Studies on Development Policies for Regional Industry (지역산업 육성정책에 대한 고찰)

  • After Korean War, Korea focused on catching up with the world economy by concentrating on some target industries around the Capital Region and southern coastal cities. Thus, the regional disparity between Capital Region and non-Capital Regions increased drastically. At last, when Korea acquired full-fledged autonomy in 1994 in the Civilian government (1993-1998) and experienced the Asian financial crisis in 1997-1998, local governments were awakened to the notion of region-oriented development, especially for regional industrial development. The purposes of this paper are to introduce regional industrial development policies since 1998 and to suggest some recommendations in terms of how to adjust regional development for industrial policies in the future. In the introducing phase (Kim administration, 1998-2003), four provincial governments requested national funding to raise regional industries that are of strategic importance. At the same time, the central government recognized the need to nurture regional industries to overcome structural weaknesses. As a result, the Roh administration (2003-2008) gave a birth to a systematizing phase. As the ultimate regional policy objective, the balanced national development has been set and the Special Acts, Special Accounts, Committee, and National Plan have been established. Regional Industrial Promotion Project has been carried out very actively during this period. It had a good start albeit idealistic to a certain extent. Therefore, the current government has changed policy paradigm from balanced growth to regional competitiveness along with global paradigm shifts. In order to enhance regional competitiveness, regional development policies have been pursued in more efficient way. Leading Industry Nurturing Projects (LINPs) on Economic Region level, existed Regional Industrial Promotion Projects (RIPPs) on Province level, and Region Specific Industry Projects (RSIPs) on Local Area level have been implemented. Now, it is appropriate to review regional development policies including industrial policies since 1998 and to adjust them for the future sustainable regional development. Because LINPs and RIPPs will be terminated in next two years, the 2nd stage projects are on planning to reduce the redundancies in two projects. In addition, business support program would be reformed from subsiding technology development to building ecological business system. Finally some policy implications are provided in this paper, which is useful to establish the new regional industrial policies for both central and local government.

  • This study was to evaluate opportunities for the commercialization of smart insole. smart technology is evolving to Insole. Pressure-sensitive sensor or an acceleration sensor is applied to create a balance of the feet and body, is also evolving for entertainment (sports, entertainment, etc.) and health care. Moreover, smart insole can fix an incorrect walking habit by sending a weight value measured by the sensor on a smartphone and during the movement, smart insole helps to correct body balance by measuring the center of gravity moving condition. However, smart tendency of the insole has yet to create a clear boundary in the entertainment and healthcare markets. This is because the fitness band, smart socks, smart shoes can also replace the benefits of a smart insole. Interestingly, the business opportunities are appearing more frequently in health care solution service of electrocardiogram, body temperature, blood pressure, etc., rather than smart devices.

  • Since the 1990s, arable lands in mountainous areas of South Korea have widely been abandoned due to the serious depopulation for the last few decades. Abandonment of arable lands causes not only a decline in production functions of mountainous villages, but also landscape desolation and environmental problems. Due to same cause, Japan has also experienced the serious abandonment of arable lands in mountainous areas since the 1960s. For the last decade, Japanese government has poured investment to the conservation of terraced paddy fields in hilly and mountainous areas in order to restore those environment values. The attempts of Okayama prefecture for the conservation of terraced paddy fields are well known as a successful story in Japan. In order to suggest an effective conservation means far arable lands in mountainous areas in the context of Korea, this paper examines the background and the implementation means of Japanese conservation policy of terraced paddy fields in hilly and mountainous area, focusing on the case of Okayama prefecture.

  • Recently several business models concerning e-Business has been introduced. But the different environment for each business requires the business model which is contingent to its specific situation. We, therefore, need to develop the e-Business models considering environment factors such as capital size, technology level, collection ability and amount of information, profit or target customers, etc. There can be several ways to create the value of an e-Business firm. A way among them is to develop limited area by focusing on core parts of the firm. This way leads for the firm to search the investment priority in order to solve the problem, which is to set a proper production and investment level for concentrating on competitively excellent areas of the firm. In this paper, we propose a method to decide the investment priority effectively when making a decision using fuzzy information. The method by our model is to minimize tolerances of given business fuzzy goals.

