A magneto-rheological(MR) fluid based rotary loading and braking device is developed. The loading and braking forces of the device are accurately adjustable by controlling the yield stress of MR fluid, so that the vibration control, the precision position control and the speed control of rotating machines equipped with the device can be achieved. As an engineering application, constant rotational speed regulation is conducted using the device manufactured in laboratory, introducing PI control action not only with varying torque due to gravitation, with initial angular speed, but also with constant external torque made by hand. To do this, first, mathematical model was obtained via experiments. And then, simulation was carried out, based on the experimentally identified model. Its result was confirmed through experiment. It is identified by simulation and experimental results that PI action leads to satisfactory control performance in both cases that varying torque due to gravitation, with initial angular speed, and constant external torque are applied.

Vessel Traffic Service (VTS) increases the efficiency of maritime traffic in terms of reducing marine accidents and the efficient use of port facilities. This means that ports and waterways have their own capacities and can be safely adapted to their capacity through proper traffic management of the VTS. Proper traffic management can reduce the number of vessels and unnecessary waiting in ports, which can lead to economic benefits of ups and port terminals. On the other hand, Korean ports and waterways have restrictions on the maximum speed for safety, but there is no restriction on the minimum speed. However, ships that operate at low speeds in ports and waterways may be able to occupy long periods of operational routes, which may impede efficient port operation. Therefore, the purpose of this study is to propose the minimum speed of ship for efficient port and waterway use. To this end, we reviewed the current laws and systems and proposed the appropriate minimum speed in the waterway using the theory of queue.
Exercise such as walking is helpful to manage one's own weight and to counter life habit diseases such as obesity. Calorie consumption is usually calculated based on the distance walked. One way to measure the distance is by using steps and stride length. Most pedometers, including some applications in smart devices, are inaccurate, because they use a common value as the average stride length, even though each person has a different stride length. Moreover, the stride length differs depending on the walking pace, which will further increase the error. To address this, in this paper, I classify paces into three categories. Following that, I introduce a customized measurement of stride length, which is calculated based on the stride length corresponding to each pace category after obtaining x, y, z values from a 3-axis accelerometer in the smart device. In addition to this, I developed an application running on the smart device designed for the proposed measurement of stride. I have conducted three experiments for the assessment of the proposed measurement. In conclusion, I confirmed the effectiveness of this system.

This study proposes marine traffic volume estimation method considering ship speed, a factor excluded from the existing method. Ten days of GICOMS marine traffic data from Pyeongtaek and Dangjin ports was applied to this study. As a result, converted traffic volume with the proposed estimation method showed an increase of 4.41 (${\pm}0.99$) times or decrease of 0.59 (${\pm}0.04$) at most, compared with the existing estimation method. Average marine traffic congestion for each time applying the proposed estimation method showed an increase of 1.43 (${\pm}0.10$) compared with the existing estimation method. The maximum marine traffic congestion for each time was 1.62 (${\pm}0.34$) times higher compared with the existing estimation method. Marine traffic peak time, defined as the highest point of marine traffic congestion, was evaluated to be different from that of the existing method because of distribution of vessel speed. In conclusion, considering ship speed is necessary when estimating marine traffic volume to produce a practical estimate of marine traffic capacity.

Incheon Bridge is 13.38 km long with an 800 m span, connecting Incheon International Airport and Songdo International City, Per hour 73.8 vessels navigate this space. The purpose of this study was to suggest a safe passing speed based on the displacement of a vessel based on the safety criteria of Incheon Bridge's anti-collision fence, which was designed during its initial construction. As AASHTO LRFD suggested, vessel collision energy, vessel collision velocity, and the hydrodynamic mass coefficient were considered to derive a safe vessel traffic speed. Incheon Bridge's anti-collision fence was designed so that 100,000 DWT vessels can navigate at a speed of 10 knot. This research suggests a safe speed for vessel traffic through a comparative analysis of an experimental ship's (300,000 DWT) speed and cargo conditions, regulation speed has been calculated according to the collision energy under each set of conditions. Additionally, safe traffic vessel's safe speed was analyzed with reference to tidal levels. Results from the experimental ship showed that a vessel of maximum 150,000 DWT is able to pass Incheon Bridge at a maximum of 7 knots with an above average water level, and is able to pass the bridge with a maximum of 8 knots under ballast conditions.

The Korean government has designated speed-limit zones and speed limits in 19 ports and 3 routes to ensure safe navigation and transportation. However, the speed limit differs from port to port, no practical means of management exist. This often leads to violation of the speed limit. Additionally, ship collisions due to human error continue to occur. First, the study analyzed marine accidents that occurred at trade ports and fairways. The result of the analysis revealed the occurrence of 1344 accidents (average 269 cases per year) from 2014 to 2018. Five hundred sixty three accidents involved fishing boats, whereas, merchant vessels were involved in 508 cases. Second, the efficacy of the application of voice and message warnings to GPS plotters and electronic chart display and information system (ECDIS) was reviewed, and these were proposed as measures to inform vessel operators of the hazards of speed limit violation. Third, experts' opinions from relevant agencies and navigation system manufacturers were consulted and it was found that the proposed warning function was technically implementable. The findings are expected to help reduce human error among ship operators and establish a Korean e-navigation system.

Recently, reports of marine accidents of small fishing vessels less than 10 tons have been increasing. In this study, the characteristics of the motion response in regular waves were analyzed using computations for these ships. Small vessels less than 10 tons are classified by size and used for marine accident investigations. Therefore, the motion response analysis was performed on three small fishing vessels of different sizes. In the case of the head sea, it was confirmed that as the speed of the vessel increased in the long wavelength region, the motion responses of heave and pitch became large. The motion response of the smallest 3-ton fishing vessel was greater than that of the other sizes of fishing vessels. The maximum value of the roll motion shifted to the long wavelength region as the speed gradually increased in the bow sea, regardless of the size of the ship. In all the three small fishing vessels, it was found that the roll motion was the greatest at 15 knots, the highest speed in both bow and beam seas. When sailing in the head sea and bow sea conditions, lowering the speed is one of the effective approaches to reduce the effects of the vertical and lateral plane motions. The roll motion caused by the beam wave showed a tendency to increase rapidly only at a specific wavelength regardless of the speed and the size of the vessel. It was confirmed that the roll motion was significantly reduced with forward speed in the stern wave compared to the bow wave. As there is a specific region where the maximum value of the hull motion response appears depending on the size and speed of the ship, an operation method that can minimize the effect of this motion should be considered and implemented.
From a point of view of suggesting the method to avoid ship's collision, the speed of ships has to be considered sufficiently according to encounter angle of ships. But the new safe-guard ring of ship's collision avoidance support model in the close quarters is established assuming that the ratio of own ship' speed to a target ship's speed is less than about 1.7. Therefore in this paper, as doing a study concerned with the establishment of safe-guard ring reflected the encounter angle and the speed of ships, we will propose the new model of ship collision avoidance for safe maneuver of ship's collision avoidance.
