  • 최근 사회구조의 복잡화, 산업구조의 다변화, 기후변화 등에 의해 자연재해 및 산업재해, 도시재난이 급증하고, 그 규모 또한 대형화하고 있다. 이로 인해 에너지, 통신, 교통, 금융 등 공공 인프라의 피해가 급증하면서 작은 재해도 큰 재난으로 변하는 예가 늘어나고 있다. 한편 현대사회에 대한 IT의 관여도가 급속도로 늘어나면서 IT 서비스의 궁극적인 형태이자, 모든 산업을 수용하는 개념의 플랫폼(Platform)이 IT를 넘어서 글로벌 사회의 절대적 지배자로 등장했다. 또한 전 세계 유저들의 관점에서 보면 개개인들이 손에 든 스마트폰이 생활의 모든 분야에 걸쳐 소통, 정보, 쇼핑, 제보, 오락 등 모든 활동의 수단으로 절대적 가치를 창출하고 있다. 이는 스마트폰이 가진 스마트 데이터 생산 및 공유 기능에서 비롯된다. 이처럼 스마트 데이터를 기반으로 한 IT플랫폼이 중요한 위치를 점하지만, 아직 재난관리 분야에서 이를 본격적으로 도입, 활용하지 못하고 있다는 점은 큰 문제이다. 국내의 사정을 보면 다행히 벤처기업들을 중심으로 이 같은 플랫폼 구축 움직임이 시작되었으며, 여기에 활용될 데이터 자원을 창출할 수 있는 솔루션 및 특허기술들 역시 속속 등장하고 있다. 시민들이 재난현장을 스마트폰으로 실시간 공유하면 이 스마트 데이터들이 이미지 및 음향정보, 위치기반(GPS)정보, 시각정보, 3D정보, 빅데이터 정보, 센서정보 등으로 분류되어 플랫폼 안에서 인공지능(AI) 딥러닝 방식에 의해 분석되고, 이를 즉시 재난당국 및 시민들에게 재난긴급문자 등 자동으로 경보로 전해주는 것이 이 플랫폼의 핵심 기능이다. 몇몇 벤처기업이 보유한 특허기술을 기반으로 공공자본이 투입되어 이러한 플랫폼이 구축될 경우 국내 재난관리 수준의 획기적 발전은 물론 전 세계를 시장으로 한 플랫폼 수출 또는 글로벌 재난정보 수집능력에서도 엄청난 힘을 발휘할 것으로 기대된다.

The effect of Smart Care ubiquitous health service on hypertension management (고혈압관리에서의 스마트케어 서비스의 효과)

  • The purpose of this study was to identify the effect of the Smart Care ubiquitous healthcare service on hypertension management. Fifty one patients with inadequately controlled blood pressure (Systolic Blood Pressure ${\geq}$ 140 mmHg despite prescribed antihypertensive medication) from 4 local clinics participated in this study. Remote biometric monitoring and healthcare consultation via videophone was provided to the participants during 24 week - Smart Care service. The average number of blood pressure monitoring and the average day of remote consult using Smart Care Service system was 121 and 14.8 per participant. As a result of analyzing change in blood pressure during 24 weeks, there was a significant difference in blood pressure between baseline and 24 weeks. Systolic blood pressures of 86.3% participants were dropped within a normal range at 24 week. Smart Care u-health service could be effective in reducing blood pressure.

An Analysis and Improvements of Loans and User Satisfaction for Smart Libraries: A Case of A Library in Incheon (스마트도서관 이용 및 만족도 분석과 활성화 방안 - 인천광역시 A도서관의 스마트도서관 사례연구 -)

  • As the number of smart libraries is continuously increasing, activation measures are necessary to expand user engagement and enhance service quality. This study analyzed the usage patterns of four smart libraries in A Library in Incheon, from June 2020 to December 2023. It also conducted user satisfaction surveys and question-and-answer sessions with a librarian. The number of books and loans increased, and two smart libraries in areas without public libraries showed high usage rates. Although users were satisfied with the smart libraries, they pointed out inconveniences such as the limited number of loan books and insufficient books. Consequently, it is suggested to improve user-centered service quality, continuous monitoring and evaluation, as well as active promotion.

A case study of blockchain-based public performance video platform establishment: Focusing on Gyeonggi Art On, a new media art broadcasting station in Gyeonggi-do (블록체인 기반 공연영상 공공 플랫폼 구축 사례 연구: 경기도 뉴미디어 예술방송국 경기아트온을 중심으로)

  • This study explored the sustainability of a blockchain-based cultural art performance video platform through the construction of Gyeonggi Art On, a new media art broadcasting station in Gyeonggi-do. In addition, the technical limitations of video content transaction using block chain, legal and institutional issues, and the protection of personal information and intellectual property rights were reviewed. As for the research method, participatory observation methods such as in-depth interviews with developers and operators and participation in meetings were conducted. The researcher participated in and observed the entire development process, including designing and developing blockchain nodes, smart contracts, APIs, UI/UX, and testing interworking between blockchain and content distribution services. Research Question 1: The results of the study on 'Which technology model is suitable for a blockchain-based performance video content distribution public platform?' are as follows. 1) The blockchain type suitable for the public platform for distribution of art performance video contents based on the blockchain is the private type that can be intervened only when the blockchain manager directly invites it. 2) In public platforms such as Gyeonggi ArtOn, among the copyright management model, which is an art based on NFT issuance, and the BC token and cloud-based content distribution model, the model that provides content to external demand organizations through API and uses K-token for fee settlement is suitable. 3) For public platform initial services such as Gyeonggi ArtOn, a closed blockchain that provides services only to users who have been granted the right to use content is suitable. Research question 2: What legal and institutional problems should be reviewed when operating a blockchain-based performance video distribution public platform? The results of the study are as follows. 1) Blockchain-based smart contracts have a party eligibility problem due to the nature of blockchain technology in which the identities of transaction parties may not be revealed. 2) When a security incident occurs in the block chain, it is difficult to recover the loss because it is unclear how to compensate or remedy the user's loss. 3) The concept of default cannot be applied to smart contracts, and even if the obligations under the smart contract have already been fulfilled, the possibility of incomplete performance must be reviewed.

