A Development of Marine Observation Buoy Monitoring System Using Trail Camera and AtoN AIS (트레일 카메라 및 AIS를 이용한 해양관측부이용 감시시스템의 개발)

  • 본 논문에서는 해양관측부이 보호 및 해상 관측 등을 위해 사용되고 있는 국내외 영상감시 시스템 및 기술 현황을 살펴보고, 차세대 해상용 통신 네트워크 및 인공위성을 통한 해양 공공시설의 안전감시 시스템이 가져야 할 요구사항과 이에 대한 국내외 기술개발 현황을 살펴본다. 또한, 선박 인식 및 추적, 나아가 충돌 예측 등을 수행하여, 해상사고를 예방할 수 있는 해양관측부이용 감시시스템의 개발에 관한 내용을 다룬다. 이를 위해 개발하는 시스템은 해양관측부이에 장착되어 저전력으로 동작하며, 해수에 강한 트레일 감시카메라를 개발하여 적용한다. 추가적으로 AIS정보를 활용한 충돌 예방 경고 모듈이 탑재되고, LTE-M 등과 같은 차세대 해상이동통신 및 위성망 M2M 네트워크를 응용한 통신 모듈을 기반으로 육상 알람 기능을 제공한다. 이를 통해 시스템의 신뢰성을 확보하고, 대형 선박과의 해상사고(선박추돌사고 및 기름유출 등)와 소형선박에 의한 시설물 훼손(Vandalism)의 발생 가능성을 인지할 수 있는 종합적인 데이터를 수집하여 사고의 예방 및 재난 상황 등을 예측함으로써 중요시설의 안전 및 해양환경 보호에 기여하고자 한다.

Improved CNN Algorithm for Object Detection in Large Images

  • Conventional Convolutional Neural Network(CNN) algorithms have limitations in detecting small objects in large image. In this paper, we propose an improved model which is based on Region Of Interest(ROI) selection and image dividing technique. We prepared YOLOv3 / Faster R-CNN algorithms which are transfer-learned by airfield and aircraft datasets. Also we prepared large images for testing. In order to verify our model, we selected airfield area from large image as ROI first and divided it in two power n orders. Then we compared the aircraft detection rates by number of divisions. We could get the best size of divided image pieces for efficient small object detection derived from the comparison of aircraft detection rates. As a result, we could verify that the improved CNN algorithm can detect small object in large images.

  • Maritime transport accounts for 99.7% of the exports and imports of the Republic of Korea; therefore, developing a vessel monitoring system for efficient operation is of significant interest. Several studies have focused on tracking and monitoring vessel movements based on automatic identification system (AIS) data; however, ships without AIS have limited monitoring and tracking ability. High-resolution optical satellite images can provide the missing layer of information in AIS-based monitoring systems because they can identify non-AIS vessels and small ships over a wide range. Therefore, it is necessary to investigate vessel monitoring and small vessel classification systems using high-resolution optical satellite images. This study examined the possibility of developing ship monitoring systems using Compact Advanced Satellite 500-1 (CAS500-1) satellite images by first training a deep learning model using satellite image data and then performing detection in other images. To determine the effectiveness of the proposed method, the learning data was acquired from ships in the Yellow Sea and its major ports, and the detection model was established using the You Only Look Once (YOLO) algorithm. The ship detection performance was evaluated for a domestic and an international port. The results obtained using the detection model in ships in the anchorage and berth areas were compared with the ship classification information obtained using AIS, and an accuracy of 85.5% and 70% was achieved using domestic and international classification models, respectively. The results indicate that high-resolution satellite images can be used in mooring ships for vessel monitoring. The developed approach can potentially be used in vessel tracking and monitoring systems at major ports around the world if the accuracy of the detection model is improved through continuous learning data construction.

Automatic Detection Approach of Ship using RADARSAT-1 Synthetic Aperture Radar

  • Ship detection from satellite remote sensing is a crucial application for global monitoring for the purpose of protecting the marine environment and ensuring marine security. It permits to monitor sea traffic including fisheries, and to associate ships with oil discharge. An automatic ship detection approach for RADARSAT Fine Synthetic Aperture Radar (SAR) image is described and assessed using in situ ship validation information collected during field experiments conducted on August 6, 2004. Ship detection algorithms developed here consist of five stages: calibration, land masking, prescreening, point positioning, and discrimination. The fine image was acquired of Ulsan Port, located in southeast Korea, and during the acquisition, wind speeds between 0 m/s and 0.4 m/s were reported. The detection approach is applied to anchoring ships in the anchorage area of the port and its results are compared with validation data based on Vessel Traffic Service (VTS) radar. Our analysis for anchoring ships, above 68 m in length (LOA), indicates a 100% ship detection rate for the RADARSAT single beam mode. It is shown that the ship detection performance of SAR for smaller ships like barge could be higher than the land-based radar. The proposed method is also applied to estimate the ship's dimensions of length and breadth from SAR radar cross section(RCS), but those values were comparatively higher than the actual sizes because of layover and shadow effects of SAR.

