This study analyzed the reasons for extending the construction period considering factors such as the quality of construction materials, safety and cost-effectiveness of construction, size of construction, academic schedule, and local conditions (complaints) when determining the appropriate period for school construction projects tailored to a specific region or educational office. Based on the example of construction projects for school facility improvement by education office A, this study conducted a case study to identify the motives for construction period extension. To determine the appropriate construction period for school facilities, this study conducted a comprehensive review of construction projects under the jurisdiction of education office A, examined data from the Meteorological Data Open Portal, and performed advanced statistical analysis. Future case studies must determine the appropriate construction period for school facilities in a rational and systematics.

재정경제부는 지난 4월 28일 정부계약제도 개선안을 확정하고 29일부터 1천억원 이상 대형공사를 제외한 공공공사의 낙찰 하한율을 동전보다 2.8$\~$10$\%$ 상향조정토록 한 적격심사기준을 개정했다. 또 10억원 미만 소규모 시설공사는 시공실적을 평가하는 한편 기존업체와의 역차별을 해소하기 위해 시공실적에 가산점을 부여하게 된다.

댐 및 보, 농업용저수지 등은 저류공간을 활용하여 홍수기 유량을 조절하거나, 가뭄시 용수를 공급하는 등 지표수를 탄력적으로 조절하기 위한 대표적인 저수지 시설이다. 가뭄은 그 원인 및 영향 등에 따라 기상학적, 수문학적 가뭄 및 농업 가뭄 등으로 구분할 수 있으며, 강수 등 기상학적 영향을 가장 먼저 고려할 수 있다. 반면, 기상학적 가뭄이 예상되어도 저수지 시설을 통해 충분한 용수가 확보된 경우 실질적인 물부족은 발생하지 않으며, 따라서 국내에서는 용수 확보 상태를 바탕으로 가뭄을 판단하기 위해 댐 등 저수지 시설의 특성을 고려한 가뭄단계 판단기준을 마련하여 적용하고 있다. 저수지 시설의 가뭄은 기본적으로 과거 기후조건 및 용수 사용량을 반영한 통계적 접근으로 판단할 수 있으나, 유형별 용수이용목적 및 운영기준 등이 상이하여 상세한 가뭄단계 판단기준은 각 저수지 시설의 관리 방안을 반영한 방법론을 통해 수립되고 있다. 본 연구에서는 다목적댐 및 농업용저수지 등 국내 저수지 시설별 가뭄단계 판단기준 적용성을 비교 분석하였으며, 특히 과거 가뭄피해 발생 사례를 바탕으로 각 시설의 가뭄판단 정확도를 평가하였다. 본 연구 결과는 향후 댐 및 저수지 시설을 활용한 효과적인 가뭄대응방안 마련에 기여할 것으로 기대된다.

The ultimate objective of research thesis is to introduce the 'Separate Contracting' system of fire facility construction, develop fire industries and stabilize citizen lives. And, this thesis is designed to analyze the ongoing situations of the 'Separate Contracting' system in national and international public constructions, and initiate the methods of introducing the 'Separate Contracting system' in fire facility constructions proper for Korean situations. In this regard, the research thesis studied of the property of the introduction of the 'Separate Contracting' system of fire facility constructions, through the comparative analysis on the existing 'Contract Bundling' system. And, the thesis established strategies to legalize this system and considered the revisions on the laws and items pursuant to fire facility constructions.

조달청은 중소건설업체의 입찰부담을 완화하고 입찰 경쟁성을 높이기 위해 집행기준을 개정하고 1월 16일 시행에 들어갔다. 개정된 시설공사 집행기준은 적격심사 경영상태 평가기준 완화, 기술개발투자비율 평기기준 완화 등을 담고 있다.

This paper introduces Korea Airport Corporation's own research and development contents and plans for navigation aids check using drone which is actively research and developed mainly in advanced countries. The hardware, algorithm, operating program of the drone system, the drone flight trajectory setting, and real-time measurement results were analyzed and verified. By securing domestic technology for the latest technology utilizing drone, we plan to promote more thorough aviation safety and advanced technology in related field and commercialized it in domestic and overseas.

