Fire District Adjustment for Improving Fire Service Vulnerable Areas in Jinju (진주시 소방서비스 취약지역 개선을 위한 소방권역 조정)

  • This study analyzed the vulnerable areas to the fire service in regard to 119 safety centers, currently established in Jinju city. In this study, the district of fire was examined through the analysis of the OD cost matrix to find the transference or increase methods of the existing centers for improving the fire services. The study results demonstrate that the numbers of 119 safety centers were lacking in comparison with the areas of the administrative district in Jinju. In particular, relocation and the transference or increase of centers were required for the Cheonjeon 119 safety centers, which is the creation area of the National Industrial Complex among five 119 safety centers located in Jinju, and the fire service jurisdiction of Munsan 119 safety centers (including Banseong 119 regional unit), which is the location of a big fire risk due to the increase of population according to the development of the new town. In addition, the OD cost matrix analysis in this study reveals the fact that the time of fire service in the Jeonchon Industrial Complex, which is the significantly vulnerable area, will be reduced from 8 minutes to 3.3 minutes if the current Cheonjeon 119 safety center is moved to Gaho-dong. It indicates that the increase of safety centers in Geumsan-myeon areas, where the population has increased rapidly in recent days due to the development of the new town, is keenly needed.

Case Studies of Firefighter Burns Safety Accident during Fire-fighting Activities (현장 소방활동 중 소방공무원 화상사고 사례 분석 연구)

  • The purpose of this study is to analyze four cases of firefighter burns in various fire scenes and to find prevention measures to decrease firefighter injuries. Among the analysis reports prepared by the National Fire Research Institute of Korea from 2016 to 2020, four burn-related accidents are summarized and the main causes are conveyed. The four accidents include second-degree burns from using extinguishers during containment of fires; nine firefighters burned due to re-ignition in the LPG car repair shop; two firefighters injured with third-degree burns from using fire extinguishers during life-saving events in residential housing; and injuries from the radiant heat of the tank BLEVE near the factory fire. These cases are comprehensively investigated in their respective scenes and analyzed based on the fire site investigation reports from the fire department and related theoretical explanations of risk for each accident scene. In the third case study, some experimental research is conducted to evaluate the risk involved with the use of safety gloves. This is evaluated by reviewing Fire Tactics and Standard Operational Procedures (SOP) to determine improvements and recommendations for an efficient firefighting response. Results show that the main causes of burn accidents are the insufficient use of personal protective equipment (PPE), such as safety gloves, and the failure to follow firefighting tactics or SOPs. Through the accident investigation and assessment, it is concluded that to reduce the frequency of burn accidents, the performance of firefighting equipment, SOPs, protection tactics, and safety policy systems require improvement.

A Study on the Fire Risk for Self-regulating Heating Cable (정온전선의 화재 위험성에 관한 연구)

  • This study examines the physical characteristics of self-regulating heating cables caused by increased temperature and fire risk due to local degradation. A thermo hygrostat system, a convection dryer, a digital multimeter (Agilent 34465 A), NI DAQ, and the LabVIEW program were used to assess the physical properties in response to temperature fluctuations. As the temperature increases, the resistance of the self-regulating heating cable increases; however, when the critical point is exceeded, the resistance sharply decreases. A problem arises when the resistance value cannot return to its original state even though the temperature is lowered to the initial state. Moreover, when the ambient temperature rises while power is applied, the resistance value initially increases, and the flowing current decreases, maintaining a constant state. However, when the critical temperature is exceeded, the flowing current increases because of a rapid decrease in the resistance value, progressing to ignition. When the resistance value decreases because of the deterioration of one local area, the total resistance value becomes less than the initial resistance value. Therefore, the flowing current increases and an ignition problem occurs at one location where deterioration occurs. Despite the sustained flames and arcs resulting from the changes in the overall physical properties of the self-regulating heating cable and resistance variations due to local decline, the fire continued as the flowing current was lower than the operating current of the circuit breaker, failing to cut the power. In the case of self-regulating heating cables and heating wires, which are the leading causes of fires in winter, efforts are needed to ensure the need for periodic maintenance and the use of KS-certified products.

Differences in quality of sleep, job stress, fatigue, job satisfaction, and posttraumatic stress disorder according to the type of work in fire-fighting officers (소방공무원의 근무형태에 따른 수면의 질, 직무스트레스, 피로도, 직무만족 및 외상 후 스트레스장애 차이)

  • Purpose: The purpose of the study was to investigate the differences in quality of sleep, job stress, fatigue, job satisfaction, and posttraumatic stress disorder (PTSD) according to the type of work in fire-fighting officers. Methods: This study used an online questionnaire. The participants were 322 fire-fighting officers. The data were collected from May 2 to 20, 2018. Data were analyzed using SPSS 22.0. Results: According to the work styles of fire fighting officers, job stress, job satisfaction, and PTSD showed significant differences. However, There were no differences in sleep quality and fatigue. There were significant differences in job stress, job satisfaction, and PTSD in those in roles of fire suppression and rescue emergency medical technicians and this result suggests a way to improve the quality of sleep, job stress, job satisfaction and fatigue for fire-fighting officers who suffer from PTSD. Conclusion: Based on the results of this study, mental health of fire-fighting officers will be improved through basic data for psychotherapy which can overcome the quality of sleep, job stress, fatigue, job satisfaction and PTSD according to the work style of fire-fighting officers.

