Implementation Status and Improvement Strategy of the Value Engineering in Domestic Construction Industry (국내 건설VE 운영현황과 발전방향)

  • In the year of 1980 and 2000, the Korean government institutionalized the Value Engineering methodology in the construction phase and the design phase respectively. While design-phase VE have been applied to construction industry actively, which was institutionalized 7 years ago, construction-phase VE have not been applied to industry frequently, although it was institutionalized 25 years ago. On the other hand, at the time of social demands for VE is increasing, it has been pointed out that VE should be compatible with the delivery system. And the time of VE study, the operational management of VE study, and the maintenance process of the result of the VE study also should be considered. In this study, a scheme to improve VE methodology in the construction industry is proposed based on the literature review and the data analysis of domestic and foreign state of VE.

  • The construction industry has a structure in which information asymmetry problems are complexly scattered compared to other industries. Since the construction industry classification system serves as a guideline for entering the construction market and can provide as a standard for construction consumers to select a supplier who can provide appropriate services, when judging the operation purpose or purpose of the construction industry registration system, it is very important to set up the system by rationally reviewing it. The purpose of this study is to examine the possibility of improvement in consideration of the risk factors related to the domestic construction industry registration industry classification system. To this end, we will conduct a case study on the construction industry classification system operated by overseas construction industry licenses or registration systems in Japan, the United States, and Australia, and compare it with the domestic industry classification system to derive implications and directions for improvement.

  • 조립식 빗물침투형 저류블록은 우수유출 저감시설로, 황토 및 친환경 무기질 결합재를 이용하여 제작한 고강도 투수성 블록의 적층 및 요철에 의한 끼움식 조립에 의해 형성된 공간에 빗물을 저류하고, 저장된 빗물은 시간이 지남에 따라 지반으로 침투시키는 우수유출 저감용 빗물관리시설로, 집중강우 시 유출수가 발생하는 해당지역에 분산식으로 설치하여 국지적 호우 발생에 대처할 수 있으며, 지속적인 침투를 통한 지하수위 확보 및 가뭄현상의 저감은 물론, 미기후 조성과 건전한 물순환 구조 형성에 이바지하는 빗물관리기술이다. 본 기술은 집중형 대규모 빗물저류조의 적용상의 문제점과 단순저류의 한계성을 극복하고, 기존 침투시설의 낮은 침투능을 증대시키고자 저류기능과 침투기능을 동시에 확보하여 집중호우시 빠른 침투저류능을 향상시킨 조립식 빗물침투형 저류시설이다. 보다 구체적으로는 집중강우에 대한 방재적 측면과 함께 가뭄으로 발생하는 지하수위 저하 등에 친환경적으로 대응하기 위한 복합적인 빗물관리 기술로서, 빗물 유출저감과 함께 물순환 회복 및 저영향개발을 위한 각 지자체의 지침과도 부합될 수 있다. 또한, 콘크리트 제품의 환경적 문제점과 플라스틱 제품의 낮은 물성을 극복하였고, 시공 시에는 보다 현장상황에 맞게 가변적 형태로 적용이 가능한 단순조립 적층공법으로 공기단축에 탁월한 장점이 있으며, 유지관리 시에는 별도의 동력이 요구되지 않는 형태로 개발하였다. 조립식 빗물침투저류블록의 구조체를 이루는 단위 블록유닛은 투수성 소재로 제작되며, 상하부가 개방되어 있고 사각형의 내부에 힘을 받는 격벽과 전후벽이 상호 대응되는 요철로 형성되어 있으며, 단위블록 유닛 다수개가 수직수평으로 연속적으로 조립되어 규모의 제한, 형태의 제한이 없는 구조물 형성이 가능하다. 본 구조체의 저류공극율은 80%이상 확보 가능하며, 또한 블록자체의 투수율이 0.83mm/sec로서 순모래나 순자갈의 포화투수계수보다 투수율이 높아 침투저류 효율성이 높으며 시공 후 상부 토지는 자유롭게 활용 가능하다. 본 조립식 빗물 침투형 저류블록을 이용하여 저영향개발 계획, 우수유출 저감대책 수립, 빗물관리시설 계획시 기존의 시설들에 비하여 경제적, 효율적인 설계가 가능하다.