올해 1월 1일부터 기계설비의 겸업제한이 폐지되면서 주계약자공동도급제도가 기계설비에 적용되고 있다. 이에 따라 한국철도시설공단이 지난 4월 2일 총 700억원 대의 기계설비공사를 주계약자 공동도급으로 발주하였고 LH공사에서도 600여억원대의 기계설비공사를 주계약자 공동도급으로 발주할 예정이다. 이같은 성과는 대한설비건설협회가 지난해부터 건설산업 공생발전위원회를 비롯하여 국토해양부 장관과의 간담회, 국가기관 및 정부투자기관 등에 주계약자 공동도급을 기계설비공사에 적용하여 줄 것을 강력히 건의한 결과이다. 또한 서울특별시회를 비롯한 13개 전국 시 도회에서도 지방자치단체에 주계약자 공동도급이 적용될 수 있도록 적극 건의하고 있어 앞으로 국가공사와 지자체 공사에서 주계약자 공동도급이 활발히 발주될 전망이다. 지난 2009년 겸업제한이 폐지된 전문업종에 한하여 주계약자 공동도급이 도입된 이래 전문공사의 경우 3년 동안 총 1,100억원 대의 공사가 발주되었다. 그러나 기계설비공사는 대한설비건설협회의 부단한 노력에 힘입어 주계약자 공동도급이 적용된 지 4개월 만에 한국철도시설공단과 LH공사에서 6건의 공사에 총 1천300억원 대의 공사가 발주되는 성과를 거두었다. 이번 호에는 주계약자 공동도급에 대하여 자세히 알아본다.

가락동 농수산물도매시장은 지난 1985년 개설된 국내 최초 공영도매시장이자 연간 230만톤 거래 규모의 세계 최대 도매시장으로 서울시민 농수산 먹거리의 약 50%를 담당하고 있으며 전국 공영도매시장 물량의 약 33%를 처리하는 등 전국 농수산물 유통의 중추 기능을 담당하고 있다. 가락시장은 5,000여개 유통업체가 영업 중이며 하루 이용객은 13만명, 출입차량은 6만7,000대에 달할 정도로 과부하를 겪고 있다. 또한 도시 주거환경을 저해하는 혐오시설로 치부돼 이전 압박을 받아왔으며 전반적인 시설 노후화와 유통 수요에 부적합한 물류구조, 주변 교통정체 야기 등의 문제로 시설현대화 필요성도 제기되어 왔다. 이에 따라 서울시농수산식품공사가 지난 2009년 재건축을 통한 시설현대화 사업을 발표하고 기존의 시장 기능을 유지하면서 재건축을 하는 순환식 시설현대화 사업을 3단계(당초 계획은 2009년~2018년까지 10년 예상했으나 가락시장 계획변경 타당성 검토용역 결과에 따라 2025년까지 지연될 것으로 예상됨)에 걸쳐 추진키로 했다. 이에 따라 1단계 사업은 지난 2011년 6월부터 진행되어 2015년 2월 준공 예정이다. 본지는 가락시장 시설현대화 1단계 공사에서 기계설비 및 소방공사를 담당한 (주)성아테크(대표 정해돈) 이완식 현장소장과 시공사인 대림산업(주) 박승재 현장소장을 만나 현장 이야기를 들어 보았다.

As a large portion of defence budget are alloted for military facility construction, reasonable budget estimation in the planning stage has been officers' main concerns. However the proper estimation of construction cost is difficult to be carried out due to the absence of systematic criteria. To improve the budget estimation for military facility construction, this study proposes a cost index model which can convert historical cost to current cost. Thus the developed cost index would enhance effectiveness of budget estimation process 3nd support reasonable decision making. This cost index model is developed by analyzing historical cost data with statistical methodology The study is executed by following process. First, factors which affect construction cost for the most are selected by analyzing historical cost data. second, the selected factors are categorized material cost, labor cost and equipment cost, and weights of those factors are calculated by dividing the cost of each factor by total item costs. Last, cost index is developed by using weighted average method.
