  • This study aims to develop a framework for an accident prediction model leveraging a deep neural network algorithm, specifically tailored for small-scale construction sites. Notably, the incidence of accidents in the construction sector is markedly higher compared to other industries, with a significant contribution from small-scale sites. The challenging nature of construction in urban settings, coupled with the increasing frequency of adverse weather conditions, is likely to escalate accident risks at these sites. Anticipating and mitigating accidents at small-scale construction sites is therefore crucial to decrease the overall industry accident rate. Consequently, this research introduces a Deep Neural Network-based model for forecasting accidents at small-scale construction sites. The framework and findings of this study are poised to serve as a guideline for the safety management of small-scale construction projects, ultimately aiding in the realization of safer, more sustainable construction practices at these sites.

A Research on the Reduction Plan of Falling Accidents in Small Construction Sites (건설현장의 떨어짐 재해 감소방안에 대한 연구)

  • 본 논문에서는 업무상 사고 재해자와 사망자가 가장 많은 공사금액 20억 원 미만 소규모 건설현장에서 떨어짐 재해를 줄이는 방안을 제시하여 전체 건설현장의 재해 감소에 기여하고자 하였다. 연구에 기반이 되는 이론(하인리히 법칙, 버드의 도미노 이론과 하베이 3E이론)을 검증하기 위하여 자료를 분석하고 국내·외 사례를 통해 선행연구를 실시하였다. 그 결과 떨어짐 재해발생원인을 다음과 같이 도출하였다. 첫째, 근로자의 안전·보건의식이 부족하다. 둘째, 떨어짐 방지 안전시설이 미비한 현장이대다수이다. 셋째, 위험성평가 제도의 현장 적용이 난이하다. 또한, 사례연구 분석을 통해 2015년~2016년 OO지역의 떨어짐 재해가 발생한 공사금액 20억원 미만 약 15개소 소규모 건설 현장을 방문하여 현장 소장을 대상으로 인터뷰를 실시하였다. 본 연구에서는 공사금액 20억 원 미만 소규모 건설현장의 떨어짐 재해를 줄이기 위한 개선방안으로 자발적으로 체험할 수 있는 근로자 교육, 떨어짐 방지 안전시설을 지원해주는 정부지원 그리고 위험성평가 간소화를 제안하였다.

  • 소규모 건설 사업장에서는 한 사람이 과도하게 많은 관리영역에 대해서 책임을 져야하므로 특정 영역에 대해 집중적인 관리가 불가능하다. 실제로 이와 같은 소규모 프로젝트는 작은 규모로 인해서 정부의 관리 통제에서 면제되고 있는 바, 이는 소규모 건설 사업장에서의 안전관리와 안전관리에 대한 의식 수준이 낮은 주된 이유 중 하나이다. 정부는 그간 전국적 사고 발생 건수를 줄이기 위해 지속적으로 노력하고 있지만 매년 백여 명이 넘는 근로자가 건설현장에서 사망하고 있다. 이는 그간의 관리 방법으로는 일정 수준의 목표를 달성하고자 함에 있어 상당한 한계가 있다는 것을 시사한다. 건설 사업장에서 발생하는 각종 안전사고는 건축물의 대형화 복잡화함에 따라 다양한 형태로 발생되며 그 중 대형건설사는 지속적인 안전관리를 통해 안전관리 수준이 향상되었고 상대적으로 소규모 건설 사업장과는 안전수준의 격차는 커지고 있다. 따라서 본 연구에서는 상대적으로 안전 관리가 미흡하고 전체사고의 반 이상을 차자하는 소규모 건설현장의 문제점을 파악하고 이에 대한 개선방안을 제시하고자 한다.

Identification of Combinatorial Factors Affecting Fatal Accidents in Small Construction Sites: Association Rule Analysis (연관규칙 기반 소규모 건설현장 사망재해 다중요인 분석)

  • The construction industry is suffering from a large number of fatal accidents. As many field works are being conducted in a dangerous condition such as working at height and adverse weather, they are always exposed to safety accidents with high frequency and severity compared to other industries. Such risk is even larger in small construction sites, but studies that focus on combinatorial factors leading to fatal accidents in small construction sites are lacking. Thus, in order to reduce the fatal accidents in the construction industry, this study analyzed 1,438 occupational death accidents cases in small construction sites and, then, conducted the association rule analysis to extract ten combinatorial factors that frequently led to fatal accidents in small construction sites. Based on the extracted association rules, this study also discussed possible countermeasures to reduce the fatal accidents. The results were explained to experts, who agreed on the results of the study. This study contributes to the construction safety management theory by providing a detailed analysis of fatal accidents in small construction sites that can be used for developing and deploying safety policies and educations for small construction site workers.

