A Study on the Reference System for Spatial Information of Railway Object (철도 선로 및 시설물 공간정보 참조체계에 관한 연구)

  • The application of spatial information has drawn significant attention from a wide range of industries. Railway spatial information facilitates the cooperation among related parties and improves the efficiency of asset management and operations. This study proposes the structure of Railway Object IDentifier(ROID) on railway spatial information. Current facility management and train operation are based on relative positioning system. Despite many advantages, relative positioning system causes serious problems such as the entire reconfiguration of positioning in the case of line change. Another major concern is the interface compatibility between individual facilities with different relative positioning. ROID based on absolute positioning addresses these issues, allowing the information exchange and convergence between independent parties. This study proposes ROID based on OID standard with object IDentifier and service object-oriented reference system. Our ROID employs the absolute positioning and the unique identifier, maintaining the compatibility with existing management system.

  • Infrastructure asset management can be defined as the long term and cost effective management strategy to meet the required service level. In most developed countries, the major motivations of the introduction of asset management are increment in number of assets, extension of maintenance field, accounting approaches of public facilities, performance-based FM(Facility Management), limitations of public funds and public-private partnership, life cycle cost approach, and the development of information technology. This paper discusses the strategic and stepwise methods of introducing infrastructure asset management. Strategic approaches are suggested to develop the practical methods of condition and value assessment of assets, and long-term capital investment plan for optimized decision making(ODM). Required systematic processes are analyzed in terms of resource and technical limitations and detailed implementation plan for each development phases are suggested.

  • In many developed countries, social infrastructure asset management has become an important issue for the effective operation and management, performance improvement, and providing better quality services. This paper describes infrastructure asset management practices in Korea and in the developed countries. Learning lessons from those countries and improve the asset management practices in Korea is the main theme of this paper. Considering the definition and basic structure of infrastructure asset management, authors have analyzed main concerns regarding infrastructure management, techniques, organizations (systems), and processes. The requirements and considerations are presented to overcome the limitations of current maintenance system. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

Research on Managing Underground Facilities for an Intelligent City

  • The objective of this project is to construct the intelligent underground facility management system based on UFSN (Underground Facility Sensor Network). Total project duration is 6-year. And first two years' project has been finished. First two years' project focused on water supply and sewage facilities among 7 underground facilities and investigated the fundamental construction technology for the underground facilities management system. To contribute the development of systematic and scientific management of underground facilities, KRIHS implemented 3 researches for 'Underground facilities management system for an intelligent city' like followings: (1) to investigate an integration plan for current water supply and sewage management systems, (2) to derivate of water supply and sewage monitoring items for the monitoring technology development, and (3) to implement a basic research for sensor installation plans on different types of current and new underground facility systems. This research paper contains the first two years' outcome of researches from KRIHS (Korea Research Institute for Human Settlements).

  • 전 세계적으로 기후변화에 따른 예측하기 어려운 국지성호우의 발생빈도가 증가하고 있으며, 수반되는 돌발홍수를 사전에 대비하기 위해 하천운영의 중요성이 강조되고 있다. 일반적인 하천 시설물 점검 및 보수 계획 수립 시, 시설물의 중요도나 하천의 현황 보다는 행정적인 편의성을 고려하여 구간에 따른 육안 점검 등을 통해 일률적으로 수행되고 있다. 그러나 현재 우리나라의 하천 시설물 중 약 40% 이상이 준공연수가 30년을 초과한 것으로 파악되고 있으며, 노후화된 하천 시설물의 정확한 상태평가에 따른 보수보강 계획수립이 필요한 실정이다. 이를 위해서는 하천 시설물 관리에 있어 다양한 문제점과 관련된 자료를 수집하여 DB화하고, 모델링 및 정밀검사 등을 통해 다양한 각도에서 분석되어야 한다. 본 연구에서는 시설물통합정보관리시스템(Facilty Management System; FMS)에서 제공하는 하천 시설물 관리대장 중 테스트베드에 위치한 수문의 개별부재에 대한 상태 평가지수를 활용하여 시설물의 생애주기를 통합적으로 고려할 수 있는 성능평가모델을 제안하였다. 본 연구에서 제안된 성능평가모델은 하천 시설물의 합리적인 관리체계를 통해 분석된 결과로부터 시설관리자가 하천 관리 및 계획수립에 있어 의사결정을 할 수 있도록 정보를 제공하는 지원 도구로 활용 가능할 것으로 판단된다.

