This study aims to examine the causes of the rapid expansion of riparian vegetation in river channels in recent years. Accordingly, the changes in the monthly rainfall were analyzed at 19 locations over the period of 1984 to 2018. Moreover, the changes in the water levels of the target river sections of Seom River, Cheongmi River, and Naeseong River were analyzed. The results showed that rainfall increased by 30% in April and decreased by up to 49% in the May-September period since 2012. Between 2012 and 2018, when rainfall decreased, the inundation time of the floodplains of the target rivers decreased considerably. The floodplains of Seom River and Cheongmi River were not inundated since 2012 and 2013, respectively. In the case of Naeseong River, the inundation time of the low-water channel drastically decreased since 2013, and there was no inundation in 2015. Consequently, riparian vegetation settled rapidly on the floodplain without any disturbance and continued to expand. The settling and expansion of riparian vegetation reduce the flood capacity of the river channel and can also lead to the loss of the water ecosystem due to terrestrialization.

Drought occurs extensively over a long period and causes great socio-economic damage. Since drought risk consists of social, environmental, physical, and economic factors along with meteorological and hydrological factors, it is important to quantitatively identify their impacts on drought risk. This study investigated the relationship among drought hazard, vulnerability, response capacity, and risk in Chungcheongbuk-do using a structural equation model and evaluated their impacts on drought risk using Bayesian networks. We also performed sensitivity analysis to investigate how the factors change drought risk. Overall results showed that Chungju-si had the highest risk of drought. The risk was calculated as the largest even when the hazard and response capacity were changed. However, when the vulnerability was changed, Eumseong-gun had the greatest risk. The sensitivity analysis showed that Jeungpyeong-gun had the highest sensitivity, and Jecheon-si, Eumseong-gun, and Okcheon-gun had highest individual sensitivities with hazard, vulnerability, and response capacity, respectively. This study concluded that it is possible to identify impact factors on drought risk using regional characteristics, and to prepare appropriate drought countermeasures considering regional drought risk.
Changes of geomorphology in alluvial river and vegetation recruitment on its floodplain downstream from dams are investigated both qualitatively and quantitatively focusing on the downstream of Andong dam and Imha dam on the Nakdong River. Results of the analyses of river morphology and bed material in the study site show a general trend of riverbed degradation with a max scour of 3 m and bed material coarsening from pre-dam value of 1.5 mm in D50 to post-dam value of 2.5 mm. Decrease in bed shear stress due to the decrease in flood discharge have caused vegetation recruitment on the once-naked sandbars. As result, the ratio of area of vegetated bars over total area of bars has drastically changed from only 7% in 1971 before the Andong dam (constructed in 1976) to 25% after it, and increased to 43% only three year after the Imha dam (constructed in 1992) and eventually to 74% by 2005. Analysis of the vegetation succession at Wicjeol subreach, one of the three subreaches selected in this study for detailed investigation, has clearly shown a succession of vegetation on once-naked sand bars to a pioneering stage, reed and grass stage, willow shrub and eventually to willow tree stages. At the second subreach selected, two large point bars in front of Hahoe Village seem to have maintained their sand surfaces without a signifiant vegetation recruitment until 2005. The sand bars, however, seem to have been invaded by vegetation recently, which warns river managers to have a countermeasure to protect the sand bars from vegetation invasion in order to conserve them for the historical village of Hahoe. On the other hand, recruitment and establishment of vegetation on the sand bars by artificial disturbance of the river, such as damming, can create an unique habitat of backmarsh in the sandy river, as shown in the case of Gudam Wetland, and may increase the biodiversity as compared with relatively monotonous sand bars. Last, the premise in this study that decrease in flood discharge due to upstream dams and decrease in bed shear stress can induce vegetation recruitment on the naked sand bars in the river has been verified with the analyses of the distribution of dimensionless bed shear stress along the selected cross section in each subreach.

