A Study on the Relation Between Korean Animation and Korean Film Policy: From Late 60's to Early 80's (한국 애니메이션과 영화정책의 관계에 대한 연구: 60년대 후반에서 80년대 초반까지)

  • This article deals with the relation of korean animation and film policy from the late 1960s to early 1980s. The korean film policy was based on ideology of modernization. Animation industry was under the this policy. The result of effect of this film policy on animation was following. Firstly, there was the boom up of making of animation. Secondly was increasing of subcontract. The encouragement of exportation of government drove many companies to this trend. Lastly, many animations conspired to exercise the ideology of regime. Example was anti-communist animation. In that period the historical specificity of Korean animation had been built in these process.

Comparison of the Characteristics of Air Trade Import and Export between Countries with FTA and Non-FTA Countries (FTA 체결국과 비체결국의 항공무역 수출입 특성 비교)

  • In this study, based on actual data for the past 20 years, the factors affecting aviation trade were identified by classifying the countries that concluded FTAs with Korea and those that did not, through panel analysis. The amount was analyzed by dividing it into exports and imports, and differences between countries with FTAs and non-FTAs were also derived. As a result of the analysis, both exports and imports showed a positive(+) direction for the counterpart country's GDP per capita and Korea's GDP, and a negative(-) direction for the counterpart country's GDP and Korea's per capita GDP in the case of a country that signed an FTA. On the other hand, in the case of non-FTA countries, the GDP of both countries showed a positive(+) direction and per capita GDP showed a negative(-) direction. International oil prices did not show any significant results. As such, the results of the analysis of exports and imports are similar, but the difference is that the GDP variable acts in different directions between countries with and without FTAs.

  • A series of coffee middlemen has come to be regarded as an exploitative force in the lives of small and poor coffee farmers, which is called 'coyote', controlling production, paying unfair prices for labor and goods, and participating in fraudulent practices to maximize their own profits. However, the reality of gains captured by coffee middlemen in the value chain might be exaggerated and even unfair. Therefore, the main aim of this paper is to reconsider the implication of coffee middlemen for the development of coffee value chain in Vietnam. It also attempts to identify their characteristics by investigating relations among coffee farmers, middlemen and processing/exporting firms. In terms of middlemen's margin in the coffee sub-sector, their margin is quite small when compared to other actors higher in the value chain. Rather, coffee middlemen in Vietnam have played a critical role as an intermediary of change in local economies. More specifically, coffee middlemen in Dak Lak has played a significant role as a market facilitator by stimulating the access of farmers to markets by providing buyers for farmers thanks to changes in institutional environment. Also, they have played a critical role as an agent of sustainable coffee production by encouraging sustainable coffee production in accordance with the demand of processing and exporting firms.

  • This paper argues that the establishment of the Kaohsiung Export Processing Zone (KEPZ), the first EPZ in East Asia, is a compromise of cold-war geopolitical economy in the 1960s. The KEPZ is part of the liberalization policy advise of the US Aid agency which intended to push the KMT (Kuomintang) government to downsize the nationalized sectors and foster private enterprises and encourage foreign investments. However, the KMT state hesitated to embrace the advice wholeheartedly but was forced to implement selectively the policies. To meet the compromise between liberalization and control, the KMT government takes advantage of the KEPZ to grab the geoeconomic opportunities emerging from the new international division of labor in the 1960s without losing the geopolitical support from the US. The idea that zoning as a space of compromise would provide a subtle re-examination of the rise of the KEPZ which is conventionally explained by the functionalist arguments such as increase of employment opportunities, foreign investments and export by the far-sighted developmental state.

The relationship between technological innovation activities and firm size in the service industry: Schumpeterian Hypothesis (서비스기업의 기업규모와 기술혁신활동간의 상관관계에 대한 슘페터가설 연구: 업종이질성 중심으로)

  • In spite of the increasing importance of service sector, most previous studies on schumpeterian hypotheses originated from manufacturing firms that have the needs to invest heavily in research and development (R&D). Conversely, we investigated the relationship between technological innovation activity and size of firms using panel data. Results of the analysis, the following results were obtained. First, the details depending on the industry sector was divided into active and vigorous industry technology innovation activities did not. Second, the relationship between firm size and technological innovation activity may not be, depending on the industry, some of the U-shaped model, may be. Third, showed fewer intangible assets, more debt, larger exports which further promote the technological innovation activities in industry. Finally, the relationship is responsive depend on the firm size variable.

A Study on Strategic Approach to Expand Korean e-Government Export (한국 전자정부 해외진출 확대를 위한 전략적 접근방향에 관한 연구)

  • The purpose of this study is to suggest strategic approach to expand Korean e-government export. Korean e-government was evaluated as a top level by UN electronic government survey 2014. However its export is very limited. This study reviews the literature related to e-government, and analyze existing Korean e-government export. The results of this analysis are as follows: lack of a law related e-government export, decentralized organizations, insufficient export process, lack of e-government solution for sale, limited funds, deficiency of cooperation between large and small enterprises. This study suggests a strategic approach such as to clarify the purpose of e-government export, to decide government or civilian-oriented export, to establish driving strategy, to improve and develop e-government export related areas. There are many ways for improvement and development of e-government export as follows: to enact a basic law or to revise the e-government law, to integrate functions of separated organizations and establish control tower, to improve export process, to build information sharing system, to develop standardized solution module, and to expand fund to support. The author expects that this paper will contribute to enhance Korean e-government export.

