Income Inequality of the Aged: Trends and Factor Decomposition (노인 소득의 불평등 추이와 불평등 요인분)

  • The primary purpose of this study is to find policy implications by examining the trends in income inequality of the Korean aged and factors contributing to these. For analysis, this study used the 2nd, 5th, 7th and 9th wave of 'Korean Labour and Income Panel Study'. The findings are as follows. First, total income inequality of the elderly rose greatly after 1998 and is decreasing after 2001. Secondly, the Gini coefficient decomposition by income sources shows that earned income was the factor most responsible for the income inequality of the elderly. But its influences of the elderly income inequality is gradually decreasing during analysing periods. Third, assets income and public pensions have a great effects on the elderly income inequality. They increases the income inequality of the elderly households. Forth, interfamily transfer income and public assistance income reduces income inequality of the elderly.

  • This study purports to deal with so-called basic income policy that Korea society has paid a great amount of attention to in welfare policy area. As an introduction, the definitions of basic income policy, and her natures and characteristics, and ideological foundation will be covered. Then, this study will discuss current debating issues upon basic income policy around the world such as basic income policy vs pre-existing social security systems, basic income policy and labor supply, the potential effect of basic income policy upon income redistribution, and feasibility of basic income as an actual policy. In conclusion, this study will investigate major criticisms on basic income policy and suggest viable paths that interested researcher should take for further study on basic income.

The Impact of Globalization and Factor Abundancy on Income Inequality (세계화와 요소부존도가 소득불평등에 미치는 영향 분석)

  • This study analyzes the relationship between globalization and income inequality. The empirical model is developed based on Kuznets' hypothesis of the inverse U curve. The effects of factor abundancy and globalization which is characterized by trade and FDI on income inequality are analyzed. 127 member countries of WTO are classified into 4 groups according to GNI. The period of analysis is 21 years from 1995 to 2015. Results show that 3 groups of countries excluding one group that is high income countries supports Kuznets' hypothesis which is the inverse U curve. Secondly, expansion of trade decreases income inequality of middle income countries but increases high and low income countries. Thirdly, FDI increases income inequality of middle and low income countries. Finally, the increase in capital abundancy lowers income inequality because the capital accumulation increases the productivity of labor.

  • This study estimates the role of public and private income transfer to the income status of women who experienced marital disruption. In detail, this study estimates five major subjects (1) women's socioeconomic background, (2) income and poverty status, (3) family income composition, (4) the anti-poverty effect of public and private income transfers, and (5) factors associated with women's poverty status. Major findings of the study are as follows: First, women's socioeconomic characteristics, income status, and poverty status are different according to what types of marital disruption (separation, divorce, death of spouse) they experienced. Second, the role of public and private income transfers to reduce women's poverty are also different according to their marital status. Third, widow's working condition and the level of public assistance are significantly associated with the poverty status of widow.

A Study on the Relationship between Public Income Transfers and Private Income Transfers in Korea (공적 소득이전과 사적 소득이전의 관계)

  • Using data from Korea Welfare Panal Study(KWPS), this study examines the relationship between public income transfers and private income transfers in Korea. This research is analyzed by the procedure of OLS regression analysis. The results are as follows. First, the paper shows that public income transfers crowded out the private income transfers. Specially public assistance crowed out the private income transfers. The amount of public income transfers has negative correlation with the amount of private income transfers. The amount of public assistance income has negative correlation with the amount of private income transfers. But social insurance transfers do not have influence on the private income transfer. Second, the private income transfers in Korea are altruistically motivated.

Income Level Necessary for Old-age Living by Income Status (노령계층의 소득계층별 필요소득수준 연구)

  • This study is intended to explore an income level necessart for the old-age by income Status. Firstly, it is verified whether there is significant difference between old-age and working age or not. Secondly, if their difference is found, it will be identified that it is determined by certain factors. Thirdly, it is brought out needful income level for the old-age living through analysing old-age consumption expenditure level over working age. The results in this research are as follows. Firstly, there is a significant difference between old-age and working age. Secondly, the major factors which generated difference between old-age and working age consumption expenditure are income, household size, and age. Thirdly, the income level necessary for oldage living is on average 61 %. By income status, it is 90-100% for low income status, 60-70% for middle income status, 50-60% for high income status.

