Due to frequent fire incidents in underground culverts, many live are lost and the function of city is paralyzed, and consequently they bring tremendous damages to fortunes and live of people. It brings my attention that there are many problems presented when the current standard of smoke prevention facility is applied to prevent fire. Among many methods to prevent smoke in underground culverts this study concentrates on water-mist method witch is not currently applied in Korea and introduces installation method.

In the past, the risk of fire and the rate of fire occurrence has increased gradually as the quality of life improved due to rapid economic growth, and the government enacted Fire Prevention Act. The existing inspection method was revised considering the rapid increase in the number of fire-fighting objects(hereinafter referred to as specific fire-fighting objects) that require the installation of fire-fighting facilities, and has been applied to this day. On the other hand, unlike the rapid increase in specific fire-fighting objects and the development of fire prevention technologies, the scope of work and inspections by unsuitable inspectors caused a large fire accident, which required improvement of the related laws. This study evaluated, the Act on the relationship of firefighting facilities, which had been implemented previously to identify fire victims, save lives, secure independence of fire inspection agencies, and ensure the accuracy of fire prevention actions.

Recently the consideration for occupants' security has been raised as very important design element from the fire by building's large sized, higher storied, and its compounded. But the domestic Laws regulated the predicative laws according to the technical standard which has no difference from the past domestic evacuation regulations. Therefore when big fire occurs, it is not enough to guarantee for occupants to escape safely. Specially since domestic escape relevant laws are divided into Architect relevant law and fire fighting relevant law, it has caused to bring various problems. So This study will show the problems of the evacuation regulation which is registrated in the Architect relevant law and fire fighting relevant law. And also later, when Architect escape relevant laws re-registrate, this study will be used as foundational materials.

"재난 및 안전관리기본법"에서는 재난발생의 위험이 높거나 재난예방을 위하여 계속적으로 관리할 필요가 있다고 인정되는 시설 및 지역을 특정관리대상시설로 지정 관리하고 있다. 그러나 특정관리대상시설의 종류가 다양하고, 양이 방대하며, 상세 안전관련 내용이 개별법에 따라 관리됨에 따라 종합적인 안전관리가 어렵다. 본 연구에서는 특정관리대상시설의 종합적인 안전관리시스템을 구축하기 위하여 "소방시설 설치유지 및 안전관리에 관한 법률"에서 규정하고 있는 특정소방대상물의 소방검사제도를 살펴보고 이를 통하여 각 전문분야 시스템과 연계한 종합안전관리시스템 구축방안을 제시하고자 한다.

기존 건축물은 현행 소방법 및 건축법을 소급해 적용할 수 없다는 이유로 비상용승강기와 제연설비가 설치되어 있지 않는 경우가 상당수 존재한다. 이렇듯 화재에 취약할 수밖에 없는 기존 건축물에서 화재가 발생했을 때 소방대 진입 및 구조활동이 가능한 통로를 확보하는 것이 매우 중요하다. 본 연구는 이러한 관점에서 기존 건축물의 화재안전성능 개선에 따른 부담을 최소화하는 방안으로 승강로 급기가압 방식을 제시한다. 먼저, 수직통로를 통한 연기 확산에 무방비 상태인 기존의 고층 건축물의 문제점 및 화재사례를 분석하고, 국내외 비상용승강기 및 제연설비 관련 법규 현황을 비교분석하였다. 그리고 NIST의 Contam을 이용한 시뮬레이션을 통하여 승강로 급기가압 전과 후의 층별 차압을 비교함으로써 승강로 가압이 연돌효과에 미치는 영향을 분석하였다.

Recently, construction projects are gradually becoming high-rise and large-scale, and furthermore, the use of new buildings is emerging through the deepening of the underground. In this situation, a lot of fire damage has occurred in recent years, mainly in buildings and tunnel structures. In particular, damages caused by fires during large-scale construction projects such as freezing warehouse accidents are increasing. In this situation, in Korea, it is still trying to secure safety from human fire through the administrative system divided into the building law and the fire law, but it is being developed in a negative direction rather than a positive direction. The fire risk is getting bigger even when the road is not maintained. In this current situation, it is considered that the development of a Korean integrated life safety code centering on the consciousness base of Koreans will be necessary, and in particular, the ease of revision will also be needed by promoting the integrated safety code rather than current laws and regulations. This is a summary of the future tasks.
