A Study on the Improvement Plan of Record Management of Non-Governmental Organizations to Improve Accountability : Based on a Survey of NGOs in Busan (설명책임성 향상을 위한 시민단체 기록관리 개선 방안 연구 부산지역단체 실태조사를 중심으로)

  • NGOs(Non-Governmental Organizations) are organization based on the 'voluntary participation' of citizens. Citizens' participation and support are essential for the existence and sustainable growth of the organization. The records of NGOs are produced, received, collected, and left behind in the course of their activities. Systematically managed records are used as information for business performance to increase operational efficiency. In addition, it plays a role in proving the legitimacy of the group and its activities to internal and external stakeholders of the NGO, such as whether the group's activities were performed legally and whether the group is actually working to realize the goal it stands for. Therefore record management of NGOs is required to improve accountability. In other words, NGOs can be gain the trust of civil society based on accountability through records and secure internal and external resources necessary for the existence of the group. In this study, after confirming the general record management status of NGOs in Busan, improvement measures were examined in terms of record management in order to increase the accountability of NGOs.

Growth of Civic Organizations in South Korea (한국 시민단체의 성장에 대한 양적 연구)

  • This study introduces and analyzes the data from Directory of Korean NGOs, which was published in 1997 and again in 200, to conduct a quantitative research on the growth of civic organization in South Korea. This paper focus on the information on membership size and founding year which are essential indicators for the growth of organizations. Missing rates on those two indicators are checked to evaluate the quality of data. We examine the changes in membership size between the two time periods, 1996 and 1999. It shows that there is a considerable decrease in the membership size for civic and advocary organizations that are oriented to national issues. It suggests the competition among the organizations over limited resources, which is consistent with an assumption of ecological theory of organization on non-linear growth pattern. Using founding year data from 1945 to 1996, we estimate pseudo growth curves of civic organizations based on logistic growth curve model to discuss different growth patterns of organizations across areas of activities.

시민을 위한 지방자치단체 천문대 현황

  • 한국천문연구원 소속의 소백산천문대와 보현산천문대에는 연구원,대학교수,대학원생 등 전문가들에게 공개되는 국가 연구기관으로,일반인에게는 공개되지 않는다.일반인들이 자유롭게 방문하여 별을 볼 수 있도록 지방자치단체에서 건립/운영중인 시민천문대가 있다.현재 지방자치단체에서 건설한 시민천문대는 대전,영월,김해,경북 양양,예천 등 다섯 곳이다.현재 여러 지방자치단체에서 천문대를 건립중이거나 건설을 계획하고 있어 보다 쉽게 별과 우주에 다가갈 수 있는 환경이 조성될 수 있을 것으로 기대된다.

The History and the Role of Citizens' Organizations in Science and Technology (과학기술 관련 시민사회운동의 역사와 그 역할)

  • The korean society confronts with social problems which are resulted from the rapid development of science and technology. While the governments politic has concentrated on the economic application of science and technology, various citizens groups have been organized to solve the social problems by themselves. Historically the so called citizens movement in the field of science and technology was formed with the influence of students movement in 1970s. The activities and the aim of the movement have changed in accordance with the state of the korean society. They pay more attention to the enhancement of citizens participation in the development of science and technology. This paper is intended to evaluate the role of the citizens organizations in terms of their participation in the policy-making, formation of alternative scientist and engineer. The practices of the organizations are classified in three periods which corresponds to the process of social movement in Korea. It is further attempted to suggest the future role of those organizations.

  • As we enter the 21st century. Korean libraries have embarked on a journey of change. The reason that libraries in Korea have sought to achieve dynamic changes is that various citizens' organizations have analyzed the issue from their point of view deduced the problem. conveyed this to the general public and thus revitalized the structure of mutual understanding in reaching a solution. The two most notable civilian organizations active in the Korean library area are 'the National Union for Revival of School Libraries' and 'the Citizen Action for Reading Culture'. This study examined the history and activities of these organizations and investigated how they worked with the central and local governments for improving school and public libraries and for promoting reading.

