Evaluation of flood frequency analysis technique using measured actual discharge data (실측유량 자료를 활용한 홍수량 빈도해석 기법 평가)

  • For water resource management, the design flood is calculated using the flood frequency analysis technique and the rainfall runoff model. The method by design flood frequency analysis calculates the stochastic design flood by directly analyzing the actual discharge data and is theoretically evaluated as the most accurate method. Actual discharge data frequency analysis of the measured flow was limited due to data limitations in the existing flood flow analysis. In this study, design flood frequency analysis was performed using the measured flow data stably secured through the water level-discharge relationship curve formula. For the frequency analysis of design flood, the parameters were calculated by applying the bayesian inference, and the uncertainty of flood volume by frequency was quantified. It was confirmed that the result of calculating the design flood was close to that calculated by the rainfall-runoff model by applying long-term rainfall data. It is judged that hydrological analysis can be done from various perspectives by using long-term actual flow data through hydrological survey.

Comparison of physics-based and data-driven models for streamflow simulation of the Mekong river (메콩강 유출모의를 위한 물리적 및 데이터 기반 모형의 비교·분석)

  • In recent, the hydrological regime of the Mekong river is changing drastically due to climate change and haphazard watershed development including dam construction. Information of hydrologic feature like streamflow of the Mekong river are required for water disaster prevention and sustainable water resources development in the river sharing countries. In this study, runoff simulations at the Kratie station of the lower Mekong river are performed using SWAT (Soil and Water Assessment Tool), a physics-based hydrologic model, and LSTM (Long Short-Term Memory), a data-driven deep learning algorithm. The SWAT model was set up based on globally-available database (topography: HydroSHED, landuse: GLCF-MODIS, soil: FAO-Soil map, rainfall: APHRODITE, etc) and then simulated daily discharge from 2003 to 2007. The LSTM was built using deep learning open-source library TensorFlow and the deep-layer neural networks of the LSTM were trained based merely on daily water level data of 10 upper stations of the Kratie during two periods: 2000~2002 and 2008~2014. Then, LSTM simulated daily discharge for 2003~2007 as in SWAT model. The simulation results show that Nash-Sutcliffe Efficiency (NSE) of each model were calculated at 0.9(SWAT) and 0.99(LSTM), respectively. In order to simply simulate hydrological time series of ungauged large watersheds, data-driven model like the LSTM method is more applicable than the physics-based hydrological model having complexity due to various database pressure because it is able to memorize the preceding time series sequences and reflect them to prediction.

Development and Assessment of Flow Nomograph for the Real-time Flood Forecasting in Cheonggye Stream (청계천 실시간 홍수예보를 위한 Flow Nomograph 개발 및 평가)

  • The objectives of this study are to develop the flow nomograph for real-time flood forecasting and to assess its applicability in restored Cheonggye stream. The Cheonggye stream basin has the high impermeability and short concentration time and complicated hydrological characteristics. Therefore, the flood prediction method using runoff model is ineffective due to the limit of forecast. Flow nomograph which is able to forecast flood only with rainfall information. To set the forecast criteria of flow nomograph at selected flood forecast points and calculated criterion flood water level for each point, and in order to reflect various flood events set up simulated rainfall scenario and calculated rainfall intensity and rainfall duration time for each condition of rainfall. Besides, using a rating curve, determined scope of flood discharge following criterion flood water level and using SWMM model calculated flood discharge for each forecasting point. Using rainfall information following rainfall scenario calculated above and flood discharge following criterion flood water level developed flow nomograph and evaluated it by applying it to real flood event. As a result of performing this study, the applicability of flow nomograph to the basin of Cheonggye stream appeared to be high. In the future, it is reckoned to have high applicability as a method of prediction of flood of urban stream basin like Cheonggye stream.

Runoff Characteristics Change of a Basin under Urbanization (도시화 진행에 따른 유역 유출특성 변화에 관한 연구)

  • It is well known that the drastic change of hydrological characteristics of an urbanized basin causes severe runoff, sediment yield, and peak flow. High vulnerability of urban flood disasters is caused by land-use change and development of a basin. A typical site suffering urbanization was selected and the experimental site has being operated last three years. Hydrological and hydraulic characteristics of the urbanizing basin were examined by observation of runoff, sediment loads and precipitation with T/M. The effects of land-use change were analyzed by examination of the hydrological characteristics, such as run-off ratio (runoff volume/rainfall volume), sediment yields. Runoff coefficient of rational equation was increased as basin was urbanized. Suspended sediment yields due to a urban development activities were raised almost 10 times compare to undisturbed condition for small runoff less than 1 cms. Meanwhile, no big change could be detected for bed loads.