자연재난은 발생원인에 따라 바람, 강우, 적설, 파고등으로 구분할 수 있다. 이러한 재난원인은 자연현상의 일부로 발생하였으나, 경제가 발전함에 따라 과거에 비해 재해에 안전한 사회를 요구하게 되어 재해저감을 위한 투자와 방재정책 개발의 필요성이 증대되고 있다. 기존에는 자연재난을 저감시키기 위하여 연최대치 강우를 통계 분석하고 강우-유출관계를 이용하여 장래에 발생할 홍수량을 예측하여 자연재난을 저감할 수 있도록 설계하는 것이 일반적인 재난저감계획 수립으로 간주되었다. 그러나, 재해예방을 위해서는 과거에 발생한 재난의 지역적 특성을 분석하여 재난발생 위험과 피해규모를 파악함으로써 재난계획 수립의 기초자료로 활용할 필요성이 있다. 이러한 자연재난에 대한 대책수립은 국가차원에서 필요하며 이를 위해서는 지역별 안전도 평가의 필요성이 증가하게 된다. 그러나 이러한 연구를 수행하기 위해서는 방대한 자료를 바탕으로 풍수해 발생특성을 분석하는 연구와 지자체 또는 지역별 재난피해저감 능력을 수치적으로 나타낼 필요성이 있다. 따라서, 공학적인 면뿐만 아니라 행정적인 면을 동시에 고려하는 학제간 연구가 필요하다. 본 연구에서는 우리나라에서 주로 발생하는 풍수해에 의한 자연재난 특성을 파악하고 재난발생 확률을 고려한 재난피해규모와 재난피해 저감능력을 비교하여 전국 234개 지자체별 지역 및 시설물별 안전도를 평가하고자 한다. 과거 10년간 재해연보에 수록된 지자체별 피해현황을 지자체별 특성을 고려하여 분석, 지자체별 연평균 피해규모를 소방방재청의 지역별 안전도 지침서에 의거, 10등급으로 분석하였다. 또한, 지자체별로 투자우선순위 및 방재예산편성의 효율성 극대화를 위해 지자체별 시설물별 피해현황을 분석하는 기법을 개발하여 지자체별 시설물별 안전도 진단지표를 설정하였다. 분석된 결과는 지자체별 시설물별 재해저감을 위한 풍수해저감 종합계획 재난보험제도 도입등의 기초자료로 적용될 수 있다.로 나타났다. 이는 두 흐름에 의해 와(vortex)가 크게 형성되어 하상의 세굴에 영향을 미치기 때문으로 판단되었다.보다 본질부가 차지하는 면적이 월등히 적고 제1차 및 제2차섬유가 차지하는 면적이 많았다. 따라서 고섬유함량인 대마의 품종개량에 있어서는 가능한 한 본질부가 차지하는 면적은 축소시키고 제1차 및 제2차섬유가 차지하는 면적은 증대시켜야 할 것으로 본다.우리 나라 수도의 작기는 앞으로 당기는 것이 좋다고 고찰된다. 6. 우리 나라의 현행 수도작기로 본 기온 및 일조조건은 수도의 분얼전기에 대해서는 호조건하에 놓여 있으나, 분얼후기인 7월 중ㆍ하순 경의 일조부족과 고온다습조건은 병해, 특히 도열병의 유발원인이 되고 있다. 7. 우리 나라의 현행수도작기로 본 전국각지의 수도의 출수기는 모두 일조시간이 적은 부적당한 시기에 처해 있다. 8. 출수후 40일간의 평균기온에 의한 적산온도 88$0^{\circ}C$의 출현기일은 수원에서 8월 23일이었고, 년간편차를 고려한 안전출수기일은 8월 19일로서 적산온도면에서는 관행 출수기일은 약간 늦다고 보았다. 9. 등열기의 평균기온에 의한 적산온도는 현행 수도작기로서는 최종한계시기에 놓여 있으며, 평균기온의 년간편차와 우리 나라의 최저기온이 낮은 점을 고려할 때, 현행출수기는 다소 늦은 것으로 보았다. 10. 생육단계별의 수도체내의 질소함량은 영양생장기의 질소함량이 과다하였으며, 출수 이후에 영양조락을 여하히 방지하느냐가 문제된다고 보았다. 11. 수리불안전답 및 천수답이 차지하는 전답면적의 비율은 차차 감소되고 있는데, 이와 전체 10a당 수량의 증가율과의 상관계수를 산출하였는데, 수리불안전답과의 상관계수 (4)는 +0.525였으며, 천수답과는 r=+0.832, 그리고 수리불안전답과 천수답을 합계한 것과의 상관계수 (r)는 +0.841로서 후2자와는 고도의 정(+) 상관을 보여 천수답이 차지하는 면적비율이 작

An extreme climate monitoring is essential to the reduction of socioeconomic damages from extreme events. The objective of this study was to produce the near-realtime weekly root-zone Soil Moisture Index (SMI) on the basis of soil moisture using the Noah 3.3 Land Surface Model (LSM) for potentially monitoring extreme drought events. The Yangtze basin was selected to evaluate the Noah LSM performance for the East Asia region (15-60°N, 70-150°E) and the evapotranspiration (ET) and sensible heat flux (SH) were compared with ET and SH from FluxNet and with ET from FluxCom, Global Land Evaporation Amsterdam Model (GLEAM), ERA-5, and Generalized Complementary Relationship (GCR). For the ET, the coefficients of determination (R2) were higher than 0.96, while the R2 value for the SH was 0.71 with slightly lower than those. A time series of the weekly root-zone SMI revealed that the regions with Extreme drought had been expanded from the northern part of East China to the entire East China between July to October 2019. The trend analysis of the number of extreme drought events showed that extreme drought events in spring had reduced in South Korea over the past 20 years, while those in fall had a tendency to increase. It is concluded that this study can be useful to reduce the socioeconomic damages resulted from climate extremes by comprehensively characterizing extreme drought events.

