Characteristics of Post 2020 Architect and Application of Differentiation in the Post 2020 Regime (신기후체제 설계의 특징과 신기후체제에서 차별화 적용 방안)

  • The 2015 Agreement, an initial architect of the Post-2020 Regime, is expected to be adopted at the twenty-first session of the Conference of Parties to be held in Paris in 2015. We discussed key characteristics of the Post-2020 Regime and applications of differentiation which is most contentious issue in the Post-2020 negotiation. In the Post-2020 Regime, automatic ambition increases of Parties could be accomplished through applications of the circular nature of Intented Nationally Determined Contributions (INDC) as well as the progression of mitigation efforts. In terms of differentiation, it would be better to advocate a new method to applying differentiation in the Post-2020 Regime taking into account our own national circumstances. Specifically, promotion of self-differentiation which fits nearly with the philosophy of INDC could be an alternative. In order to promote self-differentiation, rules to apply self-differentiation needs to be devised, and the purpose of such rules should be the ambition increase.

Outlook for a New International Agreement on Climate Change Adaptation: How to Approach (기후변화 적응의 신기후체제 합의: 전망을 위한 접근방법)

  • The purpose of this study is to analyze the major issues discussed among Parties and provide a framework for predicting the agreements on those issues, prior to the final negotiation on a new legally-binding agreement on climate change adaptation in the United Nations Framework Convention on Climate Change (UNFCCC). The analyses of documents, adaptation actions, and work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) under the UNFCCC informed that the adaptation issue has primarily been focused on the support of developed country Parties for the adaptation of developing country Parties following the principle of the Convention, Common but Differentiated Responsibilities and Respective Capabilities (CBDR-RC). Three-year work of the ADP acknowledged the major issues on adaptation in the new climate agreement, which would be categorized as long-term and global aspects, commitments/contributions/actions, monitoring and evaluation, institutional arrangements, and loss and damage. A final agreement on each issue could be predicted by setting a zone of possible agreement in-between the two extremes of developing and developed country Parties and considering three major elements affecting the Parties' positions, national priority, adaptation action, and social expectation, which are proposed in this study. The three major elements should be considered in a balanced manner by Parties to draw a durable agreement that will enhance global adaptation actions from a long-term perspective. That is, the agreement needs to reflect adaptation actions occurring outside the Convention as well as social expectations for adaptation. It is expected that the new agreement on climate change adaptation, from a long-term and global perspective, would be an opportunity to reduce vulnerability and build resilience to climate change by incorporating global expectations.

  • As the means of implementation, the GCF and scaled-up climate finance compose major elements of a new climate agreement that will be implemented in 2020. The new agreement will be applicable to all parties, implying that developing countries as well as developed countries will be responsible for reducing GHG emissions. Achieving the goal of mobilizing 100 billion dollars will depend on the efforts put forth by developing countries in terms of meaningful mitigation actions and transparent implementation of the mitigation targets. This paper describes a major achievement on the negotiation related to climate finance since the Convention established and addresses the issues and perspectives for the Paris Agreement.

  • '신기후체제 대응' 이라는 범국가적 미션 뿐 만 아니라 현재 국내에서의 원자력계 입지를 고려할 때 원자력계의 적극적인 대처와 전략이 필요한 상황이다. 본 연구는 기후기술과 기술협력의 중요성에 주목하여 연구기관 및 관련 기업이 현재 보유 혹은 개발 중이거나 향후 개발 가능한 온실가스 감축 및 기후변화 적응에 활용 가능한 기술과 연구분야를 발굴하기 위해 추진되었다. 이를 위해 한국원자력연구원 및 연구원 Family 기업을 대상으로 총 3회의 조사를 시행하였다. 이를 통해 원자력발전을 통한 온실가스 감축 기여 외에도 원자력계 내에 온실가스 감축과 기후변화 적응 기술을 다양하게 보유하고 있음을 증명하였고, 정책적 시사점을 도출하였다. 국가 주도의 기후기술 연구 전략이 성공적으로 수립 이행되기 위해서는 연구 및 정책 분야 전문가들의 기후기술에 대한 명확한 이해와 정부의 지원이 필요하다. 마지막으로 기술 활용 혹은 개도국으로의 이관 시 국가 NDC 달성에 얼마만큼 영향을 미치는지에 대한 성과 측정 기준이 확정 된다면 향후 고도화된 연구개발 전략 수립은 물론, 연구자들의 참여도를 이끌어 낼 수 있을 것이라 판단한다.
