본 연구는 고령자시설의 현황과 고령자의 군집보행속도를 조사한 전보에 이어 고령자를 고려한 피난안전설계를 위한 기초연구로서 노인요양시설의 근무자의 소방안전관리실태에 관한 설문조사를 실시 및 분석하였으며 그 결과 화재시 재실자의 피난가능여부와 소방서와의 연락체계에 관한 질문에서 초기피난의 문제점을 도출할 수 있었으며 노인요양시설의 비상구 및 주야간 상시 관리자 수 및 피난시설에서 대응책이 필요할 것으로 사료되어 향후 체계적인 피난안전계획의 구축이 필요할 것으로 판단된다.

국가화재안전기준(NSFC 301)에서 규정하고 있는 소방대상물별 피난기구를 선정하여 사용자 특성을 고려한 상황을 가상하여 행동실험을 통해 피난기구별 그 효용성을 비교 분석하였다. 단순한 체험실험을 통해서 얻어진 결과는 노인요양시설이나 유아교육시설과 같은 피난 시 협조자의 도움이 필요한 시설에서의 피난기구 선정은 현 기준에서 제시한 다수의 피난기구가 그 적응성이 떨어지는 것으로 나타났다.

2005년 낙산사 이후 강원도 지역의 목조문화재의 소방대책 및 안전의식의 증대와 함께 많은 소방시설의 보강 및 정비가 이루어 졌다. 그럼에도 2008년 숭례문화재가 발생하는 등 목조 문화재의 손실이 발생하고 있다. 이 논문에서는 강원도에 위치한 중요 목조 문화재를 중심으로 목조 문화재의 소방 시설을 비교하고 삼척시에 위치한 죽서루를 중심으로 소방 현황과 대책에 대해서 알아보고 목조문화재의 화재 예방 및 소방대책에 대하여 제안하고자 한다.

U-러닝은 유비쿼터스러닝(Ubiquitous Learning)의 약자로 개방적 학습자원을 학습자의 필요에 따른 선택에 의해 활용하는 통합적 학습체제 의미한다. 국내에서의 소방교육은 다양한 소방교육 컨텐츠부족 및 시간적 공간적 제약으로 인해 소방안전에 대한 교육이 원활히 이루어지지 못하고 있는 실정이다. U-Learning 구성하여 다양한 컨텐츠를 거주자, 근무자, 방화관리자에게 제공하여 자기주도적인 학습을 통해 평상시 거주자 및 근무자에게 소방시설의 이해 및 사용방법을 교육하고, 방화관리자에게는 소방시설의 관리 및 점검방법을 교육함으로써 화재 및 재난으로 인한 피해를 최소화 할 수 있다.

In a daily life these days, the safety and the comfort are considered very important. As the same as other areas, the good maintenance of fire protection systems and the fire drill plans in buildings can minimize the loss of human life and the property in case of fires. In this paper, a survey has been conducted to investigate the maintenance status of the fire protection systems of apartment buildings, shopping center and office buildings. Both practical procedures for checking the systems and for fire drills and strategic plans to minimize the losses in case of fires are suggested by analyzing how well the occupants in the buildings acknowledge the evacuation drills when the fire occurs.

Recently, it is imperatively necessary to expand fire services funds for providing high quality of fire services. This study is to propose the plan of funds expansion for fire services to cope with a hefty increase of fire services demands in a local autonomous entity era. As alternatives of funds expansion, the study suggests the increase of fire public facilities tax rate and extracting new funds by establishing local government firms such as fire hospitals and fire repair firms. In addition, the study also proposes establishing a new common fire facilities tax, imposing fire services tax on gas tax, imposing public facilities tax on electricity tax, and transferring fire services expense to a local autonomous entity.