Hyperspectral Image Analysis Technology Based on Machine Learning for Marine Object Detection (해상 객체 탐지를 위한 머신러닝 기반의 초분광 영상 분석 기술)

  • In the event of a marine accident, the longer the exposure time to the sea increases, the faster the chance of survival decreases. However, because the search area of the sea is extremely wide compared to that of land, marine object detection technology based on the sensor mounted on a satellite or an aircraft must be applied rather than ship for an efficient search. The purpose of this study was to rapidly detect an object in the ocean using a hyperspectral image sensor mounted on an aircraft. The image captured by this sensor has a spatial resolution of 8,241 × 1,024, and is a large-capacity data comprising 127 spectra and a resolution of 0.7 m per pixel. In this study, a marine object detection model was developed that combines a seawater identification algorithm using DBSCAN and a density-based land removal algorithm to rapidly analyze large data. When the developed detection model was applied to the hyperspectral image, the performance of analyzing a sea area of about 5 km2 within 100 s was confirmed. In addition, to evaluate the detection accuracy of the developed model, hyperspectral images of the Mokpo, Gunsan, and Yeosu regions were taken using an aircraft. As a result, ships in the experimental image could be detected with an accuracy of 90 %. The technology developed in this study is expected to be utilized as important information to support the search and rescue activities of small ships and human life.

A Study on Improvement on National Legislation for Sustainable Progress of Space Development Project (우주개발사업의 지속발전을 위한 국내입법의 개선방향에 관한 연구)

  • The purpose of this paper is to research on the contents and improvement of national legislations relating to space development in Korea to make the sustainable progress of space development project in Korea. Korea has launched its first satellite KITST-1 in 1992. The National Space Committee has established "The Space Development Promotion Basic Plan" in 2007. The plan addressed the development of total 13 satellites by 2010 and the space launch vehicle by 2020, and the launch of moon exploration spaceship by 2021. Korea has built the space center at Oinarodo, Goheng Province in June 2009. In Korea the first small launch vehicle KSLV-1 was launched at the Naro Space Center in August 2009, and its second launch was made in June 2010. The United Nations has adopted five treaties relating to the development of outer space as follows : The Outer Space Treaty of 1967, the Rescue and Return Agreement of 1968, the Liability Convention of 1972, the Registration Convention of 1974, and the Moon Treaty of 1979. All five treaties has come into force. Korea has ratified the Outer Space Treaty, the Rescue and Return Agreement, the Liability Convention and the Registration Convention excepting the Moon Treaty. Most of development countries have enacted the national legislation relating to the development of our space as follows : The National Aeronautic and Space Act of 1958 and the Commercial Space Act of 1998 in the United States, Outer Space Act of 1986 in England, Establishment Act of National Space Center of 1961 in France, Canadian Space Agency Act of 1990 in Canada, Space Basic Act of 2008 in Japan, and Law on Space Activity of 1993 in Russia. There are currently three national legislations relating to space development in Korea as follows : Aerospace Industry Development Promotion Act of 1987, Outer Space Development Promotion Act of 2005, Outer Space Damage Compensation Act of 2008. The Ministry of Knowledge Economy of Korea has announced the Full Amendment Draft of Aerospace Industry Development Promotion Act in December 2009, and it's main contents are as follows : (1) Changing the title of Act into Aerospace Industry Promotion Act, (2) Newly regulating the definition of air flight test place, etc., (3) Establishment of aerospace industry basic plan, establishment of aerospace industry committee, (4) Project for promoting aerospace industry, (5) Exploration development, international joint development, (6) Cooperative research development, (7) Mutual benefit project, (8) Project for furthering basis of aerospace industry, (9) Activating cluster of aerospace industry, (10) Designation of air flight test place, etc., (11) Abolishing the designation and assistance of specific enterprise, (12) Abolishing the inspection of performance and quality. The Outer Space Development Promotion Act should be revised with regard to the following matters : (1) Overlapping problem in legal system between the Outer Space Development Promotion Act and the Aerospace industry Development promotion Act, (2) Distribution and adjustment problem of the national research development budget for space development between National Space Committee and National Science Technology Committee, (3) Consideration and preservation of environment in space development, (4) Taking the legal action and maintaining the legal system for policy and regulation relating to space development. The Outer Space Damage Compensation Act should be revised with regard to the following matters : (1) Definition of space damage and indirect damage, (2) Currency unit of limit of compensation liability, (3) Joint liability and compensation claim right of launching person of space object, (4) Establishment of Space Damage Compensation Council. In Korea, it will be possible to make a space tourism in 2013, and it is planned to introduce and operate a manned spaceship in 2013. Therefore, it is necessary to develop the policy relating to the promotion of commercial space transportation industry. Also it is necessary to make the proper maintenance of the current Aviation Law and space development-related laws and regulations for the promotion of space transportation industry in Korea.