Debris flow disasters primarily occur in mountainous terrains far from cities. As such, they have been underestimated to cause relatively less damage compared with other natural disasters. However, owing to urbanization, several residential areas and major facilities have been built in mountainous regions, and the frequency of debris flow disasters is steadily increasing owing to the increase in rainfall with environmental and climate changes. Thus, the risk of debris flow is on the rise. However, only a few studies have explored the characteristics of flooding and reduction measures for debris flow in areas designated as steep slopes. In this regard, it is necessary to conduct research on securing independent disaster prevention technology, suitable for the environment in South Korea and reflective of the topographical characteristics thereof, and update and improve disaster prevention information. Accordingly, this study aimed to calculate the amount of debris flow, depending on disaster prevention performance targets for regions designated as steep slopes in South Korea, and develop an independent model to not only evaluate the impact of debris flow but also identify debris barriers that are optimal for mitigating damage. To validate the reliability of the two-dimensional debris flow model developed for the evaluation of debris barriers, the model's performance was compared with that of the hydraulic model. Furthermore, a 2-D debris model was constructed in consideration of the regional characteristics around the steep slopes to analyze the flow characteristics of the debris that directly reaches the damaged area. The flow characteristics of the debris delivered downstream were further analyzed, depending on the specifications (height) and installation locations of the debris barriers employed to reduce the damage. The experimental results showed that the reliability of the developed model is satisfactory; further, this study confirmed significant performance degradation of debris barriers in areas where the barriers were installed at a slope of 20° or more, which is the slope at which debris flows occur.
In Korea, snow damage has been happened in the region with no snowfalls in history. Also, casual damage was caused by heavy snow. Therefore, policy about the Natural Disaster Reduction Comprehensive Plan has been changed to include the mitigation measures of snow damage. However, since heavy snow damage was not frequent, studies on snowfall have not been conducted in different points. The characteristics of snow data commonly are not same to the rainfall data. For example, some parts of the southern coastal areas are snowless during the year, so there is often no values or zero values among the annual maximum daily snow accumulation. The characteristics of this type of data is similar to the censored data. Indeed, Busan observation sites have more than 36% of no data or zero data. Despite of the different characteristics, the frequency analysis for snow data has been implemented according to the procedures for rainfall data. The frequency analysis could be implemented in both way to include the zero data or exclude the zero data. The fitness of both results would not be high enough to represent the real data shape. Therefore, in this study, a methodology for selecting a probability density function was suggested considering the characteristics of snow data in Korea. A method to select probability density function using conditional joint probability distribution was proposed. As a result, fitness from the proposed method was higher than the conventional methods. This shows that the conventional methods (includes 0 or excludes 0) overestimated snow depth. The results of this study can affect the design standards of buildings and also contribute to the establishment of measures to reduce snow damage.

The purpose of this study is to suggest a structure plan for improving the utilization of inactive storage in the dam for overcoming the drought. Inactive storage in the dam is composed of the emergency storage and dead storage. The emergency storage can be used for the case of emergency such as drought. But, in general, the dead storage for sedimentation is not used even for the emergency. Therefore, this study considers the part of dead storage that the sedimentation is not progressed yet can be used during the severe drought period and is called "drought storage in a dam". The accurate Sediment Level(SL) analysis for the computation of the drought storage should be performed and so the present and future SL in the dam reservoir is estimated using SED-2D linked with RMA-2 model of SMS. After the consideration of additionally available storage capacity based on the estimated SL, the drought storage is finally determined. Present data based on historical data, future predicted future climate factors by Representative Concentrarion Pathways(RCP) 8.5 scenario. Then, using the TANK model, dam inflows were determined, and future period such as SL and drought storage were suggested. As the results, we have found that the available drought storage will be reduced in the future when we compare the present drought storage with the future one. This is due to a increase variability of climate change. Therefore, we should take the necessary study for the increase of available drought storage in the future.

We examined the flow characteristics by direct runoff and base flow in a headwater stream during observed 59 rainfall events of flood season (June~September) from 2017 to 2020 yrs. Total precipitation ranged from 5.0 to 400.8 mm, total runoff ranged from 0.1 to 176.5 mm, and runoff ratio ranged from 0.1 to 242.9% during the rainfall events. From hydrograph separation, flow duration in base flow (139.3 days) was tended to be longer than direct runoff (78.3 days), while the contribution of direct runoff in total runoff (54.2%) was greater than base flow (45.8%). The total amount and peak flow of direct runoff and base flow had the highest correlation (p<0.05) with total precipitation and duration of rain among rainfall and soil moisture conditions. Dominant rainfall events for the total amount and peak flow of base flow were generated under 5.0~200.4 and 10.5~110.5 mm in total precipitation. However, when direct runoff occurred as dominant rainfall events, total amount and peak flow were increased by 267.4~400.8 and 169.0~400.8 mm in total precipitation. Therefore, the unique aspects of our study design permitted us to draw inferences about flow characteristic analysis with the contribution of base flow and/or direct runoff in the total runoff in a headwater stream. Furthermore, it will be useful for the long-term strategy of effective water management for integrated surface-groundwater in the forested headwater stream.