Testing the Valuation Effect of Foreign Exchange Risk Insurance in Korea (환헤지가 기업가치를 높이는가? : 환변동보험의 기업가치 효과)

  • We investigate whether FX hedging materially increases firm value by testing the valuation effect of Foreign Exchange Risk Insurance in Korea, using our sample of 84 listed firms with 617 observations between 2000 and 2008, Employing Tobin's Q as a proxy of firm value and foreign exchange risk insurance as a proxy of hedging instrument, we find a positive relation between firm value and the use of foreign exchange risk insurance. The hedging premium is statistically significant and is on average 7.4% of sample firm value. We also find our empirical results consistent with the preceding evidence that firm uses the hedging instrument in order to alleviate economic frictions and then hedging causes an increase in firm value.

The Characteristics of Commercial Fisheries of the Oregon, USA (미국 오레곤주의 수산업 특성)

  • 본 연구는 미국 오레곤주의 수산업 특성을 개괄적으로 살펴본 것이다. 먼저, 오레곤의 상업적 수산업을 역사적으로 살펴보면 2가지 주요한 계기가 있음을 알 수 있다. 첫째는 자급자족 차원에서의 연어생산을 수출품으로 변화시킨 연어통조림 생산기술의 발전이고, 둘째는 현대식 트롤어업이 도입된 점이다. 오레곤에서 주로 사용되는 어구ㆍ어법은 트롤, 채낚기, 연승, 통발, 형망 등이며, 생산어종은 연어, 게, 새우, 참치, 대구 등이다. 1995년 오레곤은 약 2억 4천 파운드의 수산물을 생산하여 미국 연안주중에서 6위를 차지하고 있고, 생산금액에서는 12위를 기록하였다. 한편, 양식업은 아직 성행하지 않아 그 생산품종 및 생산량은 미미한 실정이다. 그 주된 이유 중의 하나는 양식시설을 하기 위해서는 여러 관계기관의 허가를 필요로 하는 등 행정상의 절차가 복잡하기 때문이다. 오레곤의 수산자원관리는 우리나라에 비해 암계의 어획금지, 통발 등 정치어구ㆍ어법에 대한 인망일수의 제한, 조개류의 판매가능시간의 제한 등 몇가지 특징을 들 수 있다. 오레곤의 수산업관리제도(연안으로부터 3마일 이내)를 살펴보면, 아직 TAG제도를 도입하지 않고 있으며 생산요소역입제한방식이 채택되고 있다. 즉, 상업적으로 허용된 어종을 어획하려는 어업자는 등록절차를 필히 거쳐야 어업행위를 할 수 있으며, 등록수를 제한할 필요가 있는 특정한 어업(연어, 새우, 가리비 등)에 대해서는 행정관청으로부터 허가를 얻고 어업행위를 해야 한다. 즉, 허가어업은 등록어업보다 더욱 제한적인 어업행위를 말하며, 허가권에 대해서는 자유로운 매매양도가 허용되어 있다. 수산물의 마케팅시스템에 대해서는 우리나라에 지배적인 형태인 경매제도가 도입되어 있지 않다. 즉, 모든 수산물은 개인적인 거래계약에 의해서 유통된다. 다만 마케팅경로에 참여하고 있는 모든 구성원은 일정한 등록절차를 마쳐야 하며, 주내에서 거래되는 수산물의 일관된 통제나 관리를 위해 관계기관에 거래량을 필히 신고해야 한다. 우리나라의 중도매인은 주로 생산지의 수협(또는 내륙지 도매법인)과 도매상의 사이에 존재하나 오레곤의 중도매인은 마케팅경로 어디에든 존재하고 있다.

A Study on the Development of a Tool to Support Classification of Strategic Items Using Deep Learning (딥러닝을 활용한 전략물자 판정 지원도구 개발에 대한 연구)

  • As the implementation of export controls is spreading, the importance of classifying strategic items is increasing, but Korean export companies that are new to export controls are not able to understand the concept of strategic items, and it is difficult to classifying strategic items due to various criteria for controlling strategic items. In this paper, we propose a method that can easily approach the process of classification by lowering the barrier to entry for users who are new to export controls or users who are using classification of strategic items. If the user can confirm the decision result by providing a manual or a catalog for the procedure of classifying strategic items, it will be more convenient and easy to approach the method and procedure for classfying strategic items. In order to achieve the purpose of this study, it utilizes deep learning, which are being studied in image recognition and classification, and OCR(optical character reader) technology. And through the research and development of the support tool, we provide information that is helpful for the classification of strategic items to our companies.

The Judgment Criteria and Origin Verification Cases on "Exceptional Circumstances" in Application of FTA Preferential Tariffs (FTA 특혜관세 적용에 있어 "예외적인 경우"에 대한 판단기준과 검증사례 연구)

  • The force majeure in the international sale of goods has been widely used regarding liability and settlement of disputes in the event of breach of contract due to circumstances beyond the control of the parties. The purpose of this study is to examine the judgment criteria and cases concerning on force majeure in the application of FTA preferential tariffs. In order to achieve this purpose, this paper uses a literature review and case analysis on exceptional circumstances under the Korea·ASEAN FTA and the Korea·EU FTA. This study, this paper provides several implications for companies seeking preferential tariffs regarding the Korea·ASEAN FTA and the Korea·EU FTA. Korean companies are subject to the following: confirm the denial article of FTA preferential tariffs stipulated in the Korea·ASEAN FTA and the Korea·EU FTA, consider the judgment criteria on exceptional circumstances of customs authorities, confirm the extension criteria on the validity period of certificate of origin, confirm the reply criteria of verification result of the customs authorities of the exporting country, and confirm the violation of the principle of good faith for unrequested action on reply of verification result of customs authorities.
