This study is to conduct a stakeholder analysis using Project Stakeholder Management Model established by US Project Management Institute (or PMI) in order to identify current stakeholder related to Korea's trade policy and to establish the stakeholder management process for Korea's trade negotiation. Project Stakeholder Management Model includes four stages such as identifying, planning, managing, and controling stakeholder. The stakeholder management process for Korea's trade negotiation classifies domestic stakeholder into two category; internal stakeholder and external stakeholder. This research suggests that Korea should invite consumer groups, labor unions, and farmer's association into the official communication channel of trade authority while unifying the current stakeholder management divisions and relevant advisory committees within the trade ministry.

최근 정부는 변화하는 환경에 조응하기 위한 혁신적인 국가 R&D 시스템의 도입 및 성과평가 준거 틀의 전환을 시도하고 있다. 이에 연구자 중심의 "정부 R&D 혁신방안(2015)"을 제안하고 기존의 추격형 R&D체제에서 벗어나 질적 우수성 추구로 패러다임 전환과 창의 도전적 R&D에 초점을 맞춘 평가방식, 그리고 행정시스템 간소화 등을 해결해야 할 주요 과제로 제안하고 있다. 하지만, 다양한 이해관계자가 제시한 지속적인 의견 등을 고려할 때, 변화 이슈에 대한 장기적인 R&D 시스템 전개방향은 공감되나, 실행단계에서 실효적 적용은 많은 논의가 필요해 보인다. 특히, 특정 집단의 이해관계를 벗어나기 힘든 경우, 편향된 이슈 및 정책 제안이 제시되거나, 제안된 정책 간 일관성 있는 논리를 설정하기 어렵거나, 불특정 다수의 이해관계자 집단 간 이익 대변 혹은 현실을 벗어나는 이상적인 방향을 제안하는 경우도 있다. 따라서 이해관계자를 넘어서는 통합적 관점에서 사회 전체적 여건을 고려하는 혁신적 국가 R&D 시스템에 대한 정책적 실행방안을 고민해 볼 필요성이 제기된다. 본 연구에서는 우리나라의 과학기술 혁신정책 및 R&D 성과, 주요국 관련 동향 등을 살펴보고 현행 R&D 추진 시스템을 사회 시스템 차원에서 바라보며, 제기되는 관련 이슈에 대한 비판적 담론과 쟁점을 정리 및 분석하였다. 또한, R&D 혁신주체 간 상호작용 및 추진 시스템 효율성 측면의 핵심 이슈를 분석하여 R&D 추진 시스템 중장기 구축방향과 한계도 체계적으로 살펴보았으며, 이를 정리한 실행전략을 제시하였다.

최근 비장애인과 장애인 간의 정보격차를 줄이기 위하여 관련 법규의 마련과 더불어 다양한 방법들이 제안되고 있다. 소프트웨어 접근성에 있어서 평등한 권리를 행사할 수 있도록 소프트웨어 접근성 지침 1.0이 등장하였다. 소프트웨어 접근성 향상을 위해서는 키넥트 기술을 활용하는 것을 전제로 하였다. 이 논문에서는 소프트웨어 접근성 지침 1.0을 기초로 하여 소프트웨어 접근성 향상 시스템 구현을 위한 이해관계자 별 요구사항을 분석하였다. 그 결과는 추후 시스템을 설계하고 구현하는 로 활용될 것이다.

Since quality assurance and enhancement (QAE) raises the fundamental issue of the survival of higher education institutions and national competitiveness, guides on quality assurance (QA) are popular both domestically and worldwide. Despite the focus in many countries on trying to establish and implement QA systems, no clear investigation has been conducted on what actually happens in the institutions. Therefore, the present study examines the quality control system of the UK at an institutional level by focusing on the case of Scotland QAE. As Scottish QAE especially emphasizes student engagement and quality culture, this study investigates the present QAE situation in the institution and current ideas for better future practices by analyzing the perceptions of internal stakeholders' from the University of Edinburgh, School of Education, based on the stakeholder theory and implications for other contexts. The stakeholder analysis results demonstrate the successful application of QAE with a high level of understanding and stakeholder interest. However, the current strategy is missing certain opportunities for staff and students. Therefore, further information disclosure, formative evaluation, better communication and administrational supports are required for improved practice.

