세하게 추적하여 경보절차서에 표시되는 원인들 중 실제로 발생한 원인과 그에 해당하는 절차 부분을 강조하여 표시함으로써 운전원이 쉽게 상세원인을 파악할 수 있도록 한다. 또한 이 시스템은 운전원이 경보의 발생경로와 논리상태를 그래픽으로 전산화된 논리도면상에서 확인하여 경보에 대한 빠른 조치를 취할 수 있도록 인터페이스를 제공한다.

본 논문의 목적은 중소기업 정보화 물결로 도입된 ERP 사용 중 당면하게 되는 유지보수 요청에 대한 효율적 지원체계를 ERP공급 기업 입장에서 마련하여 ERP 사용효과를 극대화 하고자 하는 것이다. 이러한 목적 달성을 위하여 본 연구에서는 국내 ERP 공급기업 사례를 중심으로 지원체계의 합리적 기준안을 사례로 참조하였다. 그리고 기업의 전통적이고도 관행적인 그동안의 비즈니스 프로세스와 ERP에서 제시하는 비즈니스 프로세스와의 업무적 차이를 유지보수 지원이라는 과정을 통하여 중소기업의 업무혁신이 자연스럽게 흡수되도록 하였다. 효율적 지원체계 연구 과정 중 누락되거나 미흡한 부분이 일부 있었으나 ERP 공급기업과 ERP 도입 기업이 당면한 우선적인 과제라 생각되어 현재의 사후지원 방안보다 신속한 유지보수관리가 적용되는 방안을 연구하였다. 이 개선 방안은 다음의 두 가지로 요약된다. 첫째, 유지보수 지원절차를 개선하여 ERP 도입기업의 지원요청이 ERP공급 기업의 지식 DB로 구축되도록 하는 것이다. 둘째, 지원요청 발생 가능한 사항을 ERP 도입 기업에게 사전 제공함으로써 자체 장애해결 능력을 부여하여 ERP 사용효율을 향상시키도록 하는 것이다. 본 논문은 ERP의 효율적 유지보수 지원체계를 정리한 것으로서 연구과정 중 나타난 문제점 들을 점차 개선하고 사후관리관련 구성원들이 보다 전문성을 갖추어서 문제처리에 대한 일관성과 신속성을 갖추게 된다면 ERP 도입기업의 ERP 사용효율을 높여주어 정보화를 통한 기업경쟁력이 더욱 강화될 수 있을 것이다.

The criminal procedure is based upon two ideal values, or 'speedy trial and economy of litigation' and 'finding truth and guarantee of human rights', which are conflicting each other. The so called summary trial system, a simplified procedure through which a judge handles clearly obvious and minor offences in a quick and efficient manner, has its essential purpose of termination lawsuits promptly and freeing suspects or defendants from criminal procedure at the earliest possible moment. But its excessive emphasis on this purport is very likely to result in insufficient examination and inadequate protection of suspects' or defendants' rights. Therefore, the summary trial system needs a variety of safeguards to prevent these feasible - but undesirable - effects. From this point of view, we should objectively review the current summary trial system. The main object of this study is to investigate what problems the system has both in institution and in practice, and to suggest legal measures, including the abolition of it, to improve the simplified procedure. In conclusion, the summary trial system should be maintained because it has still more merits than faults. And these defects will be able to be overcome by reform measures ; for example, the introduction of the right to opt between the summary procedure and the formal trial, the abolition of detention and so on.

This study is to prepare the emergency response procedures for an unmanned LRT (Light Rapid Transit) which is being commercially operated recently. This emergency response procedure adds several particular characteristics which happens in the hardware and software aspects at the unmanned LRT in addition to the present emergency response procedures. The emergency response procedure has to conform to the emergency response planning. For doing that this emergency response procedure includes three important sub systems. First of all, the functional emergency response system has been developed. Secondly, Standard Operation Procedure (SOP) is suggested for the better and faster emergency response between emergency response personnel and institutes. Thirdly, emergency response training and drilling system is also provided for emergency response personnel. Finally, a software program for emergency response training and drilling will be developed and suggested to be used for the emergency response personnel.