  • This paper presents a model of Task-Ontology for small unit operations(SUO) such as nongovernment organizations Despite the rapid development and extension of NGO in domestic area, most have insufficient structural domain resources in existence and underestimate the importance of information management. To improve the citizen's participation and to activate the conjoint actions among the NGO, which are critical to its social role-playing in global society, the modeling Task-Ontology is ultimately intended to implement the knowledge management system of NGO. In the perspective of ontology competency, not only the analysis of resources in vary, but also in-depth Interviews with the NGO practicing personnels and subject experts, and also the intensive observations of task-processing are required for the knowledge acquisition.

  • 국내에는 약 200여개의 환경관련 비영리법인이 있다. 대부분 사단법인 및 재단업인이지만 대학교 산하의 연구소나 학회, 협회, 연합회 등 다양한 성격의 단체가 있으며 최근에는 시민단체로서 활동하는 곳도 많다. 특히 시민단체로 환경 운동을 하는 단체는 점점 그 영향력이 커지고 있다. 비영리사단법인인 경우 영리를 목적으로 사업을 펼칠 수 없지만 내부 필요 경비 조달을 위해 자체 사업 또는 산하 법인을 만들어 사업을 펼치는 곳도 있다. 이 보고서는 "E"사단법인이 환경 관련 수익사업 진출을 위해서 입안했던 프로젝트로서 일종의 기획서이다. 당시 지방자치 단체에 판매하고자 했던 상품은 이동식 화장실이다. 유사 기업이나 단체의 수익사업 진출 시 참고로 했으면 하는 바람으로 해당 사례를 싣는다.

Civic Participation in Supply Process of the Japanese Welfare Services : Focused on the Emergence and the Effects of "Non-Profit Citizen Welfare Organization" (일본 사회복지서비스 공급과정에서의 시민참가: '비영리시민복지사업단체'의 등장과 그 효과를 중심으로)

  • The purpose of this study is to examine the civic participation in supply process of social welfare services in the Japanese communities and to detect the background that how "Non-profit citizen welfare organization" emerged as a social welfare service supplier of local government. Furthermore the effect of Non-profit citizen welfare organization on the expansion of employment opportunities for women is also analyzed in this study. In order to investigate the background of the emergence of non-profit citizen welfare organization as a social welfare service supplier, this study approached not only from the viewpoint of the trends of welfare pluralism followed by the crisis of welfare states, but also from the viewpoint of how local government solve the problems of consumption flexibility on welfare services. In addition, to examine the effects of Non-profit citizen welfare organization on the expansion of employment opportunities for women, a case study on the employment function of non-profit citizen welfare organization is also carried out in this study. The various background how non-profit citizen welfare organizations emerged and the employment effect from those organizations are empirically analysed through the methods mentioned above.

국내 시민천문대 1호, 대전시민천문대

  • 대전시민천문대는 지방자치단체에서 의해 건설되고, 시민이 언제나 자유롭게 이용할 수 있는 '시민천문대'라는 개념을 처음 도입해 건설된 시민천문대 1호이다. 올해로 개관 5주년을 맞는 대전시민천문대는 이후 건립되었거나, 현재 건립 예정인 시민천문대의 좋은 모델이 되고 있다.

Source Competition and Dependency on Issue Attributes: Issue Competition between the Government and the Activists on the Issue of Screen Quota (소스 경쟁과 의제속성 의존: 스크린쿼터를 둘러싼 정부와 시민단체의 영향력 분석)

  • The purposes of this study are to analyze how the media reflects the source competition between the activist group and the governmental source in the news contents. Media ideology and the conflict phase also were chosen as situational variables for evaluating how those variables could influence the source competition process. To answer the proposed research questions, the study chose the 'screen quota' issue as a research unit and analyzed documents from three sources, media news, the activist group for maintaining screen quota, and the governmental source during six years and three months. The results showed that the government source played a primary definer role in media reporting related to the screen quota issue, compared to the activist group. The governmental source's primary definer role was maintained against the highly contested social issue while the media ideology, to some degree, leveraged the activist group's comparatively unstable primary definer power. The governmental source's primary definer role was escalated as the conflict phase evolved.