Filter Media Specifications for Low Impact Development: A Review of Current Guidelines and Applications (LID 시설 여재에 관한 기술지침 및 적용에 관한 고찰)

  • A primary aspect of low impact development (LID) design that affects performance efficiency, maintenance frequency, and lifespan of the facility is the type of filter media as well as the arrangement or media profile. Several LID guidelines providing media specifications are currently available and numerous studies have been published presenting the effectiveness of these systems. While some results are similar and consistent, some of them still varies and only a few focuses on the effect of filter media type and arrangement on system performance. This creates a certain level of uncertainty when it comes to filter media selection and design. In this review, a synthesis of filter media specifications from several LID design guidelines are presented and relevant results from different laboratory and field studies are highlighted. The LID systems are first classified as infiltration or non-infiltration structures, and vegetated or non-vegetated structures. Typical profiles of the media according to classification are shown including the different layers, materials, and depth. In addition, results from previous studies regarding the effect of filter media characteristics on hydraulic and hydrologic functions as well as pollutant removal are compared. Other considerations such as organic media leaching, clogging, media washing, and handling during construction were also briefly discussed. This review aims to provide a general guideline that can contribute to proper media selection and design for structural LIDs. In addition, it also identifies opportunities for future research.

On the Study of Design Guidelines and a Design Case to Enable the Replacement of LRT Stations by Stops (경전철 역사를 대체하는 정류장 도입을 위해 필요한 설계지침의 도출 및 적용 사례에 관한 연구)

  • To cope with the increased demand on the intra-city transportation by urban rails, the introduction of the light rail transit (LRT) systems has been expedited in Korea due to the possible reduction of both the development and operation costs from adopting LRT systems. The LRT systems have so far been designed, constructed and operated based on the corresponding law and regulations. It has been conceived that fully complying with the existing guidelines may incur some extra costs on LRT. In addition, the present design of LRT stations seems to require unnecessarily long flow of passengers traffic, particularly for disabled people. In this paper, as an approach to solving the aforementioned issues, an introduction of 'LRT stops' has been studied where the stops are similar in concept to bus stops and are intended to replace the stations of a bigger scale in general. Specifically, necessary guidelines for design have been developed by modifying the existing ones to be fit with LRT stops. A design case was also presented to evaluate them. The effective use of the results reported here will provide an opportunity of cost reduction in connection with the construction and operation, and also let people benefit from convenient use of rails, thereby resulting in enhanced transportation welfare.

On Slimming down the Functions Room of Light Rail Transit Stations by Utilizing an Enhanced DSM Method (개선된 DSM 기법을 통한 경전철 정거장 기능실의 슬림화에 관한 연구)

  • It appears that the rapid advance in technology has allowed to broaden the variety of rail systems technology, thereby fostering new business opportunity in rail industry. The direction of rail systems operations is mainly two fold. In one direction, long distance operations between mega cities are pursued with help of high speed trains under development. In the other case, relatively short distance operations for covering intra-city or suburban area are becoming popular. A good example of the latter case is light rail transit (LRT) systems. Due to the short distance operation, it is thus expected that both the development and operation cost for LRT systems be reduced to some extent. The cost reduction desired in there can be gained by scaling down the sizes of both the trains and stations as compared to those of normal rail systems. However, it is not well known how the LRT stations can be scaled down. The objective of this paper is to study on how to slim down the stations (particularly, the functions room) of LRT systems. To achieve the objective, an approach is studied based on a modified method of design structure matrix (DSM). Specifically, using the enhanced DSM method, an integrated architecture is developed for the functions room, in which equipments are housed to perform the functions of electricity, signaling, and communication for LRT stations. The use of the result indicates that the desired reduction can be obtained with the approach taken in the paper.

