Small vessels of less then 20 tonnage and leisure boots such as motor boots, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea As a result, these small vessels and leisure boots have remained within the blind area of maritime safety and environment protection Among these vessels and boots, some leisure boots such as motor boots of 20 horse power or more(excluding motor boots equipped with engine inside the vehicles), water motorcycles and robber boots of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

In this study, a conceptual study was performed for the leisure boat simulator used for navigation training. The aim of this work was to secure the basic operational capability of a leisure boat as a simulated driving device for a general novice operator. A leisure boat simulator was designed to support a user more efficiently regarding navigation proficiency and safety training, as well as to minimize the limitation of place and time and it conveniently and cheaply. A cockpit for navigation status display and operational input, 3D visualization graphic device, and parallel display device were designed to give the trainee a maximum sense of reality by applying a motion platform with six degree of freedom, in which disturbance movement such waves, winds, and tide were simulated for the operator. Leisure boat simulator training scenario was developed by analysis of water-related leisure activities act and sea traffic safety act.

본 연구는 수상레저기구 인증제도인 형식승인 검정제도와 우수사업장 제도를 활성화시키고자 형식승인시험기준 및 관련 법령을 개선하기 위한 개정(안) 마련을 위해 수행되었다. 이를 위해 수상레저기구 인증 관련 법령, 기준 및 제도 운영 현황을 조사하고 국내 외 유사인증제도의 내용과 비교 분석하여 수상레저산업 및 관련제도를 활성화할 수 있는 수상레저기구 형식승인기준 개정(안) 등을 제안하였다.

Changes such as expanding nationwide road networks, 5-day work system and income increases triggered high interest in water leisure and an increase in water sports population. And safety regulations have been under discussion as a possible way to prevent the water leisure related accidents. Water Leisure Safety Regulation was enacted in 1999 and fully revised in 2005. Therefore, it is necessary to examine the current state cf water leisure activities and how the water leisure safety regulations are perceived. For this purpose, a survey of water leisure people was conducted on the revised safety regulation and relevance and correlation between variables were examined using Frequency analysis and Crosstabs. The results showed that more than $60\%$ of the people surveyed acknowledge the necessity of registration, safety instruction, insurance, and safety inspection. It was also found that the people who are highly dissatisfied with the safety of water leisure apparatus and acknowledge the necessity of insurance showed strong opinion of the necessity of legal controls on water leisure activities.

The interest of people is rising on water leisure and the population of water sports is increasing with expanded nationwide roads and 5-day work system for income elevation. However, there are many discussions about the way to prevent the accident related to water leisure activities. Water Leisure Safety Regulation was enacted in 1999 as a part of the way and revised in 2005. Therefore it needs to grasp the present state of water leisure activities and analyze the actual condition of consciousness. For the analysis. the question survey was conducted on water leisurers in the focus with regulation of the revised so that the degree of relevance and correlation between mutual variables were analyzed by Frequency and Crosstabs. From this study we found that more than $60\%$ of water leisurers thought registration, safety instruction, insurance, and safety inspection necessary and there was a characteristic common inclination to all for necessity to impose legal controls on water leisure activities as the level of dissatisfaction for water leisure apparatus and cognition for necessity of insurance was high.

The purpose of this study was to analyze the perceptions to improvement directions of related regulations for water leisure activation. In order to accomplish such study purpose, the study utilized a survey methodology with 205 water leisure participants and 117 water leisure business employees. In addition, this study attempted to review the license and education system, registration and inspection system and business organizations from the advanced countries such as US, British, Australia and Japan. Accordingly, following findings were derived from current study. First, the problems of current license system included difficulty of operating the system and deficiency of operating organizations, and the improvement directions included expansion of education organizations and differentiation of education based on levels. Second, the improvement directions of registration and inspection included simplification of registration procedures and expansion of registration and inspection organizations. Third, difficulties perceived by business employees included complexity of entry and departure, complexity of registrating water leisure business and insufficiency of supporting business policies. In conclusion, water leisure related regulations including Water Leisure Safety Act need to be reformed continuously to reflect changing demands and needs from participants and business sectors.

This study examined business acts related to leisure boats, so as to investigate the differences of regulations and things to be supplemented, as well as to suggest improvement measures. In order to achieve this purpose, the authors analyzed the respective legislations. The Acts on businesses using leisure boats(or power-driven water leisure crafts) are the Marine Transportation Act, Excursion Ship and Ferry Business Act, Water-Related Leisure Activities Safety Act, and Act on the Development, Management, etc. of Marinas. These Acts have differences in regulations, in terms of gross tonnage, the age of vessels, crewman, and the liquor traffic. These differences can cause problems such as adjusting the gross tonnage of the vessel by modifying the structures of the facilities, assigning old vessels, sailing without crewmen required for safety, and going against fairness in the liquor traffic in similar businesses. Such differences appeared to be caused by the lack of understanding of leisure boats and the series of new legislation which have been added one by one. It is required to raise the understanding on the characteristics of leisure boats and reflect them in the legislation.

The marine leisure activities are specially increasing among the other leisure activities due to the improving of people's life quality and formation of people's values which pursuit the various life styles with the development of economy and society and operation the system of five working days per week. Among the various marine leisure activities, skin scuba diving is the mast prevalent activity, even though it doesn't have proper legal system in relation to the safety of the activity. Thus, this paper studies the various legal issues in relation to skin scuba diving to improve the safety and activation of the activity, and identifies the problems and proposes the ways of improving it.