The impacts of government research funds on technology transfers from universities: A longitudinal study on Korean universities (정부지원 연구비의 대학 기술이전 수입료에 대한 영향에 관한 연구: 잠재성장곡선모형을 이용한 종단 연구)

  • The government has implemented policies to increase university technology commercialization while supporting university research over time. This paper adopts the neo-institutional theory and examines the effect of change in the government research funds that universities have received overtime on the change in their technology commercialization performance. It also investigates a location (Seoul metro or others) effect on the relationships. Using latent growth curve modeling (LGM), which is widely used for time-varying analysis, this study longitudinally analyzes 138 universities in South Korea over the past nine years from 2009 to 2017. The results indicate that the growth in the annual government research funds that universities attain affects the growth in the economic value of technology transfers. In addition, the relationship is stronger for universities in Seoul metropolitan areas than those in other areas. The relationships are intact with one-year lagging effects. The findings help understand the effectiveness of government R&D policies for promoting technology commercialization.

  • As technology advances, various applications linked to the music industry are becoming popular through new media. There have been many changes in the music market. Beyond the existing music market, where music copyright and performance rights were the center of the music business, we are unifying and operating communication channels that connect artists and fans, such as investment products derived from music copyrights. The technology that connects the fandom with additional business digital content has transformed into global platforms such as HYBE Entertainment's and YG Entertainment's Weverse, as well as SM Entertainment's Bubble. In addition, various national support projects to build a 5G MEC (MobileEdge Computing) environment to quickly respond to the rapidly changing 5G industry ecosystem are supporting for the immersive content demonstration, immersive content testing, and technical analysis, we are laying the groundwork to efficiently respond to the ever-expanding metaverse content market. Technology is changing dramatically. Therefore, we would like to study to changes in the music market brought about by technology and suggest strategies for a new era in the music business.

  • 용수수요 추정의 기본은 수도계획에 사용할 수 있는 실사용량에 대한 조사로 이에 대한 자료가 거의 없기 때문에 각 수도사업별로 제시되는 추정방법이 조금씩 상이하며, 추정방법의 진위를 가릴 수 없이 수요추정의 악순환을 초래하고 있는 실정이다. 기존 물사용량 예측은 급수량 기준의 도시 전체에 내한 평균 LPCD를 이용함에 따라 물사용 특성을 충분히 고려찬 수 없어 지역별 실제 물사용량과 큰 오차가 유발되었다. 그러므로 수도계획 및 설계에 사용할 수 있는 신뢰성 있는 설계인자를 도출하기가 불가능하여 물수요 관리정책 수립, 수도요금체계 조정 및 누수방지계획 수립 등 경제적인 수도시설의 건설에 애로를 겪고 있다. 본 연구에서는 생활용수 중 가정용수에 대하여 세탁기, 변기, 싱크대 등 수도전에 유량계를 설치 실제 가정에서 사용하고 있는 용도별 사용량을 실측, 파악하였으며, 이로부터 얻은 용도별 사용량에 대한 기간별 소비특성을 분석하였다. 이로부터 생활용수 사용량의 소비패턴 및 시간대별 부하율 산정이 가능하며, 각종 용도별 사용수량의 소비형태를 찾아낼 수 있었다. 또한 가정용수 중 용도별 물 사용비율은 세탁용수, 변기, 주방, 목욕용수의 순으로 나타났으며 주택유형별로는 아파트 연립주택, 다세대 주택, 단독주택의 순으로 단독주택에서의 물사용량이 가장 적게 나타났다. 생활용수 공급량에 내해서는 시간별, 주별, 월별 그리고 계절변동 총량을 파악하였으며 시간대별로는 오후 3시경이 최대 소비량을 보였고, 주별로는 월요일 그리고 월별로는 7월의 용수사용량이 가장 큰 것으로 조사 되었다. 본 연구로부터 도출된 용도별 실측 물사용량 자료 및 분석결과로부터, 지금까지 공급량 기준의 계획수립이 이루어져왔던 파종 수도시설 규모결정시 합리적인 용수수요예측 및 수요관리가 이루어질 수 있을 것으로 판단되며, 용수수요의 과다예측 오해 해소 등 경제적, 과학적 물관리 정책수립을 위한 기초자료를 제공할 수 있을 것으로 기대된다.는 경제적인 방법이 될 수 있다. 하천수 등의 상호 관계 분석을 통해 장기간의 유역 물순환체계 변화를 분석할 수 있었다.골풀과, 닭의장풀과가 각 1종씩으로, 조사지점( I )보다 좀 더 많은 종이 분포하는 것으로 조사되었다. 또한 어류는 조사지점( I )에서 3회에 걸쳐 총 396개체가 채집되어 3목 8과 21종이었다. 이 중 한국 고유종은 11종이었고, 외래 어종은 검정우럭과 2종이 조사되었으며, Zacco platypus(피라미), Zacco temmincki(갈겨니), Acheilongnathus koreanus(칼납자루), Odontobutis platycephala(동사리), Coreoleuciscus splendidus(쉬리) 순으로 분포하고 있었고, Acheilognathus signifer(묵납자루)는 댐 건설 전에는 많이 분포하였으나 현장조사에서 서식을 확인 할 수 언어 개체수의 큰 감소내지 멸종된 것으로 추정되었다.에서 동시에 시행하였다. 수술 후 1년 내 시행한 심초음파에서 모든 환아에서 단지 경등도 이하의 승모판 폐쇄 부전 소견을 보였다. 수술 후 조기 사망은 없었으며, 합병증으로는 유미흉이 한 명에서 있었다. 술 후 10개월째 허혈성 확장성 심근증이 호전되지 않아 Dor 술식을 시행한 후 사망한 예를 제외한 나머지 6명은 특이 증상 없이 정상 생활 중이다 결론: 좌관상동맥 페동맥이상 기시증은 드물기는 하나, 영유아기에 심근경색 및 허혈성 심근증 또는 선천성 승모판 폐쇄 부전등을 초래하는 심각한 선천성 심질환이다. 그러나 진단 즉시 직접 좌관상동맥-대동맥 이식술로 수술적 교정을 해줌으로써 좋은 성적을 기대할 수 있음을 보여주었다.특히 교사들이 중요하게 인식하는 해방적 행동에 대한 목표를 강조하여 적용할 필요가 있음을 시사하고 있다.교하여 유의한 차이가 관찰되지 않았다. 또한 HSP 환자군에서도 $IL1RN^{*}2$ allele 빈도와 carriage rat

