Advanced Wastewater Treatment Status of Sewage Treatment Plants and Improvement Methods (하수종말처리시설 고도처리현황 및 개선방안)

  • 본 연구는 다양한 공법으로 설치 운영되고 있는 고도처리시설에 대한 처리효율 및 운영현황을 조사하여 고도처리공법 선정시 활용할 수 있는 기초자료를 제공하고, 각 공법별 현장적용 및 운영상 문제점을 파악하여 하수처리시설 운영의 효율성을 도모하기 위한 목적으로 실시하였다. 6개월 이상 운영 중인 하수종말처리시설 145개소를 대상으로 일반적 현황을 분석하고 실제 현장조사는 고도처리시설 37개소의 현장조사표를 중심으로 실시하였다. 고도처리 공법은 $A_2O$계열, SBR계열이 대부분을 차지하였으며 대규모처리장은 $A_2O$계열, 소규모처리장은 SBR계열이 주로 적용되었으며 대규모 하수처리시설일수록 유입수질의 농도 및 처리효율이 높고 톤당 시설설치비용과 유지관리비용이 적었다. 현장조사 결과, 첫째, 하수처리시설의 유입문제로 시설용량대비 하수유입량이 초과되거나 50%미만인 시설이 10개소로 조사되었다. 이에 따라 하수관거의 조속한 정비 및 인구감소에 따른 대책수립, 효율적인 운영을 위한 하수처리시설 증설 및 계열 축소운전이 필요하였다. 둘째, 각 처리공법별로 몇몇 문제점이 있어 공법사의 문제점 보완, 운영기술전수 및 원활한 A/S가 필요한 것으로 나타났다. 셋째, 운영관리자가 수시로 현상을 파악하고 주의하여 운전해야 하는 것으로 나타났다.

공공안전을 관리를 위한 국내외 국가기반시설(CIP)의 복합재난 관리 방안

  • 국가기반시설의 기능 상실은 신속한 재난 대응 및 복구를 불가능하게 할 뿐만 아니라 국가안보의 심각한 위협요인으로 작용한다. 본고에서는 국가주요시설의 체계적 위험도 관리를 위한 DB 현황 조사 및 분석을 수행하였으며 국내외 국가기반시설의 취약성 평가 절차를 조사 분석하였다. 조사에 따르면 선진국의 경우 다양한 기반시설 분야에 적합한 재난관리 방법론을 연구하고 그에 적용할 수 있는 시스템을 구축하여 재난 예방, 관리, 분석 등의 서비스를 제공하고 있다. 우리나라의 경우 국가에서 관리되는 시스템의 활용범위와 같이 시스템의 대부분이 상황전파 및 재난신고접수와 사후 피해 상황 보고 등의 복구진도관리 위주로 운용되고 있으며 취약성 분석 및 시설체계관리의 효율성을 증대하는 기능은 미비하여 복합적인 재난 유형에 적합한 관리체계가 마련되어 있지 못하고 있다. 이에 본고에서는 다양한 국내외 체계 및 사례를 조사하여 국가기반시설 간 상호의존성을 고려한 복합재난 관리 체계를 소개하였다.

  • The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

  • 2013년부터 1~3종 대기배출사업장의 자가측정에 관한 기록과 배출시설 및 방지시설의 운영기록부를 전산에 의한 기록, 보존하도록 운영하고 있으며, 2014년에는 4~5종의 대기배출사업장에 대한 대기배출원 조사를 시행할 예정이다. 대기배출원 관리시스템(SEMS)의 전산매체를 활용한 국가 대기배출원조사와 배출시설 및 방지시설의 운영기록부 전산화 등의 대기 배출원 관리를 통해 대기질 관리의 선진화를 앞당길 것으로 기대가 되고 있다.

  • This paper describes the development of SIMS. SIMS provides not only the basic functions, such as input and output of outside plant maps and facility status statistics report, which are the major function of TOMS, but also can manage outside plant facilities and subscriber information integrately to maximize the efficiency of large outside plant facility database and to increase the qualify of subscriber service. SIMS provides following functions: Work order generation for telephone installation; Automatic cable pair assignment; Cable tracing and unused pair management; Subscriber record management and statistics report generation; Subscriber address information management.

Current Issues on the Oil UST Management and Future Directions for the Prevention of the Subsurface Contamination (현행 주유소 지하유류저장시설 관리의 문제점과 토양${\cdot}$지하수 오염 방지를 위한 개선방안 연구)

  • The current status and problems of UST management in gas stations were reviewed, and suggestions were made for possible improvement of UST management. Regulations and programs relevant through the whole life cycle of the UST, such as construction, installation, operation, and disclosure are insufficient to prevent oil release. The UST requirements are less stringent compared to those of the U.S. and EU members. Current soil test does not seem to be practically effective in detecting soil contamination caused by oil release. The potential for subsurface contamination due to oil release from the UST is estimated from available data other than soil test results. Much higher following future directions and suggestions are made to improve current unsatisfactory UST management: Firstly, increasing the UST requirements - establishing more stringent standards for new UST facilities, and adding new regulatory requirements for existing UST facilities; secondly, replacing current soil test with the tank and piping tests; thirdly, reinforcing programs for supervising the tank construction and installation; fourthly, constructing a system in which independent gas stations can properly manage the USTs; and lastly, educating UST owners and operators, and constructing DB of UST facilities.

A Study on the Establishment of Database for the Efficient Management of Unexecuted Urban Planning Facilities (미집행 도시계획시설의 효율적 관리를 위한 DB구축 방안에 관한 연구)

  • The purpose of this study is to conduct an analysis for classification of unexecuted urban planning facilities using the Geographic Information System(GIS) to prepare measures for systematic and efficient management of unexecuted urban planning facilities and to find ways to establish national territory information for continuous management and operation by database of spatial data of classified unexecuted urban planning facilities. For this purpose, the present state of urban management plan, thematic map, cadastral map, satellite image of Korea Land Information System(KLIS) were collected from Miryang City, and qualitative analysis of the execution and non-execution of urban planning facilities was conducted by combining the layer of urban planning facilities, satellite images, and continuous cadastral layers of cadastral maps with classified and processed owner attribute information. According to the analysis, the unexecuted facilities were derived as unexecuted facilities, as most of the private land, without any current status roads or facilities created in satellite imagery. In addition, although the current status road was opened, the facilities that included some private land were derived as facilities that were recognized and executed by the local government as the de facto controlling entity through public transportation. The derived unexecuted urban planning facilities were divided into layers of shape data and the unexecuted property data were organized to quickly and accurately identify the status of non-executed and statistical information. In this study, we proposed an analysis plan that introduced GIS technology for scientific and rational analysis of unexecuted urban planning facilities and the establishment of reliable spatial data, and proposed a plan to establish a database for connection with existing systems and use of information.
