Adaption of Phenological Eventsin Seoul Metropolitan and Suburbsto Climate Change (기후변화에 따른 수도권 생물계절 반응 변화에 관한 연구)

  • The rapid advance of technology has accelerated global warming. As 50.4 percent of South Korea's population is concentrated in the Seoul Metropolitan Area, which has become a considerable emitter of greenhouse gases, the city's average temperature is expected to increase more rapidly than in other areas in the country. A rise in the average temperature would affect everyday life and urban ecology; thus, appropriate measures to cope with the forthcoming disaster are in need. This study analyzed the changes in plant phenological phases from the past to the present based on temperatures (average temperature of Feb, Mar, April) observed in seven different weather stations nearthe Seoul Metropolitan Area (Ganghwa, Seoul, Suwon, Yangpyeong, Icheon, Incheon, and Paju) and the first flowering dates of Plum tree (Prunus mume), Korean forsythia (Forsythia koreana), Korean rosebay (Rhododendron mucronulatum), Cherry tree (Prunus serrulate), Peach tree (Prunus persica), and Pear tree (Pyrus serotina). Then, RCP (Representative Concentration Pathways) 2.6 and 8.5 scenarios were used to predict the future temperature in the Seoul Metropolitan Area and how it will affect plant phenological phases. Furthermore, the study examined the differences in the flowering dates depending on various strategies to mitigate greenhouse gases. The result showed that the rate of plant phenological change had been accelerated since the 1900s.If emission levels remain unchanged, plants will flower from 18 to 29 earlier than they do now in the Seoul Metropolitan Area, which would be faster than in other areas in the country. This is because the FFD (First Flowering Date), is highly related to temperature changes. The Seoul Metropolitan Area, which has been urbanized more rapidly than any other areas, is predicted to become a temperature warming, forcing the FFDs of the area to occur faster than in the rest of the country. Changes in phenology can lead to ecosystem disruption by causing mismatches in species interacting with each otherin an ecosystem. Therefore, it is necessary to establish strategies against temperature warming and FFD change due to urbanization.

  • The southern coastal area of Korean peninsula maintains unique natural views, social environment and tourism infrastructure. Even though the coastal area has world-class tourism resources and a great potential for development, it was an outsider from the tourism development in Korea. The coast development has recently reemerged because of increased tourism demand in the Northeast Asia, however, increased interest for the outstanding marine tourism resources and the marine culture, improvement of accessibility to the coast Considering these characteristics, the southern coastal area will be grown to a marine resort-belt, which will serve as a marine tourism hub in the Northeast. In the long run, it can be developed for leisure residential space with environment-friendly well-being fashion, new growing area that continuously drives the local development and area for a mutual development between Yeongnam and Honam Region. To accomplish this vision, several strategic matters should be resolved. Mall strategic issues are as follows: the loosening related rules and regulations that limit the development, legislation of a special law for tourism promotion, supporting for investment in public service and strategic investment, establishment of a marine tourism route connecting China-Korea-Japan, formulating new planning for Hallyo-Haesang Marine Park, designation of special marine tourism development zone, and invitation of the World Expo 2012.

Analysis Methodology of Industrial Integration by Spatial Unit: Based on Root Industry (공간단위별 산업집적 분석 방법 연구: 뿌리산업을 중심으로)

  • Spatial distribution analysis of industrial locations plays a very important role in the establishment of relevant spatial policies and plans. The first thing to consider in this analysis is what analysis indicators and spatial units are used, because the interpretation of the analysis results may vary depending on the analysis indicators and the spatial units. Therefore, this study first examines various industrial integration indicators considering spatial autocorrelation and suggests the classification of regional types of industrial aggregation through the combination of related indicators. And then, this paper aims to empirically analyze the root industry by presenting a methodology for analyzing industrial integration by various spatial units such as individual locations, grids, and administrative districts. The results of the empirical analysis show that the grid in the spatial unit can be analyzed in more detail than the administrative unit. In addition, it is expected to overcome the limitations such as differences in interpretation that may occur due to the setting of spatial units. In the classification of regional types, the south-eastern region of Ulsan, Busan, and Changwon, and the western region of the SMA of Incheon, Hwaseong, and Ansan were analyzed as the industrial cluster type.

