본 연구의 목적은 플루토늄 이용 국제환경을 조사·분석하여 우리나라의 플루토늄 이용 환경조성에 기여하는데 있다. 플루토늄 이용 국제환경에 영향을 푸는 것으로는 크게 핵비확산 체제, 플루토늄 이용에 대한 부정적 시각, 그리고 미국의 핵비확산 정책을 들 수 있다. 본 논문에서는 플루토늄 이용 환경을 이러한 세 요소에 입각해서 분석하였으며, 향후 플루토늄 이용에는 현재보다 더욱 엄격한 국제적 통제가 수반될 것으로 평가된다.

행정개혁위원회가 과기처 행정체제를 축소 조정키로 성안, 이를 대통령에게 보고함에 따라 과총회원단체를 중심으로 과학기술계는 동위원회의 결정방향이 경쟁적으로 과학기술정책을 강화해 나가는 세계명국의 추세에 역행하는 처사로 인식, 성명서와 건의서를 계속 발표하고 있다. 이달 긴급 특집은 과학기술정책, 기초과학 및 과학기술 전문언론인의 시각에서 이 문제의 심각성을 다루었다.

3차원의 공간을 비행하는 항공기의 항행은 조종사가 직접 지상의 지형지물을 참조하며 비행하는 시각비행과 지상의 항행안전시설로부터 무선신호를 받아 비행하는 계기비행으로 구분되어 발전되었다. 현재 계기비행을 수행하기 위한 계기비행절차 수립에 기반이 되는 항행안전무선시설은 기존의 VOR(VHF Omni-directional Range), ILS(Instrument Landing System) 등의 지상기반 항행안전무선시설에서 GNSS (Global Navigation Satellite System)를 이용한 위성기반 항행으로 전환을 목표로 하고 있으며 항행체제 또한 기존의 Fix to Fix 항행체제에서 RNAV(Area Navigation) 체제로 전환되고 있는 추세이다. 계기비행절차는 항공기가 활주로를 이륙하여 항로로 진입하기 위한 계기출발절차(SID), 항로절차(Enroute), 항로에서 목적 공항의 지정된 활주로에 설정된 접근절차(Approach)로 인도하는 도착절차(STAR), 지정된 활주로에 착륙하기 위한 접근절차로 구분될 수 있으며 본문에서는 GNSS를 기반으로 하는 RNAV 절차(RNAVGNSS)에 대한 개괄적인 소개, 설계요건 및 RNAVGNSS 계기비행절차를 성공적으로 이행하기 위한 절차이행모델, RNAVGNSS 절차 수립에 중요하게 고려해야할 사항 등에 대하여 소개하도록 한다.

The purpose of this research is to deduce the frailties of the operating condition of Korea's national crisis management system through a comprehensive perspective analysis. It is then to present efficient measures through the enhancement of these infirmities. For this, after examining the fundamental theory, we presented a development direction based on the current status of the 6 key systems composing the national crisis management system. We also included items regarding each of the policy proposal in our conclusion. The fundamental theory of Korea's national crisis management system has been integrated based on a comprehensive security concept. However, the system development which drives the integrated structure still remains solely as a legal and structural category. Thus, operating, informing-oriented, supporting management, and rearing professional manpower systems have yet to be cultivated with efficiency. In conclusion, this research is to present a development direction from a conceptual dimension and to analyze the current status of the 6 key systems which are law, organization, operation, information-oriented, support management, training, and education. Finally, this research highlights the policy measures to fully maximize system efficiency.

자본주의 경제체제에 있어서 금융시스템과 기업시스템은 경제시스템의 핵심을 구성하는 것으로서 경제의 효율성을 좌우한다. 중요한 것은 이 두 시스템은 국가의 경제적 기능과 함께 상호관련적으로 형성되고 전개되어 나간다는 점이다. 최근 세계 경제메카니즘의 변화에 따라 이들을 어떻게 재편성할 것인가 하는 것이 주요 관심대상으로 제기되어 왔다. 본고는 국가-금융-기업 시스템간의 시스템적 상호관련성에 유의하면서 거시적인 신제도 학파적 시각에서 그 관계의 틀을 고찰, 그 유형을 분류하여 보고 특히 금융시스템과 기업시스템간의 상호관계를 분석하고자 하였다. 제도론적 시각에서 볼 때 이 문제는 제도적 환경과 제도적 장치간의 체계적 관계를 규명하는 것으로서 궁극적으로 경제행위의 지배조정 메카니즘을 시장, 위계(조직), 네트워크 중 어느 방식에 중점을 둘 것인가와 관련된다. 구체적으로 볼 때 금융시스템에 있어서의 자본시장중심적 체계와 은행중심적 체계, 기업과 시장의 범위와 기업의 네트워크적 전개, 금융과 기업간 규율시스템에 있어서의 관계 둥은 모두 이러한 시각에서 일관적으로 파악될 수 있는 것이다. 따라서 이들의 상호관계를 유형화시켜보고 그 논리를 우리의 현실에 적용시켜 볼 때 국가의 기능조정을 바탕으로 시장규율하에서의 네트워크적 관계를 모색하는 것이 바람직할 것으로 생각된다.

