Development of Escape and Rescue Path-taking Method for Plant Accident Response Training (플랜트 사고 대응 훈련을 위한 탈출 및 조치 경로 설계 기법 개발)

  • In case of plant accident, the most important measures that field operators, control-room operators and fire fighters must take are the escape from and going into the accident sites. These two different actions are reverse directional moving actions. By training operators and fire fighters with counter-accident path taking measurements, we can prevent the small accidents from becoming large-scale accidents, and can take efficient measurements in case of actual plant accidents. Out of necessities of path-taking training, in this research, we developed the escape and rescue path-taking method for plant accident response training. We can calculate the escape and rescue routes from a operator or fire fighter's current location as of accident happening and provide route data which in turn can be used as the safety training scenario. We expect this path-taking method can enhance the effectiveness and reality of escape and rescue training scenarios.

화재예방안전 목표향상을 위한 소방관련 제도개선

  • 최근 들어 전국의 곳곳에서 화재가 발생하여 귀중한 인명과 재산을 잃는 대형 참사(慘事)로 이어지고 있다. 화재가 발생했을 때에 초기진화(初期鎭火) 및 인명(人命)의 대피시간(待避時間)인 소위 골든타임은 대략 5분정도이다. 또한 화재사고를 직접체험하게 되면 패닉(panic)현상을 초래하여 우왕좌왕, 혼란의 블랙홀(Black hole)에 함몰(陷沒)되게 마련이다. 의정부 아파트 화재에서처럼 대부분의 골목길은 많은 차량들이 주차되어 소방차 긴급출동에 장애가 되고 있는 실정이다. 보편적으로 화재발생 시 소방대는 5분 내에 출동을 목표로 훈련을 한다. 하지만 화재현장에서 소방대에 화재신고가 신속히 이루지지 못하는 지체시간(遲滯時間)을 감안하면 소방대가 현장에 도착하여 진압작업을 개시하는 시점에는 이미 골든타임을 벗어나 화재가 확산되어 있는 상황인 것이다. 그러므로 골든타임을 감안(勘案)하여 소방대의 출동이전에 자체적으로 초기진압을 할 수 있는 방재시스템을 구축(構築)하여야 하는 것이다. 이에 소방대의 도착이전의 골든타임 이내에 자체적으로 조기진압 및 피난을 할 수 있어야 할 것이며, 다만 출동한 소방대는 인접한 건물이나, 주유소 등으로의 연소 확산(延燒 擴散)을 방지하는 역할로 개념(槪念)을 정리할 필요가 있는 것이다. 소방관련 법령 및 화재안전기준 등은 수시로 개정 발전 되어 오늘날에 이르렀다, 하지만 아직까지도 불합리하고 모순된 규정 등이 곳곳에 산재해 있다. 이에 틀에 박힌 고정관념에서 벗어나 보다 논리적이고 합리적이며 현장여건에 부합하는 선진화된 소방제도를 구축하여 화재참사로부터 국민의 생명과 재산보호는 물론 그 손실을 최소화하기 위한 선진화된 소방관련 제도로 정착시켜야 할 것이다.

Utilization and Excavation Practices of Fire-Fighting Vulnerable Zone Model (소방취약지 모델의 활용 및 적용사례 발굴)

  • In order to foster rapid disaster response and public life protection, National Emergency Management Agency has been trying to spread 'Emergency Rescue Standard System' on a national scale since 2006. The agency has also intensified management of firefighter's safety on disaster site by implementing danger predication training, specialized training and education and safety procedure check as a part of safety management officer duties. Nevertheless, there are limitations for effective fire fighting steps, such as damage spreading and life damage due to unawareness of illegal converted structure, structure transformation by high temperature and nearby hazardous material storage as well as extemporary situation handling endangered firefighter's life. In order to eliminate these limitations there is a need for an effort and technology application to minimize human errors such as inaccurate situational awareness, wrong decision built on experience and judgment of field commander and firefighters. The purpose of this study is to propose a new disaster response model which is applied with geospatial information. we executed spatial contextual awareness map analysis using fire-fighting vulnerable zone model to propose the new disaster response model and also examined a case study for Dalseo-gu in Daegu Metropolitan City. Finally, we also suggested operational concept of new proposed model on a national scale.

