This study aims to seek effective measures centering on developing countries that can export Korea's e-Government ranked the first place two times in a row (2010 and 2012) in the United Nations' e-Government Survey. Up to the present, individual ministries or agencies have made efforts to export systems or services related to e-Government, but it is judged that comprehensive and systematic approaches have not been sufficient. This study, therefore, has been intended to find realistic mid- and long-term strategies and supporting methods that can promote Korean-type e-Government exports by analyzing problems identified in the strategies implemented by the current ministries or agencies for assisting enterprises engaged in e-Government exports. In addition, this study as an empirical one has been intended to diagnose improvement points by analyzing e-Government exporting strategies executed by existing government ministries and agencies, suggest methods for filling in gaps between as-is and to-be models, and seek timely and effective measures in the future.

This study reviews the origin verification system of China via literature research and analyzes cases of Korean exports origin disapproved of Chinese customs clearance, to provide origin verification strategy recommendations for Korean companies exporting to China under Korea-China FTA. We reviewed the provisions of Chinese rules of origin and analyzed origin disapproved cases gathered from various presentations. The main results of the study have the following implications; First, the customs authority needs to establish a consultation channel with the customs authority of China, and origin certification issuing agencies should provide exporters with consulting services in the certificate issuing stage to reduce verification risk. Second, exporters need to pay attention to the formal requirements of the proof of origin, utilize the advance rulings program of differences in classification of items between Korea and China, and monitor regulatory change in China.

원전 관련 기관은 물론, 학계, 산업계, 노동계, 여성계, 언론계, 청년 학생 대표 등 각계각층 인사들이 자발적으로 참여하여 구성된 '원전수출 국민행동'(이하 '원국행')은 3월 20일 한국프레스센터 19층 기자회견장에서 '원전수출 국민행동 출범 기자회견'을 갖고 본격적인 원전 수출 국민 운동에 나섰다. 원국행은 기자회견에서 자타가 공인하는 세계 최고의 수준에 도달한 한국 원자력발전의 기술을 세계에 수출하는 것이야말로 경제적 위기를 극복할 가장 확실한 대안임을 강조하고, 우리 국민 모두가 정부와 힘을 합쳐 합심하여 원전 수출을 지원한다면, 연간 150조 원 규모의 에너지 수출에 원전이 중심적 역할을 할 수 있음을 호소했다. 원전수출 국민행동은 4월 21일 오후 2시 서울 광화문광장에서 범국민적 조직의 출발을 기념하는 '원전수출 국민통합대회'를 개최할 예정이다. 다음은 기자회견문 전문이다.

We have more risks in international trade market than in the domestic business market because economic activities are going on with business transactions in different countries. K-sure's Refund Guarantee System is the most important system for Korean Small and Middle Shipbuilding Industries' business, but Korean exporters of Shipbuilding Industries are more interested in export financing through K-sure rather than its financial supporting services. The export insurance becomes more important service for international trade business and it its count as the only one indirect way of supporting export business because export insurance is accepted internationally under the WTO system. Also, it is the only measure that can cover emergency risk, credit risk, exchange risk which cannot be covered by private insurance. As the major risk manager for Korean exporters, the K-sure needs to provide an integrated risk management service for customers. Korean exporters can take more challenges in ever competitive international trade market and we can witness promotion of export in the future which is essential to Korea's economic growth.

T-50 exportation to Indonesia embodied an objective of governmental policy and became a catalyst accelerating the exportation of domestic defense industries. Defense industry exportation is recognized as a new growth engine creating economic interests and it became an important policy of the government. This study will suggest an effective direction for the support policy of the defense industry exportation through analysis on factors behind the success of the T-50 exportation to indonesia in the view of policy network. Policy network theory has its efficacy and workability in analyzing what kind of results are yielded from each policy actor's attributes and their interaction during the execution and establishment of the support policy for the defense exportation. The type of policy network of the T-50 exportation to Indonesia was a policy community. Many governmental ministries, defense industry which is the group of interest, and experts from the research institutes have established the Korea Defense Trade Support Center(KODITS) for accomplishing common policy goal with mutually shared sentiment, and sought for a strategy for the success of the defense industry exportation having official and unofficial meeting centering around the KODITS. Although there were oppositions and conflicts among major actors, though forming a cooperative relationship among majority of the actors, policy-wise decision making for the exportation of the T-50 to Indonesia was efficiently carried out. The cooperative relationship was the key in the success of the T-50 exportation. Considering that the policy community from cooperative mutual interaction is efficient in reaching the goal of the defense industry exportation support policy, this study suggests operating government-wise temporary Task Force(TF) to succeed in big exportation projects such as the T-X exportation to the U.S. In addition, institutional and procedural supplementation such as regular meetings among the head of related governmental ministries and etc. are required in order to enhance the mutually cooperative relationship withing the TF.

(주)이오시스템이 지난 9월 20일 국방기술품질원 강당에서 진행된 '2012년 1차 DQ마크(Defense Quality) 인증서 수여식'에서 단안경 야간투시경에 대한 품질보증 DQ마크를 획득했다. DQ마크 인증은 방위사업청이 국내 납품 실적에도 불구하고 수출 실적의 부족으로 마케팅에 어려움을 겪고 있는 방산업체를 지원하기 위해 수출 잠재력이 우수한 방산 제품에 DQ마크를 부여해 기술력 및 품질을 정부가 인증하는 제도다. 지난 2012년 1월 2일 'DQ마크 인증제도 운영규정'의 제정에 따라 정식 운영이 시작됐으며, 국방기술품질원이 방위사업청으로부터 국제적인 기준(ISO/IEC 17042)에 따라 DQ마크 인증기관으로 공식 지정받은 바 있다.