Operating Systems is a discipline which handles complex and abstract concepts related to its components and the principles of how an operating system works. However, most of the OS courses have been textbook-oriented theoretical classes. For students who are familiar with various kinds of media, theoretical classes lead to a decline in the understanding of a lecture and difficulty concentrating. They have tried to make use of educational tools to help students understand a lecture and arouse their interests consistently. This paper describes the design and implementation of a disk scheduling simulator which shows the service processes of disk I/O requests visually. The disk scheduling simulator can be used for demonstrations of the disk scheduling algorithms. The results of the academic achievement evaluation and survey showed that a disk scheduling simulator is useful as an educational tool which causes the interests about operating systems and enhances the understanding of a lecture.

Recent complex visual culture is the visual world widely magnified according to the images like image, graphics, photograph, movie, and television, etc. by the development of digital technology. Because it conveys meanings and contents inserting sound and letters, it may have multimedia character conveying and communicating information beyond general language and letters. The vision for various images at that time is inseparably connected with language. And imaginative order of image and vision are composed of special way in culture and history. Language is different in society, culture, and history. Accordingly, if visual experience is communicated with language partially, it is difficult to have university. So, role of linguistic order plays an important role in forming and defining the social and cultural differences among the visual systems. Historically various visual and optical devices with this visual language have influenced a lot. These visual technologies are concrete and physical practice determining a way to get together with the subject and the visible object in the visible world. The visual language is connected with dimension like these symbols of images and the dimension like visual technologies to series of historical physical and institutional practices. It determines social visual mode toward object world in one of visual system. Accordingly, this study is to understand visual language with social and historical character according to the changed concept and characters as development of media technology. And it is to explain it in view of visual language as a dimension of symbol and visual technology of institutional and physical practice. After all, it cannot explain the effect on the function and visual mode of visual technology as its technical element only. It also cannot separate with the practice with coherent discourse and the physical and institutional practice. The possibility, technical element of technology contains, does not realize as it is but the effect is always communicated in the social veins and realized with a restriction.

2003년 8월 미국 북미지역과 동년 9월 이태리, 스웨던/덴마크에서 발생한 광역정전과 더불어 영국과 말레시아, 이태리에서도 대규모 정전이 발생하여 지진, 태풍에 의한 자연재해에 버금가는 엄청난 사회적 혼란과 더불어 막대한 경제적 손실을 초래했던 사실은, 이제 전력공급의 중단(정전)이란 결코 용인될 수 없는 사회적 실정에 이르렀음을 극명히 보여준 사례라 할 수 있다. 또한, 북미와 유럽의 대규모 광역정전 발생의 원인 중에서 계통운영자의 부적절한 상황인식과 지휘체제 혼란으로 신속하게 대처하지 못한 점이 주된 원인중의 하나로 지적되면서, 전력계통 운영의 현업에 종사하고 있는 계통운영자의 막중하고 중대한 소임을 다시 한번 자각시켜 주는 계기가 되었다. 이러한 맥락으로 미국을 중심, 전세계적으로 대규모 전력계통 운영환경하에서 계통운영자에게 방대한 정보를 신속하고 효과적으로 제공해야 할 시각화의 필요성이 대두되는 계기가 되었다. 본 논문은 전력계통 데이터의 시각화 기법에 있어 해외기술동향을 살펴보고, 전력거래소의 시각화 화면의 개발 사례 및 향후계획 등에 대해 소개하고자 한다.

The visual motivation between AP devices is NTP-based visual motivation through the access of the Internet through the internal wired LAN, but this has several seconds of visual difference in hundreds of milliseconds (msec) depending on the network. The frame for the output of the video will vary depending on the application, but usually 24 (image) frames are output to the screen in one second. Therefore, the visual synchronization between peripheral devices can be performed through the adjacent moving camera device, not the wired method. The programming method of generating API for synchronization command when creating an application for visual synchronization and delivering it to AP through MAC may differ from the time in synchronization command according to the environment of the operating system at the transmission side and the situation of the buffer queue of the MAC. Therefore, as a method to solve this problem, the renewal of visual information in the device driver terminal controlling MAC can be much more effective.
