본 논문에서는 최근 충청지역의 농촌마을에 발생한 수해 피해 현황을 살펴보았고 그 중 천안시 ${\bigcirc}{\bigcirc}$리 마을 실태조사를 실시하여 피해유형 및 특성을 분석하였다. 이를 바탕으로 농촌지역 수해 피해유형에 따른 재난안전시설 설치 방향 및 개선방안을 검토하였다.

작년 7월 태풍 에위니아와 집중적인 호우는 강원도 지역에 많은 피해를 주었으며, 특히 강원도 인제, 양양, 평창 등의 지역에서 수십 명의 인명피해와 재산피해를 발생시켰다. 이로 인해 집중호우로 인한 사면 붕괴 및 산사태, 토석류 발생사례 및 하천과 인접한 도로 성토사면 붕괴 사례 등의 조사가 실시되고 수집된 자료를 분석, 문제점 제시 및 많은 대책방안들이 도출되었다. 이에 본고는 작년 수해현장들을 다시 찾아 수해복구 방법들을 조사하였으며, 수해복구사례를 소개함으로써 매년 여름철 발생되는 집중호우에 의한 자연재해 예방에 몸 담고 있는 관련자 및 토목기술자들에게 수해 저감 및 대책방안에 대한 일례를 전하고자 한다.

우리나라는 매년 수천억에서 수조원에 이르는 수해피해가 발생하고 있다. 특히, 국가 교통의 중추인 도로 수해로 인한 사회 경제적 손실이 매우 큰 실정이다. 간선도로에서의 수해발생시 최단시간 내에 수해 위치와 피해 현황 등을 파악하고 이에 대한 응급복구 및 관리가 필요하고, 수해발생 특성상 전국적으로 산재하여 나타나는 피해 지역에 대한 현황을 효과적으로 파악할 수 있는 시스템이 필요하나 아직까지 이러한 시스템은 지원되지 못하고 있다. 이에 본 연구에서는 기존에 각 지역별로 이루어진 문서기반의 수해복구 관리에서 벗어나 웹 GIS 및 모바일 기술을 이용하여 전국 간선도로망의 수해피해 및 복구현황을 총괄 관리할 수 있는 시스템을 개발하고자 하였다. 이를 위해 첫째, 국내 간선도로 수해관련 현황조사 및 도로재해 관련 국외 현황 분석을 실시하고, 수해복구 업무분석을 통해 문제점을 파악하였다. 둘째, 수해복구업무를 담당하고 있는 국도유지관리사무소의 방문조사 및 업무분석을 통해 수해현장 지원을 위한 Mobile 지원시스템 구축 방안을 도출하고, 전국적인 도로수해관리를 위한 Web기반 관리시스템 구축 방안을 제시하였다. 셋째, 업무분석 결과에 대해 정형화 표준화하여 수해복구업무 표준안을 제시하고, Mobile 지워 시스템 및 Web 관제 시스템을 시범 구축하였다.

Since the industrialization spread out, the metropolitan areas of Seoul have been urbanized rapidly in Korea, without concern for the quality of further development and sufficient environmental management. Due to this fact, it has become increasingly more apparent that natural hazards, such as floods and landslides, occur frequently after the summer's heavy rains, and because of that, the scale of damage is getting larger. The purpose of this study is first to analyze the relationship between development and floods in the sub-basins of the study area. In addition to this, I would like to compare the influences of geomorphological characteristics upon the floods occurring in both the whole study area and the developed area in sub-basins.