Factors Affecting the Suicidal Ideation of the Elderly Living in the Community : Focused on Sleep and Depression (지역사회 거주 노인의 자살생각 영향요인 : 수면과 우울을 중심으로)

  • The purpose of this study was to investigate the factors influencing suicidal ideation among the elderly over 60 years old living in the community centered on sleep and depression. A total of 210 elderly people living in a metropolitan city were surveyed about suicidal ideation, sleep pattern (sleep time, quality of sleep) and depression. Data analysis showed that 14.3% of the subjects were seniors with a high suicidal ideation, 23.3% were sleeping less than 5 hours, 17.6% were poor sleep quality, and 33.3% were depressed. According to multiple logistic regression analysis, the factors influencing suicidal ideation were identified as depression (OR=6.889, 95% CI=2.679-17.712), sleep quality (OR=3.770, 95% CI=1.469-9.679), and gender (OR=3.080, 95% CI=1.266-7.491). These three factors accounted for 31.6% of suicidal ideation variables. Based on the results of this study, it is suggested that reducing the depression and improving the quality of sleep in consideration of gender should be an essential strategy for the elderly in the community to reduce the suicidal ideation.

Analysis of Factors Affecting the Spatial Distribution of Highly Educated Human Capital: Focusing on Master's and Doctorate Group (고학력 인적 자본의 공간적 분포에 미치는 요인분석 - 석·박사 집단을 중심으로 -)

  • The purpose of this study is to examine the spatial distribution of highly educated human capital and to identify key factors affecting their spatial distribution. We analyzed the spatial concentration and inequality using Gini's coefficient and exploratory spatial data analysis and identified the economic and amenity factors to affect the spatial concentration of highly educated human capital using spatial regression model. The findings show that the spatial pattern of highly educated human capital is concentrated, imbalanced, and clustered in Capital region and part of Chungcheong and Gangwon region. The spatial concentration were more affected by economic factor than by amenity factors. This study provides some implication on the regional economic strategies to attract the human capital.

Mental Health Literacy of the Korean Public: A Comparison between Depression and Schizophrenia (한국 성인의 정신건강역량 : 우울증과 정신분열병을 중심으로)

  • The purpose of the study was to identify the level of mental health literacy of the Korean public and to suggest implications of prevention and early intervention for depression and schizophrenia. A household survey was conducted on a stratified sample of community residents from 80 survey clusters in Seoul and the surrounding province who were 18-74 years of age (N=1,653). The data analysis revealed that the percentages of respondents who correctly identified symptoms of depression or schizophrenia were similar, 35.2% and 33.5% respectively. On the other hand, there were differences between the two illnesses in terms of respondents' perceptions of beliefs on causes and usefulness of various methods to address respective symptoms, and sources of mental health information. The authors compared the findings with the results found in other countries, and suggested policy and practice implications for community mental health prevention in Korea.

  • A balanced regional development has a great meaning of economics in the fact that the People could enjoy the equal level of lift everywhere in the country by reducing the income disparity and economic productivity between regions, however as the our country was given Preponderance of economical power and development to the metropolitan area centering around Seoul due to a factor of politics, social structure as well as a national economic policy centering around a rapid economic growth, the unbalanced regional growth gave rise to great hindrance to a national development. Especially, the unbalanced 9rowth between regions gave rise to a sense of alienation to a citizen in a special region as well as a distortion of an effective resources distribution. therefore it was deepen a social discord to hinder the unity of the people due to always coming to involve social ,political affairs. The major contents of this study is to clarify relations between the economic growth and the balanced regional development to form a concept of a national development, and this thesis made disparities in population and convenient facilities between regions through change of convenient facilities of life, economic growth, and population between regions an analytic object to concrete the studies. Also, this thesis made a whole countw land an analytic object of spatial sphere. and it made a unit of ten years when the five-year economic development plan was achieved from the year 1962 to 2001 an otject of the time range of studies.

