정보통신부가 후원하고 한국데이터베이스진흥센터가 주관한 '공공정보 활용 촉진에 관한 법률(안)(이하 공공정보 활용 촉진법)제정을 위한 공청회가 지난달 23일 프레스센터에서 열렸다. 이미EU, 미국 등 선진각국에서 공공정보의 재이용에 관한 법제화가 진행되고 있는 가운데 마련된 이번 공청회에서는 정보서비스 관련 사업자,시민단체,대학교수 등 사회 각계의 전문가들이 패널로 참여해 공공정보 활용 촉진 필요성과 향후 법률 제정 방향에 대한 심도 있는 토론을 펼쳤다. 특히 패널들은 공공정보 활용의 취지에 대해서는 일치된 견해를 보인 반면 법률(안)에서 담고 있는 민간사업자의 의무 권리부문등 각론에 들어가서는 이견을 보이기도 했다.

현대인들이 가장 많이 걸리는 질병 중의 하나가 위장질환이다. 그중에서도 위암은 우리나라 사망원인 중에서 1ㆍ2위를 다투는 질환 중의 하나이다. 그럼에도 불구하고 이 위암의 조기발견을 위한 건강검진에는 대부분의 사람들이 아주 인색(?)한 편이고 생활형편이 어려운 생활보호대상자에게는 건강검사란 어떤 면에서는 그림의 "떡"이기도 하다. 이번에 대전직할시가 시민건강증진을 위해 3억 6천여만원이라는 과감한 예산을 투자해 마련한 위암 이동검진버스는 바로 이와같은 사람들에게 위암의 조기발견을 위한 검진, 그것도 무료 순회검진의 기회를 주게 되었다는 측면에서 아주 의의가 크다고 할 수 있다. 앞으로 건협 대전ㆍ충남지부가 맡아서 순회ㆍ건진을 실시하게 된 이 버스의 운행 발대식과 검진 현장을 둘러봤다.

본 시스템은 도로교통법에 위반하는 개인 이동형 장치의 사용을 억제하기 위한 기술적 방안으로서 서비스 가입 절차에서의 자격 조건 인증을 강화하고 사용 가능한 편법을 제거하는 장치를 마련하여 시민들에게 안전한 도로를 제공하는데 의의를 둔다.

The most of public services that we use these days is distributed and supplied as 'App' service because of wide spread of smat phones. Especially, since the interest of general citizens about usabilitu of public data has been increased, in case of Seoul, people can reach the data through 'Seoul Open Data Plaza' of 25 regions of Seoul. It becomes possible to construct various throughout this system. Ultimately, in case of users, they are provided many services through their electronic media. Looking at the development and research of public data service, they are mostly focusing on service or building up the service, but the research on visualization of contents is insufficient. This study is suggesting the specific plan and directionality of building public service using the public data which studied in the advanced research, "The user interface platform". Finally. this research is for a right usage of public data in the smart urban environment in near future and providing the practical public service.

This study set out to investigate implementation agency effect on participants' self-sufficiency in self-support program. Self-support program's implementation agency consist of civil groups and social welfare corporations. The final sample size was 602 program participants and 18 implementation agencies in Gwangju city, South Korea. Two-level hierarchical linear model was used for analysis. The major findings of this study are as follows. First, civil groups' participants were healthier, more often participated in business model, earned higher monthly income, participated shorter time rather than participants in social welfare corporation. Second, civil groups' participants showed low level of self-sufficiency than participants in social welfare corporations. These results means that self-support policy is not delivered uniformly because front-line implementation agencies develop work habits that influence the outcome of policy. And limitations and implications of this study were discussed with respect to further studies.

This study aims to discuss what is needed for meaningful development of social service, focusing on Community Service Investment Project(CSIP). The contents of CSIP were analyzed on applying the Analytic Framework by N. Gilbert and H. Specht and the values that were the basis of social choice. Based on the analysis of output and policy value of this Project, this study draws three social service policy issues. First, 'localization' is needed to be emphasized more in CSIP because there are few programs that take into account the regional peculiarities. Second, as the social services focused on the individuality of the citizen is more important, it is necessary to examine 'sustainability' of CSIP. Third, in relation to the community building, it is necessary to discuss the modification of the CSIP's goals. As process for improving community, it is needed to review for local residents not participating in decision-making process, income-based user selection and appropriateness of the term 'investment' in the project name.

도시주민들은 경제, 문화생활 및 의식수준이 향상됨에 따라 보다 다양하고 양질의 공공서비스를 요구하게 되었다. 주민들의 이러한 요구는 공공서비스 시설의 입지문제와 직결되는 것으로 도시의 입지결정 시 가장 중요한 고려사항 중의 하나는 공공서비스를 보다 저렴하고 편리하게 시민들이 이용할 수 있게 제공함으로써 이용주민들의 복지를 극대화 시켜야한다는 점이다. 이러한 기본 목적을 충족시키기 위해서는 공공시설의 위치결정이 중요한 문제가 된다. 본 논문에서는 접근성 이론과 GIS 공간분석 기법을 접목하여 입지분석을 시행하였으며 연도별 최적입지를 산출하고, 각 구청의 연도별 최적 입지점의 지도화를 통해 그들의 이동 추이를 추적하며 각 구청의 연도별 최적값의 변화 추이를 살펴보았다. 또한 비교분석을 통하여 연도별 현구청의 입지 혹은 이전할 입지의 적합성을 평가하였다. 이를 위해서 입지분석을 위한 이론적 검토로서 공공서비스 시설의 입지이론에 대해 살펴보고 구청사의 입지 적정성을 객관적인 기준에 따라 평가할 수 있는 계량적인 입지분석 방법을 검토 정립하였다. 본 연구에서는 이론적인 근거를 실제 공공시설적용을 위하여 금천구를 선정하였고, 구청의 도시현황을 분석하고, 도로망, 인구추정을 통하여 관련자료를 수집하였다. 이를 토대로 정성적, 정량적 분석 및 효율성과 형평성을 고려하여 구청사 위치의 적정성에 대한 결론을 도출하였다.

The importance of fire safety services has increased expanding its services into prevention of danger and the reinforcement of safety services. The purpose of this study is to suggest a way for effective safety service by surveying fire fighters and residents of Gyeonggi Province and examining theories of safety services and actual status of 119 safety units. This study suggests the use of social capital by local community, establishment of cooperation between organizations, supports by citizens, cooperative activities by organizations, difference between emergency report and non emergency report and social safety net role of safety fire services.

Currently, citizens' expectations and concerns on utilizing artificial intelligence (AI) technologies in the public sector are widening with the rapid digital transformation. Furthermore the level of global acceptance on the AI and other intelligent digital technologies is augmenting with the needs of non-face-to-face types of public services more than ever due to the unforeseen and unpredictable pandemic, COVID-19. Thus, this study intended to empirically examine what policy directions for the public should be considered to provide well-designed services as well as to promote the evidence-based public policies in terms of Al speaker technology as a non-contact smart city service. Based on the survey of senior citizens' perceptions on AI (AI Speaker technology), this study conducted structure equation modeling analyses to identify whether technology acceptance models on to the varied dependent variables such as actual use, perception, attitude, and brand royalty. The Results of the empirical analyses showed that AI increased the positive level of citizens' perception, attitude and brand royalty on non-contact public services (smart city services) which are becoming more crucial for developing AI oriented government and providing intelligent public services effectively. In addition, theoretical and practical implications are discussed for understanding the changes of public service in the post-corona.