Study on the Insurance and Liability for Damage caused by Space Objects (우주사고와 손해배상)

  • A launching State shall be absolutely liable to pay compensation for damage caused by its space object on the surface of the earth or to aircraft in flight. The compensation which the launching State shall be liable to pay for damage under "the Convention on International Liability for Damage caused by Space Objects" shall be determined in accordance with international law and the principles of justice and equity, in order to provide such reparation in respect of the damage as will restore the person, natural or juridical, State or international organisation on whose behalf the claim is presented to the condition which would have existed if the damage had not occurred. In the event of damage being caused elsewhere than on the surface of the earth to a space object of one launching State or to persons or property on board such a space object by a space object of another launching State, and of damage thereby being caused to a third State or to its natural or juridical persons, the first two States shall be jointly and severally liable to the third State, to the extent indicated by the following: If the damage has been caused to the third State on the surface of the earth or to aircraft in flight, their liability to the third State shall be absolute; If the damage has been caused to a space object of the third State or to persons or property on board that space object elsewhere than on the surface of the earth, their liability to the third State shall be based on the fault of either of the first two States or on the fault of persons for whom either is responsible. The Insurance requirements are satisfied for a launch or return authorised by a launch permit if the holder of the permit or authorisation is insured against any liability that the holder might incur to pay compensation for any damage to third parties that the launch or return causes; and the Commonwealth is insured against any liability that Commonwealth might incur, under the Liability Convention or otherwise under international law, to pay compensation for such damage. The liability for Damage caused by Space Objects should be regulated in detail in Korea.

  • Due to the weight reduction and miniaturization of satellites, there is a growing interest in low-cost launch vehicles, which are cheaper to launch than larger launch vehicles. One of the most cost-effective ways to reduce the cost of launch vehicles is the reuse of vehicles. Most companies that are developing low cost launch vehicles are also adopting a vehicles reuse approach. Along with this reuse purpose, the demand for environmentally friendly space launch vehicles has increased, so the choice of fuel used for low cost launch vehicles has also become very important. Methane and hydrogen-enriched compressed natural gas (HCNG), which makes more energy-efficient by adding hydrogen to methane, are considered to be the most suitable when considering other factors such as energy density among the fuels that are eco-friendly and capable of reusing the launch vehicles. This study investigated the trends of low-cost launch vehicle and rocket fuel in the world as a reference for setting up domestic space development after the development of Korea Space Launch Vehicle-II.

  • 고도로 산업화가 진행됨에 따라 회전기계는 더욱 중요시되고 있으며 이의 성능 향상에 부단한 노력이 경주되고 있다. 특히 우주 시대의 개막과 더불어 우주선 및 인공위성에 사용하기 위해 초소형이며 초고속의 고성능회전모타 를 개발하기에 이르렀다. 한 예로서 미국립항공우주국(NASA)의 스페이스셔 틀에 사용되는 주엔진 터보펌프를 들 수 있는데 이 터보펌프는 접시만한 크 기로써 71000마력을 생성해 낸다. 이러한 가공할 만한 에너지 밀도와 유량을 감당해 내려면 종래의 회전기계보다는 훨씬 더 높은 회전속도를 가져야 한 다. 이러한 회전체는 큰 관성부하와 진 동 및 동안정성의 문제등을 내포하고 있다. 고성능 회전기계의 또다른 예로서 초정밀 가공용 공작기계를 들 수 있 다. 선반 혹은 밀링머신으로 초정밀가공을 행하기 위해서는 회전축의 진동이 극히 작아야 한다. 이와 같이 오늘날 갈수록 초고성능 초정밀도를 추구함에 있어서 회전축의 진동을 현장에서 모니터링하고 이 진동데이터를 분석하여 회전축을 제어하는 것이 강력히 요구되어진다. 따라서 in-situ 측정이 중요성 을 띠게 되었는데 이는 제어기술의 바탕이 되는 자료를 현장에서 제공할 수 있기 때문이다. 회전축 진동측정의 대상이 되는 것들은 모타, 발전기, 엔진 및 터빈등을 대표적으로 들 수가 있다. 여기서 소형회전기계의 축표면과 같 이 비교적 곡면을 이루고 있는 부분의 진동변위 측정에 신중한 고려가 요구 되어 진다. 이는 축의 곡면도에 따라 감도가 변화하기 때문이다. 따라서 평 판에 대한 calibration 챠트를 회전기계축진동 변위환상에 이용하면 곡률에 따라서 오차가 생기게 된다. 본 연구에서는 비접촉 축진동측정시 발생되는 오차에 대하여 검토하고자 한다. from the studies, the origin of ${\alpha}$$_1$peak was attributed to the detrapping process form trap with 2.88[eV] deep of injected space charge from the chathode in the crystaline regions. The origin of ${\alpha}$$_2$ peak was regarded as the detrapping process of ions trapped with 0.9[eV] deep originated from impurity-ion remained in the specimen during production process of the material, in the crystalline regions. The origin of ${\beta}$ peak was concluded to be due to the depolarization process of "C=0"dipole with the activation energy of 0.75[eV] in the amorphous regions. The origin of ${\gamma}$ peak was responsible to the process combined with the depolarization of "CH$_3$", chain segment, with the activation energy of carriers from the shallow trap with 0.
