An Investigation of the Overseas Project Core Factors of Public New Town Development Company (신도시개발 공기업의 해외시장 진출을 위한 핵심경쟁요소 고찰)

  • New town development project which has manifold operations is usually on a large scale and its spin-off spreads widely. Although international new town development market is widely increasing, new town development market in Korea is now decreasing. Thus, Korean public new town development company which has a lot of business experiences in local new town development market is now facing the necessity of making a foray. This study had a Focus Group Interview with people who experienced in international construction market to set up the core factors of international new town development market. After that, Importance Performance Analysis and Content Analysis were performed with questionnaire to determine the present condition of Korean public new town development company.

  • 강남 대체지로 스포트라이트를 받는 판교 신도시에 비해 비교적 주목을 덜 받아왔던 광교 신도시. 판교 신도시가 주목받는 동안 절차부심하며 지난해 12월 30일 개발계획 승인을받고 본격적인 사업 시행에 나선 광교 신도시에 세간의 관심이 모아지고 있다. 청약 경쟁률이 높은 판교 신도시 대신 친환경 자족도시 개발로 각광을 받고 있는 광교 신도시 현장을 다녀왔다.

A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town (복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로)

  • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.

  • 최근에 이르러 농촌 인구의 도시유입으로 도시의 주거공간이 절대적으로 부족해지고 있으며, 이는 대도시의 아파트 가격 상승을 유발하는 등 부수적인 사회/경제적 문제를 일으키고 있다. 정부나 지방자치단체에서는 이러한 문제를 해결하기 위하여 대규모의 신도시 개발계획을 추진하고 있으며, 이러한 신도시 개발은 도시화로 인하여 환경적, 수문학적으로 부정적인 영향을 미치는 것으로 조사되고 있다. 도시화는 수문학적으로 산림이나 농경지와 같은 투수지역을 건물, 도로 등의 불투수지역으로 변화시키는 것이며 (Im 등, 2003), 이로 인하여 홍수파의 도달시간이 줄어들고 첨두유량이 증가하는 등의 수문변화를 수반하게 된다. 도로나 건물 등이 대부분을 차지하고 있는 도시지역에서는 지표면이나 식생으로부터 대기중으로 방출되는 증발산량이 농촌이나 산림지역보다 상대적으로 적으며, 강우시 토양중의 침투량과 지표면의 저류량도 도시지역에서는 매우 적게 나타난다. 신도시 개발 전후의 수문순환을 평가하는 방법 중의 하나는 개발예정지에 대한 장$\cdot$단기의 수문/수질 관측을 통하여 개발 전과 개발 후의 유출특성과 수질부하를 정량적으로 비교하는 것이다. 본 연구에서는 도시화로 인하여 대규모의 토지이용 변화가 예상되는 신도시 개발예정지구를 시험유역으로 선정하여 장기적인 수문/수질 모니터링을 실시하고자 한다. 또한, 시험유역에서 계측된 자료와 유역수문모형을 활용하여 개발전후의 홍수 및 유출특성을 분석하고 도시화가 하천의 수문 및 수질에 미치는 영향을 정량적으로 비교분석 함으로써 효율적인 저감 대책의 수립에 활용할 계획이다. 본 연구에서는 국내$\cdot$외의 시험유역의 운영 실태를 조사하고, 신도시 개발 등으로 인하여 급격한 도시화가 진행되고 있는 지구를 시험유역으로 선정하여 유역의 물순환 체계를 조사하고자 한다. 이를 위하여 신도시 개발지구와 도시정비사업지구를 대상후보지로 선정하여 개발계획 및 유역의 특성 등을 조사하고, 시험유역의 선정기준을 수립하여 연구의 목적과 부합되는 지구를 시험유역으로 선정하였으며 선정된 시험유역에 대하여 수문$\cdot$수질 조사 계획을 수립하고, 계측시설을 설치하여 시험운영을 실시하고, 향후 시험유역의 수문계측 및 관리방안을 수립하고자 한다.

  • Go-Yang city, rural region by the 1980s, had rapidly grown to the big city for only 15 years because of Il-San new town development which was developed during $1990{\sim}1995$. So the population and industrial function were greatly increased too. The change of urban spatial structure was grasped by tracing the distribution of population, household and industries of Go-Yang city during $1990{\sim}2005$. The new urban center had grown to the center of the whole city, while the industries of existing centers were extended to the neighbor areas. The existing centers had been changed into 3 types - (1) changed into a part of new urban center, (2) declined to sub-center with small merchant facilities. (3) continuously grown with the development of whole city. As a result, a new town development had changed the urban structure by creating new functional relationships among the existing and new centers rather the existing centers had declined.

  • 정부는 6월 1일 화성 동탄면 일대 660만 평을 분당급 신도시로 개발한다고 발표했다. 10만 5000가구에 26만 명을 수용할 계획이다. 구릉 많은 동쪽 지역은 타운하우스.고급단독.연립주택 단지가 들어설 예정이고, 평지 많은 서쪽 지역은 고층 아파트와 주상복합이 들어설 것으로 보인다. 신도시의 향후 개발계획을 집중 조명한다.

Research on the Residential Environment of New Town & Surrounding Area (대규모 신도시 및 주변지역 거주환경 비교분석 연구)

  • During the 1990's, five new towns were constructed around Seoul such as Bun-Dang and Il-San. These new towns are very popular since they were created based on systemic urban planning and they provide various residential amenities. Many people consider them livable cities. Taking such advantages, other small-scale new public and private developments continued around those new towns and consequently created 'agglomerated region with new development'. The most representative area is Bun-Dang and north-western Yong-In area which are formed along the Seoul-Busan expressway. This area is a mega-community having more than one million residents in 2005.Judging from recent development trends in the Seoul metropolitan area, it is expected that the formation of other 'agglomerated region with new development' would be continued for the time being. This study is aimed to analyze the residential environment of Bun-Dang and north-western Yong-In and find implications to the management of 'agglomerated region with new development'. The relevant existing studies have their limits, only focusing on analyzing current conditions and pointing out current problems. This study could be differentiated from the existing analyses in that it conducted comprehensive analyses on various factors that constitute urban residential environment. The conclusion of this study was derived from diverse analyses of current development condition, residential sites, regional transportation, awareness of residents, and oversee cases.

A Study on the Role of the Commune's Cooperation in the French New Town Development and Management System (프랑스 신도시개발 및 관리에서 꼬뮌협력체에 관한 연구)

  • In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.
