  • 세계은행의 발표에 따르면 전 세계적으로 개인 간 해외송금 시장의 규모는 지속적으로 성장해 왔으며, 향후에도 지속적으로 성장할 것으로 전망된다. 이러한 글로벌 송금 시장의 확산과 맞물려 이동통신 네트워크의 글로벌화와 스마트폰의 확산 등 통신 기술 및 서비스 진화에 따라 모바일 네트워크를 통해 간편하고 신속하게 송금할 수 있는 모바일 송금 서비스 시장이 국내외에서 급속하게 팽창하고 있다. 이에 세계이동통신사업자협회(Global System for Mobile Communications Association: GSMA)의 MMT(Mobile Money Transfer) 프로그램, 케냐 및 일본의 모바일 송금 서비스 제공 사례를 중심으로 서비스 제공 시스템 및 그 이용에 따른 장 단점, 가치사슬, 서비스 유형 등을 간략하게 살펴보았다. 이를 바탕으로 모바일 송금 서비스 제공 과정에서 나타날 수 있는 규제 이슈들을 분석해 보았다. 그리고, 국내 이동통신 사업자가 MMT 서비스를 본격적으로 제공하는 경우에 고려해야 할 규제 요소들과 안전하고 효율적인 MMT 시장의 활성화를 위해 필요한 규제정책 방향을 검토해 보았다.

Can Agricultural Aid and Remittances Alleviate Macroeconomic Volatility in Response to Climate Change Shocks? (아프리카 국가들의 경제성장률 변동성에 기후변화, 송금 및 농업 원조가 미치는 영향 분석)

  • This study investigates the effect of remittance and agricultural aid inflows on GDP growth rate volatility in response to climate change shocks in twenty-eight African countries by using system generalized method of moments from 1996 to 2013 with three years grouped data. The climate change shocks are indicated by four variables; natural disasters, rainfall variability, fluctuation in temperature and the weighted anomaly standardized precipitation (WASP) index. Consequently, natural disasters and temperature variability have a significant effect on GDP volatility, while rainfall variability and WASP index have no adverse consequence on stabilization of the economy. On the other hand, in general, remittances and agricultural aid are helpful to stabilize the economy and especially remittances inflows can play a crucial role as insurance when natural disasters occur.

Proposal for 2-WAY Trade Verification Model that Based on Consensus between Trading Partners (거래당사자간 합의에 기반하는 온라인 전자금융 2-WAY 거래인증 모델 제안)

  • To verify remitter's identity when the remitter transfers money to a recipient using an electronic financial service provided by the financial institution, the remitter inputs the information; such as the withdrawal account number, the withdrawal amount, the password pre-registered with the financial company, or the information from authenticating medium that is previously distributed by the financial institution. However, the 1-Way transaction between the financial institution and the remitter is exposed to a great risk of accidents such as an anomaly remittance or a voice phishing fraud. Therefore, in this study, we propose a 2-WAY trade verification model for electronic financial transaction that can be mutually agreed by allowing the recipient to share the transaction information with the remitter and the financial company. We have improved the traditional electronic financial transaction's method by replacing it to 2-WAY trade method, and it is used for various purposes; such as preventing an error within the remittance or voice phishing fraud, enhancing loan transaction and contract transaction, etc. Through these variety of applications, we are expecting to reduce the inconveniences while improving the convenience of financial transaction and vitalizing the P2P transaction of financial institution.
