The politics of shadow education market expansion in Korea: Focused on mobilization capabilities and strategies of suppliers (한국 사교육 정책의 작동 메커니즘에 대한 정치적 분석: 공급자의 동원능력과 시장전략을 중심으로)

  • Despite various policies have been implemented to curb shadow education in Korea, it has continued to grow in recent two decades. This study investigates the expansion mechanism of shadow education focused on mobilization capabilities and market strategies of the suppliers. The success and failure of policy toward shadow education depends on how effectively it could block off the way by which the suppliers as the most important actors in politics of shadow education market mobilize consumers' anxieties. But shadow education policies have failed in two points. First, they have lacked honest intention to stop its proliferation. The Constitutional Court Decision Against Anti-Out-Of-School Classes Legislation of 2000 widened the windows of opportunity for the suppliers, and 5.31 educational reform of 1995 was neutral to their mobilization capabilities, though seemingly designed to control shadow education. This policy orientation, which reflected neoliberal Gesinnungsethik defective of Verantwortungsethik, stimulated shadow education to expand in that suppliers' mobilization capabilities were reinforced or remained intact. Second, shadow education suppliers have succeeded in mobilizing the desire and anxiety of potential consumers. To cope with government's policy including improving the qualities of public education, realignment of college entrance systems, and meeting the shadow education needs, they have developed various market strategies such as management of existing demands, creation of responsive demands, and squeezing out new demands. They have succeeded in nullifying policies by employing or mixing strategies with effect. Policy decisions in the future need to be made with reference to Verantwortungsethik, and be more cautious to socio-political contexts of Korea, to mobilization capabilities and market strategies of the suppliers in particular.

A Marketing Strategy for Unsold Apartments using Conjoint Analysis of Customer Preference (수요자 선호도 분석을 통한 미분양 아파트 마케팅 전략)

  • The main purpose of this research is considering further marketing strategy to resolve unsold housing matters in private sectors through an analysis of preference factors for those housing customers. This study used one of the most widely-used research methods in marketing to figure out the preference factors for those customers and then it was categorized which factors are more or less important by conjoint analysis. According to the result, the home buyers for the unsold apartments were more paying attention some social and financial benefits for instance, a decline of housing price and a guarantee of housing securities rather than geographical conditions and residential environment before they make the decision to purchase a home. Secondly, they concerned some factors such as the most importance in location and geographical condition which were easy access to the transportation. Furthermore, a standard of eco-friendly apartment buildings was essential matter in residential environment. The third, those properties were on the stocks of unsold homes so they more tended to buy their houses with lower price than the terms and conditions of housing payment. Finally, it was explored that the most efficient way to promoting them through housing exhibitions or presentations as the PR strategy.

  • 전력산업의 환경변화에 따라 수요자의 정보를 기반으로 한 수요관리기법의 프로그램들이 많이 개발되고 있다. 이에 따라 수요자의 부하패턴 정보 분석이 중요한 역할을 하며, 또한 분석결과를 이용한 변동 요금의 설계는 수요관리프로그램의 성패를 좌우할 만한 핵심요소로 등장하고 있다. 본 논문에서는 선진국에서 실시하고 있는 수요관리 프로그램에 적용되고 있는 변동 요금제의 현황을 조사 분석하였다. 분석결과는 수요자 중심의 신 수요관리프로그램의 개발의 정책 결정 및 설계에 주요 역할을 할 것으로 판단된다.

Improving the Disaster Management Service in the Demander-Centered Approach (수요자 관점에서 접근한 재난관리서비스의 개선 방안)

  • To enhance the quality of disaster management service, the paradigm shift is necessary from the supplier-centered approach to demander-centered approach. In this paper, demander means all the policy actors that participate in the field of disaster such as central & local governments, emergency rescue systems, civil volunteer groups as well as the disaster victims. In this study, we analyze the current problems of disaster management service in demanders' point of view through in-depth interviews and then address suggestions based on each entity's recognitions and understandings related. The results are as follows: 1) Lack of systemicity in the current disaster management service. 2) The mutual distrust and understanding among the policy actors participating in the disaster site. 3) In the field of disaster, not only the disaster victims but also people related to entities are deprived of a stable living due to a long period of rescue activities. Furthermore, the conflicts derived from allocations of the aid fund can bring about the collapse of local community involved in disaster. 4) The life of the disaster victims that have been damaged mentally and financially is earnestly necessary to be conveniently served by disaster management service.

  • 본 연구에서는 효율적인 전자상거래를 위해 Web Mining을 기반으로 고객의 수요를 예측하고 고객요구에 대응한 능동적인 생산을 위해 생산자의 구매수요를 공급자의 입장에서 예측하는 방법을 제안하였다. 먼저, 고객의 구매정보를 분석하여 다양한 고객의 구매패턴을 찾아내고 이를 통해 고객의 수요를 예측하였다. 이렇게 예측된 수요는 생산업체에 모여져 생산전략을 수립하게 된다. 생산전략이 수립되면 생산업체는 부품의 수급을 위해 공급업체에 대한 부품 구매일정과 고객의 장기 구매패턴을 고려한 생산일정을 수립하게 된다. 이렇게 수립된 구매일정과 생산일정에 의해 공급자에 대한 주문과 생산이 이루어지는데 이때 공급자의 입장에서 구매자의 요구에 능동적으로 대응하기 위해서는 구매자에 대한 이해가 필요하며 이를 이해 공급자가 자신이 공급하는 구매업체들의 거래정보를 분석하게 된다. 본 연구에는 이와 같이 고객과 생산업체, 구매업체와 공급업체를 하나로 연결하여 분석하였다.

  • The relationship between suppliers and customers is treated importantly not only in the traditional business-to-business (BtoB) commerce but also in today's Internet environments. On the one hand, most of Internet-based BtoB commerce services like customer-centric e-procurement, supplier-centric e-sales or intermediary-centric e-marketplace focus mainly on the selection of partners according to bidding, auction, etc. This point may result in the problem of overlooking the relationships between suppliers and customers. To overcome this problem in this paper, an intelligent agents-based supply chain operation architecture is proposed and appraised considering the relationship and its adaptation.

  • Demand analysis plays a key roles in helping decision making in all fields of production activities. In order to analyze the demand of the client, items on the preference motivation for CM service has to be formalized, but it is difficult to establish. The purpose of this study is to present items of demand analysis for CM Clients. For this, the factors affecting purchase of CM service for CM Clients are analysed through literature review in other various areas about intend to purchase. Through this, increase the importance of the CM demand analysis and understand the service demand, the growth of the CM market, important foundation.