  • In Korea, much effort is being made to introduce asset management for improved efficiency and lower costs. Many researches related to asset management are ongoing, but asset management for public facilities is still in its early development stage in many countries including Korea. It is necessary to continuously improve and complement asset management for its successful execution. Thus, there should be a series of performance measurements and evaluations to perceive the current state of asset management in Korea from which to set future goals. In developed countries including Australia, asset management performance is measured using various methods for diverse purposes. The Korea Institute of Construction Technology has recently launched a study entitled Development of an Asset Management System for Public Facilities (KTAM-40) to change the country’s existing countermeasure-type maintenance system into a preliminary maintenance system and to suggest asset management evaluation parameters. this study aims to develop performance indicators of effective asset management with respect to its utility, which shall include all matters that are important for the efficient measurement of the management of domestic public facilities using the BSC (Balanced Score Card) method, and AHP method.

A Benchmarking Study for Deriving Data-driven Asset Management Strategy: U.S. Federal Transit Administration (FTA) Case (데이터 기반 노후 철도시설 자산관리 전략 도출을 위한 벤치마킹 연구)

  • Rail transit agencies in Korea have been struggling to set up a performance-based rail facility maintenance plan because there are no formal definition and decision criteria for aging infrastructure. This study investigates the definition of aging infrastructure through extensive literature review and identifies benchmarking criteria through comparison with rail transit facility management systems in Korea and United States. As results, an aging infrastructure should be defined considering both service age and performance level of a facility. The priority of repair/replacement should be also determined with reasonable criteria based on relationship between service age and performance level. To determine the definition and decision criteria, a practicable classification system for aging rail transit needs to be established in accordance with classification system for performance assessment. Furthermore, a comprehensive database needs to be built including useful life, performance level, and maintenance cost of each component of rail transit. It will allow establishing an efficient budget execution plan for aging infrastructure.

  • Recent increasement of metropolitan infrastructure due to rapid expansion and development of urban areas which caused complexity and diversification of management system demands higher cost and effort to manage and maintain the facilities. The reason why it requires continuous and systematic management by national government is that the infrastructure facilities takes important role as it is directly related to public's living. Thus this study suggests an efficient management plan for increasement of work efficiency, cost reduction, and time saving by introducing 3D geospatial information system for water distribution reservoirs which is managed by the Office of Waterworks Seoul Metropolitan Government. This study evaluates and quantifies the range of work improvement using the 3D GIS technology through carrying out a survey targeting people in charge of the Office of Waterworks Seoul Metropolitan Government and other 8 offices. From the result of the research, applying the 3D-GIS improves by 90.32%, 93.55%, and 91.61% in the area of work efficiency, cost reduction, and time saving respectively. Consequently, using 3D GIS in future management of infrastructure could be used as a way of producing base data which supports administrative decision making through statistical and case analysis based on continuous data management. Also it would contribute to improving work efficiency by improving management system through preventing data omission.

  • 연안역이란 해안선을 기준으로 인접해 있는 육지(연안지역)와 바다(연안해역)를 포함한 자연환경 대이다. 건설교통부는 연안역의 공간이동 효율성을 높이고 부존해양자원의 체계적인 개발과 보전을 위해 "연안역관리법"특별법으로 관리한다. 하지만 연안역의 안전시설물에 대한 체계적인 설계지침이나 유지관리 등의 지침서가 아직 만들어지지 않았다. 따라서 현재 연안역 설치되어 있는 안전시설물에 대한 실태조사를 통해 안전시설물의 성능저하의 원인분석을 하였다. 본 연구에서는 설치된 안전 시설물들의 철저한 현장조사를 바탕으로 안전 시설물들의 성능저하의 원인을 시설물별로 분석하여 적절한 설계지침을 마련할 토대를 제시하고자 한다.

  • Information technology has affected various industries, and the construction industry is one of those. In construction industry, the operating body for maintenance is trying to implement more systematic management skill for public facilities in order to minimize the life cycle cost. For more efficient maintenance system, first, the target facilities were selected and the present condition of their systems was estimated. And, the implementation plan of new system was proposed based on them. Accordingly, the new system managed by working-level personnel can supplement the weak points in the current system.