An Analysis of Outflow Hydrograph Resulting from an Earth Dam-Break (Earth Dam의 파괴로 인한 유출수문곡선의 해석)

  • The mathematical analysis of the outflow hydrograph resulting from earth dam-break was studied. DBFW(Dam Break Flood Wave) model based on the breach mechanism and reservoir storage equation was developed and was applied to the Teton and Buffalo-Creek dam. The modeling results showed that the shape of outflow hydrograph, peak discharge and failure duration time had a good agreement with the data analyzed by NWS. The breach mechanisms which exert influence on the outflow hydrograph were consisted of geomorphological characteristics of the reservoir, breach mode, breach width and failure duration time. The earth dams in Korea were classified into four types by the reservoir geomorphology, and water surface elevation-failure duration time-peak discharge relationships were also presented. The methodological procedure made in this paper will provide a basic contribution to dam-break study in river system.

Estimation of Small Reservoir Storage Using Sentinel-1 Image (Sentinel-1 위성영상을 활용한 소규모 저수지 저수량 추정)

  • Purpose: In this study, a model was developed to estimate the storage in Cheonan reservoir using images taken by Sentinel-1 satellite. Method: A total of three reservoirs were studied. All three reservoirs are small reservoirs whose water level is being measured. The preprocessing of Sentinel-1 images was done using SNAP distributed by the European Space Agency(ESA), and the storage was estimated by classifying water surface by the threshold classification method. The estimated reservoir area was compared with satellite and drones images taken on the same day. The correlation was derived by comparing the estimated reservoir area with the actual measurement. Results and Conclusions: The storage values estimated by satellite image analysis showed similar values to the actual measurement data. However, because of the underestimation of the reservoir area due to green algae and Epilithic diatom of summer reservoirs and the low resolution of satellite images, it is dificult to detect reservoir area by satellite images less than 10,000㎡.

Quasi-Two-Dimensional Model for Floodplain Flow Simulation (준2차원 홍수범람 모형에 관한 연구)

  • A quasi-two-dimensional model for simulating the flood plain flow is developed. The model consists, in general, of a multiply-connected network which combines the main channel and two-dimensional flood plain cells. The main channel flow is described by the Saint Venant equations for one-dimensional unsteady flow, and the flood plain flow by the cell continuity and river-or weir-type stage-discharge relations between flood plain cells. The implicit algorithm for unsteady flow in looped channel network is extended to incorporate the flood plain flow. To verify the performance of the model, it is applied to three test problems, and sensitivities to various model parameters are analyzed. It turns out that the present model gives more accurate result than that by Cunge (1975) as the shape of cross section becomes more complex and irregular. Not only the inundation of water from the main channel but the return flow from the flood plain is successfully simulated.

Study on Analysis of Runoff Characteristics of Hongcheon River Basin in 2021 (2021년 홍천강 유역의 유출특성 분석)

  • 최근 기후변화로 인해 여름이면 매번 홍수와 가뭄이 공존하는 특성이 지속되고 있다. 이로 인해 여름이면 태풍, 홍수로 인한 수해재가 증가되고 또한, 가뭄의 지속기간이 길어져 가뭄의 심도가 심화되어 인적, 재산의 피해가 증가되고 있다. 이와 같은 기후변화로 인한 수재해를 예방하기 위해서는 무엇보다도 대상유역의 유역별 강우로 인한 유역 응답 특성을 정량화가 필요하다. 본 연구에서는 유역별 강우로 인한 유역 응답 특성을 정량화하기 위해 홍천강 유역을 연구 대상 유역으로 선정하였다. 홍천강 유역은 한강의 제1지류로서 한강 유역 중앙부에 위치하고 있으며, 하천연장과 유로연장은 106.99 km, 유역면적은 1,566.39 km2로 한강유역 면적의 5.95 %를 차지한다. 본 연구의 목적을 효율적으로 달성하기 위해 홍천강 본류 상·하류 관계에 있는 홍천군(굴운교), 홍천군(홍천교), 홍천강(반곡교) 지점을 연구 대상지점으로 선정하였다. 대상 지점의 유출량은 2021년에 개발된 수위-유량관계곡선식으로 환산하였으며, 유출특성 분석의 적정성은 강우대비 유출률과 상·하류 간 유출 수문곡선으로 평가하였다. 지점별 유역평균강수량을 티센가중법으로 산정하여 상·하류 간 유출 특성을 분석한 결과, 홍천군(굴운교) 35.93%, 홍천군(홍천교) 36.06,% 홍천군(반곡교) 37.25%의 특성을 보였다. 이는 2021년 홍천강 유역의 강수량이 연평균강수량에도 미치지 못한 점을 감안하여 볼 때, 이의 특성은 적정성을 가진 것으로 판단된다. 또한 상·하류 간 첨두 유출량도 상류에서 하류로 갈수록 증가하는 일반적인 양상을 나타내었다.

