A Development of GIS-based Transformation Management System : : A Field-level Desktop GIS-T (GIS 기반의 교통관리체계 개발)

  • As can be seen in US case with the introduction of ISTEA and CAAA, the expansion of the transportation decision-making role of local government is expected to be quite apparent in Korea, and the increased importance of decision-making in transportation issues requires increased attention to both justification and analysis of transportation initiatives. A GIS-based facility management system in a desktop computing environment has been constructed using MapInfo, ARC/INFO, and Microstation to allow such expanded role of local government's decision-making activities. In this paper, first, authors try to explain the procedures of system design; that is, the digital map production including vectorizing, data conversion, attribute data entry, and application programming development. Then, various management functions which are basically embedded in MapInfo environment, and application functions established by the use of MapBasic language has been explored Finally, the possible benefits of combining geographic information systems with traffic planning scheme has also been described with some discussion.

  • As time goes by, educational facilities have become superannuated and damaged; therefore, performance and safety of buildings have been decreased. It causes the decrease of service quality and deterioration of educational environment. In order to protect facilities from serious damages and deterioration, a consistent maintenance and repair program is required. The educational facilities can keep the good educational environments and also make better environments through the program. This study is made by investigating and analyzing the maintenance data which was collected from fifty schools in Asan area, Chungchengnam-do in order to derive foundation data for the efficient educational environment maintenance program.

  • Now, there are some problems to manage underground facilities in domestic. Specially, in the case of KEPCO(Korea Electric Power Corporation), it is so difficult to manage electronic line more stably and detailedly because the geographic information and attribute information being built is not easy to be updated in the field. KEPCO officials who are accompanying management and supervision in earthwork do not have sufficient knowledge and information about GIS but they grasp the information of geography and property which coincide with the field. Therefore they have to refer their business analysis contents sufficiently for more efficient lines management in the KEPCO, but it is problem that the existing information of electronic lines management system is not. In this study, we constructed power transmission and power distribution underground facility management system for the user to manage and maintain underground facilities more easily and safely using the information of geography and property about power transmission and power distribution underground facility which have been built by KEPCO.

  • Integrated Urban Spatial Information Management Platform (USIMP) is defined as an operational environment where technologies for intelligent management of urban facilities are made possible through the integration of diverse technologies such as sensors for ground and underground facilities, middleware technology, wired and wireless network, GIS-USN linkage. To make the integration of these diverse technology possible, it is imperative to have a sound reference model for the platform. This paper provides a standardized reference model for USIMP based on the RM-OPD(Reference Model for Open Distributed Processing) standard.

  • 도로에는 많은 종류의 지하시설물이 매설되어 있어 이에 대한 효율적인 관리를 위해 1995 년부터 국가적으로 국가지리정보체계 (NGIS:National Geographic Information System) 구축사업을 시작하였고, 많은 지방자치단체에서도 지하시설물 전산화를 통하여 시설물에 대한 DB 를 구축하여 전반적인 관리시스템을 갖추어 놓았다. 아울러 지하시설물 기관별로도 별도의 유지관리시스템을 구축하여 운용하고 있다. KT 에서도 TOMS(선로도면시설관리시스템: Telephone Outside-plant Management System)를 이용하여 도면전산 DB로 활용하고 있으며 이를 기반으로 TOPS (선로시설설계시스템:Telephone Outside Plant Design System)로 공사 설계를 하고 있다. 하지만 지하시설물로써 원초적인 관로에 대한 설계시스템은 도면의 hand drawing 작성방식으로 도시 한후 MS windows 환경의 excel로 설계함에 따라 설계시간이 많이 소요 되는 실정이다. 따라서, 본 프로그램의 개발은 KT 통신 network 구축에 필요한 맨홀 및 관로등의 지하시설물에 대한 공사설계의 툴로써 전산화 설계를 가능하게 하고 공사감리업무 종사자들의 업무환경 개선을 위해 개발 하였다.