Application Case of Test of Revegetation Measures on Design of Slopes Revegetation and Tentative Instruction on Construction Work -With a Case of Slopes Along the National Road Between Nongseo and Eomo - (비탈면 녹화 설계 및 시공 잠정 지침 적용사례 -농소어모구간 국도비탈면을 중심으로-)

  • Test application of revegetation measure was made on the roadside slope damaged by Nongseo-Eomo national road improvement project in a bid to prevent the soil from being washed out as well as to restore the ecological environment, and the survey for assessment of the effect of slope revegetation measures was conducted, beginning May 11 through Nov 7, 2006. In the wake of comprehensive reviewing and evaluating the surrounding topographic environment, physical and chemical characteristics of soil, germination of revegetation plants, analysis of bio mass, covering ratio and the plants appeared, measure b was found to have been most appropriate to cut blasting rock slope, and alternatively measure c. For cut ripping rock slope, measure c-1 appeared to be effective in revegetation effect, and alternatively, b-1.When it comes to cut soil slope, measure c-2 was found to be effective, and b-2 to be a good alternative. And for embankment soil slope, measure b-3 appeared to be most efficient in revegetation effect and measure f as alternative.

Viewing the specific applicability by the area, revegetation measure C and C-1 appeared to be appropriate for blasting rock slope and ripping rock slope as they are efficient in preventing the slope from being washed out and in early revegetating. And revegetation measure B deemed to be effective to blasting rock slope or ripping rock slope as an alternative. And for cut slope, vegetation measure C-2 was judged to be more effective than measure D or E, while measure C-3 would be appropriateto embankment slope.

A Study on Safety Code and Design Guide of Wind Power Plant (발전용 풍력설비 안전관련 기술기준 및 규정제정 연구)

  • 본 연구는 발전용 풍력설비의 안정적인 전원공급 및 계통운영에 필요한 기술기준 및 규정을 제정하는 것으로 전기사업법 제67조(기술기준)에 따라 전기설비의 안전관리를 위하여 운영중인 기술기준 중 현재 제정되어 있지 않은 $\ulcorner$발전용 풍력설비기술기준$\lrcorner$과 법정 기술기준을 구체화하여 설비의 설계, 제작, 시공, 운영, 검사 및 보수시에 기술지침으로 활용할 수 있는 $\ulcorner$풍력발전규정$\lrcorner$을 신규로 개발하는 것이다. 현재 기술기준은 전기사업법 제67조(기술기준) 및 동 법 시행령 제43조(기술기준의 제정)에 따라 전기설비기술기준, 발전용 화력설비기술기준, 발전용 수력설비기술기준 및 발전설비 용접기술기준 등 4개가 고시로 운영중이다. 그러나 국내 풍력발전기 설비용량은 약 22MW이고, 다수가 건설중 이거나 계획 중에 있으나 설치허가 및 검사기준이 되어야 할 기술기준이 없는 상황이다. 따라서, 본 연구를 통하여 풍력발전설비에 대한 국내기술의 안정적인 전원공급 및 계통운영에 필요한 기술기준(안) 및 규정(안)등을 실현하였다.

A Study on the Improvement of Supervision Works related to Changes in Construction Projects (공공공사의 설계변경과 관련한 감리업무 개선방안에 대한 연구)

  • we classified major changes into changes based on design deficiency, changes based on the different conditions between job site and contract documents, and changes based on the Owner's need. Then we compare and analyzed applicable regulations for supervision and work performance status at the site, and elicit problems of supervision performance based on mutual contradiction in regulations, bringing up a similar example. Based on the above, we brought up a way of improvement for the elicited problem, comparing and analyzing the laws/contract provisions/instructions related with the changes and the work performance at the jobsite, and verified through interviews with professionals of various fields for the improvement. Finally this study could elicit a way of improvement in the supervision work in conjunction with changes in civil works.