  • This study is intended to develop an economic feasibility methodology of A/R CDM projects based on two project cases in China and Vietnam and to evaluate the project profitability from the view point of credit type selection between temporary CER (tCER) and long term CER (lCER) as well as from the aspect of CER prices by using indicators IRR, the year in which a single year profit is achieved and the year in which the accumulated deficit is cleared. For A/R CDM projects of industrial plantations, tCER is more suitable than lCER. Profitability of A/R CDM projects depend on the price of wood and CERs. In the case that the project participants take responsibility for replacement of credits to make the price of their CERs at higher levels, thus the project may not be feasible as a CDM project. However, minimum required tCER prices without replacement are 11US$/t $CO_2$, thus the project may be feasible under the future carbon market scheme.

  • The efficient business scheme were suggested with the consideration of the local development condition at Ulaanbaatar. Major findings of the study were presented as follows. First, high level of education and the underground resources are presented as the merits of Mongolia. On the other side, the defects are limited domestic demands of 2.6 millions of population and the insufficiency of the infrastructure. The improvement of the infrastructures like roads, water & sewage, electric power, and heating is urgent while the development pressure of Ulaanbaatar is expected to be high due to the continuous inflow of population. Secondly, the Mongolian land system consists of the right of ownership, lease and use, therefore there are some differences among the right of land. Thirdly, definite business scheme to sell land in lots and to sell buildings in lots are suggested which are actual methods to participate in the development project in Ulaanbaatar. Moreover, enhancing the possibility to sell the lands, fixing the proper sale price to secure the profit, finding the proper buyer for the profitable lands, investing of quota and guaranteeing of granting the principal and interest by the Mongolian government, etc. are presented as consideration when participate in projects.

Evaluation of effectiveness of Smart Water City in Korea - Smart Water City project in Paju City, Gyeonggi Province (한국 스마트워터시티의 효과성 평가 - 경기도 파주시 스마트워터시티 사업을 중심으로)

  • This study analyzes the effects of the Smart Water City (SWC) project that was introduced from 2014 to 2016 in Paju City, Gyeonggi Province, Korea, focusing on the achievement of the business goals. The SWC is referred to as a city that embraces a healthy water supply system based on Smart Water Management (SWM) that promotes the efficiency of water management by combining Information and Communication Technologies (ICTs) with water and sewerage facilities. In order to evaluate the effectiveness of the SWC project, this study deploys evaluation criteria corresponding to the project objectives, and analyzes the outputs before and after the project. The results show that the SWC has contributed to enhancing water supply services and the reliability and drinking rate of tap water. Specific improvement areas include the rise of average water flow rate and water leakage reduction, the diffusion of water quality monitoring system, and the reduction of floating particle concentration and turbidity in drainage pipes was achieved. These were possible because of specific implementation plans for clear goal setting and achievement and active services for citizens. The data related to water quantity and quality showed improved performance compared to before the introduction of SWMS, which is a positive effect. However, a quantitative analysis of the outputs has limitations in identifying other external factors that have led to the changes. In the future, guidelines for spreading SWC and more comprehensive and specific evaluation indicators for SWC should be prepared, and SWMS should be developed in consideration of the needs of users.