This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.

시스템의 기술 중심적 개발은 사용자 및 이해관계자들이 개발공정을 파악하거나 개입하기 어려워, 불필요한 기능과 품질 낮은 서비스로 구현될 수 있다. 자율운항선박 항해정보플랫폼의 초기설계에 S/W 아키텍처 설계과정을 적용하면 이해관계자들의 요구기능과 서비스 품질이 반영된 시스템 개발에 도움이 될 것이다. 본 연구는 S/W 아키텍처 설계 절차를 적용하여, 요구기능 정의와 품질속성을 분석하고 속성별 전략을 제시하고자 한다. 이해관계자들의 참여를 유도하여 플랫폼의 중요 요구기능과 제약사항을 도출하고, 분석결과를 목록화 하였다. 연구 결과를 통해 아키텍트는 항해정보플랫폼 아키텍처 개발에 있어 기술적 해결방안을 수립할 수 있을 것이며, 이해관계자들의 요구가 반영된 시스템 설계가 가능할 것이다.

This study aims to analyze the changes in school/corporate authorities participation after overseas training in Germany and Switzerland. According to this study, the satisfaction with program contents and help for the operation of apprenticeship education was very high. Even though the satisfaction with each type of apprenticeship education institutes did not show differences in accordance with participants' age, there were statistically significant differences in the satisfaction in accordance with work area and position, so that it would be necessary to reflect the results of analysis on the selection of institutes to visit in the future. Regarding the changes in the perception of operation of apprenticeship school in accordance with school/corporate authorities' participation in overseas training, school authorities' perception of the whole areas was improved after training than before training like understanding, planning, practice, and evaluation of apprenticeship education while corporate authorities' perception was not. As corporate authorities also understood the necessity of overseas training for the operation of apprenticeship education, however, in order to increase the effects of overseas training in the future, it would be necessary to provide lots of information to help the understanding of apprenticeship education through preliminary training or regular council and council of each project group. Because of the huge differences in socio-cultural conditions in the practice of apprenticeship education between Korea and two countries such as Germany and Switzerland, it would be needed to operate overseas training that could draw the improvement measures within the system of Korea instead of simple comparative analysis.

체계적이고 효율적인 경량전철시스템 건설 및 운영을 위해 시스템엔지니어링(SE) 기술의 적용은 필수적인 활동이 되었다. 이에 따라 사업수행과정에서 다양한 요구사항과 위험요소를 적기에 식별하고 조치하는 시스템엔지니어링 인력의 전문성이 매우 중요하게 고려되고 있다. 이에 본 연구에서는 경량전철 시스템엔지니어링 사업과 관련된 이해관계자들(획득자 및 공급자, 그리고 협력업체 등)을 위한 SE 교육교재를 개발하여 사업수행 전 및 수행과정에서 활용할 수 있도록 하였다. 교육교재는 일반(공통)과정, 수행자(실무자)과정, 심화수행자(관리자)과정)으로 구분하여 개발하였다. 이는 경량전철사업의 성공과 우수한 성과 창출을 위해 중요한 역할을 할 것으로 기대된다.

In modern dynamic management environment, there is growing recognition that information & knowledge management systems are essential for CEO's efficient/effective decision making. As a key component to cope with this current, we suggest the management performance data-mining system based on IT(Information Technology). This system measures management performance that is considered with both VA(Value-Added), which represents stakeholder's point of view and EVA(Economic Value-Added), which represents shareholder's point of view. The relationship between management performance and 85 financial ratios is analyzed, and then important financial ratios are drawn out. In analyzing the relationship, we applied the explanation-based Gas(Genetic Algorithms) that consider predictability, understanability (lucidity) and reasonability factors simultaneously. To demonstrate the performance of the system, we conducted a case study using financial data over the 16-years from 1981 to 1996 of Korean automobile industry which is taken from database of KISFAS(Korea Investors Services Financial Analysis System).