  • 교통소통과 안전을 위해서는 체계적이고도 획일적인 교통안전시설물의 설치 및 관리가 요구된다. 앞으로 교통안전시설물에 많은 투자가 절실히 요구되며, 계속 늘어나고 있는 자동차등 여러 가지 교통여건을 감안하면, 교통안전시설물에 대한 수요는 더욱 증갛살 것으로 예상된다. 지리정보시스템 (GIS)을 활용하게되면 급증하는 교통안전시설물의 조사 및 유지·관리업무를 제한된 인력과 예산으로 수행할 수 있게된다. 그러므로 교통안전시설물의 체계적인 유지·관리를 위해선 GIS의 활용은 필수적이라 하겠다. 또한 신설 및 교체수량의 정확한 예측 등과 같은 효과를 거둘 수 있어 효율적인 예산을 집행할 수 있게된다. 본 연구는 지리정보시스템 (GIS)을 이용하여 교통안전시설물 유지·관리 시스템 개발에 목적이 있으며, 특히 개발된 시스템은 실무담당자 활용에 편의를 도모하는데 주안점을 두었다.

  • 최근 급속한 도시화와 국토개발에 의해 대규모의 사회기반시설이 확충되면서 각종 재해와 환경오염이 우리의 생활환경을 위협하고 있다. 따라서 체계적이고 효율적으로 시설물을 관리하기 위한 핵심기술로서의 GIS는 정보화시대에서 그 활용성이 높이 평가되고 있다. 이러한 지리 정보시스템에 비디오 데이터 연계 기능을 더하여 영상을 기반으로 직접 사용자와 상호작용을 하며 공간 데이터를 분석, 관리, 출력하는 비디오 지리 정보 시스템(Video Geographic Information System: Video GIS)이 GIS 분야에 있어서 새로운 연구 분야로 떠오르고 있다. 본 연구에서는 급변하는 도시지역의 시설물들을 실시간적으로 관리를 하기 위해 비행선촬영시스템을 통하여 취득된 비디오 자료를 데이터베이스화하고 이를 공간정보와 연계시켜 도시지역에 존재하는 각종 시설물을 관리할 수 있는 동영상 정보시스템을 prototype으로 구축하여 그 가능성을 제시하였다.

  • BTL (Build-Transfer-Lease) Project for Education Facilities are contracted as a package which consists of several education facilities. The general maintenance period of BTL project for education facilities is 20 years. Thus, total cost variation largely depends on the accuracy of the maintenance cost forecasting in the early stage in the life cycle of the BTL Project. This research develops a cost forecasting system using complete linkage algorithm and branch & bound algorithm to help in finding optimal bundling combination. This system helps owner's decision-making to estimate the total project cost with various constraints changing. The result of this research suggests more reasonable and effective forecasting model for the maintenance facilities package in the BTL project.

  • The Special Act on Safety Control for Infrastructure was enacted in 1995 to contribute to ensuring the public safety and welfare improvement of Korean people. In addition, the FMS has been developed and operated to manage facilities effectively. However, several problems of the FMS have also occurred. Thus, this study aimed to analyze the FMS and related systems scrutinizingly to suggest improvement directions such as (1) extension of the FMS into the national facility information management system including small-size facilities other than Types 1 and 2 facilities, (2) development and promote standardized inspection and diagnosis systems as per facility type, (3) development of the database utilization system including decision making support function for management body, and (4) providing the FMS performance improvements and stable operating environment utilizing latest information technologies. If the improvement directions suggested in this study are adopted, they can improve services for Korean people by providing facility safety and maintenance work parties with optimum information services.

  • The growth of sensor and wireless communication technology enable us to monitor the status of things in real-time. There are many attempts to apply the real-time monitoring in various fields. Especially, the real-time monitoring in facility management fields has attracted much attentions recently. But it is difficult to apply recent technologies including sensor, wireless communication and Geospatial information technologies, etc, to the real situation directly. One of the reasons is that facility managers who are familiar with existing processes may resist the change induced by new technologies. So it is necessary to close the gap between new technologies and existing processes by improving the existing processes prior to putting them in the field. In this paper, we suggest the management process improvement focused on the district heating facilities.
