The study is analyzed that policy support impact on youth entrepreneurship and to purpose enhancing the effectiveness of the policy support, would like to empirical study on support performance by start-up support program through education level of the founder, performance of the establishment enterprises and an empirical study of start-up support. This study reported that start-up support should be different from impact of performance of support by young founder to participate in the success of entrepreneurship incubator package or preliminary young founders and is focused on study of policy support. Examines the literature of associated young founder's characteristics and entrepreneurship support policies at domestic and foreign, and the government's support policies in order to achieve the purpose of this study, survey research as the basis of the model was set. This study surveyed to university student which were trained nationwide entrepreneurship program in order to validate the research model. The survey targeted engineering students who is practical technology foundation possible during from June 1, 2012 to June. 15, 2012, the way of data collection was directly surveryed to engineering students who participated in the entrepreneurship program. and an empirical analysis were collected each 157 call.

The seventh year of implementing online material deposit demands a systematic collection, legal and regulatory improvements, and the establishment of a long-term strategic plan for online material collection. In this study, we aimed to propose an online material collection strategy and a long-term roadmap for preserving online resources as national intellectual and cultural heritage for future generations. To achieve this, we analyzed the status of domestic and foreign libraries, related laws and regulations, and the types and collection status of online materials. Based on this analysis, we proposed practical collection standards and methods. Ultimately, a long-term roadmap and implementation plan were suggested. The long-term development plan for online material collection established a phased, concrete implementation strategy. This includes the foundation-building phase of online material collection, followed by the expansion phase, and finally reaching the maturity phase.

The purpose of this study was to examine major journals of early childhood education and childcare in an effort to determine research trends in early childhood education and childcare policies between 1995 and 2011. One hundred twenty-six papers included in journals that registered with Korea Research Foundation were analyzed to keep track of research trends in early childhood education and childcare policies. A research trend in another area that early childhood education and childcare policies were linked to each other in a broad sense was explored as well. Specifically, the year of the papers, their research themes, purposes, data gathering methods, form of research, number of researchers and financial assistance were analyzed. As a result, it was found that a lot of papers were presented in and after the mid-2000s, and that the most dynamic research efforts were channeled into childcare policies. As for research theme, a wide variety of themes were covered every year. The most dominant type of research was literature review, and the most common purpose of the studies was to examine the state of national policies. Literature analysis was the most prevailing data collection methods, and the most dominant form of research was case studies. In terms of the number of researchers and financial aid, the largest number of the papers was conducted by individuals and without any financial assistance.

본 논설은 1960년대 초 이래로 강력히 시행되었던 만국의 출산억제 정책이 여성들의 삶과 새로운 가족규범 및 사회 전반에 미친 영향력에 관하여 Global Standard의 출산복지라는 잣대에 준거하여 검토해 보고자 한다. 이러한 목적을 위하여 연구 방법론으로는 문헌조사 및 인터뷰를 사용한다. 문헌조사를 통하여 한국 정부 및 국내외관련기관들에 남겨진 기록들을 검토하고 인터뷰를 통하여 산아제한운동에 직접 관여하였거나 깊은 관심을 갖었던 주요 인사들의 증언을 수집한다. 구체적으로 1961년부터 1992년까지 시행된 한국의 출산율 감소정책에 대한 사례연구를 Global Standard의 출산복지에 비추어 검토한다. 한국의 인구통제정책의 근원을 밝혀내고 만국의 출산율 감소정책이 공식화되고 시행되는데 관련되었던 국내외의 세력들을 탐색해 본다. 특히 주요 정치인들과 정책 결정자들이 여성의 자율적 출산권(出産權)을 통제하게 된 동기, 철학 그리고 배후의 이익 등을 규명하기 위하여 본 연구는 정책의 여러 측면들을 탐구한다.

본 연구에서는 국내ㆍ외의 도로교통부문 연구동향을 살펴보고, 현재 미국, 영국, 일본 등의 선진국에서 추진중인 도로교통분야 연구과제들을 수집하여 분석함으로써 우리나라의 향후 도로정책 수립에 기여할 수 있는 도로교통분야 연구방향을 제시하였다. 우리나라와 선진국의 도로교통 연구분야를 크게 10가지로 제시하였으며, 국내의 도로교통분야 연구 중 미약한 분야와 초기단계분야 및 중간단계분야를 정성적으로 제시하였다. 이 중, 지속 가능한 도로교통체계의 확립분야, 인간중심의 도로교통체계분야, 연계교통체계 및 복합운송체계 분야, 육상(도로) 물류분야에 과감한 연구개발 및 투자가 필요한 것으로 나타났으며, 무엇보다도 도로교통분야 연구전반에 지속적이고 과감한 투자가 필요한 것으로 나타났다. 또한, 양(Quantify)-공급(Supply)-중심의 도로교통정책에서 질(Quality)-성과(Performance)- 중심의 도로교통정책이 수립되어야 하며, 향후 도로교통정책의 결정시 관련 분야 연구와의 연동화를 통한 도로교통정책-연구의 연동시스템이 정착되어야 한다.

The purpose of this study is to propose established factors and a model of collection development policies for the libraries of theological universities in Korea. To achieve purpose of the study, we analyzed of elements and details of collection development policies at libraries of theological universities in overseas. The study then conducted a survey to understand the current status of collection development policies at libraries of theological universities in Korea. Based on the above results, reflecting both the external and the internal factors, the investigator presented a model of collection development policies by identifying seven elements that should be included when developing the policy: prefaces, collection selection, collection gathering, budget, collection maintenance, mutual cooperation and intellectual freedom, and revision of collection development policies.

