Content Analysis of Public Access Programs (시청자참여프로그램 내용분석 연구)

  • This study conducted content analysis for the 266 public access programs. By doing so it aimed to suggest ideal directions for the pubic access. This study found that most programs were well meshed with variety, locality, and representation of minorities, which are goals of what public access programs are for. However, this study suggested that more diverse producers in terms of ages and occupations need to participate and also cable SOs should try to motivate viewers by covering various topics and areas in public access programs in the future. Lastly, the Korea Communications Commission also need to continuously offer more positive financial aids and public relations to support this program.

  • As the mobilization of audience' media consumption getting escalating, terrestrial broadcasting, especially public broadcasting is severely affected in Korea. After 9 years' downfall, public broadcasting is trying to aim for citizen platform. Even though the Korean broadcasting law already has the articles of protecting viewer's right and profit, it has some contradictory limits also. Implied by Japanese magazine Taberutsushin, which was originated from CSA model, I suggest the new model of committee for viewers. The new committee for viewers has various planning committees and evaluation committees to ensure citizen's participation on planning, programming, and production. The new committee for viewers would function as minimum system to prompt the public broadcasting to play it's role in rapidly changing digital era.

  • Passage of 2000 United Broadcasting Law was included the viewer right guarantee reinforcement provision which is relation of broadcasting participation and directness of the citizen and access broadcasting introduction relation provision.   • The aim of the this study is to observer paradoxal phenomenon in media election. The media, especially Television, was traditionally a journalistic operation representing political events on the outside of political camp. But recently, it intervenes to 'the political camp' as the most important method for election campaign. A centripetal of electronic medias making the dominant political space offer an alternative plan which get over the modern crisis of representative democracy. Even though, to the production of the political symbol and the operation of symbol which constitute substantial system of political action, the human being subject is excluded and the technical system of communication make up a govern structure. So it makes the contradictory situation. TV broadcast for election campaigning show well this paradoxal situation. The institutionalization of electoral broadcasting oriented by the State strengthens an immensification, an economical and political efficiency and a transparency of electoral campaign. But the means which controls the mind of public is also strengthened. It relates the production and circulation of the political symbol and the symbolic image restricted by dominator. In conclusion, this study argues that the media election is institutionalized by the instrumental reason(procedural rationality of politics and technological rationality of broadcasting), therefore the candidate take a fragment roles for the production of transcendental political symbol and the voters accommodate to the symbolic images which are foreseen and they judge.

  • This paper analyzes an NHK's 'Performances of Reform and Revival'. As a result of analysis, it was focused on reinforcement of the management such as audit, corporate governance, compliance, and thus the accountability was insufficient. Generally speaking, public service broadcasting is the form of organization of mass media that is most directly accountable to society. Therefore, the efforts is required for public service broadcasting to figure out to endow the social roles and responsibilities to themselves differentiated from other commercial broadcasters. And it is necessary that the concrete systems and activities based on an answerability model so that public broadcasters fulfill the accountability. Answerability means that broadcasting organizations and journalists both take account of and are accountable to the public. In such a process, the positive and voluntary civic participation is indispensable.

A Study on the integration of UGC in broadcast journalism: An evidence from Bangladesh (방송 저널리즘의 UGC 이용에 관한 연구: 방글라데시의 사례를 중심으로)

  • Digital convergence put a huge challenges for broadcast media in terms of integrating user generated content (UGC). Keeping this in mind, objective of the study is to explore the factors that affecting UGC's integration in Broadcast channel from developing countries' perspective. We explored how and why UGC are appearing in Bangladeshi Television news. In-depth interview was used and news editorial level staffs were selected from leading Bangladeshi television channels. Findings suggest that, state interventions in crisis events and lack of experiences to handle crisis reporting played a crucial role to incorporate UGC in television news bulletins. One of the significant findings is that, mere traditional guidelines and work policy of the media houses will not be enough to handle user generated content as well as citizen's participation in news media. Thus, we recommend to formulate a comprehensive user generated content integration policy in the context of Bangladesh.

  • The purpose of this study is to analyze the structural relationship between politicians' YouTube information service quality, politician's image and trust, and voters' social and political participation intentions. To investigate this, 306 voters were sampled through an online survey. The quality factors of the politician's YouTube information service were found to have a positive effect on the image of a politician. Among them, timeliness and reliability had a positive effect on the trust of politicians, but playfulness did not. Both the image and trust of politicians through YouTube were found to have a positive effect on voters' intention to participate in society and politics. As a result of examining the indirect effect, it was found that the image of a politician had an indirect effect on the quality of information service and the intention to participate in society and politics. This study is significant in revealing that the fact that the image and trust of politicians is a major variable that appeals to citizens' social and political participation is also applicable to YouTube.

A Study on the Factors Affecting the KBS Institution and the Expert Recognition Study on the Improvement of Governance (KBS 제도에 영향을 미치는 요인과 지배구조 개선에 관한 전문가 인식 연구)

  • Based on the theory of media governance, we analyzed the factors affecting the KBS system and the perception of the improvement of corporate governance, and suggested ways to improve the governance structure. The results of the study are as follows. First, the factors affecting the KBS system are politics, followed by the public broadcasting itself, that is, professionalism. Political factors were found to be the most influential factors in the public broadcasting KBS Institution. Second, the KBS governance structure, like the BBC, preferred a political independent model, while the board composition and proportions favored a German-style union model involving various stakeholders outside the political circle. Third, the future - oriented KBS governance model requires a change in the civil society (public) sphere that is deviated from the influence of politics and market. In the end, in order for the public broadcasting KBS system to operate stably, the political influence should be reduced, and the role of the government and the market should be controlled by the growth of the public sphere (civil society).

  • The governance structure of public broadcasters is the hottest topic in domestic media policy. This study examines the flow of discussions by period by synthesizing the research literature on the governance structure of domestic public broadcasting since 2000. As a result, active discussion on the governance structure of public broadcasting was confirmed to have appeared following the conservative governments after 2008, derived from the "crisis theory of public broadcasting." In addition, the discussion was conducted centered on the public values of public broadcasting and direction of system improvement, political independence of public broadcasting, composition of the board of directors, and presidential election system. This study suggested that future discussions on the governance structure of public broadcasting should expand the existing discussion of political independence to encompass the values, responsibilities, and systems of public broadcasting that presuppose citizen participation.
