  • During the past few years, Korea has experienced extraordinary floods, which have caused many damages of lives and properties. Flooding caused by typhoon is the most common disastrous phenomenon of nature among all catastrophes. As the average temperature of the earth has been increasing by global warming, the possibility of typhoon is also increased by abnormal climate changes. Along with the river improvement as a part of flood control, the time of concentration has been decreased, so the pick discharge has been increased. Moreover, with the land development activities, the area of storage has been diminishing, and the damages from inundation have been continuously increasing. There were a lot of damages to farmland in 1960's, industrial and public facilities in 1970's, and a lot of sufferings from the windstorm in 1980's. In 1990's, however, the amount of damages was increased substantially. So, there is need to decrease the number of the victims and loss of properties by applying preventive measures against natural calamities. This study has employed a simulation system to calculate the depth and amounts of inundation areas to forecast and prevent from flood damage by using rainfall-runoff model. In this study, a case study method is adopted to show inundation by using rainfall-runoff model, HEC-GeoRAS and Arcview. It is hoped that, this study would be conducive to professionals and organizations working in the field of disaster management.

  • Owing to the changing climate and recent flood events, flood damage caused by river levee collapse and overflow is on the rise in Korea, making it necessary to enhance river levee maintenance technologies to deal with various flood damage scenarios. This paper proposes the evaluation system of a river-levee safety map to improve maintenance efficiency and disaster responsiveness. A river-levee safety map, indicating sliding, piping, visual inspection, scouring, and safety index of a levee fill material on a GIS map will enable the dangerous zone to be identified visually and the development of proactive measures to deal with it. This will maximize the river-levee maintenance efficiency, which is a break from traditional practice in that restoration measures are taken only after the damage has occurred. This study includes scouring and levee fill material in addition to previously-proposed sliding, piping and visual inspections. The research activities conducted in the study include 1) categorization of scouring and levee fill material based on document and data examination, 2) evaluation of sliding and piping at 5 locations on the left levee in the Nam river according to the duration time of the flood water level, and 3) evaluation of the characteristics of scouring and levee fill material at 9 locations on the left/right levee in the Nam River. The river levee safety map proposed in this study would be more useful and practical but further study on the manual for river management organization, repair and reinforcement methods, and budget is required.

  • In response to anthropogenic global warming due to a buildup greenhouse gas, the effect of the air temperature on water temperature has been noticed and some efforts have been made to build an air/water temperature relationship at the Masan Bay area by the Ministry of Maritime Affairs & Fisheries (MOMAF). As a result of analyzing the auto- and cross-correlation coefficient between air/water temperature, high correlation $(\sim0.9)$ is shown and the correlation coefficient of air temperature is higher than that of water temperature at the lag time less than approximately 10 days. Separate functions are fitted to the air/water relationship at the Masan Bay to take hysteresis into account. The slopes of the straight line for the rising limb are 0.829 and 0.774 for MA1 and MA2 station respectively, while 1.385 and 1.444 ($\sim1.75$ times larger) for the falling limb. Consequently, the seasonal hysteresis should be considered in order to determine an air/water relationship and accurately estimate the water temperature using the air temperature at Masan Bay.

  • In retrieving and analyzing digital map information using mouse or key strokes, it needs several times of repeated mouse operation for designating the range of study area. In this study, we proposed a voice activated map information retrieval system for eliminating such repetitions and we realized the system on the personal computer. The system was constructed in two ways - traditional OLE(object linking embedding) method and MFC(Microsoft fundamental class) method in controlling of window display for practical use. In the system performance evaluation, the retrieval data for digital map were consisted of 68 words uttered by 3 male persons which include attribute words and control words for Susung-gu area of Taegu city in a 1:5,000 map. As the results, we obtained the average 98.02% of recognition rate through on-line tests in the office environment and the operating speed of 5.39 seconds by OLE, 10.38 seconds by MFC. These results showed the possibility for practical use of information retrieval system using speech recognition in digital map.

  • The aim of this study is to investigate crime hotspot areas using the spatio-temporal cluster analysis which is possible to search simultaneously time range as well as space range as an alternative method of existing hotspot analysis only identifying crime occurrence distribution patterns in urban area. As for research method, first, crime data were collected from criminal registers provided by official police authority in M city, Gyeongnam and crime occurrence patterns were drafted on a map by using Geographic Information Systems(GIS). Second, by utilizing Ripley K-function and Space-Time Scan Statistics analysis, the spatio-temporal distribution of crime was examined. The results showed that the risk of crime was significantly clustered at relatively few places and the spatio-temporal clustered areas of crime were different from those predicted by existing spatial hotspot analysis such as kernel density analysis and k-means clustering analysis. Finally, it is expected that the results of this study can be not only utilized as a valuable reference data for establishing urban planning and crime prevention through environmental design(CPTED), but also made available for the allocation of police resources and the improvement of public security services.