최근 4차 산업혁명 시대 도래에 따른 빅데이터가 이슈화 되고 정부의 공공 데이터 개방? 공유 정책 등으로 정부의 R&D 정보화 서비스도 다양화되고 있다. 특히 해양수산 R&D사업은 해양이라는 공간적 제약으로 선박 및 특수 장비 등을 사용함에 따라 연구비 단가가 상대적으로 높은 실정임에도 해양수산 연구 자료 및 관측자료가 통합적으로 관리되지 않고, 사업별 기관별로 산발적으로 관리되고 있어, 이에 따라 연구 DB 통합관리의 수요가 제기 되고 있다. 이에 해양수산 R&D사업에서는 사업별 통합 DB 구축사업이 진행되고 있고, '관할해역해양정보 공동활용시스템(JOISS)'이 대표적이라 할 수 있다. JOISS는 2012년부터 시작된 '관할해역 해양정보 공동활용체계 구축'과제를 통해 자료 표준화 연구와 함께 해양과학조사 분야의 R&D과제들과 실시간 해양관측망으로부터 산출되는 데이터를 수집하고, 정보서비스를 구현한 시스템이다. 2016년 1차 시스템 구축을 완료하여 현재 서비스를 진행하고 있다. 한편, 해양관측 데이터 수집 공유 서비스 외 해양수산 R&D사업과 연계된 다양한 정보들을 나누고 소통하는 온라인 장을 구현하기 위해 '해양수산 R&D 지식정보 시스템(OFRIS)' 개발사업이 별도로 진행되고 있다. OFRIS는 해양수산 R&D사업을 통한 데이터의 원할한 수집 및 품질관리 등의 문제를 보완하고, 그 외에도 사업별로 분산 관리되고 있는 R&D 관련 정보를 연계하고, 기술공급자와 수요자를 직접 연결해 주는 '개방형 기술 정보 중개 시스템'으로의 역할, 국내외 해양수산 R&D관련 정책 연구 산업 동향을 엄선하여 제공하는 등 해양수산 R&D 종합 포털로서 기능구현을 목표하고 있다. 2017년 말 1단계 개발 완료를 앞두고 있으며, 1단계에서는 시급성 높고, 수요가 많은 (1) R&D동향, (2) 과제이력, (3) 연구성과, (4) 기술거래, (5) DB공유 등 5대 기능을 우선 구현하고, 2단계에서는 통계자료 생산 및 분석 기능 강화, 3단계에서는 해양수산 산업통계, 인력, 교육 등의 정보를 서비스하는 포털로 확장할 계획이다. JOISS, OFRIS를 개발하는 과정에서는 해양수산 R&D의 정보를 수집 관리 하는데 있어 다양한 현안 문제 등이 도출되었으며, 그 중에서도 연구자들의 자발적 데이터 제공 협조, 데이터의 표준화 및 품질검증, 구축된 데이터의 활용 및 피드백 등에 대해 구체적이고 현실적인 대응 방안이 요구된다.

With the advent of the data economy, interest in using big data has increased, but conflicts with protecting personal information have been also steadily raised. In this regard, major countries are accelerating use of big data by exempting de-identified, pseudonymous personal information from protection. However, these policies have been made without the understanding that the economic value of personal information has been actually changing slowly. This paper presents the concept of 'collected information' and defines it as having public interest and therefore, not the exclusive property of the collector of such information. The paper shows the collected information has public interest in terms of personal information protection, connectivity, and universal service and public goods. It also specifies that the 'data governance' cannot be applied to the current data utilization framework that depends upon the holder's consent; rather, it raises the need to improve the practices of information provision consent or provide the beneficiary right of information use to the information holder in order to ensure the proper 'data governance' that will turn market failure into success.

세계는 군사패권주의에서 과학기술에 의한 기술패권주의로 국제질서의 개편이 이루어지고 있으며, 이로 인하여 선진국간 기술블럭화 등 기술이기주의가 심화되고 있다. 일찌기 과학기술 선진국들은 연구개발활동의 성패를 좌우하는 핵심요소인 기술정보의 중요성을 인식하고 1950년대 이래로 국가적 차원에서 정보의 수집, 분석, 가공, 유통체제를 구축해 오고 있다. 이에 비해 우리는 1980 년대 중반 이후 국가적 차원의 기술정보관련 활동을 추진해 오고 있으나 아직도 보유 정보량의 절대부족, 정보활동 및 지원 미흡, 과학기술전담 정보자료센터의 부재, 공동활용에 대한 인식 부족 등이 문제점으로 남아 있다. 이러한 문제점에도 불구하고 2000년대 과학기술선진국으로 진입하기 위하여 우리는 단 기간내에 선진국과 대등한 과학기술정보 보유국으로 발전할 수 있는 체제의 정비는 물론, DB구축 및 유통체제의 확립을 통한 연구개발의 생산성 제고 등 전체적인 과학기술혁신의 기반을 조성하는 것이 필요하다. 이를 위하여 국내외 정보수집체계확립, 심도 있는 정보의 조사분석, 양질의 DB구축, 정보유통 및 서비스체제를 이룩하여야 하며, 정부의 정책적 지원과 함께 과학기술관련 출연 연구소가 종합적인 정보기능을 충실히 수행하여야 할 것이다.