2009년 및 2015년 사학연금법 개정에 따른 기준소득 변경의 연금소득에 대한 효과 연구

  • 본 연구는 2009년 법 개정에 따른 기준소득의 변경이 가입자별 보험료 부담과 연금급여의 변경에 어떠한 영향을 주었는지를 구체적 사례를 중심으로 살펴봄으로써 제도 변경 전후의 가입자별의 연금소득 변화를 산정함과 아울러, 2015년 사학연금법 개정에 따른 사학연금 가입자간 소득재분배제도의 도입이 2009년 법 개정에 따른 연금소득효과에 어떠한 영향을 주었는지를 분석하였다. 분석 결과, 사학연금가입자의 경우 법 개정 당시의 전제가 되었던 기준소득대비 보수월액의 비율인 65% 수준에 근접하는 사람은 일부에 불과한 것으로 나타났다. 즉, 60~70%기준에 포함되는 계층은 5.6%에 불과하고, 60% 이하인 자가 88.6%, 70% 이상인 자는 5.8%로 나타났다. 이는 사학연금 가입자 상당수가 기존의 보수월액이 실제 과세소득의 일정비율보다 낮은 위상에 있었음을 의미한다. 따라서 2009년 법 개정 결과, 처음의 기대와는 달리 개정 이전 연금액에 비하여 높아지는 가입자가 87.5%, 낮아지는 가입자가 12.5%인 것으로 나타났다. 그렇지만 연금액이 증가되었지만 보험료 부담이 함께 증가되었기 때문에 수익비 측면에서 더 유리해졌다고 할 수 없다. 더 부담하고 더 많이 받는 경우가 대다수였다. 물론, 오히려 기준소득이 보수월액보다 절대치조차 낮은 가입자도 있었다. 이 경우, 본인의 희망에 따라 법령에서 별도로 정한 최저소득기준을 선택할 수 있도록 함으로써 문제점이 완화되었다. 2009년 법 개정 상에 나타난 연금액 증가는 소득재분배 요소를 도입한 2015년 법 개정으로 상대적으로 저소득 가입자는 연금액이 증가하고 고소득자는 연금액이 감소됨으로써, 2009년 법 개정에서 나타난 고소득자에게 유리할 수 있는 부분이 완화되는 결과를 만들었다. 2015년 개정은 2009년 개정 상 발생한 문제를 다소 보완하는 결과가 되었다. 공무원의 보수월액을 적용하여왔던 제도를 기준소득월액으로 바꾼 것은 사학연금 가입자가 실제의 소득에 기초하여 보험료를 부담하고 연금을 지급받을 수 있도록 되었다는 점에서 제도의 정상화로 보는 것이 바람직하다. 소득기준의 전환으로 내재적으로 혼란이 발생할 가능성이 있었지만, 2015년의 법 개정으로 제도가 보다 완결적으로 발전가능하게 된 것으로 평가된다.

Analysis of Forestry Household Income Inequality using Gini Coefficient Decomposition by Income Sources (소득원천별 지니계수 분해법을 이용한 임가의 소득불평등 분석)

  • The purpose of this study was to identify the impact of various income sources on income inequality of forestry households. Data from the Forestry Household Economy Survey from 2013-2016 were analyzed using the Gini coefficient decomposition method via income source. In particular, the income inequality analysis of forestry households was broken down into separate analyses based on group, i.e., the whole of forestry households and the five income quintile classes. The results of the analyses showed that income inequality of forestry households is primarily affected by forestry and nonforestry incomes and income quintile class. Moreover, income inequality of the highest income quintile class was largely affected by forestry income compared with other sources of income, whereas that of other income quintile classes was largely affected by nonforestry income. Therefore, in order to reduce income inequality in forestry households, it is necessary to increase the proportion of forestry income in the lower four quintile classes. Given that the income of the lowest quintile class is negative, it is necessary to devise ways to improve the proportion and quantity of forestry income. At the same time, as forestry income increases, a policy alternative is also required to improve inequality in forestry income.

Changing Trends of Income Packaging and Income Distribution : 1996-2002 (도시 근로자가구의 소득원 구성과 분배구조의 변화 : 1996-2002)

  • The purpose of this study was to offer a comprehensive analysis of the changing trends of the Korean income packaging, poverty rate, and level of income inequality from 1996 to 2002. In order to do that, this study used the micro-data of "Income and Expenditure Survey of Urban Households" by the National Statistical Office(NSO). Major results were as follows: (1) A ratio of public transfer in family income packaging increased at the DJ administration. (2) Poverty rate and Gini coefficient, which were 7.8% and 0.29 in 1996, rose to $8.8{\sim}10.4%$ and $0.30{\sim}0.34$ respectively during the year of 1998-2002. (3) However, poverty reduction effect and income inequality reduction effect of public income transfer increased preferably at the DJ administration. Those effects increased more since the enactment of National Basic Livelihood Security in 2000. Therefore, government should provide more national welfare programs to reduce the poverty rate and to improve better structure of income distribution.

Impact of Income on Subjective Quality of Life (소득이 주관적 삶의 질에 미치는 영향)

  • 본 논문에서는 한국노동연구원에서 1998년에 수집한 "한국노동패널조사" 자료를 이용하여 소득과 만족도로 측정된 주관적 삶의 질간의 관계를 집중적으로 검토해 보았다. 가구 소득, 가족 관계, 여가활동, 주거활동, 근로활동의 5개 삶의 개별영역들에 대한 만족도가 전반적인 삶의 만족도의 50% 이상을 설명되며, 수입에 대한 만족과 전반적 만족간에는 체감의 관계가 있는 것을 발견하였다. 우리 나라 사람들은 자신의 생활에 보통 이하의 만족을 느끼고 있다고 보고하고 있다. 실제 소득과 소득만족도 와 의 연관 은 그렇게 크지 않으며, 이는 가구 소득의 경우에나 개인 소득의 경우에나 유사하게 실제 소득이 소득만족도의 10%정도의 변이만을 설명하고 있다. 서구의 연구 결과와 유사하게 모두 외적인 조건들을 생활만족도의 설명변수로 한 희귀 분석 결과는 변량의 10%정도만을 설명할 뿐인 것으로 나타난다. 것으로 나타난다.