  • Rainfall-induced landslides are caused by reduction of effective stress and shear strength due to rainfall infiltration. In order to analyze the susceptibility of landslides, the statistical analysis approach has been used widely but this approach has the limitation which cannot take into account of landslide triggering mechanism. Therefore, the physically based model which can consider the process of landslide occurrence was proposed and commonly used. However, the most previous physically based model analyses evaluate and consider the strength characteristics for saturated soil only in the susceptibility analysis. But the strength parameters for unsaturated soil such as matric suction should be considered with the strength parameters for saturated soil since the shear strength in unsaturated soil also plays important role in the stability of slope. Consequently this study suggested the modified physically based slope model which can evaluate strength characteristics for both of saturated and unsaturated soils. In addition, this study evaluated the thickness of saturated part in slope with rainfall intensity and hydraulic characteristics of slope on the basis of physically based model. In order to evaluate the feasibility, the proposed model was applied to practical example in Jinbu area, Gangwon-do, which was experienced large amount of landslides in July 2006. The ROC graph analysis was used to evaluate the validation of the model, and the analysis results were compared with the results of the previous analysis approach.

  • Nowadays, flood hazard maps have been generated to minimize the damages from the flooding. To generate such flood hazard maps, LiDAR data can be used as data source with higher data accuracy. LiDAR data, however, requires relatively higher cost and longer processing time. In this background, this study proposed DEM generation using NGIS digital topographic maps. For that, breaklines were processed to count directions of water flows. In addition, the river profile data, unique data source to represent real topography of the river area, were integrated to the breaklines to generate DEM. City of Kuri in Kyunggi Province was selected for this study and 1:1,000 and 1:5,000 topographic maps were integrated to process breaklines and river profile data were also linked to generate DEM. The generated DEM showed relatively lower vertical accuracy from mixing 1:1,000 and 1:5,000 topographic maps since 1:1,000 topographic maps were not available for some portion of the area. However, the DEM generated demonstrated reasonable accuracy and resolution for flood map generation as well as higher cost saving effects. On the contrary, for more efficient utilization of NGIS topographic maps, periodic map updating needs to be made including technical consideration in building breaklines and applying interpolation methods.

  • The purpose of this study is to estimate soil loss amount according to the rainfall-runoff erosivity factor frequency and to analyze the hazard zone that has high possibilities of soil erosion in the watershed. RUSLE was used to analyze soil loss quantity. The study area is Gwanchon that is part of Seomjin river basin. To obtain the frequency rainfall-runoff erosivity factor, the daily maximum rainfall data for 39 years was used. The probability rainfall was calculated by using the Normal distribution, Log-normal distribution, Pearson type III distribution, Log-Pearson type III distribution and Extreme-I distribution. Log-Pearson type III was considered to be the most accurate of all, and used to estimate 24 hours probabilistic rainfall, and the rainfall-runoff erosivity factor by frequency was estimated by adapting the Huff distribution ratio. As a result of estimating soil erosion quantity, the average soil quantity shows 12.8 and $68.0ton/ha{\cdot}yr$, respectively from 2 years to 200 years frequency. The distribution of soil loss quantity within a watershed was classified into 4 classes, and the hazard zone that has high possibilities of soil erosion was analyzed on the basis of these 4 classes. The hazard zone represents class IV. The land use area of class IV shows $0.01-5.28km^2$, it ranges 0.02-9.06% of total farming area. Especially, in the case of a frequency of 200 years, the field area occupies 77.1% of total fanning area. Accordingly, it is considered that soil loss can be influenced by land cover and cultivation practices.

  • This study investigates the time-space characteristics of the road traffic flows in Seoul and the relationship with land use patterns. For the purpose, we analyze the road traffic data collected at 118 observation sites over Seoul City area since 1993. We examine the time-trend of the annual average traffic flows per day during the last fourteen years. Three different trends are revealed: rapid increase during the time period between 1993 and 1997, maintenance same level after sharp decrease between year 1997 and 1998, and gradual decrease after sharp decrease between year 2003 and 2004. The spatial distribution patterns of road traffic flows have also been changed significantly during the period. The traffic flows in the urban center have been declined gradually, while the traffic flows in the boundary area and southern CBDs have increased dramatically. In order to examine the relationship with the changes in the land-use patterns and road traffic flows, we analyze the changes in the spatial distribution patterns of population and industries. We developed three multiple linear regression models to test the relationships between the changes in the land-use variables and road traffic flows.

  • Our research purpose in this paper is to improve the performance of query processing in GIS(Geographic Information System) by enhancing the I/O performance exploiting parallel I/O and efficient disk access. By packing adjacent spatial data, which are very likely to be referenced concurrently, into one block or continuous disk blocks, the number of disk accesses and the disk access overhead for query processing can be decreased, and this eventually leads to the I/O time decrease. So, in this paper, we proposes EPR(Enhanced Parallel R-tree) indexing method which integrates the parallel I/O method of the previous Parallel R-tree method and a packing-based clustering method. The major characteristics of EPR method are as follows. First, EPR method arranges spatial data in the increasing order of proximity by using Hilbert space filling curve, and builds a packed R-tree by bottom-up manner. Second, with packing-based clustering in which arranged spatial data are clustered into continuous disk blocks, EPR method generates spatial data clusters. Third, EPR method distributes EPR index nodes and spatial data clusters on multiple disks through round-robin striping. Experimental results show that EPR method achieves up to 30% or more gains over PR method in query processing speed. In particular, the larger the size of disk blocks is and the smaller the size of spatial data objects is, the better the performance of query processing by EPR method is.