KICS is intended to facilitate the computerization of the criminal justice process and realize a quick and transparent criminal justice process. Thus, it has been operating in the field of criminal justice by establishing criminal justice portal for the empowerment of the people. While in 2008 the opposition by the Court concerns the independent function of the judiciary and privacy violations presented in conjunction with its own operating system between the judiciary and other institutions. KICS improve office productivity by creating documents in a single criminal justice agencies to reduce costs, and costs of document exchange between criminal justice agencies. Secondly, the decision-making process is simplified by using the electronic documentation system and speed up, bind and document handling procedures ranging from preserving documents received are reduced dramatically contribute to the competitiveness of the organization through business improvement. Third, The use of an electronic document stored in the information is easy, and it is possible to easily access a variety of information can facilitate the realization of an open state by smoothly to provide information about the people. Finally, KICS building a network of criminal legal systems to maximize the benefits and the electronic integration effect it is being evaluated to improve the overall efficiency of the criminal legal system.

In cognitive radio networks, secondary users are allowed to utilize the channels currently not occupied by primary users opportunistically. Secondary users can communicate with each other using the commonly available channels (common channels) which may change dynamically based on the activity of the primary users. Even though many studies have dealt with cognitive radio behaviors, the detailed procedures for common channel configuration have not been paid much attention. In this paper, the fast and reliable dynamic common channel setup and reconstruction method for the point-to-point communications in military cognitive radio networks is proposed. The detailed time parameters are considered for common channel setup and reconstruction, such as the packet exchange time, channel request waiting time, and rendezvous time. Through numerical analyses, the delay and throughput performance of the proposed method is derived and evaluated.

본 논문에서는 이동성 IP 기반 네트워크에서 효과적인 헤더압축 기법 및 압축상태 복구기법을 이용한 효율적인 비디오 트래픽 관리기법을 제안한다. 이동성 무선 링크의 대역폭은 물리매체와 무선 구간내 데이터 전송에 따른 주파수의 사용에 제약을 받는다. 또한 셀룰러 액세스 링크의 고비용과 링크손실 특성 등이 IP 기반 네트워크의 성능에 중요한 요소가 된다. 그러므로 자원을 효율적으로 사용하는 것이 필요하며, 셀 위치에 따른 메시지 교환 절차에 대하여 기술한다. 이를 위해 효율적인 헤더압축기법이 요구된다. 따라서 본 연구에서는 지금까지 제안된 기법을 분석하여, 헤더압축 및 이동호스트의 핸드오프 발생시 신속하게 압축상태를 복구하는 기법에 대한 연구를 수행하였다. 제안된 기법은 패킷손실을 줄이는 압축 컨텍스트 값을 인지하도록 하여 신속하여 압축상태로 복원되도록 하였다. 제안된 기법의 성능을 분석하기 위해서 컴퓨터 시뮬레이션을 수행하고, 그 결과에 의해서 제안된 기법의 성능이 개선됨을 입증하였다.

국제 표준화 기구인 ITU, ISO/IEC JTC1을 비롯해 지역 표준화 기구인 ETSI, 국가 기구인 Committee T1, TTA 등은 표준의 신속한 제정 및 적기의 공급을 위해 각각의 표준화 절차에 기반한 전자적 문서처리(EDH)시스템을 구축하고, 이를 통해 표준화 진행에 관련된 각종 정보를 효율적으로 처리할 수 있는 전자적 환경을 구축하는데 많은 노력을 기울이고 있다. 본 고에서는 유럽의 ETSI, 미국의 Committee T1, 국제 기구인 JTC1, 지역 표준화 협력기구인 GSC, 그리고 지난해 7월 조직 개편을 단행한 한국정보통신기술협회(TTA)를 대상으로 최근 인터넷 관련 각종 정보처리기술을 이용하여, 이를 표준화 절차에 활용하고 있는 전자적 작업방법 및 이와 관련된 지침을 조사분석하였다.

작업관리기능은 서비스 처리의 적절한 흐름유지를 위하여 활용되고 있다. 작업관리는 기업의 업무에 참여하는 구성원들 사이에서 이루어지는 문서와 정보 또는 작업의 절차를 일종의 정의된 규칙에 의하여 자동화하는 것을 의미하며, 정의된 규칙을 수행하기 위하여 사전에 정의된 절차대로 타스크(task)를 생성, 관리하는 기능이다. 본 논문에서는 기업의 조직과 분산된 환경하에서의 작업관리기능을 CORBA 를 기반으로 활용이 편리하도록 Web으로 설계하였다. 타스크 템플릿을 이용하여 정형화된 규칙(rule)에 기반된 작업관리를 유지하였으며 예외처리, 다중 작업처리, 이기종간의 상호운용성은 CORBA 기반을 통하여 해결하였다. 연구된 기능은 이기종간 분산된 환경하에서 작업흐름의 반영이 용이하며, 단순한 상태기반과 사건기반의 흐름에 의한 작업관리기능에 비하여 신속한 서비스 제공이 가능함을 볼 수 있다.