A Study on the Activity and Training Plan of a Field Crew for the Design of Training Scenarios Assuming Chemical Accidents and Terrorism (화학사고·테러를 가정한 훈련 시나리오 설계를 위한 현장 대원의 활동성 분석과 훈련방안에 관한 연구)

  • This article is a study on the activity of rescue workers for designing simulation training scenarios assuming chemical accidents. On the basis of the complexity of the indoor scene in the case of chemical accidents and terrorism, we designed a 12-step simulation training scenario for two teams to analyze the improvement in firefighters' capabilities. On the basis of activity measurement in the simulation scenario, step 2 of training had the most drops in the maximum heart rate, as follow: N1, from 163 bpm to 153 bpm; N2, from 186 bpm to 151 bpm; N3, from 168 bpm to 162 bpm; and N4, from 166 bpm to 152 bpm. In terms of intensity level in the allowable activity time, it was found that in step 2 both N1 and N2 reduced from Level 5 to Level 3, N3 remained at Level 4, N4 reduced from Level 4 to Level 3, and the maximum allowable activity time increased.

A Study on Safety and Health of Injured Firefighter: Focusing on Gyeongbuk Province (공상 소방공무원의 안전보건에 관한 연구 - 경북지역을 중심으로 -)

  • The aim of study intends to investigate safety and health of injured firefighter in Gyeongbuk province and to provide the base data for the safety and health of firefighter. The results of the study are as follows. Type of activities when injured are surveyed extinguishing fire (42.5%), EMS (20.0%), rescue (12.5%), driving (10.0%) others (10.0%), education and training (5.0%). The firefighter injuries are treated in hospital (75%), operated surgery (62.5%) and disordered physically (25.0%). It was found that administration financial support (42.5%), development and propagation of teaching material (12.5%), the interest of chief (7.5%) were required for the safety and health of firefighter.

  • As the contents of crimes become specialized due to the diversification and modernization of modern society, the role of a special judicial police system is becoming important and diverse. Nevertheless, most special judicial police for the fire service, which conducts investigative work, have problems, such as lack of expertise in investigation caused by a lack of manpower, investigation and work due to concurrent fire investigation. Based on the experience gained through the investigation cases of fire crimes, this study suggests improvements of the telegraph restriction system, improvement of the education system, improvement of the education and training system, and the establishment of a dedicated department as measures to improve the actual problems.

Wearing Acceptability of Chemical Protective Clothing during Fire Training (소방훈련시 화학보호복 착용에 따른 동작만족도 연구)

  • The aim of this study was to investigate the wearing acceptability of chemical protective clothing during fires and to provide basic data for the safety of firefighters. The results of the study were as follows: Wearer acceptabilities of chemical protective clothing under static movement (e.g., looking at the ceiling with maximum head bending, wrapping one's arms around oneself, sitting obliquely on the floor, and maintaining a crouching position) were 21.7%-47.8% lower than those of general uniforms. When wearing chemical protective suits, the acceptability under static movement was statistically low (p < .001). Wearer acceptabilities of chemical protective clothing under dynamic movement (e.g., running, lifting a heavy object (20 kg) up to the waist, lifting and moving a heavy object (20 kg) by 1 m, lifting a stretcher and walking forward, and lifting a stretcher and walking backward) were 19.2%-47.8% lower than those of general uniforms. When wearing chemical protective suits, the acceptability under dynamic movement was also statistically low (p < .001).

Design of Daily Training Protocol for Field Crews Wearing Chemical Protective Clothing for Firefighting and Analysis of Activity (소방용 화학보호복 착용 현장대원의 일상 훈련용 프로토콜 설계 및 활동성 분석)

  • The present article is concerned with a study on the daily training protocol for field crews wearing chemical protection clothing for firefighting and the analysis of activity. To improve coping ability of & secure safety for firefighting crews initially incorporated in the fields of chemical accident & chemical terror, 10 steps in total of daily training protocol have been designed. The designed protocol is largely composed of the extensive activity protocol for daily adaptation of firefighting chemical protection clothing (steps 1, 2, 6, 7 & 9), the precision operation protocol utilizing hands (steps 3, 4 & 5), and the protocol requiring strong physical burdens (steps 8 & 10). According to the measurement results for activity as a result of the protocol, the average maximum heart rate upon wearing the firefighting chemical protection clothing was shown to increase by step 1 20.32%, step 2 18.69%, step 3 25.23%, step 4 34.77%, step 5 27.44%, step 6 30.24%, step 7 25.33%, step 8 22.25%, step 9 22.80% and step 10 20.85% compared with the time of not wearing them. The average maximum breathing rate was shown to increase by step 3 1.92%, step 4 4.11%, step 5 1.24%, step 6 3.95%, step 7 0.93%, step 8 10.23%, step 9 3.36% and step 10 15.10%, except for steps 1 & 2.
