The environment of fire service is more uncertain as cities become complicated and new combustibles are used. If fire service's budget is not allocated sufficiently for fire facilities and equipment, fire service's quality and firefighter's safety are affected seriously. Therefore project budget must be increased to prevent fire and disaster effectively. This study investigate the change of fire service demands, the change and priority of fire service budget and project budget. And this study examined the relationship between fire service demand and project budget using correlation and regression analysis. Analysis showed that a number of rescue and emergency medical service were significant variable for project budget.

Japan has a very advanced volunteer fire brigade system as an interdependent organization by local residents due to frequent natural disasters. Japan has fostered and developed the volunteer fire brigade in the national level to response rapidly and appropriately to earthquake or natural disasters even in the urban area that has sufficient fire stations and fire officers. This study analyzes the situation of operating the volunteer fire brigade in Japan in detail and compares the result with Korean situation. Finally, this study suggests policies which can be introduced to activate the volunteer fire brigade in Korea.

In this paper, I have developed an automatic distress notification system (ADNS) working with an external VHF device in small ship. The proposed system is as part of a small ship disaster analysis system which can detect and quickly respond to the small ship disaster. The automatic notification system receives the location information signal from the disaster analysis system, and the signal will be converted into voice signal to broadcast of the accident position through external VHF device. It will be sending a distress message as form of voice information through VHF device until sinking under the water. Through this research, I expect we'll be make a quick response and prevent a terrible loss of human life.

본 연구는 소방대원의 현장 작업자세 평가와 분석을 통하여 소방대원의 근골격계 부담작업 유해요인을 분석하고자 한다. B시에 소재하고 있는 소방서의 남자 소방대원을 대상으로 소방 현장에서 많이하는 자세 중 요구조자 이송작업자세, 방수작업자세, 유압구조장비 작업자세, 만능도끼작업 자세를 인간공학적 평가 기법인 Rapid Entire Body Assessment(REBA), Rapid Upper Limb Assessment(RULA)와 NIOSH Lifting Equation(NLE)를 이용하여 평가하고 분석하였다. 자세 분석결과, RULA 분석에서 모든 작업이 최고 점수인 7점으로 평가되었고 REBA는 5점에서 10점까지로 RULA분석에 비하여 낮은 점수를 나타내었다. 따라서, 소방대원들의 작업환경과 자세에 문제가 많다는 것을 알 수 있었다.

최근 국내 대도시를 중심으로 초고층건축물이 계획 건립되고 있으며, 그에 따라 국내 외적으로 초고층건축물 화재가 빈번하게 발생하고 있으나, 현재 국내 소방기술은 그에 대한 어떤 확실한 대안도 갖고 있지 못하다. 2010년 발생한 부산 해운대 우신골든스위트 화재사례를 통해 고층건물 화재진압의 부진했던 주된 원인과 문제점이 분석되면서, 최근 국내 고층건축물의 화재를 대비한 관련법(건축법, 소방법 등)들이 제정되고 있다. 그러나 아직도 고층건축물에서의 화재진압방법, 인명구조 및 소방진압장비의 연구 개발의 성과가 부족하다. 본 연구에서는 초고층건축물의 외장재를 통한 수직화재 확산방지를 위한 보다 효과적인 진압방법과 인명구조방법을 제안하고자 한다.

This research is safety administration turkey and research for improvement of a lot of cultural asset to butyric acid officer and whole country since Sungryemunhwajae, and is preventing by meantime Cultural Properties Protection and fire fighting relevant law to protect these cultural asset but want is not few in cultural asset fire precaution yet. Therefore, I wish to study about operation and application standard of water system system that is applying to supplement these problem.

In this study I investigated that fire fighters utilize fire facilities properly or not, and found problems and solutions with interview and questionnaire. Fire fighters tend to utilize portable instruments. 62% of fire fighters have used fire facilities which is installed in building. The most useful facility is indoor fire hydrant, 42% of fire fighters have used that. The primary reason to avoid to use facility is that they think the facilities are not good at quick response. Almost fire fighters want improvement to enhance utilizing fire facilities. Finally in the fire scene, commander's initiative, fire fighter's ability, easiness of utilizing fire facilities, and fire fighter's creditibility about fire facilities are related to the degree of utilizing fire facilities.

The system of The Volunteer Fire Brigade is the Civil autonomic one which was set up from The Chosun Dynasty and has been active. Having suffered from several dificulties from Japanese control in the Chosun Dynasty, The Volunteer Fire Brigade was established by the enactment 1958 Fire Law and we have had it up to this time. The Volunteer Fire brigade played an important role in the period of the past Fire fighting personnel and equipment which we did not have. It has carried out the assistance of the Fire extinction, the early extinction of a fire in the rural region, the extinction of the forest fire, and lots of social volunteering actions etc. but, today's Fire fighting system has made the surprising developments, such as the improvement of national economic power, the increase of knowledge about the safety of the people, the openness of The Fire Fighting Department of Korea. I will try to check out the role of The Volunteer Fire Brigade which filled up the lacking part the fire fighting in the past and make the measures which can activate in these days, looking for the new field of the movement.