  • The government and of the Safety and Health Corporation have continuously carried out safety activities such as supervision, inspection, technical guidance and financial support in order to reduce accidents on the construction site. However, the number of disasters on the construction site is increasing every year, Which accounts for more than 80% of the total number of casualties. It is necessary to investigate the implementation status of safety and health management in the field of small-size construction site, and to provide the appropriate technical guidance plan to the relevant work places.   • Only one person should be responsible for many area of works at a small construction sites with less than contract amount of USD 0.3 million. therefore, he can not be an expert in one area. Actually, this kind of small projects are not controlled by the Government because those small size of projects are exempted in following the Government control, due to certain level of small size. The above reason makes those small projects loose with an aspect of safety management without safety consciousness and safety management. The Government makes his effort to decrease nationally accident occurrences but there is considerably deep limitation to achieve a certain level of goal despite a fact that there have been more than 100 workers died annually. It is expected that some proposed management ideas technique with behavior-based safety management can be contributed to decreasing accidents at small construction sites.

Risk Assessment for Disaster Reduction in Small-Scale Construction Sites (소규모 건축현장 재해감소를 위한 위험성평가 방안)

  • Purpose: Small-scale construction sites have insufficient systematic safety management activities, and due to the characteristics of the construction site, the production structure is complex due to external environmental factors, and the risk of construction equipment is very high. We would like to propose a checklist method among practical risk assessment techniques that can derive risk factors for disaster prevention at small construction sites and reduce disasters. Method: Risk factors were derived by analyzing literature research and disaster cases, and detailed work for a checklist of risk assessment suitable for small-scale construction sites was classified based on risk factor items. Result: Hazard factors were divided into 6 major categories, and 29 detailed types of work were classified based on actual work types, and 80 detailed works were classified accordingly. Conclusion: By arranging risk factors suitable for small-scale construction sites according to the classification system, the lack of expertise in the construction site can be supplemented, and risk factors can be derived more easily and disaster reduction can be expected through establishment of safety measures.

  • By analyzing the operation status of fire safety management of small construction site workers, deriving problems, and suggesting improvement measures, this study was conducted to present practical basic data for their efficient use in the future, and the following conclusions were drawn. First, it was analyzed that small construction site workers are elderly in the age group of construction workers, have short construction skills, most of the jobs are working in the construction industry, and the employment type is non-regular workers. Second, the fire safety management improvement plan of small construction site workers is systematized, fire safety manager is deployed to manage fire risk, fire escape routes and emergency warning facilities are provided to inform all workers at the construction site. In addition, measures to reduce industrial accidents are needed through realistic evacuation training, fire VR training, and interesting educational programs.

  • As the quality of life has been improving, people are getting higher interest and higher expectation for safety. However, the accident rate at the construction site is still high. Therefore, it is urgent to secure the safety at the construction work. Due to the nature of the construction industry, construction sites are directly exposed to the external environment. The possibility of accident occurrence is increased due to various factors such as the always variable processes, the diversity of manpower input, the increase in vulnerable class, and the danger of construction equipment..Particularly, the disasters occurring at the small- or medium-sized construction sites (budget ≤ 12 billion KRW) account for 88.9% of the total disasters at construction sites (73.4% for casualty). It was due to the lack of management caused by the absence of supervisors and insufficient safety measures. Moreover, it is difficult for the small- or medium-sized construction sites to apply basic safety measures such as safety education and safety facility installation by themselves in order to prevent disasters because they don't have sufficient safety organizations. It is because they have relatively less safety personnel and poorer technology system than large-sized construction sites. Therefore, in order to reduce accidents in construction, it is necessary to prevent accidents at the small- and medium-sized construction sites. From this point of view, the objectives of this study were to identify the key risk items causing accidents frequently by analyzing the accidents at construction sites and identifying problems associated with safety management, and to secure the safety at the small- and medium-sized construction sites.

  • IMF이후 건설 물량은 감소하고 있는 경향이나 재해율은 그다지 감소하지 않고 있고 여전히 중대재해는 계속 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한비용을 더욱 아끼려 하고 있어 비용절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서, 본 연구는 중·소규모 건설현장 안전점검의 실태를 조사 분석하여 문제점을 도출하고 효율적 운영방안을 제시하는 것으로 하였다 현행 안전점검의 실태조사를 위하여 안전점검의 관계담당자인 전국의 노동부 지방노동관서 근로감독관, 한국산업안전의 각 지역본부 및 지도원 기술직원, 안전점검대상 건설현장 관계자에게 각각 설문 조사지를 배부하여 실태를 조사하고 분석하였으며, 또한 노동부의 최근 년도인 1999년, 2000년도의 재해발생통계 및 안전점검실적 자료, 대한건설협회의 최근 년도별 건설공사 수주금액, 공사규모별 현황 및 외국의 건설현장 안전점검사례를 수집하고 분석하였다. 이러한 실태조사 등 수집된 자료분석 및 각종 참고문헌 연구를 통하여 안전점검의 대상현장을 선정하는 기준과 위반사항에 대한 행정 및 사법조치 기준에 대한 문제점을 제시하고 이러한 문제점에 대하여 효율적인 개선대책을 제시하였다.