  • Advances in science and technology, especially the increasing popularity of smart phone has opened up infinite possibilities for the information retrieval. And the augmented reality technology which has started getting attention to various fields has allowed us to get an information in an innovative way by providing additional information to a real world before our eyes. The purpose of this study is to suggest and to construct mobile application service which give history-tourism information efficiently based on augmented reality technology. As a result of study, we suggest that it is needed to find the view point that the most accurate information can be provided to the users according to each contents such as maps, pictures, drawings etc. and to provide the function to the users which shows the view points information efficiently. The purpose of this study is to investigate the possibility whether the technology studied in private sector by using augmented reality based on smart phone can also be applied in public sector for the service of history tourism information. We expect that this study can be the basis for providing the more advanced augmented reality service in the near future.

A Design and Implementation of Product Information Guide System Based on Beacon

  • In this paper, we design and implement a product information guidance system Based on BLE beacons. This system is designed to provide various functions such as contactless entrance service through mobile ticket, seat guidance service, event push service, content push service, and public service. This system consists of three modules: a beacon recognition module, a server linkage module, and a content transmission module. The beacon recognition module implements a function of transmitting a specific ID of a nearby beacon when a customer with a smartphone approaches the available service area. The server linkage module recognizes the beacon ID value, transfers it to the server, and implements the function to check the location of the server having the ID. The content transmission module implements a function of transmitting event or service information set at a corresponding location to a smartphone. The beacon-based product information guidance system implemented in this paper has the advantage of being able to quickly and easily implement various product information guidance systems.

  • According to spread of Smart Work introduction to public organizations & commercial enterprises, its being more focused on how to implement Smart Work effectively. So far current Smart Work, mainly Mobile Office has emphasized the speed & efficiency of management. But future Smart Work, Smart Work 2.0 must focus on the creativity & innovation of companies & people. In order to do that, the new technology like Social networking & Cloud computing should be applied. This study suggests Smart Work 2.0 implementation methodology including critical successful factors & solutions of Smart Work implementation through referencing existing implementation methodology and case study.

  • 스마트관제 시스템은 딥러닝 서버내 학습된 백본 네트워크 모델이 실시간으로 스트리밍 되는 CCTV 영상으로부터 이상행동 패턴을 선별적으로 탐지하고 관제요원에게 전달하여, 사전에 사건사고를 예방하거나 즉시 대응 체계의 유연한 운영을 가능케하는 시스템이다. 최근 지능형 CCTV(Closed Circuit Television) 서비스가 일부 지역에 선별 관제의 형태로 시범적으로 운영되고 있는 상황이다. 지능형 시범서비스는 공공 영역에서 선별 CCTV 관제의 형태로 이상행동 상황을 즉각 인지하여 사건사고를 예방하거나 피해를 최소화하고자 하는 목적으로 주로 사용되고 있다. 그러나, 범죄 등의 특정 시나리오에만 한정해서도 이상 행동 유형이 너무나 다양하기 때문에 이상행동 영상의 사전분류(Annotation)를 통해 딥러닝 모델을 학습시키는 것이 현실적으로 어려운 상황이다. 따라서 본고에서는 최신 이상 행동 탐지(Anomaly detection) 알고리즘과 응용사례를 분석하여 실제 현장에 적용할 수 있는 현장 중심의 기법을 제안하고자 한다.

AI and Public Services: Focusing on Analytics on Citizens' Perceptions of AI Speaker and Non-Contact Smart City Services in the Era of Post-Corona (AI와 공공서비스: 포스트 코로나 시대 AI 스피커 및 비대면 스마트시티 서비스 시민 인식 분석을 중심으로)

  • Currently, citizens' expectations and concerns on utilizing artificial intelligence (AI) technologies in the public sector are widening with the rapid digital transformation. Furthermore the level of global acceptance on the AI and other intelligent digital technologies is augmenting with the needs of non-face-to-face types of public services more than ever due to the unforeseen and unpredictable pandemic, COVID-19. Thus, this study intended to empirically examine what policy directions for the public should be considered to provide well-designed services as well as to promote the evidence-based public policies in terms of Al speaker technology as a non-contact smart city service. Based on the survey of senior citizens' perceptions on AI (AI Speaker technology), this study conducted structure equation modeling analyses to identify whether technology acceptance models on to the varied dependent variables such as actual use, perception, attitude, and brand royalty. The Results of the empirical analyses showed that AI increased the positive level of citizens' perception, attitude and brand royalty on non-contact public services (smart city services) which are becoming more crucial for developing AI oriented government and providing intelligent public services effectively. In addition, theoretical and practical implications are discussed for understanding the changes of public service in the post-corona.