Development and assessment of pre-release discharge technology for response to flood on deteriorated reservoirs dealing with abnormal weather events (이상기후대비 노후저수지 홍수 대응을 위한 사전방류 기술개발 및 평가)

  • With the increasing trend of extreme rainfall that exceeds the design frequency of man-made structures due to extreme weather, it is necessary to review the safety of agricultural reservoirs designed in the past. However, there are no local government-managed reservoirs (13,685) that can be discharged in an emergency, except for reservoirs over a certain size under the jurisdiction of the Korea Rural Affairs Corporation. In this case, it is important to quickly deploy a mobile siphon to the site for preliminary discharge, and this study evaluated the applicability of a mobile siphon with a diameter of 200 mm, a minimum water level difference of 6 m, 420 (m2/h), and 10,000 (m2/day), which can perform both preliminary and emergency discharge functions, to the Yugum Reservoir in Gyeongju City. The test bed, Yugum Reservoir, is a facility that was completed in 1945 and has been in use for about 78 years. According to the hydrological stability analysis, the lowest height of the current dam crest section is 27.15 (EL.m), which is 0.29m lower than the reviewed flood level of 27.44 (EL.m), indicating that there is a possibility of lunar flow through the embankment, and the headroom is insufficient by 1.72 m, so it was reviewed as not securing hydrological safety. The water level-volume curve was arbitrarily derived because it was difficult to clearly establish the water level-flow relationship curve of the reservoir since the water level-flow measurement was not carried out regularly, and based on the derived curve, the algorithm for operating small and medium-sized old reservoirs was developed to consider the pre-discharge time, the amount of spillway discharge, and to predict the reservoir lunar flow time according to the flood volume by frequency, thereby securing evacuation time in advance and reducing the risk of collapse. Based on one row of 200 mm diameter mobile siphons, the optimal pre-discharge time to secure evacuation time (about 1 hour) while maintaining 80% of the upper limit water level (about 30,000 m2) during a 30-year flood was analyzed to be 12 hours earlier. If the pre-discharge technology utilizing siphons for small and medium-sized old reservoirs and the algorithm for reservoir operation are implemented in advance in case of abnormal weather and the decision-making of managers is supported, it is possible to secure the safety of residents in the risk area of reservoir collapse, resolve the anxiety of residents through the establishment of a support system for evacuating residents, and reduce risk factors by providing risk avoidance measures in the event of a reservoir risk situation.

The Use of Satellite Image for Uncertainty Analysis in Flood Inundation Mapping (홍수범람도 불확실성 해석을 위한 인공위성사진의 활용)

  • An flood inundation map is able to convey spatial distribution of inundation to a decision maker for flood risk management. A roughness coefficient with unclear values and a discharge obtained from the stage-discharge rating equation are key sources of uncertainty in flood inundation mapping by using a hydraulic model. Also, the uncertainty analysis needs an observation for the flood inundation, and satellite images is useful to obtain spatial distribution of flood. Accordingly, the objective of this study is to quantify uncertainty arising roughness and discharge in flood inundation mapping by using a hydraulic model and a satellite image. To perform this, flood inundations were simulated by HEC-RAS and terrain analysis, and ISODATA (Iterative Self-Organizing Data Analysis) was used to classify waterbody from Landsat 5TM imagery. The classified waterbody was used as an observation to calculate F-statistic (likelihood measure) in GLUE (Generalized Likelihood Uncertainty Estimation). The results from GLUE show that flood inundation areas are 74.59 $km^2$ for lower 5 % uncertainty bound and 151.95 $km^2$ for upper 95% uncertainty bound, respectively. The quantification of uncertainty in flood inundation mapping will play a significant role in realizing the efficient flood risk management.
