산업용 전기기구수요

  • 5개년기획기간중 전력발전 부문에 신규로 소요되는 설비는 막대한 양으로서 약 1억 5천만불에 해당되는 양이다. 물론 후 2자 즉 배전 및 공장소요 전기기구도 등비급수적인 증가수요로 말미암아 적지 않은 양이된다. (약 6,000만불) 이들 중 국내에서 기술적으로 생산이 가능하다고 고려되는 기구, 즉 전력변압기의 일부 배전변압기, 역율개정용 축전기, 산업용 전동기의 수요를 정부가 수립한 5개년 기획기간에 맞추어 산정하고저 한다.

  • 최근 문화기술(CT) 기반으로 다양한 산업의 콘텐츠화가 급속히 진행되고 있는 가운데, 융합형 콘텐츠가 새로운 성장동력으로서 주목받고 있다. 또한 상상력과 창의력 기반의 문화적 요소가 가미된 융합형 콘텐츠 산업은 '경쟁없는 시장'으로서 국가 비즈니스 혁신의 돌파구가 될 것으로 전망되고 있다. 이런 상황에서 차세대 융합형 콘텐츠 분야의 유망 전략 산업에 대한 산업-기술 연계 로드맵 작성 및 기술기획 프레임워크(framework) 구축은 미래 기술기획 및 기술개발, 관련 산업의 활성화, R&D 투자 배분 등을 위한 사전 작업 및 방향지표로서의 의의를 가진다. 이에 본 고에서는 유망 융합형 콘텐츠 분야에 대한 산업-기술 연계 로드맵을 3가지 기술발전 경로, 즉 단위 소요기술의 향상(upgrade road), 기존 소요기술의 진화(evolution road), 단위 소요기술의 혁신(innovation road)을 반영하여 작성하는 입체로드맵으로 기술기획 프레임워크 내에서 제시 적용하도록 한다.

  • Defense technology planning identifies medium-and long-term core technologies to accomplish future defense goals and suggests strategies for future R&D. In order to promote the export-oriented defense industry, planning paradigms should be shifted from technology-oriented planning that focuses on weapon systems to market- oriented R&D planning. This study aims to strategically support 'preliminary technology planning' the Defense Agency for Technology and Quality is pushing ahead with. Through market-orientation analysis models of weapon systems based on defense R&D planning, data research on previous market-oriented research, and the analyses and examples of global defence markets, it evaluates market attractiveness to UAVs and drew methods for exploring markets and enhancing competitiveness of military equipment. The market-oriented analysis model of weapon systems is considered to be a helpful reference as a relevant factor for decision making on establishing and verifying requirement planning. In particular, if a market-oriented defense R&D planning process is established institutionally, it will enable us to make export strategies tailored to different equipment from the planning phase and to support marketing strategically.

  • Various security threats, such as North Korea's nuclear tests and intercontinental ballistic missile developments, are becoming issues. Considering the current security situation in South Korea, proper selection of weapons and efficient defense acquisition systems are essential. In this paper, we conduct a survey and analysis of the defense core technology necessary for the development of weapons systems, and review whether current defense research and development is carried out efficiently. A theoretical study was conducted on ways to enhance the linkage between defense core technology and weapons systems development. As a result of the study, the necessity for development of weapons systems and the linking of defense core technology planning with the need for institutional improvement in enhanced utilization of defense core technology were derived. We propose a method for a long-term weapons systems concept plan that integrates defense core technology planning with forces planning and pre-project research programs to improve planning efficiency.

Influential Factors on Prioritization of Weapon Systems (국방획득사업의 집행우선순위 결정요인 연구)

  • Because required weapon systems in the planning stage exceed the extent of defense budget, we should consider the priorities of them in the programming and budget stage. The purpose of this paper is to find out the factors that affect the prioritization of required weapon systems limited by budget. For this purpose, we analyse statistically major 20 defense projects launched in 2014. We derived the reasons for prioritization through the pairwise comparisons and also extracted six representative factors through the Exploratory Factor Analysis(EFA). The KMO was 0.779 and the total variance explained was 79.59%, Cronbach's Alpha was above 0.7 which means EFA was appropriate to accept. The significance of this paper is that influencing factors on prioritization was derived by the comparisons using the present weapon systems and people in charge of defense acquisition. The factors can be utilized in AHP or Delphi to determine the priority and ultimately contribute to rational judgement for the military strategy objectives within the limited resources.

  • In order for the military organization to be reborn as a high-tech science and technology strong force, science and technology that can be applied to the military is identified at the rapid development of science and technology, This should be quickly applied to military organizations, which is a growing consensus that Defense R&D planning system centered on rioters is needed to quickly acquire advanced weapons systems. In this respect, in order to successfully achieve the current government's defense policy, the high-tech weapons system necessary for national defense is required quicklyIt is necessary to closely examine defense planning, systems, organizations, and functions to develop into a high-tech science and technology military to link from raising to acquiring, and to reorganize the power enhancement and operation system. Therefore, this study proposes a high-efficiency defense operation system that combines advanced science and technology by Korean military organizations through "Defense Innovation 4.0", and we hope that follow-up research will be conducted following this study.

  • 전문 서비스로봇인 국방 무인 로봇은 무기체계 개발 시, 소요군의 운용개념 미확정, 국내 로봇 기술수준(TRL) 및 기술성숙도 미흡 등으로 무인체계의 소요기획 및 전력화 소요 반영이 되지 않고 장기적인 획득 대안으로 생각하고 있으나, 미국의 미래 전투체계(Future Combat System)에서 보듯이 네트워크 중심전(NCW)으로의 전장 환경변화 등 무인전투체계의 통신 및 소프트웨어(복합체계 공통운용환경(SOSCOE: System of Systems Common Operating Environment))의 중요성은 더욱 커지고 있다. 국가적으로는 국방 무인 로봇을 시장확산분야로 인식하고 있으며, 그동안 해외 도입 위주의 국방 무인 로봇 시장에 대한 중요성이 부각되고 있어, 우리나라 창조경제 발전의 견인차 역할로 무인체계 시장의 선점 및 새로운 고용시장을 창출할 수 있는 기반으로 투자를 확대하고 있다. 따라서, 본 논고를 통하여 무인체계에 대한 체계개발 활성화 방안에 기여하기 위한 선제적인 방법으로 연구개발 방향을 설정하고, 기술개발 방향 및 획득 우선순위 등 개발전략을 수립하고 그 대안을 제시하고자 한다.

  • Warfare paradigm has been changed from PCW to NCW and the military requirement/acquisition system has been changed from bottom-up process(Weapon-Centric) to top-down process(Capability-Centric) in orde to improving the effectiveness of NCW. The concept of top down acquisition process focused on acquiring the capability based on CBP through CBA. However, implementing the concepts and embdding them into methodology will be chanllenging. So, we analyze existing examples overseas and to create new methodology which identify the our force capability through the CBA based on enimy capability. The proposed methodology can be implemented military operation area, public safety area and disaster relief area for CBP based on CBA.

  • 화학물질은 현대문명에 필수적이다. 산업용 원료, 신소재, 섬유, 의약품, 농약 등 화학물질의 사용용도는 광범위하고 그 유용성은 무궁무진하다. 하지만, 언제부터인가 화학물질 유해성(有害性)이라는 용어에 익숙해지고 있다. 화학물질은 분해에 장시간이 소요되어 인체 또는 환경에 잔류하고 장기적으로는 각종 질병을 일으키기도 한다.