A Numerical Study on the Eccentric Rotation Flow Characteristics of Drilling Fluid in Annuli (환형관내 굴착유체의 편심회전유동에 관한 수치해석적 연구)

  • The paper concerns numerical study of fully developed laminar flow of a Newtonian water and non-Newtonian fluids, 0.2% aqueous of sodium carboxymethyl cellulose(CMC) solution in eccentric annuli with combined bulk axial flow and inner cylinder rotation. Pressure losses and skin friction coefficients have been measured when the inner cylinder rotates at the speed of 0~200 rpm. A numerical analysis considered mainly the effects of annular eccentricity and inner cylinder rotation. The present analysis has demonstrated the importance of the drill pipe rotation and eccentricity. In eccentricity of 0.7 of a Newtonian water, the flow field is recirculation dominated and unexpected behavior is observed. it generates a strong rotation directed layer, that two opposing effects act to create two local peaks of the axial velocity. The influences of rotation, radius ratio and working fluid on the annular flow field are investigated.

A Study on the Flow rate Analysis of a Sanitary Fixture for Water Supply Piping System (급수배관방식에 따른 욕실 위생기구의 유량분석에 관한 연구)

  • The flow rate analysis for sanitary fixtures has been studied to determine the water supply piping system and size. The study has been carried out to analyze for a various water supply pressure and piping size theoretically. Also, the study has been carried out to analyze for a various water supply piping system experimentally. The water supply pressure is varied from 0.01MPa to 0.07MPa, and the piping size is varied from 6mm to 15mm. The water supply piping systems are one-to-one, all-loop-type, and bathroom-loop-type water supply piping system. The results indicate that the piping size is able to supply water fully in case of smaller than 15mm if the water supply pressure keep an necessary minimum pressure. And the gap of flow rate is very little for the various water supply piping systems.

A Study on Heat Transfer Characteristics of the Outside Surface of Ambient Vaporizer (액화가스용 대기식 기화기의 외측 열전달 특성에 관한 연구)

  • This paper analyzed the heat transfer characteristics on the outer surface of the ambient air vaporizer which received the heat from the air through natural convection by using numerical and experimental methods. The working fluid was a liquid nitrogen. The experimental variables were the length (2,000 mm, 1,800 mm, 1,600 mm) and width of the vaporizer fin and the fluid flow ($6.7m^3/h$, $7.1m^3/h$, $7.5m^3/h$). Based on the temperature data from the experiments, the heat transfer coefficient was calculated. Numerical analyses were also conducted in order to find the heat transfer coefficient for the range of Nusselt number which was difficult to get the data from experiments. The correlation equation between Nusselt number and Rayleigh number were suggested using both the experimental and numerical data.

Hand Sizing Study for Development of Firefighting Gloves (소방공무원의 장갑제작을 위한 손 치수 연구)

  • This study measured and analyzed male firefighters hand sizes as well as suggested data for developing firefighting gloves with a good fit. Accordingly, body dimensions related to the hand were measured for 100 male firefighters. Twenty-three measuring items related to the hand and lower arm were selected. The firefighters' measurement data were compared to general adult male measurements from the 6th Korean Anthropometric data to analyze the hand sizes characteristics of firefighters. As a result, height, hand circumference, hand breadth, wrist circumference, elbow-wrist length, forearm-fingertip length and firefighter weight were significantly larger than adult males. A correlation analysis for 23 items was conducted to select items used as standards for setting a size when manufacturing firefighting gloves. Hand length and circumference were selected as representative hand parts for making firefighting gloves. Cross analysis between hand length and circumference were conducted to find the section showing the highest distribution ratio. As a result, the highest sections were between 19cm and 21cm for hand circumference and between 18.5cm and 19.5cm for hand length, which may be suggested as the most important ranges.

  • 재난관리현장 및 관련 학문 분야에서는 사건(incident), 사고(accident), 위험(risk), 위기(crisis), 재해(disaster), 재난(disaster)과 같은 유사성이 있는 전문용어들이 혼용되어 사용되고 있다. 전문용어의 경우 관련 학과 학생 및 종사자들은 그 내용과 의미를 정확하게 이해하고 있어야 하며, 이와 관련한 전문용어의 정의를 명확하게 나타내는 지침이 필요하다고 말할 수 있다. 「재난 및 안전관리 기본법」제 3조에서 재난에 대한 정의는 명시하고 있지만, 재난과 재해와의 차이점을 명확하게 알 수 없으며, 위험과 위기에 대한 차이점을 또한 파악하기 어려움에 있다. 이러한 이유로 관련 학과 대학생 및 관련 업종 종사자들이 재난에 사용되는 용어를 명확하게 구분하여 설명하지 못하고, 명확하게 구분하지 아니하고 사용하는 것이 아닌가라는 판단에 이르게 되었다. 용어의 혼용은 국민들에게 재난에 관한 의식의 혼란을 유발하고, 혼란스러움으로 인한 무관심이 발생, 그 무관심에 의해 재난에 관한 의식이 저하될 수도 있다고 생각하였다. 따라서 본 연구에서는 재난 의식의 하락으로 비롯되는 대응의 부적절함을 방지하기 위해 1) 관련 학과 학생 및 종사자들을 대상으로 전문용어의 이해도 조사, 2) 관련 용어의 정의를 조사 및 분석을 수행하였다.