A Study on a Resident Program for Supporting the Creation of Cartoons and Animation (만화.애니메이션 분야의 창작지원을 위한 레지던스 프로그램에 관한 연구)

  • As an increasing amount of Korean animation is being produced for Hollywood films, and/or winning prizes at international animation festivals, Korean animation is proving its growth potential and competitive power. In order for such domestic cartoons and animation to stably develop and maintain firm competitive power in international markets, cartoonists and animators need programs to support their creations, and locations where they can create their works. They also keenly demand the development of various programs and support policies that fit Korea's situation. In addition, if independently produced cartoons and animations have stable locations where they can be shown and commercialized, they can receive public benefits, beyond short-term commercial effects. Based on these views, this study sheds light on the concept, formation, and vitalization of a creation space and resident program, through the intentions of a studio where young and would-be artists create their works. In addition, this study has a significant meaning in that it offers a more effective and positive policy direction, as well as more opportunities to re-educate artists. As a result, it is expected that this study will contribute toward recovering the identity of cartoons and animation, which have been recognized as commercial genres, and to firm up their competitive power in international markets. It also demonstrates that these creation spaces, beyond the simple logic in which a creation space only motivates an artist's desire to create, will help in developing Korean cartoons and animation through cultural and personal exchanges with artists of foreign countries, and through an understanding of other cultures, offer communication programs to connect Seoul and other local communities, and establish the cultural identity of local communities where such creation facilities are located. In this way, the public can more easily understand and access cartoons and animation in their daily lives through these creation spaces.

A Policy Implication of Urban Logistics in the Incheon Metropolitan City (인천광역시 도시물류기본계획 수립을 위한 정책방향)

  • The purpose of the study is to propose a policy implication of urban logistics in the Incheon metropolitan city. To attain the aim, it reviews new characteristics that Logistics Policy Fundamental Law(LPFL) published by government 2009 suggests and studies the previous papers like Logistic Fundamental Plan(LFP) of other metropolitan cities. After that it proposes a policy implication through benchmarking of urban logistics plan at Tokyo city not only located at a capital area at Japan but also including port and airport. The results are as follows. Firstly, field survey studies of the "LFP" every five years will need to keep pace with "Urban Fundamental Plan"(UFP) having designed to all cities legally every ten years. Secondly, Incheon will be required to create value-added logistics, making best use of third-party logistic companies to small-medium sized businesses along with the age of green. Thirdly, LFP needs to be performed through a mutual cooperation and adjustment among Incheon, Gyeonggi-do and Seoul and in this regions eco-friendly companies performing related logistic activities have to be followed executive and financial supports. Lastly, it will be obliged to develop a evaluation management index to understand the advancement level through a feedback system.

A Study on Enhancing the Level of the Self-containment of New town in the Capital Region, Korea -The case study of Ilsan from the viewpoint of ESSD- (수도권 신도시의 자족성 제고 방안 -ESSD관점에서의 입산신도시 사례분석-)

  • The purpose of this study is to review the meaning of the self-containment of new town from the viewpoint of ESSD and to derive some policy implications for enhancing the level of the self-containment. The case study area selected for empirical research is Ilsan in Seoul Metropolitan Area. As the self-containment of a new town is related to the energy consumption in transport and the increment of air pollution, the behavioral analysis of residents using self-contained facilities is one of the important subjects in ESSD. So, in this paper the characteristics of the land use plan and the level of self-containment in Ilsan new town are analyzed with regard to the supply of schools, jobs, goods and services. The empirical study shows that the degree of self-containment in the supply of jobs has low score(21.8%) because Ilsan new town is involved in the region in which the provision of a variety of employment opportunities is restricted by the metropolitan arrangement plan. The degree of self-containment in the supply of schools and goods has high score(94.0% and 89.4%). But there is a time lag in the supply of public services. It is suggested that new towns must be located remote from Seoul to avoid the restrictions by the metropolitan arrangement plan. To bring up the self-contained facilities, it is desirable to draw up a plan of attracting the tertiary sector in new town such as office industry. And, as the office industry prefers to locate in CBD of central city, it is necessary to give financial incentives to relocate the industry to new town. The establishment of an office complex for the pursuit of agglomeration economy would be an appropriate alternative. To solve the problem of time lag in the supply of self-contained facilities, it is necessary to prepare the synchronized development plan of housing and convenience facilities, especially schools and public services.
